Beer and Wine License for Planning Application No. PA96-0048 (Conditional
Use Permit - Texaco)

RECOMMENDATION:
Planning Staff recommends the Planning Commission make a
finding of public necessity and convenience for off-site beer and
wine sales for Texaco located at the northwest corner of Lyndie
Lane and Rancho California Road
BACKGROUND
The applicant is requesting the Commission make a finding of public convenience or necessity
for a beer and wine license. The proposed license is for off-sale beer and wine in a gas
station. A conditional use permit was approved by the Planning Commission on August 21,
1995 by a 4-0-1 vote (Commissioner Miller abstained due to a potential conflict of interest).
The Commission added six (6) conditions of approval further regulating the hours of operation,
method of sale, and location of beer and wine product within the facility.

A convenience store selling beer and wine exists tothe east of the project in the Moraga Plaza
center. There is a pre-school (Kindercare) and apartments on Lyndie Lane. No one who lives
in the apartments or who is affiliated with Kindercare spoke in opposition to the project at the
August 21, 1995 Planning Commission hearing.

SUBJECT: Development Review Filing Schedule

BACKGROUND
At a meeting earlier this year the Commission supported a request from staff to forrnalize the
Development Review Process within the City of Temecula. The Commission requested the final
recommendation to came back for its review. Staff also issued a memo to the City Council outlining
our proposal and the Commission's recommendation. No objection was received back from the
Council.
As previously discussed with the Commission, the filing schedule includes dates for an initial
submittal, a final submittal and the Planning Commission Hearing. The schedule is an eight and a
half week process from initial submittal to Planning Commission Hearing (this assumes a 20-day
environmental notice). The process generally cycles every two weeks. This time frame is consistent
with the minimum processing time currently in place. Routine planning applications are currently
being processed in an average often weeks from the submittal to public hearing. The extra time is
taken by the applicant to turn around revised plans after the Development Review Committee
meeting.
To effectively implement this filing schedule, staff has been revising the planning applications to
provide a comprehensive checklist of what plans need to be submitted and what level of information
is required on these plans. In addition, staff is still working on forrealizing a pre-application process
which will also assist the development review process. As stated previously there may be some
initial growing pains, but the filing schedule will result in a more timely and thorough development
review process.
Attached is the schedule as it will be presented to the public. Staff will explain the schedule in
greater detail the night of the meeting.

Development Review Filing Schedule
Following is the schedule for processing development review application. Applications, fees and
comolete development packages must be submitted by the following deadlines in order for the
project to be considered for the corresponding meeting date.
THIS SCHEDULE IS USED AS A GUIDE, SUBJECT TO THE COMPLETENESS OF THE
APPLICATION. THIS SCHEDULE IS BASED ON THE MINIMUM PROCESSING TIME, SOME
PROJECTS MAY REQUIRE ADDITIONAL TIME.
Preliminary review of projects with the Community Development Department Staff prior to formal
submittal is recommended to assist and guide in the preparation of the project plans and
applications.
