PARKS AND RECREATION MASTER PLAN
RECOMMENDATION: That the Parks and Recreation Commission:
Authorize the Landscape Architecture Firm of Purkiss-Rose
to develop the city-wide Parks and Recreation Master Plan, which will be the Parks
and Recreation Element to the City's General Plan.
FISCAL IMPACT,' The development of the master plan will not exceed
968,000. This amount has already been budgeted and approved by the Board of
Directors in account #019-190-5248.
DISCUSSION: The purpose of developing a parks and recreation master
plan is to identify the existing conditions of the City, develop acceptable park
standards, project future population increases, identify future capital development
projects, develop financing strategies, and identify project priorities. The intent is to
develop a functional document that will define an orderly process to address the
capital development and recreation needs of the City of Temecula.
Purkiss-Rose will develop a twenty (20) year master plan, with a five (5) year capital
improvement plan (CIP). This approach will not only serve as a tool for long range
planning, but it will also develop short range objectives through the five (5) year CIP.
This extensive planning document will be the Parks and Recreation Element to the
City's General Plan.
A Parks and Recreation Master Plan Technical Sub-Committee will be formed with
representatives from the Temecula Sports Council, Temecula Valley Unified School
District, cultural and theatrical groups, and special event organizations. A member of
the Parks and Recreation Commission will chair the Technical Sub-Committee. The
objective is to have 10 to 15 members on the Master Plan Technical Sub-Committee
that cover a broad spectrum of recreation interests, as well as interfacing with the
General Plan Coordinating Committee.
Telephone surveys and public hearings will be involved in the development of the
planning document to ensure a high level of community participation. The final
document will be approved by the Parks and Recreation Commission, the Planning
Commission, and the Board of Directors. It is projected that the final document will
be completed within six (6) months from the beginning date.
Enclosed is a copy of the scope of work associated with the development of the
master plan for your review.

Dear Gary:
Enclosed please find the scope of services to provide professional services
to develop the Master Plan. We look forward to beginning the process and
learning more of the history of Temecula.
As we discussed the conceptual design of the four park sites is a "broad
brush" approach. If more indepth design or public input is required, we can
review our fees and time allotted to produce that product.
The fee for the guidelines utilizes the Riverside County Guidelines. We
propose to customize ~he context especially for Teme~ula, retype and do new
graphics as applicable. We would be glad to provide only those services
requested. We shall intergrate important design and horticultural elements
which may not be in the Riverside County Guidelines.

SCOPE OF NORK
The scope of work describes in de%all by task our work plan to develope the
Master Plan for the Temecula Community Services District. Development of the
Master Plan will be divided into three separate phases with distinct tasks
in each phase: Research and Analysis; Planning; Implementation Plan. The
study is a 20 year Master Plan with a 5 year capital improvement plan.
PHASE I. RESEARCH AND ANALYSIS
The goal of this phase is to develop a credible data base and
perform a thorough analysis that will support any policy statements.
A. Project Definition/Orientation
The consultant team will meet with staff to discuss potential
issues, develop a list of contacts, review the status and material
of any existing Plans, acquire past relevant studies and finalize
the project schedule.
2. Coordination with the City of Temecula and appropriate agencies to
exchange information and direction.
The consultant will seek an understanding of staffs and the
Commission's perceptions of the community's recreational needs, the
arrangement with any shared facilities, of the relationship with
the School District of the current and future budgets and policy
objectives.
Research and Fact Finding
Inventory of Existing Recreation Programs and Facilities Review and
Update
Putkiss-Rose/Alfred Gobar staff will tour existing parks and
recreation facilities owned and/or operated by the District and
other government entities and review current programming
practices. This review would include (but not be limited to)
District facilities, public school facilities and county recreation
areas (if any). Trail elements will be identified.
The consultants will inventory all existing and proposed
recreation facilities and programs operated by non-profit and
for-profit concerns located within the District and adjacent
communities.

