PUBLIC COMMENTS
A total of fifteen minutes is provided so members of the public can address the Commission on

COMMISSION REPORTS
CONSENT CALENDAR
1. Action Minutes of October 24, 2013 — Approved staff recommendation — (3-0-2).
Commissioner Hagel made the motion; it was seconded by Commissioner Coram and
voice vote reflected unanimous approval. Commissioner Youmans and
Commissioner Richardson abstained.
RECOMMENDATION:
1.1 Approve the Action Minutes of October 24, 2013.
COMMISSION BUSINESS
2. Election of Chairperson and Vice-Chairperson for calendar year 2014 —
Approved staff recommendation(5-0-0). Motion made by Chairperson Carter to
elect Gary Youmans as Chairperson and Bob Hagel as Vice Chairperson.
Motion was seconded by Commissioner Richardson and voice vote reflected
unanimous approval.
RECOMMENDATION:
2.1 Elect a Chairperson and a Vice-Chairperson to preside through the 2014 calendar
year.
3. Traffic Conditions on Margarita Road—Santiago Road to Pio Pico Road—Approved
staff recommendation(5-0-0)with additional recommendations(listed below). Motion
made by Commissioner Hagel; it was seconded by Commissioner Youmans and voice
vote reflected unanimous approval.
RECOMMENDATION:
3.1 Concur with the results of the guardrail evaluation that there are no special
circumstances that justify the need for a guardrail on Margarita Road.

3.2 Provide further direction to Staff regarding the use of curve warning signs on
Margarita Road. Install intersection warning signs for San Fermin Place and
Jedediah Smith Road.
3.3 Install V-calm sign for southbound direction at location south of Santiago Road.
3.4 Remove trees in right-of-way at San Fermin Place and Jedediah Smith Road.
3.5 Review striping on Margarita Road.

Primrose Avenue Interim Student Loading Zone - Update

RECOMMENDATION: That the Public/Traffic Safety Commission:
1. Receive and file the report; and
2. Provide further direction to Staff.
BACKGROUND: At the meeting of July 25, 2013, the Public/Traffic Safety Commission
approved a request from Temecula Valley Unified School District (TVUSD) to implement an
interim student loading zone on Primrose Avenue adjacent to Great Oak High School. The
purpose of the interim loading zone was to improve traffic circulation during school peak periods
by providing an alternate loading area to the school and to serve as a "test" to determine if a
permanent loading zone would be successful at this location before expending funds for
construction of a loading bay.
Since implementation, TVUSD staff has been monitoring the use of the interim student loading
zone. To date the loading zone has been under-utilized due to its location and distance from
the classroom facilities. Since the loading zone has proven to be ineffective, Staff recommends
the removal of the loading zone and signing.
Jason Osborn, Director of Transportation, TVUSD, will provide a brief presentation of the results
of the monitoring effort.
FISCAL IMPACT: No fiscal impact with recommended action.
