BACKGROUND SUMMARY
Planning Application No. PA14 -0023 was submitted by Larry Slusser on February 4, 2014. The
application is a Minor Conditional Use Permit intended to allow the River Springs Charter
School (RSCS) to operate within three existing structures totaling 29,353 square feet. Since the
completed construction of the buildings, there have been no major tenants in any one building,
with only a varied mix of commercial uses that have included real estate, counseling, and
medical offices. In February 2013, the buildings were placed in receivership following a court
order, and in December 2013, RSCS executed a purchase agreement for the facilities. The
charter school is currently operating under a Temporary Use Permit (PA14- 0028).
RSCS is chartered by the Riverside County Board of Education and received funding from the
State of California and the United States Federal Government in the same manner as public
schools. The school however functions uniquely in that options exist where students may
choose homestudy versus classroom instruction.
The school will be comprised of grades Kindergarten through 8T ". Approximately 280 students
are transferring from RSCS's current facility at 26770 Ynez Court. As a result of the larger
facilities associated with the proposed new site, attendance may grow to 540 students for the
upcoming school year.
Tenant improvements will be extensive, but no external modifications to the existing structures
are being proposed. All buildings have an existing fire - safety emergency sprinkler system in
place. Security will include closed- circuit video cameras placed at building exits and foyers with
access to view live via the internet, and digital recorders made available for the City of
Temecula Police Department. Staff has worked with the applicant to ensure that all concerns
have been addressed, and the applicant concurs with the recommended Conditions of
Approval.
ANALYSIS
Site Plan
The school will be located on an improved lot which includes three existing structures. The
combined structures create 29,353 square feet of floor area. The existing buildings are
designed in a Spanish architectural style and include sand colored stucco and red 'S' tile roofs.
The site is currently landscaped at 33% coverage, which exceeds the minimum 20%
requirement.
The existing parking will meet the needs for the K through 8`h grade charter school. The site
currently provides 140 striped parking spaces. According to the City of Temecula Development
Code (Table 17.24.040), elementary and junior high schools must be parked at 1.5 spaces per
classroom. The facility includes 19 classrooms, staff offices, conference rooms, and a 2,280
square foot multipurpose room. Per the City of Temecula Development Code, auditoriums,
gymnasiums or similar public assembly facilities for educational uses, require at one parking
space per 35 square feet. Given these ratios, River Springs Charter School will require a total
of 92 spaces to accommodate the proposed uses. However, the multi - purpose room is
anticipated to be primarily during the day by students already at the site or during evening hours
when school is not in session for events such as PTA meetings, plays, and staff development.
Based on this information, the highest use and greatest demand for parking will occur during the

day when school is in session and classrooms are being utilized. The site's existing 140
parking spaces can accommodate the need generated during these times.
Access /Circulation
The project will generate increased traffic in the area and a Traffic Impact Analysis was
completed by RBF for off -site and on -site impacts. As a result of the overall findings, the
applicant has worked with the City's Traffic Engineer to ensure that traffic impacts will be
mitigated. The following mitigations will be implemented:
• Based on the queuing analysis at the Lyndie Lane approach to Rancho California Road, the
roadway centerline and left turn lane striping shall be extended approximately 100 feet to
the northwest.
• Parking shall be restricted along the Shell Station frontage from the Shell Station Driveway
to the Rancho California Road intersection.
• Inbound vehicles shall drive west past the east driveway and enter at the west driveway
• A left turn bay shall be striped on Lyndie Lane to accommodate any vehicle queuing at the
entrance while still providing for westbound and eastbound travel and north -side curb
parking on Lyndie Lane.
• Vehicles shall circulate in a clockwise direction as illustrated on Alternative B (Exhibit B).
• A bypass lane shall be provided to the left of each drop- off /pick -up zone.
In addition to the physical changes being implemented, a plan that clearly illustrates the drop -off
and pick -up circulation pattern is to be given to parents at the beginning of each school year.
As this practice has been implemented in the past, parents implement the plan when it is
received. Additionally, RSCS will have sufficient staff in safety vests during mornings and
afternoons to direct vehicles in order to provide efficient and safe drop -off and pick -up.
