BACKGROUND
On March 16, 2011, the Planning Commission approved Planning Application No. PA10-0251,
a Development Plan application for the Front Street Plaza, a four-story, 42,558 square foot
mixed use development consisting of restaurant, office, and residential uses to be constructed
on a 0.46 acre site.

PROJECT DESCRIPTION
The Front Street Plaza building includes restaurant/retail on the first floor with the possibility of
one or multiple tenants. The second and third floors contain a mix of residential and office.
The fourth floor will have a restaurant and offices. The first floor restaurant will have a covered
dining area and entrance on Front Street and at the corner of Old Town Front and Third Street,
while the third and fourth floor offices will have a separate entrance on Third Street.
ANALYSIS
The Old Town Specific Plan sets forth standards for all signage, including size, color, materials,
lighting, and location. However, the Old Town Specific Plan also provides for Sign Programs
whenever a proposed permanent sign exceeds or cannot comply with the standards required
by this chapter due to unique characteristics of the site or the unique characteristics of the
building facade upon which the sign is placed.
As identified in Exhibits A and B of the attached Sign Program, the following signs are
proposed for the Front Street Plaza building:
• Wall Signs (business name)
• Secondary Wall Signs (further describe services provided by business)
• Awning Signs
• Blade Signs
• Under Canopy Signs, a Wall Plaque, and Menu Board Sign
• Directional Signs, Menu Board; and
• Painted Building ID Signs
Consistent with the Old Town Specific Plan, each restaurant or retail business on the first floor
will be allowed one wall sign, one secondary sign, one awning sign, one blade sign, and one
under canopy sign. The wall signs along Old Town Front Street will be wood plaque, or
individual channel letters illuminated by gooseneck lighting. Flexibility allowed in the Sign
Program includes the ability to substitute a blade, plaque, or under canopy sign for a second
awning sign. Also, secondary signs are allowed to further describe services or products
offered by the business at the approval of the Director of Community Development. Given the
architecture along Old Town Front Street and the distinct locations for signs W-1 through W-5,
if a tenant's suite frontage includes more than two of the sign box locations, the third, fourth or
fifth "sign" must be a pictorial representation of the business and services provided (no text) in
order to "fill" the space to continue the facade rhythm without cluttering the facade with
secondary signs, and setting a precedent for excessive signage for future businesses in Old
Town.
Other signs on the first floor include two blade signs for third and fourth floor office tenants (B-1
and B-2). These are directional signs intended for pedestrians to differentiate the two building
entrances, one located at the corner and the other on Third Street. Additionally, there are two
wall signs on the first floor intended for third floor office tenants (W-6 and W-11). These two
signs will consist of individually pin-mounted letters that are non-illuminated. On page IV-154
of the Old Town Specific Plan, it indicates that the only signs located above the first floor may
be building name, window signs, or non-illuminated tenant signs when the primary entrance
door is on the second or third floor and external to the building. The Front Street Plaza building
does not have any entrances on the second or third floor. Staff is seeking direction from the
Old Town Local Review Board on signs W-6 and W-11, concerning individual office tenants on

