On May 15, 2014, Craig Puma submitted Planning Application No. PA14 -0106, a Minor
Modification (Planning Review Only) to allow an existing outdoor courtyard canopy to contain
two hanging motorcycles and hanging accent lights within wine bottles at the existing Third
Street Smokehouse.
ANALYSIS
The applicant is requesting to hang two late 20th century motorcycles and accent lighting in the
form of illuminated wine bottles from an existing shade canopy. These elements will be visible
from the public right -of -way at the intersection of Third Street and Mercedes Street.

Staff believes that the hanging motorcycles do not fit the aesthetic feel of Old Town described
by the Old Town Specific Plan. The Old Town Specific Plan indicates that the 1880's to 1940's
represent a significant time period in the City's past history and tradition (pg. II -5, Community
Design). In addition, Community Design objectives have been put in place to ensure each
project meets the intent of the Old Town Specific Plan. Objective 3 is designed to "Preserve Old
Town's architectural legacy by encouraging authentic and historical building forms, historical
building frontage types, historically relevant architectural styles, and historically appropriate
building materials and color schemes." As a result, staff believes that outdoor elements visible
from the public right -of -way must be aesthetically appropriate to the time period indicated in the
Old Town Specific Plan.
In documentation provided to staff, the applicant has indicated that the motorcycles provide "...a
nostalgic look into the past. They offer visitors a glimpse of what was as they visit our historic
town." (Source: letter provided to staff by the applicant at submittal). Staff believes, however
that these motorcycles do not fit the historic time period described by the Old Town Specific
Plan. Staff therefore recommends that they be relocated to an indoor area, or possibly to
another location not visible from the public right -of -way.
The applicant has also proposed using empty wine bottles to enhance accent lighting under the
outdoor canopy. Staff believes these enhancements are truly ancillary to other lighting on -site
and will not be highly noticeable from the public right -of -way.
RECOMMENDATION
Staff has determined that the proposed hanging motorcycles are not in conformance with the
intent of the Old Town Specific Plan. The ancillary wine bottle lighting will not be a dominating
focal point of the project site and remains in conformance with the Old Town Specific Plan.
Staff is requesting that the Old Town Local Review Board review, provide comments, and
recommend that the motorcycles be removed from their current high profile location. Staff also
requests that the Board review, provide comments, and recommend that the wine bottle accent
lights be approved.

This note is an informational opinion regarding the 2 Indian Motorcycles hanging on the patio
cover at the address below.

Old Town Temecula is the nucleus of our great city. The Old Town Specific Plan was developed
to create an environment conducive to a positive experience for our local residents as well as our
visiting tourists to this fantastic destination.
One of the many objectives of the OTSP was to protect the history of our community by offering
a guidebook for the proper development of new structures being built for years to come.
Additionally, the plan was to help make Old Town a vibrant district with shopping, dining,
theatre and a multitude of other activities that bring people to this area.
Old Town is about nostalgia. It offers a look into our past while developing for the future. Some
other ways we accomplish these goals is in the activities we offer. Western Days, the Temecula
Rod Run Car Show, the Quilt Show and many other events celebrating the past.
Currently, there are 2 antique Indian Motorcycles that adorn the ceiling of the patio cover at
Third Street Smokehouse. These bikes are a nostalgic look into the past. They offer visitors a
glimpse of what was as they visit throughout our historic town.
But these are not just simply nostalgic motorcycles that offer a look into the past. They have
history in our valley. Mike Schelin and his Australian Shepherd, Opee... Known in the
motorcycle business as "Mike and Opee ", rode 75 races from Lake Elsinore to Mexico. Mike
and Opee raced the Baja 1000, Mexico 500 and over 70 Grand Prix races in Lake Elsinore. A
local boy, who retired in 2010, Mike Schelin is so proud to have the legacy of Mike and Opee
displayed near the town in which he grow -up racing.
The Indian Motorcycle company is one of the oldest American motorcycles still manufactured in
the states. Old Town has a huge motorcycle visitor population. I am hopeful that after hearing
the facts about the thought process of WHY these bikes hang in our community, you will see the
relevance they have and why they hang here.

ular veteran in the down -and-
dirty sport of motocross.
He can pull 6 Gs. He's been
the centerfold for Cycle News
its children in hospitals with
Schelin. They regularly work
crowds at races in the area,
including the Supercross in
Anaheim.
Opee appears to be Sche-
lin's biggest fan as well.