LEGAL NOTICING REQUIREMENTS
Notice of the public hearing was published in the U -T San Diego on January 15, 2015 and
mailed to the property owners within a 1,500 -foot radius.
ENVIRONMENTAL DETERMINATION
In accordance with the California Environmental Quality Act, the proposed project has been
deemed to be categorically exempt from further environmental review (Section 15301, Classl
Existing Facilities).
The request for a Conditional Use Permit for a Charter School will be conducted in three (3)
existing buildings on a developed commercial site. All access and public utilities are available to
the site. The proposed use, with issuance of a Conditional Use Permit, is in conformance with
all zoning requirements of the Development Code.

FINDINGS

The proposed conditional use is consistent with the General Plan and the Development Code
As proposed, River Springs Charter School will operate as a public chartered school with the
primary purpose of providing education for grades K through 8. The proposed use is consistent
with the City of Temecula General Plan which designates the site as Community Commercial
(CC). The Development Code allows for Educational Institutions within Community Commercial
(CC) with approval of a Conditional Use.
The proposed conditional use is compatible with the nature, condition and development of
adjacent uses, buildings and structures and the proposed conditional use will not adversely
affect the adjacent uses, buildings or structures.
River Springs Charter School is proposed to be located within three existing free - standing
buildings in an existing commercial center within the Community Commercial zone. The
proposed conditional use is compatible with the nature, condition and development of adjacent
uses, buildings and structures, and the proposed conditional use will not adversely affect the
adjacent uses, buildings or structures.
The site for a proposed conditional use is adequate in size and shape to accommodate the
yards, walls, fences, parking and loading facilities, buffer areas, landscaping, and other
development features prescribed in the Development Code and required by the Planning
Commission or City Council in order to integrate the use with other uses in the neighborhood.
The conditional use will be located within three free - standing buildings and no external
modifications are proposed. Staff has verified that the site for the proposed conditional use is
adequate in size and shape to accommodate the yards, walls, fences, parking and loading
facilities, buffer areas, landscaping and other development features prescribed in the
Development Code so that it may integrate with other uses in the neighborhood.
The nature of the proposed conditional use is not detrimental to the health, safety and general
welfare of the community.
The project meets all requirements of the Development Code and General Plan which provided
safeguards for the health, safety and general welfare of the community. Therefore, the project
is not anticipated to be detrimental to the health, safety and general welfare of the community.
That the decision to approve, conditionally approve, or deny the application for a Conditional
Use Permit be based on substantial evidence in view of the record as a whole before the
Director of Community Development, Planning Commission, or City Council on appeal.
The decision to conditionally approve the application for a Conditional Use Permit has been

A RESOLUTION OF THE DIRECTOR OF COMMUNITY
DEVELOPMENT OF THE CITY OF TEMECULA
APPROVING PLANNING APPLICATION NO. PA14 -0023,
A CONDITIONAL USE PERMIT TO ALLOW FOR RIVER
SPRINGS CHARTER SCHOOL TO OCCUPY THREE (3)
EXISTING COMMERCIAL BUILDINGS LOCATED AT
42145 LYNDIE LANE, AND MAKING A FINDING OF
EXEMPTION UNDER THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA) (APN 921 -310-
017)
Section 1. Procedural Findings. The Director of Community Development of
the City of Temecula does hereby find, determine and declare that:
A. On February 4th, 2014, Larry Slusser filed Planning Application No. PA14-
0023, a Conditional Use Permit Application, in a manner in accord with the City of
Temecula General Plan and Development Code.
B. The Application was processed including, but not limited to, a public
notice, in the time and manner prescribed by State and local law.
C. The Director of Community Development, at a regular meeting,
considered the Application and environmental review on January 29, 2015, at a duly
noticed public hearing as prescribed by law, at which time the City staff and interested
persons had an opportunity to and did testify either in support or in opposition to this
matter.