upper floors utilizing first floor wall signage versus relying on building name and directional
signage. No signs are proposed, or should be allowed on the second or third floor facade.
The fourth floor tenant (restaurant) is proposed to be allowed a wall and secondary sign, as
well as an additional wall sign for the business name on the corner element. The wall and
secondary signs are consistent with the signs allowed for the first floor tenants and fit the
architectural sign boxes, however none of the first floor tenants are allowed the additional wall
sign. Staff is also seeking input on the extent of signage to be allowed on the fourth floor.
Sign W-12 was identified as "Las Villas" on the elevations that were approved by the Planning
Commission. Staff interprets this as an acceptable location for the name of the housing
development, but not for a fourth floor tenant.
In addition, two vertical Painted Building Identification Signs, P-2 and P-3, are proposed along
Old Town Front Street. The Old Town Specific Plan identifies criteria for building name signs
on page IV-166. Specifically, Building Name Signs shall not exceed 0.5 square feet per linear
foot of building frontage along the street and letter height shall not exceed 15 inches.
Furthermore, the photo example indicates a pre-cast concrete, or design element compatible
with the architecture of the building. The proposed Building Identification Signs would be
painted and sandblasted to provide a historic look. However, the proposed signs are
approximately two stories in height and would distract from the other signs and cover too much
of the brick along Old Town Front Street. Also, while less prominent, there is a building sign
proposed on Third Street(Building Identification Sign W-12).
Finally, a mural sign is proposed on the southern facade facing the neighboring Baily's
Restaurant. This sign is required to be painted and sandblasted to look historic. In addition,
this sign's design and content must be reviewed and approved by the Director of Community
Development.
RECOMMENDATION
While Sign Programs are intended to provide flexibility, the following signs are not consistent
with the Sign Section of the Old Town Specific Plan. Staff is requesting that the Old Town
Local Review Board review and provide comments on the following:
• Signs W-6 and W-11 (discuss third floor tenants utilizing first floor wall signage).
• Signs P-2 and P-3 (discuss vertical painted building identification signs).
• Signs W-8, W-9, and W-10 (discuss allowing three wall signs on the fourth floor versus
only allowing two for first floor tenants).
• Sign Program Section 4.1.1 (discuss language that wall mounted signs SHALL be
located on two (2) sides of street). Staff recommends that this should only be allowed if
tenant suite has frontage on both streets.
• For each sign type listed in Section 4 of the proposed Sign Program, it should be
clarified that only one of each is allowed, except for a second awning sign, which can
be substituted for a blade sign, plaque sign, or under canopy sign.
• Include language in Section 6 of the Sign Program, for Tenant Allowable Sign Areas to
indicate First Floor Tenants shall be permitted to utilize sign envelopes as designated in
Exhibits A, B, and C as follows:

the Old Town Local Review Board's recommendations into a staff report to the Planning
Commission for further consideration.

PURPOSE:
This Sign Program has been prepared for the purpose of establishing and
maintaining high standards of quality and aesthetics throughout and around
Front Street Plaza. The Sign Program is intended to allow flexibility in signage
to accommodate tenant needs and to maintain continuity within the building.
It is important to establish these standards to ensure coordinated proportional
exposure for all tenants. In the best interest of all tenants, the Owner has
developed the following sign criteria to allow each tenant adequate room for
creativity.
Tenant shall be responsible for the design, permitting, fabrication and
installation of their individual business signs within the limits of this sign
program. Conformance shall be strictly enforced. The property Owner at the
tenant's expense shall remove any non-conforming signs.

I. DEFINITIONS
Wall Signs - Single sided sign fastened directly to the surface of the building's
facade.
Secondary Wall Signs - Secondary signs shall be an image only sign. Design
theme shall be in the same theme as the primary sign. Sign may also contain a
pictorial representation of the business and service.
Blade Sign - A double-sided sign supported by a decorative metal bracket
mounted to the surface of the building so that the sign hangs perpendicular to
the face of the building.
Under Canopy Signs - A double-sided sign suspended by a decorative mounting
device to the underside of a porch, so that the sign hangs perpendicular to the
face of the building.
Window Lettering- Signage applied directly to the surface of a suite window.
Awning Signs - Signage applied directly to the valence of an awning.
Plaque Signs - A single sided sign attached to the wall surface adjacent to suite
entries. Typically this sign is a smaller version of the wall sign.
Painted Signs - Signs that are painted directly on the surface of the building's
fa4ade.
Accessory Signs - These signs include the following:
Menu Boards - Wall mounted display box placed in close proximity
to a restaurant or other eating establishment's main entrance.
Building Identification -Single sided sign fastened directly to the
surface of the building's fa4ade. Building identification signs do
not pertain to a tenant of the building.
Portable Signs - A temporary, portable double sided sign, such as
an A-frame, placed on the sidewalk adjacent to the tenants'
suite. This sign is only used during business hours and shall be
removed during non-business hours.
Directional Signs - Exterior sign that is placed on or adjacent to
the building, to guide patrons in and around the building.