This review would include (but not be limited to) such team
sports sponsored by church and charity groups, Little League,
Pop Warner and AYSO, youth groups such as scouting, adult sports
organization such as tavern softball leagues, community volley-
ball and basketball, YMCA's and YWCA's, and commercial estab-
lishments such as health clubs, ice and roller skating rinks,
bowling alleys, Karate clubs, dance studios, and golf courses.
The consultants will identify facilities and programs provided
outside of the District which serves local residents. Conversely,
the consultants will also determine which facilities are serving
outside residents.
The consultants will question personnel from organizations and
workshops to obtain attendance and membership figures, profile
participants (e.g., age, residence, length of involvement} and
determine the cost to participate.
The consultants will list available and unavailable recreation
services and facilities. Any "gaps"in the recreation menu
identified with receive special attention during the demand
analysis.
C. Available Land Inventory/Analysis
The consultants will gain information from the previous plan study,
city and county of availability of land in the area. Once the
survey of recreation needs is completed, service radius for
existing park studies and acreage per 1000 defined, we can better
understand any land deficiencies and their locations. This
information will be utilized in the planning and implementation
phase of the Master Plan. The priorities for land acquisition will
also become a major element in the Capital Improvement Plan for the
district. Flood plans, basins and all non-buildable sites will be
reviewed for park application.
D. Economic Analysis
The purpose of economic analysis in relationship to parks and
recreation planning is essentially to define demand in terms of
participation in recreation activities by the residents of the
District and the number and type of facilities and programs
required to meet these demands. The economic analysis will also
address the issue of funding alternatives for the recommended
capital improvements along with projections of maintenance and
operation costs for the proposed plan.

]. Soc~o-Demographic Analys~s and Pro~ect~ons
The Consultants will review and analyze existing data regarding
the City's current population base - provided by one of several
summary tape processing centers such as Urban Decision Systems,
Inc. Due to the lack of definite definitive data for the City
of Temecula until the 1990 Census figures become available, the
Consultants will also draw upon postal service records, school
enrollment figures, data from the Riverside County Planning
Department, and any other information available from City
sources. In addition, the Consultants will interview the City's
Planning Department and major developers with commitments to
develope within the service area to define the extent and timing
of future population growth. This evaluation will provide
estimates of the current population base and projections of
future growth in five-year increments for the next 20-year
period. Demographic data regarding age, household size, and
income characteristics will be gathered in the telephone survey
described below. These data will be analyzed in order to
identify special populations such as seniors, teens,
preschoolera, etc. Sub-area breakdowns will be developed where
deemed appropriate or necessary.
2. Survey of Recreation Needs
The Consultants recommends random telephone interviewing as a
means of determining the specific demand coefficients as they
apply to Temecula. This survey technique is the most effective
method to generate unbiased, detailed and accurate data
regarding the true demand for recreation facilities and
programs. All of the other methods, while they may provide a
broader sample or more in-depth attitudinal information, generate
an unacceptable amount of bias which renders any attempt at
defining participation rates based on their results tenuous at
best. By using a statistically random sampling technique
accurate estimates of the proportion of the population base that
participates in each of the activities being analyzed can be
obtained. Telephone interviewing allows for a more precise
definition of the participation rates of the household members
than can be obtained by means of a self-administered
questionnaire such as in a mail survey. While the primary
purpose of the survey will be to determine the participation
rates on which to base the needs analysis, additional
information regarding current usage patterns, use of private
versus public parks, scheduling or maintenance problems, and
perceived needs for both facilities and programs can also be
addressed and analyzed. The Consultants will prepare a survey
questionnaire which will be used in the telephone survey to
obtain information regarding the participation profiles of the
residents of Upland specific to at least 25 to 30 types of
recreation activities. Additional questions will address the
resident's current park usage and perceived needs.