D. At the conclusion of the Director's Hearing and after due consideration of
the testimony, the Director of Community Development approved Planning Application
No. PA14 -0023 subject to Conditions of Approval, after finding that the project proposed
in Planning Application No. PA14 -0023, conformed to the City of Temecula's General
Plan Development Code (Subdivision, Development Agreement).
Section 2. Further Findings. The Director of Community Development, in
approving Planning Application No. PA14 -0023, hereby makes the following findings as
required by the City of Temecula Development Code Section 17.04.010.E..
A. The proposed use is in conformance with the General Plan for Temecula
and with all applicable requirements of State law and other Ordinances of the City;
As proposed, River Springs Charter School will operate as a public chartered

The proposed use is consistent with the City of Temecula General Plan which
designates the site as Community Commercial (CC). The Development Code

Section 5. PASSED, APPROVED AND ADOPTED by the City of Temecula
Director of Community Development this 29th day of January, 2015.

Within 48 Hours of the Approval of This Project
PL -1. Filing Notice of Exemption. The applicant/developer shall deliver to the Planning
Division a cashier's check or money order made payable to the County Clerk in the
amount of Fifty Dollars ($50.00) for the County administrative fee, to enable the City
to file the Notice of Exemption as provided under Public Resources Code Section
21152 and California Code of Regulations Section 15062. If within said 48 -hour
period the applicant/ developer has not delivered to the Planning Division the check
as required above, the approval for the project granted shall be void by reason of
failure of condition (Fish and Wildlife Code Section 711.4(c)).
General Requirements
PL -2. Indemnification of the City. The applicant and owner of the real property subject to
this condition shall hereby agree to indemnify, protect, hold harmless, and defend
the City with Legal Counsel of the City's own selection from any and all claims,
actions, awards, judgments, or proceedings against the City to attack, set aside,
annul, or seek monetary damages resulting, directly or indirectly, from any action in
furtherance of and the approval of the City, or any agency or instrumentality thereof,
advisory agency, appeal board or legislative body including actions approved by the
voters of the City, concerning the Planning Application. The City shall be deemed
for purposes of this condition, to include any agency or instrumentality thereof, or
any of its elected or appointed officials, officers, employees, consultants,
contractors, legal counsel, and agents. City shall promptly notify both the applicant
and landowner of any claim, action, or proceeding to which this condition is
applicable and shall further cooperate fully in the defense of the action. The City
reserves the right to take any and all action the City deems to be in the best interest
of the City and its citizens in regards to such defense.
PL -3. Modifications or Revisions. The permittee shall obtain City approval for any
modifications or revisions to the approval of this project.
PL -4. Expiration. This approval shall be used within two years of the approval date;
otherwise, it shall become null and void. By "use" is meant the beginning of
substantial construction contemplated by this approval within the two year period,
which is thereafter diligently pursued to completion, or the beginning of substantial
utilization contemplated by this approval, or use of a property in conformance with a
Conditional Use Permit.
PL -5. Time Extension. The Director of Community Development may, upon an application
being filed prior to expiration, and for good cause, grant a time extension of up to 3
one -year extensions of time, one year at a time.
PL -6. Signage Permits. A separate building permit shall be required for all signage.
PL -7. Conformance with Approved Plans. The development of the premises shall
substantially conform to the approved site plan contained on file with the Planning
Division.
PL -8. Landscape Maintenance. Landscaping installed for the project shall be continuously
maintained to the reasonable satisfaction of the Director of Community
Development. If it is determined that the landscaping is not being maintained, the
Director of Community Development shall have the authority to require the property
owner to bring the landscaping into conformance with the approved landscape plan.
The continued maintenance of all landscaped areas shall be the responsibility of the
developer or any successors in interest.
PL -9. Graffiti. All graffiti shall be removed within 24 hours on telecommunication towers,
equipment, walls, or other structures.
