On January 8, 2015, the applicant submitted an application for an amendment to the existing
Penfold Building I Sign Program that was approved in 2002. The amendment application
requested monument signage and directory signage for the north and south sides of the existing
Penfold Building I. The purpose of this additional signage is to drive foot traffic to the Penfold
Building II which is located behind the Penfold Building I along Murrieta Creek. In addition to this
request, the applicant is requesting an amendment to the existing Sign Program at Penfold
Building II (PA15-0014). This separate amendment is still under review.
The applicant's justification for the Sign Program amendment is to give tenants located in
Penfold Building II more visibility from Old Town Front Street. The enhanced visibility is
expected to increase foot traffic to this building, thereby increasing the viability of the
businesses in Penfold Building II.
Staff has worked with the applicant since the original submittal to bring the application into
conformance with the Old Town Specific Plan. On February 6, 2015, the applicant and an
existing tenant met with staff to address staff concerns. Staff specifically stressed the
requirement for signage to be made of high quality materials. Sizing and scaling the signage to
be pedestrian oriented was also emphasized by staff during this meeting. As an outcome of
that meeting, the applicant has removed the proposed monument sign, and signage on the
north side of the existing building. The applicant also reduced the size of the proposed directory
signage to be located on the south side of the existing building. While the applicant submitted
amendments for Penfold Building I and Penfold Building II at the same time, the Penfold
Building 11 changes are still under review. The changes for the Penfold Building II will come to a
subsequent Old Town Local Review Board meeting.
The applicant is proposing an amendment to the existing Sign Program for the retail building
located at 28545 Old Town Front Street. The Penfold Building I is a two-story retail building that
is located on Old Town Front Street. Existing signage comes in the form of wall signage, blade
signage, and temporary A -frame signs. The applicant is requesting the addition of directory
signs exclusively for tenants located in the Penfold Building 11.
Existing site conditions support the applicant's concern that tenants in the Penfold Building II
have ineffective signage to drive foot traffic. During a field visit, it was observed that pedestrians
lack visible permanent signage for the Penfold Building II.
Directory signs are a permitted sign type under the Old Town Specific Plan. Directory signs are
"intended for pedestrian visibility only and shall be maintained with current tenants. The design
of the sign shall match the building's architectural style."
Under the Old Town Specific Plan, directory signs are permitted to be no larger than four square
feet. The applicant's proposed directory sign is 10.6 square feet. While this differs from the Old
Town Specific Plan, the City of Temecula Municipal Code Section 17.28.080 allows for sign
programs to provide flexibility for sites that have "unique characteristics." Staff recognizes the
unique characteristics of these sites, and can support the larger directory signage. Tenant slat
sizes under the proposed signage will be limited to 6" x 24", with the "Drink, Shop & Do" portion
of the sign being limited to 8" x 48". A maximum of eight current tenant slats will be permitted at
any time. Staff believes that the larger directory signage is compatible with the existing building
while maintaining a pedestrian focus.
The proposed signage integrates into the existing building materials by requiring wood (the
predominant existing building material) or high quality faux wood signs. The colors for the
proposed signage include black lettering, and a background that is painted in antique white.
For consistency purposes, all tenants will use Arial font that may be no larger than 6" (except for
the "Drink, Shop, & Do" portion of the sign which may be up to 8" font).
Signs will be attached to the existing building fagade in an even and uniform manner. Signs will
not protrude more than an inch from the existing faQade, and will be attached securely to the
existing fagade.
RECOMMENDATION
Staff has determined that the proposed Sign Program amendment contains materials, fonts, and
color palettes consistent with the Old Town Specific Plan. This amendment to the Sign Program
integrates signage that is proportional and compatible with the existing building. Staff is
requesting that the Old Town Local Review Board review, provide comments, and recommend
approval of the project.
