A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF TEMECULA MAKING A LAND USE
DETERMINATION TO ALLOW ESCAPE ROOMS AS A
CONDITIONALLY PERMITTED USE WITHIN
RESIDENTIAL-LIMITED MIXED-USE AND DOWNTOWN
CORE/DOWNTOWN CORE-HOTEL OVERLAY DISTRICTS
OF THE OLD TOWN SPECIFIC PLAN
Section 1. Procedural Findings. The Planning Commission of the City of
Temecula does hereby find, determine and declare that:
A. Section IV.0 of the Old Town Specific Plan authorizes the Planning
Commission to make a Land Use Determination if a proposed land use is not explicitly
stated in the land use matrix.
B. On July 11, 2016, Anthony Bennett requested that the City of Temecula
Planning Commission make a Land Use Determintion for Escape Rooms within the Old
Town Specific Plan.
C. Escape Rooms are currently not expressly allowed in the land use matrix
for the Old Town Specific Plan. Escape Rooms are a family friendly, challenging, team
building recreation activity where players are locked in a room and have to use
elements of the room to solve a series of puzzles and escape within a set time limit.
D. The Planning Commission, at a regular meeting, considered the Escape
Room land use on September 7, 2016, at a duly noticed public hearing as prescribed by
law, at which time the City staff and interested persons had an opportunity to and did
testify either in support or in opposition to this matter. All evidence, both written and
oral, including the Staff Report dated September 7, 2016 which is hereby incorporated
by this reference, presented during said public hearing was considered by the Planning
Commission in making their determination.
E. All legal preconditions to the adoption of the Resolution have occurred.
Section 2. Further Findings. The Planning Commission, in making the Land
Use Determination hereby finds, determines and declares that:
A. The Escape Room land use is consistent with the General Plan in that
achieving and maintaining a diverse and desirable balance of land uses can ensure the
City's fiscal viability as well as have positive benefits for community livability and quality
of life.
B. The Land Use/Economics — Objective 2 of the Old Town Specific Plan
encourages a broad range of land uses in Old Town that provide a diverse mix of
commercial, office and mixed use development.

C. The Escape Room land use is similar to a live entertainment (indoor) land
use which requires a conditional use permit when located within the Specific Plan.
D. The Escape Room land use is classified as a sports and recreational
facility by the City's Development Code which requires a Conditional Use Permit in all
commercial, office, and industrial districts outside of the Old Town Specific Plan area.
Section 3. The Planning Commission hereby determines that the Land Use
Determintion of an Escape Room within the Old Town Specific Plan is exempt from from
the requirements of the California Environmental Quality Act (CEQA) pursuant to
Section 15061(b)(3) in that the determination is for an allowable land use on
unspecificed parcels of land and does not have the potential for causing a significant
effect on the environment. Pursuant to CEQA Guidelines Sections 15061(d) and
15062, the Secretary is hereby directed to cause a Notice of Exemption to be prepared,
executed and filed in regard to the foregoing determination.
Section 4. Land Use Determination. The Planning Commission of the City of
Temecula determines that an Escape Room shall be a conditionally permitted use
within the Residential-Limited Mixed-Use and Downtown Core/Downtown Core-Hotel
Overlay Districts in the Old Town Specific Plan area.

Section 5. PASSED, APPROVED AND ADOPTED by the City of Temecula
Planning Commission this 7th day of September 2016.