PL -10. Water Quality and Drainage. Other than stormwater, it is illegal to allow liquids,
gels, powders, sediment, fertilizers, landscape debris, and waste from entering the
storm drain system or from leaving the property. To ensure compliance with this
Condition of Approval:
a. Spills and leaks shall be cleaned up immediately.
b. Do not wash, maintain, or repair vehicles onsite.
c. Do not hose down parking areas, sidewalks, alleys, or gutters.
d. Ensure that all materials and products stored outside are protected from rain.
e. Ensure all trash bins are covered at all times.
PL -11. Statement of Operations. The applicant shall comply with their Statement of
Operations dated February 4, 2014, on file with the Planning Division, unless
superseded by these Conditions of Approval.
PL -12. Compliance with City Noise Ordinance. The project shall operate in conformance
with all requirements and regulations of Chapter 9.20 (Noise) of the Temecula
Municipal Code.
PL -13. Revocation of CUP. This Conditional Use Permit may be revoked pursuant to
Section 17.03.080 of the City's Development Code.
PL -14. City Review and Modification of CUP. The City, its Director of Community
Development, Planning Commission, and City Council retain and reserve the right
and jurisdiction to review and modify this Conditional Use Permit (including the
Conditions of Approval) based on changed circumstances. Changed circumstances
include, but are not limited to, the modification of business, a change in scope,
emphasis, size of nature of the business, and the expansion, alteration,
reconfiguration or change of use. The reservation of right to review any Conditional
Use Permit granted or approved or conditionally approved hereunder by the City, its
Director of Community Development, Planning Commission and City Council is in
addition to, and not in -lieu of, the right of the City, its Director of Community
Development, Planning Commission, and City Council to review, revoke or modify
any Conditional Use Permit approved or conditionally approved hereunder for any
violations of the conditions imposed on such Conditional Use Permit or for the
maintenance of any nuisance condition or other code violation thereon.
PL -15. Student Enrollment. In accordance with the Statement of Operations and the Traffic
Study conducted for this location, the maximum number of Students permitted to be
enrolled at River Springs Charter School shall be 540.
BUILDING AND SAFETY DIVISION
B -1. Final Building and Safety Conditions. Final Building and Safety conditions will be
addressed when building construction plans are submitted to Building and Safety for
review. These conditions will be based on occupancy, use, the California Building
Code (CBC), and related codes which are enforced at the time of building plan
submittal.
B -2. Compliance with Code. All design components shall comply with applicable
provisions of the 2013 edition of the California Building, Plumbing and Mechanical
Codes; 2013 California Electrical Code; California Administrative Code, 2013
California Energy Codes, 2013 California Green Building Standards, California Title
24 Disabled Access Regulations, and City of Temecula Municipal Code.
B -3. Green Measures. The applicant shall provide 10% voluntary green measures on
the project, as stipulated by the 2013 California Green Building Standards.
B -4. Disabled Access. Applicant shall provide details of all applicable disabled access
provisions and building setbacks on plans to include:
a. Complete Site needs to be ADA Accessible.
b. Disabled access from the public way to the main entrance of the building.
c. Van accessible parking located as close as possible to the main entry.
d. Path of accessibility from parking to furthest point of improvement.
e. Path of travel from public right -of -way to all public areas on site, such as club
house, trash enclose tot lots and picnic areas.
B -5. County of Riverside Mount Palomar Ordinance. Applicant shall submit, at time of
plan review, a complete exterior site lighting plan showing compliance with County
of Riverside Mount Palomar Ordinance Number 655 for the regulation of light
pollution. All streetlights and other outdoor lighting shall be shown on electrical
plans submitted to the Building and Safety Division. Any outside lighting shall be
hooded and aimed not to shine directly upon adjoining property or public rights -of-
way.
B -6. Street Addressing. Applicant must obtain street addressing for all proposed
buildings by requesting street addressing and submitting a site plan for commercial
or multi- family residential projects or a recorded final map for single- family
residential projects.
B -7. Clearance from TVUSD. A receipt or clearance letter from the Temecula Valley
School District shall be submitted to the Building and Safety Department to ensure
the payment or exemption from School Mitigation Fees.
B -8. Obtain Approvals Prior to Construction. Applicant must obtain all building plans and
permit approvals prior to commencement of any construction work.