2. GENERAL REQUIREMENTS
2.1. All signs and their installation must comply with the Temecula
Municipal Code Title 17.28 Sign Standards and California building
codes, as well as with these criteria. The tenants' sign contractor shall
obtain all permits required prior to fabrication.
2.2. The Owner maintains the following signs:
2.2.1. Building Identification sign mounted on the building face. The
building has four (4) building identification signs. (2) Signs are
located along the 3rd St. facade, and (2) are located along the
leading column of the arcade along Front St., facing north and
south (refer to Exhibit B).
2.2.2. Building/Suite address on building face, window or door at each
suite.
2.2.3. Directional sign, located on the south west corner of the
building fa4ade.
2.3. The tenant is responsible for maintaining the following signs:
2.3.1. Tenant identifications signs including: wall signs, blade signs,
under canopy signs, window and door signs, awning signs, and
accessory signs.
2.4. Acceptable business information signage on main entry doors or
adjacent windows to an exterior entrance is:
2.4.1. Window lettering shall be permitted at the public entrance of
each business, consisting of business name, days and hours of
operation, and emergency contact information. Operation signs
shall be limited to one (1) square foot maximum.
2.5. Colors on all signs shall be consistent with the building architecture,
and the approved Old Town color palette. Alt color selections must be
submitted to the owner for approval prior to any sign fabrication.
2.5.1. Nationally recognized logos shall be allowed upon receiving a
written approval from the Owner and the City of Temecula
Planning Department prior to the installation.

2.5.2. Logos may include text only as a part of the image. See example.
2.6. All signs shall be kept in "like new" condition. On notice by the Owner,
a Tenant shall be required to refurbish any sign, which does not qualify
the accepted standard.
2.7. Signs shall be free of all labels and manufacturer's advertising with the
exception of code requirements.
2.8. No animated or audible signs, no exposed lamps, conduits, crossovers,
sign cabinets, boxes, raceways or control devices shall be permitted.
2.9. Upon removal of any sign by a Tenant, any damage to the building
surface shall be repaired by the Tenant, or by the Owner at the
Tenant's cost.
2.10. Signs illumination:
2.10.1. Signs are permitted to utilize the following illumination
methods:
2.10.1.1.Internally illuminated signs shall be three dimensional
back-lit halo letters and/or a logo.
2.10.1.1.1. Signage may also include an opaque signboard
with cut-through letters and/or logo, providing
a back-lit halo effect.
2.10.1.1.2. See table A-1, and exhibits A, B, and C for
further clarification
2.10.1.2.Externally illuminated signs shall be up or down lit by
an approved decorative light fixture.
2.10.1.2.1. All external light fixtures shall be consistent
with the building architecture and must be
approved by the owner prior to fixture
installation.
2.10.2. Refer to table A-1 and exhibits A, B, and C for permissible
lighting type for each specific sign envelope.

4. PERMITTED SIGN TYPES
4.1 Wall Signs (primary sign)
4.1.1 Wall Mounted signs shall be located on two (2) sides of the
building facing the public right of way (Old Town Front Street
and 3rd Street).
4.1.2 The area designated for each wall mounted sign is shown on the
attached Exhibits A, B, Et C. All wall mounted signs shall comply
with the following restrictions. Signs shall be centered within the
designated envelope; letters shall be limited to the height of the
designated location less 6" above and below the text, creating a
6" margin. Individually cut letters shall not exceed the
designated envelope per Exhibits A, B, Et C.
4.1.3 Nationally recognized logos shall be permitted within the sign
envelop. The logo shall comply with Sections 2.5 of this
program.
4.1.4 Tenants shall be permitted to utilize sign envelopes as
designated in Exhibits A, B, Et C consistent with the suite street
frontage as permitted by the building owner, with the following
clarification for first floor retail or restaurant.
4.1.5 First floor tenants are allowed one (1) wall sign type unless
utilizing an awning sign type which can be substituted for a
blade, plaque, or under canopy sign types.
4.1.6 For signs W-1 - W-5, only primary and secondary signs are
allowed. Where more than two sign envelopes are utilized by a
single tenant. No more than one primary wall sign is permitted.