b. A professional interviewing firm will be used to conduct the
survey and tabulate the results. The Consultants will then
calculate participation rates by type of activity for the
citizens of Temecula and analyze the other survey results as
they apply to the demand analysis.
Manpower
The consultants will gain information about existing staffing for
administration, recreation and maintenance. The projection of
needs, facilities and development will help us to understand the
appropriate staffing level needed to run the department.
F. Facility, landscape and irrigation standards
The consultants will gain all information of existing facility,
landscape and water management standards. They will be reviewed for
completeness, accuracy and level of acceptability. The results of
the analysis will be incorporated into the Master Plan to set a very
high standard for development and on going maintenance.
G. Community Workshops
The Consultants will conduct a community workshop to review,
evaluate and provide a "reality check" on the research and analysis
phase of the project. The survey of recreation needs will be
reviewed and turned in at this time. The community will be led
through a series of input sessions and be informed of the Master
Plan process.
PHASE II. PLANNING
The goal of this phase is to set Goals, Objectives, Policies and develop
Implementation measures for an effective recreational ~ervice program.
The planning phase will give special consideration to funding implementation,
development, land inventory and site acquisition, operations and maintenance,
and to priorities of development.
A. Program/Use Activities Development Plan
The Consultant Team shall review descriptions of recreational
programs and use activities specifically related to parks and
recreational resources within the District. Program development
will be defined in terms of community need, physical space/facility
requirements, location, operating requirements and cost. Those
programs which may be conducted through concession agreements or
private operations will also be defined. A schedule of program use
activities will be prepared. The schedule program descriptions and
private service programs will be organized into the master program
development plan. The program date will be a vital resource for
determining physical space requirements for facilities, development
and acquisition. Revenue generating activities and facilities will
also be incorporated.
B. Park and Factltty Standards
1. A detail of park standards will be developed from data obtained
from several sources:
Using a statistical analysis technique which the Consultants
have developed for similar studies done elsewhere, the survey-
based participation rates will be converted into peak day demand
estimates for each of the types of recreation activities. By
applying design standards, which will be developed in
conjunction with ~ity staff, an estimate of the number of
facilities each type required to satisfy the current and
projected demand will be determined. These relationships can be
converted into facility standards or demand estimates which
relate specifically to Temecula. They will take the format of
one facility required for every X thousand population and will
be specific to approximately 25 different types of recreation
facilities.
In the course of preparing other park master plans, the
Consultants have inventorled facilities in a large number of
cities throughout Southern California and related the number of
existing facilities to the population base. These data as welt
as the recreation participation rates and travel time parameters
developed by the State Parks and Recreation Department in their
1980-81 study will be used as a test of the validity of the
demand estimates derived from the survey.
In conjunction with Purkiss-Rose, interviews or workshops will
be conducted with organized recreation leagues, schools, and
other special interest groups to determine their current and

projected needs for such faci ities as ball fields, tennis
courts, basketball courts, meeting rooms, etc. The information
obtained will be arrayed and evaluated in light of the survey-
based demand estimates and adjustments will be made to these
estimates, if necessary.
The demand estimates described above will then be evaluated in
light of the current inventory of recreation facilities (to be
prepared by Putkiss-Rose} to identify surpluses and deficiencies in
the existing and planned parks and recreation-related facilites to
serve the population base as it exists now and with projections
into the future for the City as a whole and by sub-area. The
estimates and projections of facilities' needs will be used by
Putkiss-Rose to determine the amount and location of developed park
land which will match the communities' demand levels. Depsnding on the
types of facilities needed, the type of park-community,
neighborhood or special use can be determined. The degree of need
will help to establish priorities in developing the capital
improvements plan.
These standards will then be used to determine current and
projected facilities' needs within the District as a whole and by
sub-area or service area. These estimates and projections of
facilities' needs will be used by the Consultants to determine the

amount and location of developed park land which will match the
communtty's demand levels. The degree of need will help to
establish priorities in developing the capital improvements plan.
C. Multi-use Trails System
Based on evaluation criteria developed in Phase I and on the demand
analysis and needs statement, we will identify trail locations with
feeder connections, widths, paving, trail heads, and basic design
concepts for an overall multi*use trails system. The system will
include evaluation of trails to proposed acquisition. Opportunities
and constraints will be reviewed. Proposed linkages will be
presented as a part of this study.
D. Costing end Funding Plan
The Consultant Team shall organize and describe cost categories
relevant to acquisition, development, revenue sources, capitalization
and operations of the recreation development plan.
1. Priorities for Capital Improvements
a. Facilities enhancement and new development of existing
facilities plan.
Based on the consensus arrived at for proposed land uses, the
Consultant Team shall prepare recommendations for existing park
sites and facilities making specific recommendations for new
facilities or development, Priorities for development will be
set. Specific sites for conceptual plans will be prepared for
Rawhide Park, 40 acre site, 20 acre middle school site and a
typical softball complex.
Implementation and material standards will be established as part
of this study.
b. Recreational resource/land acquisition plan
Based upon the analysis of land and recreational resources
appropriate and necessary for acquisition, an acquisition plan
will be prepared. The acquisition plan will provide ranking of
suitability and recommended priorities for acquisition based on
need, availability of resources, environmental constraints and
relevance to the overall Master Plan. All acquisition
considerations will be subjected to criteria developed in the
Research and Analysis phase of this work. The District will be
researched for readily availability of land. In some cases it
will be appropriate to identify a need for land in a densely
populated area, appraise its value, and to develop a program for
acquisition.
2. Financial Overview