B -9. Obtaining Separate Approvals and Permits. Trash enclosures, patio covers, light
standards, and any block walls will require separate approvals and permits.
B -10. Demolition. Demolition permits require separate approvals and permits.
B -11. Sewer and Water Plan Approvals. On -site sewer and water plans will require
separate approvals and permits
B -12. Hours of Construction. Signage shall be prominently posted at the entrance to the
project, indicating the hours of construction, as allowed by the City of Temecula
Municipal Ordinance 9.20.060, for any site within one - quarter mile of an occupied
residence. The permitted hours of construction are Monday through Saturday from
7:00 a.m. to 6:30 p.m. No work is permitted on Sundays and nationally recognized
Government Holidays.
B -13. House Electrical Meter. Applicant shall provide a house electrical meter to provide
power for the operation of exterior lighting, irrigation pedestals and fire alarm
systems for each building on the site. Developments with single user buildings shall
clearly show on the plans how the operation of exterior lighting and fire alarm
systems when a house meter is not specifically proposed.
At Plan Review Submittal
B -14. Submitting Plans and Calculations. Applicant must submit to Building and Safety
four (4) complete sets of plans and two (2) sets of supporting calculations for review
and approval including:
a. An electrical plan including load calculations and panel schedule, plumbing
schematic, and mechanical plan applicable to scope of work.
b. A Sound Transmission Control Study in accordance with the provisions of the
Section 1207, of the 2013 edition of the California Building Code.
c. A precise grading plan to verify accessibility for persons with disabilities.
d. Truss calculations that have been stamped by the engineer of record of the
building and the truss manufacturer engineer.
Prior to Issuance of Building Permit(s)
B -15. Plans Require Stamp of Registered Professional. Applicant shall provide
appropriate stamp of a registered professional with original signature on the plans.
Prior to Beginning of Construction
B -16. Pre - Construction Meeting. A pre- construction meeting is required with the building
inspector prior to the start of the building construction.
FIRE PREVENTION
F -1. Fire Dept. Plan Review. Final fire and life safety conditions will be addressed when
building plans are reviewed by the Fire Prevention Bureau. These conditions will be
based on occupancy, use, the California Building Code (CBC), California Fire Code
(CFC), and related codes which are in force at the time of building plan submittal.
Prior to Issuance of Building Permit(s)
F -2. Required Submittals (Fire Sprinkler Systems). Fire sprinkler plans shall be
submitted to the Fire Prevention Bureau for approval. Three sets of sprinkler plans
must be submitted by the installing contractor to the Fire Prevention Bureau. These
plans must be submitted prior to the issuance of building permit.
F -3. Required Submittals (Fire Alarm Svstemsl. Fire alarm plans shall be submitted to
the Fire Prevention Bureau for approval. Three sets of alarm plans must be
submitted by the installing contractor to the Fire Prevention Bureau. The fire alarm
system is required to have a dedicated circuit from the house panel. These plans
must be submitted prior to the issuance of building permit.
Prior to Issuance of Certificate of Occupancy
F -4. Hydrant Verification. Hydrant locations shall be identified by the installation of
reflective markers (blue dots) (per Temecula City Ordinance 15.16.020).
F -5. Addressing. Existing buildings shall have approved address numbers, building
numbers or approved building identification placed in a position that is plainly legible
and visible from the street or road fronting the property. These numbers shall
contrast with their background. Commercial buildings shall have a minimum of 12-
inch numbers with suite numbers being a minimum of six inches in size. All suites
shall have a minimum of six -inch high letters and /or numbers on both the front and
rear doors (CFC Chapter 5 and Temecula City Ordinance 15.16.020).
F -6. Address Directory. A directory display monument sign shall be required for the
educational project. The complex shall have an illuminated diagrammatic layout of
the complex which indicates the name of the complex, all streets, building
identification, unit numbers, and fire hydrant locations within the complex. Location
of the sign and design specifications shall be submitted to and be approved by the
Fire Prevention Bureau prior to installation.
