PROPOSAL: A Sign Program Amendment application for the existing Baily's Front

Second Street at 28699 Old Town Front Street.

On May 27, 20[14, Chris Baily submitted Planning Application No. PA14-0112, a Minor Modification
(Planning Review Only) to allow for revisions to the existing Baily's Front Street Bar and Grill and Old
Town Dining Sign Program. The original Sign Program was approved on December 10, 2007. The
applicant has indicated that the existing restaurants located on the property will be combined.
ANALYSIS
The Old Town Specific Plan allows for 1.5 square feet of signage per linear foot of frontage for the
primary frontage and 0.5 square feet per linear foot for the secondary frontage. This will allow the
Second Street elevation to have 127.5 square feet of signage and the Front Street elevation to have
75 square feet of signage. These square footage requirements were incorporated into the original
Sign Program and will carry over into the revised Sign Program.
The sign type and sizing will be modified per the below table. Crossed out items have been deleted
from the Sign Program while italicized items have been added or revised. The existing wall mounted
sign will be removed upon installation of the new signs listed in the table.

The most notable revision on the table is the increased size of the blade signs. The original Sign
Program allowed for 6.25 square feet while the proposed amendment allows for 11.25 square feet.
The Old Town Specific Plan states that blade signs shall be a maximum of 6 square feet. The
increase of awning size on Second Street will allow for an additional four foot awning to be placed
over the entrance.
The applicant has proposed several additional revisions to the Sign Program. These include
requirements for back lit signs, an update to the list of allowable font types and the addition of a
hanging sign along Front Street. The hanging sign will be centered over the entrance to the patio and
be constructed of raw rusting steel. The sign will measure 15.5 square feet.
The City of Temecula Development Code states that to the extent a sign program does not comply
with the requirements of the code as to sign area, number, location and height, the proposed sign
program must enhance the development and more fully accomplish the objectives of the code. Staff
believes the revised blade and awning signs compliment the structure and are consistent with the
aesthetic intent of the Specific Plan and Development Code. The elevations will also not exceed their
allowable total square footage for signage with the larger blade signs included.
RECOMMENDATION
Staff has determined that the proposed Sign Program Amendment is in conformance with the intent
of the Old Town Specific Plan. Staff is requesting that the Old Town Local Review Board review,
provide comments, and recommend that the Sign Program Amendment application be approved.
