Any public fie(ephones �ocated on �he exterior of fhe buildings shal� be placed in a weNl-lit, highly visible a�ea, and installed with a "cal[-ou� on�y" feature to deter foitering. At a minimal cost for ink�ess inkpads, retailers can take a thumbprint of every cus�omer using a persona� check to pay for services. A decal is also posted on the #ront entry of the business advising customers of�he "Ink�ess �nk Prc�gram" in use. If fihe business becomes a victim of check fraud, the Police Department wi�l be able to track the suspecfi wit� the thumbprint. . PD-�6.