F -7. Knox Box. A "Knox -Box' shall be provided. The Knox -Box shall be installed a
minimum of six feet in height and be located to the right side of the fire riser
sprinkler room (CFC Chapter 5).
F -8. Gates And Access. All manual and electronic gates on required Fire Department
access roads or gates obstructing Fire Department building access shall be
provided with the Knox Rapid Entry System for emergency access by fire fighting
personnel (CFC Chapter 5).
F -9. Site Plan. Prior to final inspection of any building, the applicant shall prepare and
submit to the Fire Department for approval, a site plan designating fire lanes with
appropriate lane painting and /or signs (CFC Chapter 5).
POLICE DEPARTMENT
General Requirements
PD -1. Prohibition of Alcohol. The use of alcoholic beverages is prohibited at this event.
PD -2. Consumption of Alcoholic Beverages in Public Prohibited. The applicant shall
comply with Temecula Municipal Code Section 9.14.010, Consumption of Alcoholic
Beverages in Public Prohibited.
PD -3. Lighting. The applicant shall provide sufficient lighting during the hours of darkness
to ensure patrons have a clear, lighted path from the event area to their vehicles.
PD -4. Private Security. If private security is utilized, the applicant shall ensure the security
company is licensed, bonded and insured. Furthermore, security personnel will be
unarmed.
PD -5. Road Closures. At no time will public road closures occur without permission from
the Temecula City Council.
PD -6. Monitoring of Traffic. The applicant shall monitor all traffic, both foot and vehicle,
and notify the Temecula Police Department watch commander at 951 - 696 -HELP
immediately if conditions become hazardous.
PD -7. Right to Cancel Event. The Temecula Police Department reserves the right to stop,
cancel or temporarily delay all or portions of any activities occurring at this event
when police or public safety becomes a significant concern.
PD -8. Responsibility of Costs Incurred. The applicant shall be responsible for any cost
incurred by the Police Department if additional officers are required because of
traffic problems /congestions, public disturbance, or where the need for police
presence is required.
PD -9. Questions Regarding Conditions. Any questions regarding these conditions should
be directed to the Temecula Police Department Crime Prevention and Plans Unit at
(951) 506 -5131.
PUBLIC WORKS DEPARTMENT
PW -1. Conditions of Approval. The applicant shall comply with all Conditions of Approval
and City codes /standards at no cost to any governmental agency.
PW -2. On -site Parking. The applicant shall ensure that there are an adequate number of
onsite parking spaces.
PW -3. Street Stripping. The project shall be responsible for extending the left -turn lane
(southbound) on Lyndie Lane approximately 100 feet to the northwest.
PW -4. Vehicular Site Access. Inbound vehicles shall drive west past the east driveway and
enter at the west driveway.
PW -5. Alternative B Circulation Plan. The Traffic Analysis identified two (2) circulation
alternatives for the on -site circulation. The applicant has selected Alternative B and
shall be responsible for implementing the circulation improvements as shown on the
plan (Exhibit B).
PW -6. Onsite Circulation. A bypass lane shall be provided to the left of each drop- off /pick-
up zone.

Site
42145 Lyndie Lane, Temecula, California 92591. Located west of Rancho California Road in
the City of Temecula. Two single -story buildings and one two -story building linked by open -air
covered corridors and a partially enclosed landscaped courtyard. Built in 1992 with a total of
27,500 square feet. Wood -frame construction and stucco exterior with Spanish style tile roof.
About the School
River Springs Charter School (RSCS) formerly Eagles Peak Charter School is chartered by the
Riverside County Board of Education and receives funding from the State of California and the
United States Federal Government in the same manner as other public schools. RSCS
provides a wide range of hybrid classroom /homestudy options. This combination of teaching is
very popular because it allows parent to child education plus the socialization that is critical to all
students. Providing educational services to Riverside and the contiguous counties of San
Bernardino, Orange, San Diego and Imperial, RSCS is the largest public funded charter school
in California. Student population for Fall 2014 is expected to be 5,000+ students with 10
student learning centers.
