Based on the Conditions of Approval, the Conditional Use Permit� is valid for a period of five years from the date of approval. The applicant is requesting an additional five-year extension of time, from the previously approved Conditional Use Permit, to continue RV Ready's current operations. Staff has worked with the applicant to ensure that all concerns have been addressed, and the applicant concurs with the recommended Conditions of Approval. ANALYSIS The project site is approximately 2.4 acres and includes three buildings, parking/display lots and an elevated display ramp along the rear of the prope�ty, adjacent to Interstate 15. The existing buildings include Building A(6,050 square feet) to be used for office space and parts storage, Building B(1,830 square feet) to be used for offices, and Building C(5,068 square feet) to be used for service and repair. Surrounding uses include retail commercial, with another recreational vehicle sales use located several properties to the south. As part of the Conditions of Approval, the applicant was required to complete minor onsite enhancements to the existing perimeter landscaped areas, parking lot resurfacing, and installation of a trash enclosure in compliance with Development Code standards. Staff has confirmed the applicant has compelled with all conditions. RV Ready operates seven days a week from 8:00 a.m. to 10:00 p.m. with approximately one dozen employees in sales, clerical, service, detail, and lot maintenance. Recreational vehicles are displayed along Jefferson Avenue at the front of the property, as well as along the rear of the property on the existing elevated display ramp. Customer and employee parking is provided along the southern edge of the site, in front of Building B, and in front of Building A. LEGAL NOTICING REQUIREMENTS ' Notice of the public hearing was published in the Californian on September 5, 2013 and mailed to the property owners within a 1,200-foot radius. ENVIRONMENTAL DETERMINATION In accordance with the California Environmental Quality Act (CEQA), the proposed project has been deemed to be categorically exempt from further environmental review. Section 15301, (Class 1 Existing Facilities): The proposed project consists of a Conditional Use Permit to continue RV Ready (RV sales/display) operations for a period of five years within an existing recreational vehicle (RV) dealership. No physical expansion is involved. Further environmental review is not necessary because the project is consistent with CEQA Section 15301, Class 1 Existing Facilities exemption and meets all applicable Development Code requirements. Per the City of Temecula Development Code (Section 17.08.030), recreational vehicle sa/es and rentals are permitted in Highway Tourist Commercial zones upon the approval of a Conditional Use Permit. The use has been reviewed and has been found to be consistent with the General Plan and the Development Code. The proposed conditional use is compatible with the nature, condition and development of adjacent uses, buildings and structures and the proposed conditional use will not adversely affect the adjacent uses, buildings or structures. Surrounding uses include retail commercial, with another recreation vehicle sa/es use located severa/ properties to the south. The conditional use is compatible with the nature, condition and development of adjacent uses, buildings, and structures and it is not expected to adversely affect the adjacent uses, buildings or structures. The site for a proposed conditional use is adequate in size and shape to accommodate the yards, walls, fences, parking loading facilities, buffer areas, landscaping, and other development features prescribed in this Development Code and required by the Planning Commission or City Council in order to integrate the use with other uses in the neighborhood. The project has been reviewed and conditioned to ensure that the requirements for yards, walls, fences, parking and loading facilities, buffer areas, landscaping, and other development features required in the City of Temecula Development Code have been satisfied. As a result, the project is designed to integrate into the surrounding area. The nature of the proposed conditional use is not detrimental to the health, safety and general welfare of community. The project has been reviewed and conditioned to ensure it meets all requirements of the Development Code, General Plan, and fire codes which provided safeguards for the health, safety and general welfare of the community. Therefore, the project is not anticipated to be detrimental to the health, safety and general welfare of the community. That the decision to conditionally approve or deny the application for a Conditional Use Permit be based on substantial evidence in view of the record as a whole before the Director of Community Development. Procedural Findings. The Planning Director of the City of Temecula does hereby find, determine and declare that: A. The Planning Director, at a regular meeting, approved Planning Application No. PA08-0050 on May 22, 2008, at a duly noticed public hearing as prescribed by law. B. On August 19, 2013, Steve Rawlings filed Planning Application No. PAl2- 0249 a Conditional Use Permit Application in a manner in accord with the City of Temecula General Plan and Development Code. C. The Application was processed including, but not limited to a public notice, in the time and manner prescribed by State and local law. D. The permittee shall obtain City approval for any modifications or revisions to the approval of this project. PL-4.
