I received a phone call on September 16, 2003 from Kendra Hannah, informing me that my grading plans for my back yard garage were ready to be picked up today. Kendra stated that their were several items of corrections to be made and that my proposed driveway did not meet the requirements of the City's "New driveway policy, and was therefore being denied and they would have to be removed from the plans. I asked to speak to someone else to see if there was an alternative to this decision. I had a conversation with Gerald Alegria and stated several facts Re: my case. Mr. Alegria stated that this was a new city policy governing second driveways in the City of Temecula. I asked him when the new policy began and he stated, "today" and that I would be the first test case. Mr. Alegria stated that I could write you a letter explaining why I need a second driveway. First, I would like to state that I bought this house almost eight years ago with the intention of building this second garage to store my antique autos and other collectables. It has taken me until just recently to be able to afford to do this and only after refinancing my home to allow me to fulfill my long-term dream. 1 hired Civil Engineer Gunvant Thakkar on June 18, 2003. Mr. Thakkar stated that he would get started on the plans that day. I picked up the plans from Mr. Thakkar on July 12, 2003, had several copies made and submitted them to Public Works on July 15, 2003 and paid the $300.00 fee. One week later an employee of the Public Works Dept. came to personally view my property, my lot layout, where the garage was going to be placed, the direction it was going to face and the driveway location distance and width. I believe that person to be Kendra Hannah of your Department. When Kendra finished her visual Inspection of my property I asked her if there were any problems with my property and what I planned to do with it. Kendra Hannah stated "No", there wasn't. 0 0 From that point up to the day that Ms. Hannah informed me that my driveway was denied I have spent just over $39,000 preparing the property for the garage. Following is a list of Expenses that I have incurred in order to prepare for the garage, some after Kendra Inspection. 1) Re -financed my home in order to afford to build the garage. Cost- over $7600.00 2) Re -location of air conditioner on driveway side of house. Cost- $450.00 3) Plan check to City of Temecula Cost- $300.00 4) Removal of seven trees from back yard where garage is to be located. The removal of these trees caused destruction of my sprinkler system in the back yard, causing most of my yard to die. Cost- $810.00 5) Grading Plan preparation Cost- $2500.00 6) Soil Investigation Cost- $2200.00 7) Preparation of building plans Cost- $2000.00 8) Removal and breaking out of brick planter with shrubs on driveway side of house Including disposal of bricks and shrubs. Cost- $500.00 9) I replaced the roof on the house. I was told that the new garage roof had to match the House roof. The house roof was heavy shake and 18 years old (it still had about 6-8 years I wanted concrete file on the garage so I replaced the roof on the house before it was needed so that it would match the garage as required. Cost- $23,000.00 Enclosed you will find receipts showing costs and dates of the above listed items. I am including these items to show you that I have been in the process of preparing and planning for my garage and in your approval system well before you new Policy went into effect. I have a collection of Antiques that I have obtained over the years including Jukeboxes, Pin Ball Machines, Safes, a large Drug Store type Scale, a Telephone Booth, a Coke Box, an old console Radio among others items including my 1933 Ford 3 window coupe (winner of both the spring and Fall Temecula car shows.) I intend to obtain other cars after completion of the garage. I currently have four cars and a three -car garage. This causes one of the cars to sit out on the street a great deal of time taking up parking space. By allowing me to add this driveway to my garage 0 0 it will provide more off the street parking. The cars that will be parked in my garage will be of the Antique and collectable variety which means that the drive way will have a very low amount of use traffic wise. My house is located at the end of a very short cul-de-sac, which has a very small amount of traffic by other cars. I honestly believe that if I'm allowed to have the driveway that it will have very little impact of the use of the street, also, what good is a garage without a driveway. I am enclosing an estimate for my garage that my contractor Richard Zinsmann prepared for me before I started on this project. The total amount for the garage and the work to be completed by the Civil Engineer, Grading and Septic System totals just over $92,000.00. As you can see, this is not just another bare bones garage. I believe that it will blend in beautifully with my home and the rest of the neighborhood. I respectfully request that you re -consider my driveway approval in light of my early preparation and expenditures and that it will not be a problem to traffic and street parking.