Building History
The subject building has been used as a commercial office center. To our knowledge, there has
not been a major anchor tenant since the completion of the building. Tenant uses have been
counseling, quasi - medical, legal, real estate and other business uses.
In February 2013, the building was placed in receivership by court order. The receiver is Trident
Pacific Real Estate Group Inc. in Newport Beach, California. Since going into receivership, no
new tenants have occupied the site. Occupancy is currently at 50 %.
In December 2013, RSCS executed a purchase agreement and is now seeking a CUP/TUP
approval for their use. Up to now, RSCS has only leased their facilities. Because of student
enrollment and resources, purchasing was favored over leasing.

Proposed Building Use — Presume School Opening in August 2014
Approximately 16,000 square feet in 19 classrooms for grades K -8 (elementary and middle) for
an average of 841 square feet per classroom. The balance of the space of the building (10,970
square feet, including restrooms) will be used for staff offices, conference rooms and a 2,280
square foot multipurpose room.
Average Daily Attendance
Approximately 280 students will be transferring from the current River Springs facility located at
26770 Ynez Court to the subject building with the approval of this CUP/TUP. The Ynez site will
no longer be used by RSCS. We estimate that enrollment could grow to 540 during the 2014-
2015 school year.
Proposed Tenant Improvements
All plans will be prepared by a licensed architect. The structural, electrical, mechanical,
plumbing and fire sprinkler system will be designed by competent engineers. Tenant
improvements will be extensive, creating new interiors to the buildings.
American Disability Act (ADA)
Tenant improvements will be designed to meet ADA requirements including an elevator in the 2-
story building.
Fire Safety
The building has an existing fire - safety emergency sprinkler system in all interior spaces and
covered external corridors. Any modifications or improvements necessary to meet the
requirements of a E -1 Educational Occupancy will be designed and installed by licensed fire
safety experts.
Security
All exits to the buildings and foyers will be monitored via closed- circuit video cameras with a
digital video recorder and made available for the Temecula police Department to view live via
the internet.
Traffic
Starting times for the programs will be staggered from those of nearby schools (Vail Elementary
School, Temecula Elementary School, Margarita Middle School). Please see attached drop -
off /pick -up traffic pattern with an approximate 1,050 L.F. of vehicle stacking space.

Drop -off and Pick -up
A concern to RSCS and the community is the dropping off of students in the morning and pick-
up at the end of the school day. The concerns relate to efficiency, student safety and possible
effects on public traffic. RSCS has learned from previous experience how best to accomplish
this.
1. Parents are given a drop -off and pick -up plan prior to the start of the school year.
(Parents have become accustomed to this and now expect and plan to implement it.)
2. The plan shows 3 areas for drop -off and pick -up, the path cars will travel, and stacking
for embarking and disembarking. 1,050 L.F. of car stacking space is room for
approximately 50 cars. An important element of the plan is allowing as many cars as
possible to drop -off and pick -up at the same time rather than just one or two cars.
RSCS will have sufficient staff in safety vests each morning and afternoon to direct cars
and move them along efficiently and safely. In the event the plan needs to be modified,
even after school starts, it will be done.
Description of Programs at Site
The proposed site will provide classrooms for the merged iShine and Mosaic Programs, which
both are home school- hybrid K -8 grade programs that operate four days per week. This site will
also provide our Homeschool Enrichment K -8 grade learning center program which will operate
two days per week.
General whole -group classes will start at 8:30 am and end by 3 pm. On Wednesday afternoons,
we will offer math tutoring for struggling homeschool students from 3 pm to 6 pm.
Room Use Description
Multi- purpose Room - Day use: student assemblies for students at the site. Evening use: drama
productions, programs and other activities when parents can attend with their children.
Serving Area - Students will bring their own lunches. Vending machines will be available in a
secure location. No food preparation in the serving area; only food distribution and warming.
Accessory Rooms — Library for adjoining classrooms; used for break -out sessions and tutoring.
Counseling Rooms - Parent/teacher conferences.
Playground - Parking lot in rear of the building will have games painted on the asphalt such as
hop- scotch, 4- square, T -ball and basketball.
