BACKGROUND SUMMARY
Planning Application No. PA13 -0054 was submitted on March 7, 2013. Staff reviewed the
application and provided comments on architectural design and plotting on April 4, 2013. The
project was revised to address staff concerns and resubmitted on May 10, 2013.
Staff has worked with the applicant to ensure that all concerns have been addressed, and the
applicant concurs with the recommended Conditions of Approval.
ANALYSIS
The proposed project involves the construction of single - family homes on 113 lots of Tract
29661 (56 in Verona and 57 in Sorrento) within the Roripaugh Ranch Specific Plan. The
proposed architecture and plotting was reviewed for conformance with the Specific Plan, as well
as for compatibility with the existing homes in the adjacent neighborhoods.
Architecture
The project proposes three floor plans and three architectural styles for Verona, and three floor
plans and four architectural styles for Sorrento. The floor plans are different, resulting in a
different footprint between the two products, which provides for additional variation throughout
the project. The architectural styles for both Verona and Sorrento include Spanish, French
Cottage, and Andalusian. In addition, the Plan 2 Sorrento product includes a Monterey
elevation with a four -foot usable balcony above the garage for additional variation.
While the Andalusian is not identified as an architectural style in the Specific Plan, there is
language that gives the Director of Community Development the authority to allow another
architectural style as long as it is complimentary and meets the intent of the Specific Plan. The
Andalusian style is adapted from homes in the southern region of Spain using natural materials
such as wood, brick, stucco and terra cotta tile. The Andalusian style fits well with the proposed
Spanish, French Cottage and Monterey styles in this tract. The four styles are consistent with
the Residential Architecture Standards specified in the Roripaugh Ranch Specific Plan Design
Guidelines.
Staff believes that, with the attached Conditions of Approval, the project meets the intent of the
Roripaugh Ranch Specific Plan. The proposed elevations achieve a quality appearance, are
compatible with the surrounding neighborhoods, and provide variety along the streetscape and
within the residential area.
Various materials and features proposed include the following for each architectural style:
• Spanish: Stucco finish, concrete 's' tile roof, 4:12 and 5:12 roof pitch (depending on
plan type), clay pipe accents, decorative foam trim elements, wood fascias and exposed
rafter tails, arched window recesses with multi -pane windows, arched entrances,
wrought iron details, decorative corbels, and decorative wood shutters.

• French Cottage: Stucco finish, concrete "flat" tile, 6:12 roof pitch, foam trim elements,
decorative shutters, multi -pane window panes, lap siding in the gables with wood
outlookers, and substantial stone veneer at the front entry.
• Andalusian: Stucco finish, concrete 's' tile roof, 4.5:12 roof pitch, arched windows and
entries, decorative kneebraces, vents, and shutters, a substantial amount of brick
around the front entry, and arched window and garage door.
• Monterey: Stucco finish, concrete "flat" tile, 4.5:12 roof pitch, decorative shutters, and
kneebraces, 4 -foot usable balcony with wood posts and wrought iron railing, decorative
foam trim elements, and brick veneer.
The applicant has provided specific details which are unique to each proposed architectural
style and elevation. Articulation is provided on all sides of the homes so that each side of each
product provides specific features of the proposed architectural style. Each of the three
proposed architectural styles in Verona and Sorrento (including one Monterey) are differentiated
from the others through the use of door and window types, window and door trim, garage door
design, overall silhouette, and materials such as stone, roof type and pitch, and shutters. Two -
story elevations that are visible from a public street or an open space area have been designed
to incorporate architectural enhancements including second -story enhancements at windows,
and rear elevations with balconies and California rooms.
Building Elements /Mass, Height, and Scale
The proposed project includes a one -story floor plan and 2 two -story floor plans with three
elevations each in both Verona and Sorrento (including one Monterey). The Roripaugh Ranch
Specific Plan requires single -story volumes and architecture forward concepts in at least 50% of
the homes in this planning area. "Architecture forward" is defined as a single story element with
a minimum of 8 feet of living space in front of the garage. The units provide adequate
articulation in roof forms and offsets to reduce massing. The elevations are visually broken up
with offset facades, changes in materials, architectural details and /or sloping roof lines. Units
include second story and single -story roofline facade elements, decorative wood details, stone
and brick veneer, window shutters, and window and door trim. The proposed standard and
enhanced elevations meet the requirements of the Roripaugh Ranch Specific Plan.
Each elevation provides careful articulation and architectural enhancements. Visual interest is
achieved through the use of varied wall planes, projections and recesses to provide shadow
and depth. Varying roof forms, roof pitch, floor plans, and changes in colors and materials
accentuate the various architectural styles. The proposed units include well pronounced front
entries with the use of arched entries, extended porches, and the use of different materials
around the entry. Juliette balconies off the second story bedrooms provide further articulation.
Garage and front doors are distinct and compatible with the architectural style of the home. In
addition, the units include architecture forward design to reduce the prominence of the garage
doors on the street scene. The proposed roof pitches and combination of 's' tile and flat tile
roofs provide variety in the street scene and they are representative of the architectural styles.
Additionally, reversed floor plans are encouraged to help achieve a distinctive street scene in
the community. The applicant has incorporated the above mentioned elements and will plot a
combination of regular and reversed floor plans to provide variety along the streetscape and
variation throughout the development.

