Maintain the present level of right-of-way control at the intersection of La Serena Way at Calle Pina Colada; 2. Direct Staff to install a northbound refuge lane on La Serena Way at Calle Pina Colada; 3. Provide further direction to Staff regarding the implementation of a "Road Diet" on La Serena Way. BACKGROUND: A request was received to consider the feasibility of installing multi-way stop signs at the intersection of La Serena Way at Calle Pina Colada to provide right-of-way control, reduce vehicular speeds along La Serena Way and provide a controlled crossing for pedestrians accessing Veterans Park at the intersection. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process. La Serena Way is designated as sixty-four (64) foot wide Secondary Arterial, with two (2) travel lanes in each direction, a painted median, and bike lanes on both sides of the street. La Serena Way carries approximately 9,100 ADT at Calle Pina Colada. The speed limit is posted at 45 MPH on La Serena Way between South General Kearny and Meadows Parkway. On-street parking is allowed adjacent to Veterans Park and a controlled pedestrian crossing is provided at the multi-way stop located at the intersection of South General Kearny Road and La Serena Way. Calle Pina Colada is a forty (40) foot wide residential roadway, which functions as a residential collector roadway providing access for numerous single family homes in the Meadowview community to the arterial roadway network. Calle Pina Colada accommodates one travel lane in each direction with on-street parking. Calle Pina Colada carries approximately 3,500 ADT at La Serena Way. The speed limit is posted at 25 MPH on Calle Pina Colada between La Serena Way and Del Rey Road. A review of conditions was performed at the intersection which included an evaluation of sight distance, accident history, and a multi-way stop warrant analysis. The sight distance evaluation determined the visibility looking northeast and southwest from Calle Pina Colada is appropriate for conditions and prevailing vehicular speeds. The evaluation determined the sight distance is approximately 700 feet looking northeast on La Serena Way and 500 feet looking southwest on La Serena Way. An unobstructed sight distance of approximately 350 feet is required for the posted speed limit of 45 MPH on La Serena Way. A review of the accident history for the twelve(12) month period from October 1,2015 to September 30, 2016, indicates there were no reported collisions at the intersection. This favorable record can be attributed to motorists and pedestrians exercising due care when entering the intersection or crossing La Serena Way. The California Manual on Uniform Traffic Control Devices(California MUTCD)indicates that a Multi- Way Stop installation may be useful at locations where the volume of traffic on intersecting roads is approximately equal and/or where a combination of high speed, restricted sight distance and an accident history indicates that assignment of right-of-way is necessary. There are four(4) criteria that the MUTCD has established for the evaluation of Multi-Way Stop signs. These criteria are as follows: A. Where traffic signal controls are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. B. An accident problem, as indicated by five(5)or more reported accidents in a twelve(12) month period that are susceptible to correction by a multi-way stop installation. Such accidents include right and left-turn collisions as well as right-angle collisions. C. Minimum Volumes 1. The vehicular volume entering the intersection from the major street approaches (total both approaches) averages at least 300 vehicles per hour for any eight (8) hours of an average day, and 2. The combined vehicular, pedestrian and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same eight(8) hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but 3. If the 85-percentile approach speed of the major street traffic exceeds 40 miles per hour, the minimum vehicular volume warrants are 70 percent of the above values. D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent of the minimum values, Criterion C.3 is excluded from this condition. Other criteria that may be considered when evaluating the need for multi-way stops include: E. The need to control left-turn conflicts; F. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; G. Locations where a motorist, after stopping, cannot see conflicting traffic and is not able to reasonably safely negotiate the intersection unless conflicting cross traffic is also required to stop; and H. An intersection of two residential neighborhood collector streets of similar design and operating characteristics where multi-way stop controls would improve the traffic operational characteristics of the intersection. Since the posted speed limit on La Serena Way exceeds 40 MPH, Criterion C3 was included in the multi-way stop warrant analysis. The analysis performed found that the combined existing entering volumes on Calle Pina Colada are lower than the applicable 70 percent criteria and multi-way stop signs are not justified. Moreover, there are no special circumstances that justify the need for 2 additional right-of-way control or a controlled pedestrian crossing. Staff recommends maintaining the present level of right-of-way control at the intersection of La Serena Way at Calle Pina Colada. Staff's review of conditions at the intersection did reveal that the majority of vehicles entering from Calle Pina Colada turn left onto La Serena Way. Typically, this turn movement does experience some delay accessing La Serena Way and quite often motorists will use the two-way left-turn lane on La Serena Way to merge into the northbound through lanes, which is not an appropriate use of the two-way left-turn lane. In order to mitigate this condition, Staff recommends a modification to the existing two-way left turn lane striping to create a northbound refuge lane. The refuge lane provides an area for Calle Pina Colada left-turn vehicles to safely merge onto northbound La Serena Way. In so far as reducing vehicular speeds along La Serena Way, the Commission has considered similar requests to install multi-way stop signs to control vehicular speeds on roadways. The Commission has consistently upheld Staff's opinion that multi-way stop signs should be used at locations where there is a compelling need to regulate traffic flow and improve safety and should not be used to reduce vehicular speeds or volumes. There are traffic calming measures available such as a"road diet"that could be implemented along La Serena Way to reduce vehicular speeds in this area. A"road diet"effectively reduces the roadway width by the use of striping and raised medians where applicable. Staff is currently reviewing the feasibility of implementing a "road diet" on several Secondary Arterials throughout the City that may be able to accommodate projected General Plan vehicular volumes with less than the proposed roadway section. On La Serena Way the projected volumes could be accommodated at acceptable levels of service within a two lane section. Since the majority of La Serena Way is sixty-four feet wide,the roadway section would accommodate two travel lanes, a painted median/left-turn lane, a bike lane and buffer in each direction, and parking lanes where necessary. At the direction of the Commission, Staff could pursue implementation of a "road diet" on La Serena Way as a pilot project. The proposed "road diet"would be evaluated to determine any changes to vehicular patterns, impacts to adjacent roadways and neighborhoods, and reduction to prevailing speeds on La Serena Way. FISCAL IMPACT: Minor cost associated with modifying striping and installing necessary pavement legends. Adequate funds are available in the Traffic Division's operating budget. ATTACHMENT: 1.
