Notification 48 hours prior to a meeting will enable the City to make reasonable arrangements to ensure accessibility to that meeting[28 CFR 35.102.35.104 ADA Title II] ACTION MINUTES INFRASTRUCTURE BEAUTIFICATION COMMITTEE GREAT OAK CONFERENCE ROOM 41000 MAIN STREET TEMECULA, CALIFORNIA TUESDAY, APRIL 8, 2014 4:00 PM CALL TO ORDER: 4:15 PM ROLL CALL: Mayor Maryann Edwards Council Member Mike Naggar Greg Butler, Assistant City Manager Armando Villa, Community Development Director Christine Damko, Economic Development Analyst PUBLIC COMMENTS Kimberly Adams, Temecula Valley Convention and Visitor's Bureau John Kelliher, Temecula Valley Convention and Visitor's Bureau Kym Espinosa, Temecula Promenade COMMITTEE BUSINESS 1. Discussion regarding on the Vision for a Temecula Valley Freeway Beautification Project: RECOMMENDATION: • Condensing "Directional/Points of Interest" Signage on Freeway Off- Ramps: The CVB is working with District 8 Caltrans on condensing the directional signage on the freeway off-ramps to one large directional sign per off-ramp. This will eliminate "sign blight" on our off-ramps. The Committee was supportive of this effort. • Freeway Overcrossing Signage: In an effort to promote Temecula's brand awareness to the nearly 58 million vehicles a year driving on the 15 freeway, the CVB would like to explore possibilities of freeway overcrossing signage in addition to enhancing our 1-15 freeway corridor with Wine Country themed landscaping. The Committee suggested that a Master Landscape Plan be created as a plan to work from. As to how this project would be funded, the Committee suggested looking at an Infrastructure Financing District (and tying the IFD in with Jefferson Ave Corridor revitalization). Action Items: • CVB will research the idea of a "master landscaping plan" for the 1-15 freeway corridor and the possibility of creating an Infrastructure Financing District. • CVB will report back to the Committee with their findings.
