That the Public/Traffic Safety Commission:
2.1 Recommend the City Council adopt a Resolution establishing Multi-Way Stop Signs

2.2 Concur with the Staff recommendation to maintain the present level of control at the
intersection of Pechanga Parkway at Clubhouse Drive and Rainbow Canyon Road at

modifications at the intersection of Rainbow Canyon Road at Pechanga Parkway.
3. Reschedule Public/Traffic Safety Commission Meetings of November and December 2014
RECOMMENDATION:
3.1 Direct Staff to cancel and reschedule the regular meetings for November and
December 2014, and perform the appropriate postings and noticing requirements
per the Government Code.

RECOMMENDATION: That the Public Traffic Safety Commission:

intersection of Pechanga Parkway at Clubhouse Drive and Rainbow Canyon Road at Bay
Hill Drive; and
3. Concur with the Staff recommendation to implement the traffic signal timing and striping
modifications at the intersection of Rainbow Canyon Road at Pechanga Parkway.
BACKGROUND: At the meeting of June 26, 2014, the Public/Traffic Safety Commission
considered a request from the residents of Rainbow Canyon Villages Homeowner's Association
to review the feasibility of implementing multi-way stop signs and traffic calming measures to
reduce vehicular speeds and volumes on Clubhouse Drive. Subsequently, the Commission
directed Staff to schedule a workshop with the residents of Clubhouse Drive and Rainbow
Canyon Villages Homeowners Association to discuss potential neighborhood traffic calming
alternatives and to bring this item back for further discussion.
In September 2014, Staff conducted a workshop with the residents of the affected streets. The
goal of the workshop was to discuss and understand resident concerns, receive traffic calming
suggestions, and present Staff developed alternatives that could potentially address the
resident's concerns. The concerns expressed by the twelve (12) residents in attendance are as
follows:
• Cut-through traffic volumes
• Excessive vehicular speeds
• Traffic Signal Operation — Rainbow Canyon Road at Pechanga Parkway
The potential mitigation measures suggested by the residents to address their concerns are as
follows:
• Install multi-way stop signs on Clubhouse Drive at Bay Hill Drive to reduce vehicular speeds
and volumes
• Implement time-limited turn restrictions on Pechanga Parkway at Clubhouse Drive and Bay
Hill Drive at Rainbow Canyon Road to reduce "cut-through" traffic volumes
• Change the signal operation and timing at the intersection of Rainbow Canyon Road at
Pechanga Parkway

• Add travel lanes on Rainbow Canyon Road to reduce "cut-through" volumes on Bay Hill
Drive and Clubhouse Drive
• Install "Neighborhood Traffic Only" signs on Bay Hill Drive
• Install VCalm signs on Clubhouse Drive and Bay Hill Drive
In September 2014, Willdan Engineering developed three (3) potential action items to provide
traffic calming on Clubhouse Drive, which included parking lane striping, chicanes, angled slow
points, entry medians, multi-way stop signs on Clubhouse Drive at Bay Hill Drive, and restriping
of Rainbow Canyon Drive at Pechanga Parkway. These action items were presented to the
residents at the workshop. The residents in attendance at the workshop were not in favor of
any of the traffic calming alternatives presented, except for the restriping of Rainbow Canyon
Road at Pechanga Parkway intersection and the installation of multi-way stop signs at Bay Hill
Drive.
At the Commission meeting of June 2014, Staff recommended the relocation of the existing two-
way stop signs from Bay Hill Drive to Clubhouse Drive. This recommendation was based on the
finding that during certain times of the day the volumes on Bay Hill Drive exceeded the volumes
on Clubhouse Drive and there was a need to regulate traffic flows and improve right-of-way
control. Following a discussion at the workshop, Staff concurred with the residents that although
not all multi-way stop warrants were satisfied, there are special circumstances that justify the
need for the right-of-way control provided by multi-way stops signs. Based on these special
circumstances, Staff recommends the installation of multi-way stop signs at the
intersection Bay Hill Drive at Clubhouse Drive.
Also suggested was the feasibility of implementing time limited turn restrictions on Pechanga
Parkway at Clubhouse Drive and Rainbow Canyon Road at Bay Hill Drive. In the past, the
Commission has considered requests for turn restrictions during certain hours to discourage
vehicular"cut-through" volumes on residential streets. The Commission has consistently upheld
that turn restrictions are not viable or equitable traffic calming measures for the following
reasons:
• The restrictions apply to residents as well as potential "cut-through" motorists, which often
limits the ability of local residents to conveniently access their neighborhood
• The restrictions are likely to divert traffic to other streets, creating a similar "cut-through"
traffic problem in adjacent neighborhoods
• Unless there is continual Police presence, the restrictions are difficult to enforce
• The restrictions may encourage the violation of the posted turn restriction
The residents at the workshop were advised that a turn restriction during certain hours is not a
viable traffic calming measure. Staff recommends maintaining the present level of traffic
control at the intersection of Pechanga Parkway at Clubhouse Drive and Rainbow
Canyon Road at Bay Hill Drive.
The traffic signal operation at the intersection of Rainbow Canyon Road at Pechanga Parkway
was reviewed to determine if improvements could be implemented that would reduce delays at
the intersection during peak hours, which could potentially provide some relief to the residents
by reducing cut-through traffic on Clubhouse Drive and Bay Hill Drive. Staff determined that the
extension of the northbound left-turn lane and northbound right-turn lane along with an
adjustment to the traffic signal timing may improve the efficiency of the intersection and could
potentially reduce cut-through traffic in the neighborhood. Staff recommends implementing
the traffic signal timing and striping modifications at the intersection of Rainbow Canyon
Road at Pechanga Parkway.

As previously mentioned, the residents were not receptive to the traffic calming features
presented and preferred the recommended actions listed above along with' the installation of
VCalm Signs at four (4) locations on Clubhouse Drive and Bay Hill Drive. The residents were
advised that Clubhouse Drive and Bay Hill Drive will be added to the City's current rotation list
for future implementation of the VCalm signs.
Also, as recommended at the Commission meeting of June 2014, additional 25 MPH signs
were installed on Clubhouse Drive, Bay Hill Drive, Masters Drive, and Muirfield Drive to
reinforce the 25 MPH prima facie speed limit in the neighborhood.
The public has been notified of the Public/Traffic Safety Commission's consideration of this
issue through the agenda notification process and by mail.
FISCAL IMPACT: Adequate funds are available for implementing the recommended
improvements in the Public Works, Traffic Engineering Division's Operating Budget.
