HomeMy WebLinkAbout032216 Economic Developement Committee Action Minutes ACTION MINUTES ECONOMIC DEVELOPMENT COMMITTEE CONFERENCE CENTER 41000 MAIN STREET TEMECULA, CALIFORNIA TUESDAY, MARCH 22, 2016 4:00 PM ROLL CALL: Mayor Pro Tern Maryann Edwards Council Member Jeff Comerchero STAFF PRESENT: Aaron Adams, City Manager Greg Butler, Assistant City Manager Kevin Hawkins, Community Services Director Jennifer Hennessy, Finance Director Christine Damko, Economic Development Analyst Dawn Adamiak, Recreation Supervisor Kathi Syers, Administrative Assistant PUBLIC SPEAKERS: Eamon McDonald — Spoke requesting local vendor admittance to the Temecula Valley Balloon and Wine Festival. COMMITTEE BUSINESS 1. Review of Economic Development Sponsorship Applications for FY 2016-2017: Reviewed and discussed applications and recommended approval of Sponsorship requests (see Sponsorship Chart attached). • There are a few new events that are asking for in-kind support costs/In-Kind Marketing and/or cash Sponsorships: • Spirit Run for the Arts — Spirit Run for the Arts 5K/10K (SRFTA) was created in 2010 as part of the Spirit of Great Oak Band & Guard to draw awareness for the importance of the visual and performing arts in our schools and the Temecula Valley community as a whole. Over the last 5 years, SRFTA has donated over $10,000 to the Temecula Valley Foundation and close to $30,000 to the Spirit of Great Oak Band & Guard. SRFTA is requesting support cost and In-Kind Marketing. Staff recommended providing support costs and In-Kind Marketing and moving the event to a Sunday, as Pat Birdsall Park is inundated with sports traffic on Saturdays. The Committee supported staff's recommendation. • International Festival of Cinema Temecula - The International Festival of Cinema Temecula is proposing to hold an International Film Festival in Temecula in September or October 2016 and is requesting $15,000 cash and In-Kind Marketing (including permit fees). Staff recommended not sponsoring the event. The Committee recommended providing In-Kind Marketing and not waiving permit fees. • Relay for Life—The American Cancer Society is hosting the Relay for Life event at Great Oak High School on May 21 and 22nd. The proceeds from the race will go toward funding their 24 hour hotline 365 days a year for anyone who has questions regarding cancer, Hope Lodge which provides free lodging for individuals receiving treatment whose best option is not near home and cancer research. The Cancer Society is requesting $500 in cash and In-Kind Marketing. Staff recommended providing In-Kind Marketing only. The Committee supported a Sponsorship of$500 and In-Kind Marketing for the event. • Tough Mudder SoCal — Will be the 6th Tough Mudder event held at Vail Lake Resort in Temecula. The event is a 1-2 mile muddy, military style obstacle course challenge which promotes courage, personal accomplishment, teamwork, and fun. They are requesting $10,000 cash and In-Kind Marketing. Staff recommended In-Kind Marketing only. Because Tough Mudder SoCal is a for profit organization, the Committee recommended the organization provide some proceeds of the event be donated to a non-profit before approving In-Kind Marketing. Additionally, the Committee recommended the full City Council review this Sponsorship request. • Previously Funded with recommended changes: • TV Balloon and Wine Festival Foundation — The TV Balloon and Wine Festival Foundation is requesting $35,000 cash and support costs of temporary use of traffic safety signs/devices and Use of Conference Center for volunteer training for the Festival for 2016-17. Staff recommended reducing the cash amount to $27,000, which is 10% below last year's $30,000 allocation, providing the support costs of temporary use of traffic safety signs/devices and Use of Conference Center for volunteer training, require adding local preference for vendor selection, and in the event the City purchased new pole banners, reduce the amount of cash with the costs associated with the replacements. Board Members responded to questions about cash benefactors being Murrieta Schools; Council Member Comerchero is uncomfortable with that. The Committee supported staff's recommendation, but requested that when the Agreement is brought forward to a Council meeting, benefactors be discussed by the full City Council. Additionally, the Foundation indicated they would purchase banners independently of the cash sponsorship. • Fashion Week — The Inland Valley Business and Community Foundation is requesting In-Kind Marketing for Fashion Week in Temecula. The event will include 4 Fashion shows over a three day period at various locations to include Leoness Cellars Winery, Fashion Promenade, and Mercedes Benz. Staff recommended providing In-Kind Marketing. The Committee supported In-Kind Marketing for the event for Fiscal Year 2015-16. As this event will be held in April 2016, the Committee recommended waiting until after the event to evaluate the value of providing In-Kind Marketing for Fiscal Year 2016-17.
