COMMITTEE BUSINESS
Review of Economic Development Sponsorship Applications for FY 2014 -2015:
Reviewed and discussed applications and recommended approval of Sponsorship requests
(see Sponsorship Chart attached). Council Member Washington abstained (and left the
room) from making any decision regarding Komen Race for the Cure, Balloon & Wine
Festival, Wine Growers Association). City Manager Aaron Adams left the room when
discussing the Temecula Valley Convention and Visitor's Bureau. Council Member
Washington recommended including a matrix providing the value of each event for future
distribution.
• Temecula Valley Int. Film Festival request, recommended City Sponsorship of
$10,000 cash. The Festival is back and has made some changes to the event. It will
focus on building a networking hub for filmmakers and music artists in addition to the film
screenings. Many of the screenings will take place in wine country and the hospitality
suite will take place in the City Hall Conference Center. The Festival will include a three
day industry tradeshow, involving all aspects of the film, television, music and digital
media industries and a Future Filmmakers Challenge which will work with the Temecula
Valley Unified School District to launch a future filmmakers youth initiative.
EDC Membership, recommendation to eliminate the cash membership of $6,500
(with final approval from full City Council at Budget Workshop): Staff recommended
to change the structure of the EDC membership to an "in -lieu" of free rent /utilities at the
TVE2 and eliminate the cash membership of $6,500. The EDC does not allow "in -lieu"
memberships, therefore the City would need to pay the $6,500 to keep its membership.
The City currently subsidizes the EDC's rent of two offices and a storage area for a total
of $15,120 a year. The EDC stated they would move out of TVE2 offices if we did not
pay the $6,500 membership fee as the City would no longer be an EDC member.
There are a few new events that are asking for in -kind support costs /in -kind marketing
only:
Temecula Greek Festival, recommendation of City in -kind
support/marketing and use of Conference Center: This organization has
submitted a separate Special Events Permit with TCSD and would like to hold
the event in the Town Square again. They asked for assistance with in -kind
support costs.
Salute to Heroes Fair (Daisy Tate's event), recommendation of City in-
kind support/marketing and use of Conference Center: A day to honor
our local veterans and military, a celebration is proposed in the Town Square
on September 27`h, 5pm -10pm (to beat the heat) with community
performance groups, vendor booths and educational non - profits in the
veteran and military field.
Temecula Wine Country Half Marathon, recommendation of City in -kind
support/marketing and use of Conference Center: This is a new event to
Temecula. This organization produces boutique, half marathon races in Wine
Country areas (Santa Barbara, Virginia, Oregon, Canada). The event is
scheduled for November 15, 2014 in Wine Country, starting /ending at South
Coast Winery. Applicant is also proposing a Race /Health Expo in the
Conference Center the day before race (Friday, November 14`h, 10am -7pm).
Private transportation will be available to race attendees between Old Town
and Wine Country.
Off -Road Nights, recommendation of City in -kind support/marketing and
use of Conference Center: This is an action sports inspired, off -road
motorsports festival. The event organizer has held this event in the Sixth
Street parking lot for the past few years and has proved to be very popular
and well attended. The organizer would like to expand the event to Friday
August 1 (5pm -9pm) to Saturday, August 2nd (1 pm -9pm) to Mercedes Street
and the "Y" in front of the Civic Center.
2. Freeway Overcrossing Signage
In an effort to promote Temecula's brand awareness to the nearly 58 million vehicles
a year driving on the 15 freeway, the CVB would like to explore possibilities of
freeway overcrossing signage. The ED Committee was supportive of the idea but
recommended that the full City Council discuss and weigh in on possible phasing of
funds. The CVB plans to attend the City's Budget Workshop to further discuss the
options for the marketing and branding freeway overpass signage.