a. The consultants will prepare cost projections in current
dollars for the recommended improvements schedule. The cost
estimates will include the following:
- Acquisition and Capital [mprovements (including property
protection/liability reduction, stabilization, access, utilities
provision or upgrade and improvements costs)
- Department and Maintenance (staffing, lighting, irrigation,
landscaping, etc.)
3. Fiscal/Economic Impacts
For the financial analysis portion of the study, the Consultants wilt
review surveys they have conducted in a sizeable sample of Southern
California cities. They will also conduct a literature search as
well as draw upon their own experience to create an exhaustive
listing of all possible funding sources, both public and private,
which can be used to generate the monies needed to implement a
capital improvement plan for Temecula parks. Revenue-generating
facilities such as a softball complex, equestrian facilities, a
tennis center, water-slides, miniature golf, etc., as well as
special events such as festivals, swap meets, fairs, etc., will be
considered in the evaluation of revenue sources.
E. Phasing and Implementation Plan
The Consultant Team will organize the recreation development Master
Plan in proposed development phases. Phases will be structured in
coordination with an implementation strategy, needs, district
policies and financial resources.
Implementation phases will be clearly defined with options which may
be considered in the event conditions change substantially in areas
of funding, use/activity requirements, growth demand, etc.
F. Operations and Management Plan
The Consultant Team will, based on information gained in the previous
tasks, prepare an operations and management plan consistent with the
requirements and levels of recreational developments defined in the
program and land use/facilities improvement plan.
Operational requirements will include maintenance, security and
land management functions associated with the care and stewardship
of property and programs. Maintenance service programs appropriate
to the level of development will be described.

Preparation of screen check of all materials, additions, programs
and appropriate elements.

H. Community Workshop
The Consultants will conduct a workshop to obtain input from the
community and present background data gathered to date. The
workshop will also serve as a method to communicate with the
public, agencies as well as special interest groups.
PHASE III. MASTER PLAN PREPARATION (IMPLEMENTATION PLAN)
A. Final Research, Documentation and Verification of Critical Facts
After public and agency review of the screencheck Master
Plan, the Consultant Team will respond to comments with any
necessary research, documentation and verification of critical
facts.
Prepare Draft Master Plan
1. Acquisition, Land Use Facilities Plan
The Consultant Team will prepare a final District-wide plan showing
proposed facilities development including enhancement of existing
park sites and development of sites to be acquired. Appropriate
sites will be included.
2, Hultt-Use Trail System Plan
Any existing and proposed trails will be reviewed to include trail
locations, trail head locations, standards for width, paving, trail
amenitieS, landscaping, signage, access strategies, implementation
strategies and trail construction priorities.
3. Operations and Nanagement Plan
The 0 & M information will be finalized into an operating plan
specifically linked to the phasing program and to the standards
required for continued quality in recreation services, facility
maintenance and property management.
4. Implementation Plan
The implementation plan will be finalized and prepared for
incorporation within the Master Plan and shall contain the
following essential elements:
- Recreational program ranking and priorities
- Facility enhancement and existing resource improvement

