NORTH/SOUTH LOOP ROAD STUDY DESCRIPTION AND PURPOSE This study is an operational analysis of the proposed North/South Loop Road included in the Roripaugh Ranch Development Project. Exhibit 1 provides a project location and vicinity map for this project. A traffic impact analysis has previously been prepared for the Roripaugh Ranch Project by Urban Crossroads, Inc. This analysis, Ronpaugh Ranch Revised Traffic Impact Analysis, Revised November 26, 2001, assessed the impacts of the project on the surrounding roadway circulation network and identified recommended project mitigation measures. However, a detailed analysis of the North/South Loop Road was not included in this study. With ongoing planning and engineering of the North/South Loop Road and creation of tentative tract maps for the adjacent developments served by this roadway, there is now an opportunity to perform a focused analysis of this facility that considers each Specific Plan Planning Area and its point of access/egress along the loop road. In the sections that follow, this study identifies the trip generation of the planning areas surrounding the North/South Loop Road and documents daily and peak hour roadway and intersection turning movement volumes, the proposed number of through lanes, intersection lane configurations and controls, and level of service along the North/South Loop Road. II. NORTH/SOUTH LOOP ROAD Exhibit 2 shows the North/South Loop Road and the adjacent planning area developments. As shown on Exhibit 2, North/South Loop Road is an approximate 1.8 - mile loop road to the east of Butterfield Stage Road. North and South Loop Road connect with Butterfield Stage Road at Nicolas Road and Calle Chapos, respectively, to form four-way, signalized intersections. Capacity analysis and recommended lane configurations for these intersections were included in the previous study by Urban Crossroads, Inc. and these intersections are not included in this study. There is a gated entrance on North Loop Road approximately 2,975 feet east of Butterfield Stage Road and on South Loop Road approximately 525 feet east of Butterfield Stage Road. Roripaugh Ranch — North/South Loop Road March 2006 Traffic Analysis City of Temecula, California ' North/South Loop Road provides access to approximately 1,100 single-family detached housing units, 20 -acre high school site, 12 -acre middle school site, 19.7 -acre sports ' park, and 4 -acre community park. Raised landscaped medians and a striped on -street bike lane on each direction of North/South Loop Road are proposed for its entire length. III. STUDY AREA TRIP GENERATION AND ASSIGNMENT ' Trip generation rates and proposed study area daily and peak hour traffic volumes are shown on Table 1. Trip generation rates are as identified in Trip Generation, 7° Edition, published by the Institute of Transportation Engineers (ITE) and by the San Diego Association of Governments (SANDAG), San Diego Traffic Generators. SANDAG rates ' were used for the school and park land uses because rates from this source were available based on acres, which is how these uses are quantified on the various tract ' maps. ' Table 1 shows the developments surrounding the North/South Loop Road are anticipated to generate an average of 13,211 vehicle trips per weekday. The forecast ' peak hour traffic generation is 488 inbound and 701 outbound vehicle trips in the am peak hour, and 795 inbound and 586 outbound trips in the pm peak hour. The high school, middle school, and park land uses surrounding the North/South loop ' Road will generate trips beginning and ending within the study area. These "internal' trips will begin/end at the various planning areas and end/begin at the sites identified above without passing through either loop road intersection at Butterfield Stage Road. ' Approximately 18% of traffic generated by the study area land uses is "internal." FORECAST NORTH/SOUTH LOOP ROAD TRAFFIC VOLUMES Peak Hour Traffic Volumes Exhibits 3A and 3B show am and pm peak hour turning movement volumes at intersections and the total (two-way) peak hour volumes on roadway links along the North/South Loop Roadway. Average Daily Traffic Volumes Exhibit 4 shows forecast weekday 24-hour average daily traffic (ADT) volumes along the North/South Loop Roadway. V. TRAFFIC SIGNAL WARRANT ANALYSIS Traffic signal warrant analysis was performed for each intersection along the North/South Loop Road based on forecast peak hour and daily traffic volumes. Based on this analysis, none of the interior loop road intersections require signalization. Traffic signal warrant calculations for each intersection are included in the Appendix A. VI. NORTH/SOUTH LOOP ROAD