Consideration of City Council Vacancy — Presentation/Interview/Deliberation/Selection
RECOMMENDATION:
1.1 That the City Council receive applicant presentations, conduct interviews,
deliberate on the matter and select an individual to appoint to the City Council to
fill the vacancy.

Central Michigan University, Executive MBA Masters Certificate from the University Of Notre
Dame, and several Masters Certificates Programs from Villanova University (which includes
Masters in Lean Six Sigma Black Belt, Organizational Leadership and Project Management
Professional).
Currently, a dedicated business owner, motivational sneaker, author and community
activist whose primary focus is on our Youth development. He has been the feature guest
speaker for several major companies, the U.S. military, various Rotary Clubs, churches, Boys
and Girls Clubs, several high schools as well as middle schools and local community events. He
is also very proactive in his community. He has served on several boards including: City
Community Steering Committee, Temecula Chamber of Commerce, Temecula Assistant Youth
Counselor, Valley -Wide Recreation Center, and YMCA. In addition, he has formed a Non Profit
organization called the Options & Opportunities / The Choice Program (JC Cooley Foundation).
The goal of this organization is establish partnerships with schools, churches, clubs,
business communities, and other community outreach centers to teach our Youth his
philosophy of the 4 Cs. (CREATE, COLLOBORATE, COMMIT, and most importantly
CONFIDENCE). These principle leads to CHARACTER BUILDING
James also created and currently host a Youth Inspirational Leadership Breakfast
program on Sunday for students ages 12-19. This event is held at the Broken Yoke in
Temecula, CA.
James was born in and raised in Chattanooga, Tennessee where he grew up in one of the
dangerous projects in Chattanooga. James Cooley had a rough start to life. At a young age, he
was removed from his mother's care and placed in a home with distant relatives, where he lived
without the modern conveniences of electricity, indoor bathroom or in some cases hot water.
At the age of 11 years old he returned to rejoin his Mother and sibling back in Chattanooga, TN.
Through the constant encouragement from his teachers, and his pursue of a better understanding,
dedication, and extreme work ethic Cooley excelled in school and later joined the Navy to
further his opportunities.
Cooley began his Navy career as an enlisted sailor. Through hard work and extreme dedication
to excellence, James worked his way up through the enlisted ranks to reach the rank of E-9,
Master Chief Petty Officer, prior to closing out his enlisted record after 15 years. James Cooley
was then selected and served as a US Navy commissioned officer for 8 years an obtained
the rank of Lieutanent (LT/03E). After 23 years of military service, Cooley retired and
worked for the U.S. Government and DOD aerospace industry, and started his own
company as a U.S. government contractor.

illustrious career spans over 35 years in the information security industry. As a retired U.S. Navy
officer, he has served as Information Technology and Telecommunications Network Operation
Officer, a U.S. Navy Recruiter, a Navy Drill Instructor (Company Commander), Information
Assurance Officer, Communications Officer, Security Officer, and Director of
Telecommunications Training and Development of Navy personnel at various
locations overseas and throughout the United States.
From 1989 to 1992, Cooley hosted and produced 47 television shows titled "Cooley Fitness
Tips", and was awarded the U.S. Naw Admirals Gallery and Rankin's Award for
outstanding community service in the greater Mid -Eastern Area
James realized the demand within our nation youth community to help the youth at risk. Coming
from a hard childhood himself, Cooley identifies with the situation and has made it his life's goal
to dedicate himself to helping the youth of today. He has created the JC Cooley Foundation, an
organization established to helping youth in need through partnerships with local schools,
churches, clubs, and other corn munity outreach centers. Cooley created a 6 month Sunday
breakfast program for students ages 12-19, which began January 2015. He has been invited by
numerous schools to speak about his life experiences, sharing with students his story of triumph
over life's obstacles, in hopes to empower others to strive for success. Though out of the Navy
officially, Cooley spends every day serving his country, his family, and the community.
James Cooley also served our country as a Military Career Naval Officer retiring from the US
Navy with twenty-three years of service during which time he was the Writer, Director and
Producer of "Cooley Fitness Tips" show broadcast to over one -million viewers presented
with the Admirals Gallery and Rankin Award for the Cooley Fitness show breakfast
tutoring program for underprivileged, the first of its kind in the USA.As a result of his
many accomplishments, accolades, as well as the inspiration and innovation of the USA's
first breakfast tutoring program for underprivileged children, James Cooley was selected as one
of George H Bush's One -Thousand Points of Liaht.James Cooley, excels like few other
people do in fife. From growing up in Chattanooga Tennessee's toughest neighborhoods to
living on a farm in Alabama as a young man, to a man whose accomplishments in community
service, television, business, education, and the military are alone extreme accomplishments.

