Robert Carter Greg Butler Chairperson Director of Public Works / City Engineer 2 ITEM NO. 2 School Area Traffic Control — Action Plan for Area 3, Area 4, and Chaparral High School AGENDA REPORT ` "+ °G; %1i'; TO: Public/Traffic Safety Commission ' 1989 u.r, . . FROM: /reg Butler, Director of Public Works/City Engineer L , DATE: April 25, 2013 SUBJECT: Item 2 School Area Traffic Circulation - Action Plan for Area 3, Area 4, and Chaparral High School Prepared By: Jerry Gonzalez, Associate Engineer — Traffic RECOMMENDATION: 1. Approve the action plans for each school site; and 2. Direct Staff to implement recommended solutions, where appropriate. BACKGROUND: In September 2011, the City Council directed Staff to review school area traffic safety at each school site within Temecula Valley Unified School DistricYs (TVUSD) jurisdiction and conduct workshops with all stakeholders including TVUSD administrators, school site administrators, Temecula Police Department, and parents. The goal of the School Area Traffic Circulation workshop is to identify potential safety issues, and develop short-term and long —term alternatives to address the issues. In order to have productive workshops, the area of influence for each school site was defined and circulation patterns to and from each school site were identified. The school district's Attendance Boundary Map was used to divide the City into five (5) study areas. The study areas include fourteen (14) elementary schools, five (5) middle schools, and three (3) high schools. At the meeting of September 27, 2012, the Commission considered and approved action plans for school sites located in Area 1, Area 5, and Great Oak High School. Similarly, action plans were considered and approved by the Commission at the December 6, 2012 meeting for school sites located in Area 2 and Temecula Valley High School. Recently; the Commission held three (3) workshops, which identified areas of concern, potential solutions and action plans for school sites located in Study Area 3, Study Area 4, and Chaparral High School. The workshop results are identified below: Studv Area 3 James Da Middle School Concerns/Re uests - Pofential Solution Action Plan Vehicle congestion on North Develop non-vehicularmodes Requires further consideration General Kearny Rd. and Camino of transportafion such as by TVUSD and City Cam os Verdes Student Bike Train ro ram Vehicle circulation conflicts on Develop alternate vehicular Requires further consideration Camino Campos Verdes and route plan to and from school by TVUSD and Cify North General Kearn Rd. 1 Vail Elementa School Conc.erns/Re uesfs Potential Solution Action Plan Vehicle circulation conflicts on Develop alternate vehicular Requires further consideration Mira Loma Dr. route to and from school by TVUSD and City Explore feasibility of non- Requires further consideration vehicular access connections by TVUSD and City trails north of school site Vehicle circulation conflicts and Install "Do Not Block Driveway" Solution implemented blocking of driveways on Calle signs at entrance to Calle Carranza Carranza Ysabel Barnett Elementa School Concerns/Re uests Potenfial So/ution Action Plan Vehicle circulafion conflicts on Develop alternate . vehicular Requires further consideration Harveston Dr., Harveston route to and from school by TVUSD and City School Rd., and Township Rd.