The proposed elevations for this development meet the intent of the Architectural Design
Guidelines contained within the Roripaugh Ranch Specific Plan.
Materials and Colors
The Roripaugh Ranch Specific Plan encourages the use of stucco as the primary wall material
with light earth tone colors on primary wall surfaces and contrasting trim colors. The project
includes eighteen different combinations of building materials and colors for the four elevation
styles (Spanish, French Cottage and Andulasian) in both Verona and Sorrento. The Plan 2 in
Sorrento also includes a Monterey option. The color variation, stucco, brick and stone materials
serve to break up the massing of the two -story units as required by the Roripaugh Ranch
Specific Plan. The variation of material and colors helps individualize each home and creates
character in the neighborhood. Each proposed architectural style has three distinct color
schemes that customize the style. The materials include a variety of roof types, stucco and trim
colors, and decorative features. The intent of the Roripaugh Ranch Specific Plan has been
achieved by ensuring a continuity of colors, materials and textures throughout the entire
development.
Product Placement Plan
The proposed product placement conforms to the requirements Roripaugh Ranch Specific Plan
Design Guidelines. A varied and visually interesting street scene has been achieved through
creative product placement and alternately reversed floor plans throughout the development.
The units have been plotted to avoid repetition in plan and elevation type to meet the intent of
the design guidelines. Elevations that are visible from a public street or an open space area
have been designed to incorporate architectural enhancements which include shutters, siding at
the gable, California rooms and balconies, and /or additional windows.
LEGAL NOTICING REQUIREMENTS
Notice of the public hearing was published in the U -T San Diego on June 6, 2013, and mailed to
the property owners within the required 600 -foot radius.
ENVIRONMENTAL DETERMINATION
The proposed project has been determined to be consistent with the previously approved
Roripaugh Ranch Specific Plan Environmental Impact Report (EIR) and is exempt from further
environmental review (California Environmental Quality Act - CEQA Section 15162 Subsequent
EIR's and Negative Declarations).
FINDINGS
Development Plan (Code Section 17.05.010F)
1. The proposed use is in conformance with the General Plan for Temecula and with all
applicable requirements of State law and other Ordinances of the City.
The proposed single - family homes are permitted in the land use designation standards
contained in the Roripaugh Ranch Specific Plan and the City's Development Code.
The project is also consistent with the Low - Medium Residential land use designation

contained in the General Plan. The site is properly planned and zoned and, as
conditioned, is physically suitable for the type and density of residential development
proposed. The project, as conditioned, is also consistent with other applicable
requirements of State law and local ordinances, including the California Environmental
Quality Act (CEQA), the City Wide Design Guidelines, and fire and building codes.
2. The overall development of the land is designed for the protection of the public health,
safety and general welfare.
The overall design of the single - family homes, including the site, building, parking,
circulation and other associated site improvements, is consistent with, and intended to
protect the health and safety of those working in and around the site. The project has
been reviewed for and, as conditioned, has been found to be consistent with all
applicable policies, guidelines, standards and regulations intended to ensure that the
development will be constructed and function in a manner consistent with the protection
of the public health, safety, and welfare.