CAPACITY AND LEVEL OF SERVICE ANALYSIS Peak Hour Intersection Analysis To provide a detailed analysis of traffic operation and to evaluate level of service, the 2000 Highway Capacity Manual method was used to analyze stop -controlled intersections along the interior North/South Loop Road intersections. The target minimum level of service to be maintained throughout the study area is Level of Service D. All intersections along the North/South Loop Road are proposed to provide full access with openings in the median. The results of peak hour level of service analysis for North/South Loop Road intersections are shown on Table 2. Table 2 shows that with forecast am and pm peak hour traffic volumes all interior intersections along the North/South Loop Road are anticipated to operate at Level of Service C or better. Level of service calculations for each intersection are included in Appendix B. Averane Daily Traffic (ADT) Analysis Exhibit 4 shows forecast weekday 24-hour average daily traffic (ADT) volumes and volume to capacity (v/c) ratios along the North/South Loop Roadway. All volume to capacity ratios shown on Exhibit 4 are based on Level of Service D daily capacity for a two-lane divided roadway as identified by the Riverside County Road Department. Therefore, a v/c ratio of 1.00 or below indicates a roadway operating at Level of Service D or better based on 24-hour traffic volumes. Exhibit 4 shows that the highest ADT on North Loop Road is approximately 7,000 vehicles per day with a volume to capacity (v/c) ratio of 0.47. The highest ADT on South Loop Road is approximately 3,800 vehicles per day with a volume to capacity (v/c) ratio of 0.25. Based on these low volume to capacity ratios, Level of Service B is predicted to be typical for North Loop Road and Level of Service A is predicted to be typical for South Loop Road. VII. NORTH/SOUTH LOOP ROAD GATED ACCESS QUEUING ANALYSIS The gated entrance on North Loop Road approximately 2,975 feet east of Butterfield Stage Road and on South Loop Road approximately 525 feet east of Butterfield Stage Road have been designed in accordance with Roripaugh Ranch Specific Plan Figures 4- 5 and 4-18B, respectively. A queuing analysis has been performed to confirm that each gated access has appropriate queuing (stacking) area for forecast entry volumes. The forecast pm peak hour arrival volume at the North Loop Road entry gate is 293 vehicles and 254 vehicles at the South Loop Road entry gate. Based on a 95% confidence level, the required vehicle stacking area at the North Loop Road entry gate is 100 feet (4 vehicles and 75 feet (3 vehicles) at the South Loop Road entry gate. Ronpaugh Ranch — North/South Loop Road March 2006 Traffic Analysis City of Temecula, California locations provide the necessary vehicle stacking area assuming that vehicles queued (stacked) at the gate or arriving at the gate simultaneously can proceed through the gate with a single actuation. The gate system at each location should be designed to accommodate approximately 300 vehicles per hour with an average service time of 12 seconds per vehicle during the pm peak hour. The gate queuing analysis for each location is included in Appendix C. VIII. SUMMARY AND CONCLUSIONS The proposed land uses adjacent to and served by the North/South Loop Roadway are estimated to generate an average of 13,211 vehicle trips per weekday with a maximum ADT on North and South Loop Roads of 7,000 and 3,800 vehicles per day, respectively, just east of Butterfield Stage Road. The proposed configuration of North/South Loop Road as a two-lane divided roadway will accommodate these volumes at a high level of service, predicted to be Level of Service C or better. The median along North/South Loop Road will be a landscaped raised median and striped on -street bike lanes will be provided. Traffic signal warrants were analyzed for all interior intersections along the loop roadway and no locations require signalization. Peak hour turning movement volumes were analyzed at each loop road intersection and all locations are predicted to operate at Level of Service C or better during both the am and pm peak hours. Proposed left -turn lane storage lengths are adequately sized for forecast left -turn volumes with appropriate spacing between intersections. A queuing analysis has confirmed that the gated entry locations on North and South Loop Roads have appropriate queuing areas for stacking vehicles at the gates and the gate system should accommodate up to 300 vehicles per hour at each location. Exhibit 5 provides a summary of recommended North/South Loop Road intersection geometrics, intersection controls, and roadway configurations.