4.2Secondary Wall Signs
4.2.1 Secondary signs are only permitted in support of a main tenant
sign. (See primary signs)
4.2.2 Secondary Signs may be placed in any of the designated wall sign
locations at the ground or fourth floor.
4.2.2.1 Secondary signs are limited to (1) per tenant and the
envelops available to the tenant based upon the width of
the suite street frontage, or as permitted by the building
owner.
4.2.3 Secondary Signs must comply with the area, material, and color
guidelines described in section 2 of this document for the
proposed sign type. All secondary signs shall be consistent with
the appearance of the primary tenant sign for each tenant.

4.2.4 Secondary sign designs shall be limited to pictorial
representations of the business and services.
4.2.5 All secondary signs must be submitted to the owner and the
Planning Director for approval before the fabrication of any sign
in conjunction with the primary and accessory sign submittal.
4.3 Blade Signs (projecting) refer to Exhibits A Et B.
4.3.1 Blade signs shall be located on the building as shown in the
attached Exhibits A, B, Et C. Blade Signs shall not exceed 6 S.F.
4.3.2 Blade signs shall be double sided, and mounted to a decorative
bracket either painted or rusticated (Not real rust). Bracket
design, fabrication, approval and installation are the
responsibilities of the Owner.
4.3.3 The blade sign adjacent to the main building entrance (refer to
Exhibit A, sign B-2) shall be a multi-tenant sign serving upper
floor tenants only. Upper floor tenants will be provided (1) one
space per business (example multi-tenant blade sign shown
below).

4.3.3.1 Tenant blade signs may include the business name,
logo, and suite number.
4.3.3.2 Blade sign B-2 shall allow for one (1) line of text 4" tall.
4.3.3.3 Graphic logos may be used on blade sign B-2 provided
they are not more than 4" tall.
4.3.4 Single business blade signs, (refer to Exhibits A, B, Et C, B-1)
4.3.4.1 A single tenant blade sign shall comply with the total
sign areas designated in Exhibit B.
4.3.4.2 Blade signs, materials of construction, illumination, and
color palates must comply with those described in
section 2 of this program.
4.3.4.3 Tenant shall submit design sample to the owner for
approval (example single tenant blade sign shown
below).
4.3.5 Projecting signs shall only be attached to buildings, not to poles
or other signs

4.4 Under Canopy Signs
4.4.1 Signs shall be placed under the pedestrian arcade along Old Town
Front Street only. Two locations have been designated per
Exhibit B, between the first and last column along the arcade,
perpendicular to the street. Signs shall maintain 8' vertically
clear to the path below.
4.4.2 Refer to Exhibit B for sign area.
4.4.3 Signs shall be double sided, suspended with a decorative device;
either painted or rusticated (Not real rust). Device design,
fabrication, subject to approval by the owner.
4.4.4 Sign Colors shall comply with section 2.5 of the document.
4.5Window / Door Lettering
4.5.1 Lettering on windows and doors shall not exceed 20% of total
window or door glazing area for the first floor, and 30% of total
window glazing area free of muntins on the third floor.
Nationally recognized logos are permitted as described in Section
2.5 of this program.
4.5.2 Window lettering shall be of period style as listed in this
document under Section 7, Fonts.
4.5.3 Window signage shall be hand painted or vinyl cut as stipulated
below. Gold Leaf is recommended to enhance the lettering
design.

4.5.4 Colors for window signage shall be as described in Section 2.5 of
this program.
4.5.5 One window sign is permitted per business frontage, including
upper floor tenants.
4.6 Awning Signs
4.6.1 Awning signs shall be located on the valence of the awning only.
Letters shall be limited to the height of the valance, less 1"
above and 1" below the text, creating a 1" margin. The text shall
be centered horizontally and vertically in the valence of the
awning.
4.6.2 Awning signs shall be limited to the ground floor only. Signs may
be placed on each awning. Only the business name shall be
permitted on the front of the awning valence.
4.6.3 Awning signs shall not be illuminated
4.6.4 Awnings shall be canvas, with letters dyed or painted on fabric.
Plastic or vinyl awnings are prohibited.
4.6.5 Awning colors shall be compatible with the building's color
palette. Awnings may be solid or two toned only.
4.7Plaque Signs
4.7.1 Wall Plaques shall be mounted to the wall adjacent to the main
entrance to the suite centered at 60" above exterior walking
surface. Signs shall not exceed two (2) square feet.
4.7.2 Each tenant, both retail and office, in the building will be
allowed one wall plaque per business.
4.7.3 Signs may be externally illuminated as described in section 2.10
of this document, and permitted by the building owner.