C. Master Plan Review and Update
All elements and standards will be reviewed, updated and approved by
staff, commission and council.
D. Community Workshops
The Consultants will conduct a workshop to gather general consensus
on the Master Plan. The Capital Improvement Plan and priorities
will be a major discussion item.
E. Final Master Parks and Recreation Plan Update
We shall attend Public Hearings before the Commission and City
Council relative to the adoption of the Master Park and Recreation
Plan.
FEE SCHEDULE
Your request for a proposal asked for a plan that will give reliable and
implementable guidance to you in the development of your park and recreation
services. This plan must be developed in a highly public manner. We have
responded completely to your request with the best assessment of our
professional knowledge and experience. The process and products we have set
forth will produce a plan in which, with scheduled monitoring, you can base
decisions for years to come.
I have presented our fee to display how the efforts of the consultants will
be spent on the preparation of the Master Plan. As requested we have
presented separate fees to provide conceptual drawings for four parks and
landscape and irrigation guidelines. These fees are presented as follows:

TCSD RECREATION PROGRAM REPORT
DISCUSSION: The Temecula Community Services District is now
completely responsible for providing a comprehensive, city-wide recreation program
that will meet all age groups and interests within the community. Our Recreation
Superintendent, Herman Parker, has been diligently working on developing this broad
based program.
Currently, the TCSD Recreation Division is involved in the following programs and
projects:
1. Currently taking registration for four (4) community family excursions:
A. Norton Simeon Museum.
B. Richard Nixon Library.
C. Catalina Island.
D. Gene Autry Museum.
Press releases, fliers, and radio announcements have been
released.
Developing four (4) joint-use agreements with the Temecula Valley
Unified School District, for use of school property for public recrea-
tion programs. School sites include: Temecula Elementary,
Temecula Valley High School, Margarita Middle School, and
Temecula Middle School. Further, the TCSD has requested use of
all school facilities except the high school for youth practices.

Released Request For Proposal (RFP) for the recreation brochure. Pro-
posals will be received by February 12, 1991. It has been decided
not to place advertisements in the brochure to maximize recreation
information, as well as not to compete for local sponsorship
monies with other non-profit organizations.
Developed Adult Softball program including rules, policies, press
releases, and fliers. Registration will begin February 19th, and
we are expecting 72 teams to participate.
Developed contract for special interest instructors and recruitment
for these instructors. Classes will be offered when the joint
use agreements have been approved by the school district.
6. Currently recruiting for a Recreation Leader position.
Currently organizing an Easter Egg Hunt at Sports Park on March
30, 1991. This event is being co-sponsored by Rancon Real
Estate, who is donating all the plastic eggs, pre-wrapped candies,
prizes, and publicity.
I have enclosed information associated with the recreation program. We are looking
forward to an outstanding program.

Subject: Adult Slo-Pitch Softball Regislntion
Release Date: February 1, 1991
It's time to "Play Ball"! The Temecula Community Sen, ices District (TCSD) will open team registration for the
Adult Slo-Pitch Softball program on February 19th and 20th, 1991. Regisnation will be taken at the TCSD office
located at 43180 Business Park Drive, Suite #120 in Temecula, from 8:30 AM to 5:00 PM both days, on a first-
come first-serve basis. Sixteen (16) man team rosters will be accepted for a fee of $325.00 each for the following
leagues and divisions:
Women's:
Division A - Monday & Wednesday night games
Division B - Saturday morning games
Men's:
Division A - Thursday night games
Division B - Thursday night games
Division C - Saturday morning games
Division D - Saturday afternoon games
Co-Ed:
Division A - Tuesday night games
Division B - Tuesday night games
Division C - Saturday afternoon games
Eight (8) teams will be accepted in each division. All games will be played at Sports Park in Temecula.
Team qualification information and roster forms are now available at the TCSD office. Team managers must
provide proof of residehey or employment in the City of Temecula for each person listed on their team roster. A
photo copy of a valid California Driver's License/I.D. and a current utility bill, or an employment verification letter
on company letterhead, will serve to verify residency or employment within the City of Temecula. Team rosters
that do not reflect a minimum of eight (8) players who reside or work in the City of Temecula, will be placed on a
waiting list, and entered into a league if space is available. All non-resident players are required to pay a $10.00
non-resident fee, in addidon to the established league team entry fee.