Sometimes,, you can barely
see the 70 -pound pooch — a
blue merle Australian shep-
herd — through the dust on
his goggles and his custom
helmet, complete with cam.
"I am his_ biggest fan," said
Mike Schelin, Opee's owner
and race partner and a pur-
veyor of used motorcycle
parts from a shop next to his
mobile home.

takes a backseat to , Opee.
"He was my instant best
friend," Schelin said. "He
slept in my tool bag - There
was something about him.
He's had charisma since Day
One. I knew I had a dog 'who
could make a difference."
Schelin, 41, realized he had
a four - legged motocross fan
as a pet when he started
riding in the desert with Opee
on the chase.
"I felt bad for him. He
would run so long."
So Schelin bought a four -
wheeler, and they went desert
riding together. The dog
didn't like the dust in his
eyes, so Schelin got him gog
glen. One day, Opee ditched
the four - wheeler and hopped
onto the motorcycle tank,
where he's been ever since,
Schelin said.
If the bike isn't moving,
Opee just falls asleep on the
tank. They keep it bare be-
cause they've never found a
covering that's comfortable
for the dog, Schelin said.
Reaction to Opee was mag-
ic. He was an instant canine
ambassador to off - roading.
Finding sponsors was no
problem, and soon Opee had

Johnson, a seven -time nation-
al motorcycle champion who
owns Perris Raceway near
Schelin's place.
Opee and Schelin race; but
not to win Because they're
different, and for safety's
sake, they always start in the.
rear and compete only with
the cyclist in front of them,
Schelin, said.
Schelin's greatest triumph
came when his five - member
team — with Opee in the driv-
ees seat for 276 miles — fin-
ished th e cross - country Baja

seconds — and ahead of half
the pack.
"The average person races
eight times before he finish-
es," Schelin said.
In the beginning, he had
trouble seeing around Opee,
but they worked out shifts
and leans, and it's seldom a
problem now. Schelin also
uses voice commands.
"When we come up to a
jump, I tell him to set it up,
and he will drop down and
give me more of a view," Sche-
lin said. If they're at the bot-
tom of a cliff or big hill and
there's too much weight, he
just tells Opee to get off and
meet him at the top.
Schelin doesn't go racing
without Opee these days. "I
can't go as fast without him. I
can't jump . as far without
him. I don't feel as safe with-
out him. He's become a natu-
ral part of the bike with me.
We have this natural
rhythm
Even the most skilled mo-
tocross racer has a plaster -
cast past, and Opee is no ex-
ception. His worst crash
came in the 2006 Baja 500.
"We took a spill at 75 m.p.h.
in the dirt and went into a
40 -foot skid," Schelin said.
The dog isn't attached to
the bike or Schelin in any
way. He skinned his nose and

Schelin answered a Holly-
wood agent's TV ad three
years-ago, but he hasn't heard
back and is looking for repre-
sentation. Opee, he said, is
too talented to go undiscov-
ered.
"The only thing missing is
the cape."

brace, an inflatable vest, a
backpack, a water supply,
and several jerseys. He got
his American Motorcycle As-
sociation card and his
SCORE International card,
the latter so he could race in
Baja.
The dog does lots of other
things, too. He's been a
search- and - rescuer and a Cali-
fornia assistance dog, and vis-
one of his legs. The igjuries
weren't enough to put them
out of the race, though.
"I would never do anything
to hurt my dog," Schelin said.
"Opee keeps me in check at
all times. If he doesn't jump
up on the bike, we don't go."
Schelin is not only racing
partner but stage dad for his
dog, with a few goals for the
future: Do a backflip with
Open and Schelin do not race to win. They stag at the rear
of the pack and compete only with the bike ahead of them
