2. Amendment to Temecula Municipal Code — Parking Restrictions on City Owned
Parking Lots - Approved staff recommendation (3-0-2-0) with a motion made by
Commissioner Hagel and seconded by Commissioner Carter. Individual voice vote
reflected approval by Commissioners Carter, Hagel and Richardson. Commissioners
Coram and Mann were absent.
RECOMMENDATION:
That the Public/Traffic Safety Commission:
2.1 Recommend the City Council adopt an Ordinance amending Section
10.16.200 of the Temecula Municipal Code Prohibiting the Parking of
Vehicles Under Certain Conditions at Parking Lots Owned or Controlled by
the City.

3. Consideration of Multi-Way Stop Signs — McCabe Drive at Montelegro Way —
Approved staff recommendation (3-0-2-0) with a motion made by Commissioner
Carter and seconded by Commissioner Hagel with an amendment to include painting
the crosswalks in order to make them more visible. Individual voice vote reflected
approval by Commissioners Carter, Hagel and Richardson. Commissioners Coram
and Mann were absent.
RECOMMENDATION:
That the Public/Traffic Safety Commission:
3.1 Maintain the present level of right-of-way control at the intersection of
McCabe Drive at Montelegro Way; and
3.2 Direct Staff to install additional pedestrian crossing signs at the marked
school crosswalk located at the intersection of McCabe Drive and
Montelegro Way.

Request for Time Limited Parking Restriction Program — Dorset Court and

RECOMMENDATION: That the Public/Traffic Safety Commission:
1. Deny the request for a Time Limited Parking Restriction Program on Dorset Court and
Peach Tree Street.
BACKGROUND: Staff received a request from the Redhawk Homeowners Association,
Board of Directors and residents to consider the feasibility of implementing a parking restriction
program on Dorset Court and the remaining portion of Peach Tree Street to discourage Great
Oak High School students from parking in the neighborhood. The public has been notified of
the Public/Traffic Safety Commission's consideration of this issue through the agenda
notification process and by mail
In June 2012, the Public/Traffic Safety Commission considered a request for a parking
restriction program on Primrose Avenue and Peach Tree Street (east). At that time. Vine Street.
Ritchart Court, Dorset Court, Ritter Court, and Peach Tree (west) were considered potential
streets for inclusion in the proposed restriction. The property owners were notified and asked if
they were interested in the potential 9 AM to 12 PM restriction on their respective street. Due to
the lack of response, Ritter Court, Dorset Court, and Peach Tree Street (west) were not
included in the initial implementation of the parking restriction.
In July 2014, the Commission considered a request for a parking restriction program on Dorset
Court. Ritter Court and Peach Tree Street (west). A written notice was mailed to the residents
to solicit their response and advise them of the Commission's consideration of a proposed
parking restriction between the hours of 9 AM to 12 PM. Monday through Friday. except
Holidays The required two-thirds (2/3) majority of residents potentially affected by a parking
restriction program on their street did not respond to the survey and the request for a parking
restriction program on Dorset Court. Ritter Court. and Peach Tree Street (west) was denied by
the Commission.
In January 2016. the Commission considered a request for a parking restriction program on
Ritter Court and Dorset Court. Once again a written notice was mailed to the residents of both
streets to solicit their response and advise them of the Commissions consideration of the
proposed parking restriction. At that time. sixty-two percent (62%) of the Dorset Court residents
did not respond to the notice and a parking restriction program was implemented only on Ritter
Court.
Dorset Court is a forty (40) foot wide residential cul-de-sac with on-street parking on both sides
of the roadway. The residential prima fade speed limit of 25 MPH is not posted on Dorset
Court.
Peach Tree Street is a forty (40) foot wide residential roadway that functions as a residential
collector providing access for numerous residential units. Currently parking is allowed on both
sides of Peach Tree Street, but there is an existing 9 AM to 12 PM parking restriction on Peach
Tree Street (east) between Primrose Avenue and 600 feet south of Vine Street. The residential
prima facie speed limit of 25 MPH is posted on Peach Tree Street.
A written notice was mailed to the residents of both streets to solicit their response and advise
them of the potential consideration of a proposed parking restriction between the hours of 9 AM
to 12 PM, Monday through Friday, except Holidays. The survey attached to the notices
indicated that a two-third (2/3) majority of the affected residents on each street is needed to
implement the proposed parking restriction. The survey also indicated that residents were not
exempt from the parking restriction and that a permit parking program for residents was not
being proposed.
The table below summarizes the results of the survey by street.

As shown, the two-thirds (2/3) majority was not achieved on Dorset Court or Peach Tree Street
and a parking restriction program is not justified. Since the majority of residents on both Dorset
Court and Peach Tree Street did not respond to the survey, this may indicate there is no
perceived parking problem and that there is limited interest in pursuing a parking restriction
program. The lack of response to the survey is consistent with past survey results for both
streets.
Based on the results of the survey, Staff recommends the Commission deny the request for a
parking restriction program on Dorset Court and Peach Tree Street.
FISCAL IMPACT: No Fiscal Impact associated with recommended action.

07-05: Officer Involved Shooting, Moraga X Margarita, utilized four CAP members and 2 vehicles
• CAP Meetings: Pot luck/going-away party for Volunteer Hank Hansen
• Community Action Patrol activity/patrol hours:
777 hours for July, 2016. Year-to-date total: 5,599 hours.
*There were 17 CAP patrols with 26 members participating.
• Training: None
• Special Events:
07-04-16-Old town parade, 8 members, 3 vehicles
07-21-16- Patrol vehicle calibrations at Southwest Station, six members assisted
07-21-16-Assisted investigative personnel in sorting stolen mail, four members assisted

Structure fire on Mira Loma Drive on 7-28-16 that resulted in two fatalities. Checkpoint Fire- along the 115
freeway near Temecula Creek Inn was responded to on July 18. 2016, a 12 acre vegetation fire with damage
contained to 3 cell towers and a grounds keeper building at the course.
