PUBLIC COMMENTS
A total of 15 minutes is provided so members of the public may address the Committee on items
that are not listed on the agenda. Speakers are limited to three (3) minutes each. If you desire
to speak to the Committee on an item not listed on the agenda, a "Request to Speak" form
should be filled out and filed with the staff liaison.
When you are called to speak, please come forward and state your name for the record. For all
Public Hearing /Committee Business matters on the agenda, a "Request to Speak" form must
be filed with the staff liaison prior to the Committee addressing that item. There is a five - minute
(5) time limit for individual speakers.
COMMITTEE BUSINESS
A sign -in sheet is included in the Steering Committee file under LR13 -0001. The sheet
indicates 19 people signed in, but there were 30+ in attendance.
A Power Point Presentation was given by Matt Peters and John Holloway to provide information
on the following:
1. Summary of Phase I Work Effort
The presentation provided a summary of the Public Workshop Results, Survey Results,
Early Action Plan, and Priority Projects.
2. Project Schedule and Next Steps
• Community Walk -Ride Event
• Phase II Work Tasks
Following the Power Point presentation, Matt Peters took the following notes down on a large
notepad propped on an easel.

• With regard to Park Rangers and the Santa Margarita Ecological Reserve (SMER) on
the south side of the City. Perhaps, the City can work with the Pechanga Rangers to
help enforce laws concerning dump sites, trash, vandalism, and homeless
encampments.
• Who will own and maintain the Santa Gertrudis Interconnect? Likely to be joint facility
between City and Flood Control with an access and maintenance agreement similar to
the rest of the trail.
• The shoulder /bike lane on De Portola is crumbling and in disrepair.
• Parked cars have a major impact on the ability of the street sweeping vehicles to
efficiently clean the bike lanes.
• Collisions at intersections require better clean up. The tow truck drivers move too
quickly and leave a lot of debris behind.
• What is the minimum size for a pump track? Discussion revolved around the fact that
you don't need that much area (100' by 100'), and the possibility of building a couple of
these in City parks.
• Street sweeping comments — "quality of street sweeping is poor, must get paid by the
mile and not by what's picked up, don't pick up anything, push debris to the bike lane,
need to use a different type of vehicle /brushes."
• Future Steering Committee Meetings need better public outreach — Facebook, Press
Release, Email blasts, etc...
• Comments from Mark Friis from Inland Empire Biking Alliance:
• Consider green box sharrows on Old Town Front
• Need to consider Safe Routes to School programs
• Consider education components when applying for ATP grants
• Any pump track should be located on a route (bike lane or trail)
• Consider Riverside County Conservation Corp to help with trail maintenance and
clean -up efforts
• The following streets were identified for priority street sweeping:
• Margarita
• Rancho California
• Jefferson
• De Portola (especially between Margarita and Jedediah Smith)
• Santiago bridge
• Overland bridge
• Butterfield Stage (especially between De Portola and Pauba on northbound side)
• Other street sweeping comments:
• Debris gets spread around or
• Would make a statement to residents and tourists that Temecula is a bicycle
friendly community.
• Can City identify the sidewalk as a multi -use trail?

• Need a direct route via Ranch Cal, not a convoluted route to get to Old Town
• Go back to two lanes and a bike lane, not three lanes in each direction
• Is there an interim solution to Ranch California road that can be promoted until a
direct route can be identified?
• Bike racks need to be placed so bikes are not parked perpendicular to the curb or
blocking building entrances, or ADA routes.
• The pedestrian crosswalk button at Pujol and Rancho California Road is on the wrong
side of the street?
• Need better bike detection at traffic signals.
• Need better outreach to non - cyclists — public service announcements (PSAs), advertise
through HOAs.
• What about signs to educate /promote pushed to the bike lane, but nothing ever
gets picked up
• Advertise a "Hotline" to report debris in roadways /bike lanes.
• In addition to the bike lanes, many intersections are littered with debris from
accidents. Supposedly, the tow truck drivers do a poor job cleaning up after
accidents...
• There appears to be a need to match the sweeping vehicle to the street type.
You can't have a small truck sweep an arterial.
• When center median on Butterfield Stage Road was widened, the bike lane was
narrowed to 3 feet. 5 feet is better.
• Consideration needs to be given to special needs facilities at trailheads and along major
routes (lookouts, rest areas, etc... )
• Lots of glass at intersections.
• Rancho California Road was a major topic of discussion as relates to being the main
entrance to the community, and the need for east west connectivity (bike lane or trail)
from Old Town to Wine Country.
o Need a multi -use trail on Ranch Cal if can't squeeze in a bike lane
• How about a green buffered bike lane? It 3' law?
• Don't forget about bike clubs to help fund bike racks, 3' law signs, adopt a road, adopt a
sign, trail maintenance, etc...
The meeting ended approximately 7:30 pm.