4.8 Painted Signs
4.8.1 Painted walls shall be painted directly onto the building at
approved locations only.
4.8.2 Painted signs shall be located in (1) locations (refer to Exhibit A).
4.8.3 Painted sign colors and design shall comply with section 2.5 of
this document.
4.8.4 Painted signs shall be historically accurate in design. Language or
block script text on a contrasting background. Images depicting
persons, objects, or logos are prohibited.
4.8.5 The tenant is responsible for any cost related to the removal of
the sign, and any related building repair costs.
4.8.6 Painted Sign P-1 shall be a tenant sign painted directly to the
facade of the building at the location described in Exhibit A.
4.8.6.1 Sign P-1 will be allocated to a tenant approved by the
building owner.
4.8.6.2 Sign P-1 design and overall area must be submitted by the
tenant to the building owner and the planning director for
approval before sign installation.
4.9 Accessory Signs
4.9.1 Accessory signs shall include the following: menu boards,
directional signs, building name signs.
4.9.1.1 Menu boards
4.9.1.1.1 Signs permitted, one (1) per each restaurant, or
other eating establishment. Signs will be a
maximum of four (4) square feet.
4.9.1.1.2 Menu boards shall be located on a wall adjacent
to the main customer entrance and shall be
maintained with up-to-date menu items.

4.9.1.1.3 Menu boards may be illuminated following the
standards described in section 2.10 of this

4.9.1.2 Building Identification signs
4.9.1.2.1 There are (1) building identification signs. (Refer
to Exhibit A, signs W-12
4.9.1.3 Portable Signs
4.9.1.3.1 A portable sign is a sign, such as an A-frame or a
movable pole sign, which can be displayed
during business hours and removed when the
business is closed. Each business is permitted to
have (1) portable sign.
4.9.1.3.2 The size shall not exceed four feet high and
three feet wide.
4.9.1.3.3 A portable sign shall not be placed within the
Pedestrian zone, the area measured from the
back of curb to the property line.
4.9.1.3.4 Portable signs shall not be illuminated, or
plastic. Signs shall be constructed of high
quality, durable materials, subject to the review
and approval of the building owner.

5. SUITE ADDRESS IDENTIFICATION

6. TENANT ALLOWABLE SIGN AREAS
6.1.Each ground, and fourth floor tenant will be allotted the total number
of sign envelops that are available along their business frontage (refer
to Exhibits A, B, Et C)
6.1.1. Tenants will be permitted (1) primary wall sign at their
business frontage.
6.1.2. Secondary wall signs shall only be permitted in support of a
primary sign
6.1.2.1. All secondary signs must be approved at the discretion
of the building owner and the planning director.
7. APPROVALS
7.1.The design and construction of Tenant's exterior sign(s) must receive
written approval by Owner and a permit by the City of Temecula
before fabrication. Owner approval shall be based on:
7.1.1. Conformity to the sign criteria established for the building,
including fabrication and method of installation.
7.1.2. Harmony of the proposed sign with the design standards of the
building.
7.2. The Owner has the specific right to refuse approval of any sign which
does not conform to the specific criteria set forth herein or any design
not in harmony with design standards of the building. To secure Owner
approval, three (3) copies of the design drawings of the sign shall be
submitted to the Owner or Owner's agent. The sign drawings must
indicate an elevation drawing with the following information:
7.2.1. Type, style, color and size of all lettering.
7.2.2. The location of the sign in relation to store frontage.
7.2.3. Colors, finishes and types of materials.
7.2.4. Method of attachment to wall.
7.3. All signs shall be consistent with the Sign Program and have the proper
permitting from the City of Temecula as required by the Temecula
Municipal code prior to installation.