and Matt Rahn. Thank you for your time and diligence in appointing the new city councilor
that will continue our tradition of excellence in Temecula.
Strong Families Make Strong Communities
1 love this City ... it is Home... for almost 28 years.
My husband and 1 have raised our four sons here. As their mother, 1 wanted the very best for
my boys in terms of the community they lived in, the schools they attended, and the
extracurricular activities they enjoyed. So 1 rolled up my sleeves and became involved. I have
invested my time and talents into making Temecula an even stronger community. 1 have
volunteered in the classroom, served in PTA leadership, served on the Citizens Scholarship
Foundation board, as Outreach for the Interfaith Council of Murrieta and Temecula, and as the
Director of Public Affairs for the LDS Church. As Director, my council and 1 were able to
pioneer community events that have stood the test of time, such as: The Nativity Festival,
Family Night Proclamation, Crystal Apple Award, Family First, FAM Nights (Family Activities on
Mondays, Special Games, Helping Hands, and Better Together. I understand how to move
people with a vision and get the job done. These events strengthen individuals and families and
continue our tradition of excellence in Temecula.
1 really can't imagine living anywhere else. My daughter in law said to me a couple of years
ago, "You can't ever move from Temecula, you helped build this city!" I love seeing the
handprint walls at all of the elementary schools. Serving as PTA president at Redhawk
Elementary in 1992, we helped to establish that tradition. 1 had three boys attending Redhawk
at the time and our entire family has our handprints on that special wall.
I am standing here tonight because 1 know that as a city council member, 1 can make a
difference in people's lives for good. Everything 1 do is with a purpose. 1 am determined,
passionate, goal -driven and loyal. I believe in people working together for the greater good to
make a strong community. 1 believe in building relationships.
1 am willing, capable, and committed to do what it takes to maintain and improve our quality
of life that we have here in Temecula. "People are better off when they have commitments to
God, family, community, work, and responsibilities." (L. Tom Perry
Currently, 1 enjoy serving as Vice Chair on the Planning Commission. 1 have jumped in with
both feet to learn all that 1 can and to vote for what is best for the families in this community.
1 will bring that same commitment, desire and work ethic to the City Council. 1 may be new to
city government, but 1 am not new to commitment, taking responsibility, volunteering, and hard
work.
There are three focal points that I would like to address and improve upon while serving as a
city council member.
1. Traffic --
When we moved here there was one stop sign and one stoplight. Over the years, our small
town has grown into a well-planned city. However, we have some challenging traffic issues. 1
will work hard with staff on mitigating these issues - while striving to keep our small town feel.
2. Working Together with the Temecula Valley Unified School District --
Having been a substitute teacher in Temecula for seven years and a volunteer in the school
district, I have a unique perspective of how the city of Temecula and the TVUSD can work
together for the greater good of the families that live here. 1 will work hard to continue to build
and strengthen that most important relationship.
3. A Safe Family -Friendly community including our Special Needs Friends -
1 work as an American Sign Language Interpreter. 1 have seen first hand how important it is to
provide equal access and equal opportunities to people with special needs. 1 will work hard to
include our special needs friends and maintain Temecula's strength as a safe family -friendly city.
1 bring a fresh new perspective to the City Council.
I am prepared with insight, wisdom and experience to tackle the challenges that come before
this council.
1 come because 1 love this city;
1 come because I am dedicated to making a difference in the lives of those that live here in
Temecula.

• TEMECULA, Calif. (NNS) -- A group of 45 chief petty officer
(CPO) selectees assigned to USS Ronald Reagan (CVN 76)
temporarily put aside their charge books to pick up shovels
and paint brushes Sept. 6 in order to help clean up and make
improvements to the Ronald Reagan Sports Park in Temecula.