INFORMATION
OBJECTIVES AND PHILOSOPHY
The Temecula Community Services District (TCSD) Sports Section is responsible for providing
sports programs, competition and services for the youth and adults of Temecula.
The philosophy of the TCSD Sports Section is:
To offer wholesome competitive programs primarily concerned with safety, fair
play and sportsmanship, and recognizing the various skill levels of participants.
To plan, promote, organize recreation sports activities for individuals and teams.
To standardize rules and regulations for sports activities.
To recognize the achievements of individuals and teams in sports events.
The continuing support of the citizens of Temecula is greatly appreciated.
QUALIFICATIONS
Men and women eighteen (18) years of age and older are eligible to participate. All participants
are required to provide a photo copy of their valid California Driver's License/I.D., and a
current utility bill to verify identification and residency. Team fee(s) must be paid in full, roster
submitted and verified before a team is accepted into a league. Team rosters that do not reflect
a minimum of eight (8) players who reside or work in the City of Temecula, will be placed on
a waiting list, and entered into a league if space is available. An employee I.D. card or an
employment verification letter on company letterhead will serve to verify employment within the
City of Temecula boundaries. All non-resident players are required to pay a$10.00non-resident
fee in addition to the established league team entry fee.
LEAGUE FEES
All fees must be paid in full and team roster submitted and verified before a team is accepted
into a league. Fees are due and must be paid during TCSD scheduled registration days and
times only. The softball program is a self supporting program. I2,ague fees are subject to
change from season to season. The fees generally cover the cost of awards, lights, S.C.M.A.F.
registration, equipment, supplies, and umpires. Each non-resident player on a team roster will
pay a $10.00 non-resident fee.

INSURANCE
The TCSD does not have medical insurance to cover players injured during a game. This means
you are participating at your own risk. Teams who wish to participate in the Southern California
Municipal Athletic Federation, Player's Medical Benefit Fund, may do so for a fee of $28.00.
A full expansion of the P.M.B.F. coverage is as follows:
PLAYER'S MEDICAL BENEFIT FUND
1. This is not an insurance policy or guarantee.
The purpose of the Fund is to render financial assistance to the injured player (Not to
the doctor or hospital) in such amounts as the committee may deem proper, and such
decision shall be final. Payment of dues or assessments, the filing of claims or
submission of doctor or medical bills, does not constitute a binding claim upon the Fund.
The maximum reimbursement which any one participant can possibly receive in any one
period of twelve (12) consecutive months or as a result of any injury is $500.00.
The committee will refuse to consider any claim unless itemized, paid, receipt of medical
bills are presented.
When the injured participant is entitled to payment reimbursement or indemnity from any
source, or under any insurance coverage, private or group medical plan or system, either
individually or as a dependent, such participant must exhaust all relief from such sources
before his claim may be considered by the Fund.
The Fund shall not be liable for more than $200.00 in connection with dental injuries
involving the replacement of natural teeth.
LEAGUE RULES
The Southern California Municipal Athletic Federation (SCMAF) Softball Rules will govern
play. Also pay special attention to the following rules:
Canceled Game Information: When games are canceled by the TCSD Sports Section due
to rain, wet fields, or other conditions, information will be available on the day of the
scheduled game by calling the TCSD at (714) 694-6480. During week days, Monday
through Friday, call after 3:00 p.m. It is the responsibility of each manager/coach to
contact the TCSD in the event of possible rain-outs. Rain-outs will be rescheduled.
Managers/Coaches must also contact the TCSD following rainy days in the event fields
are unplayable.
2. Forfeit Time: Game time. The umpires watch is the officiai time.
Lineup Cards: Are to be provided to the scorekeeper five minutes prior to scheduled
game time. Flay shall not begin until both lineups have been received by the
storekeeper.
Pre-Game Conference: Both team managers and/or team representatives shall meet with
the umpire prior to the beginning of each game.
Delay of Game: Failure to provide a lineup card, attend the pre-game conference, or to
begin play at game time, shall not alter the beginning game time. Once game time has
been declared, a team shall not cause a delay of time. Once game time has been
declared, a team shall not cause a delay of more than five minutes without forfeiting the
game.
Home Team: The last team listed on the scheduled and is to occupy the first base
dugout, or the concrete dugout on the North and South fields.
Warm-Up Pitches: Each pitcher shall be allowed to pitch five (5) warm-up pitches to
start the first inning. The starting pitcher, or his replacement shall be allowed only one
warm-up pitch between innings. A relief pitcher is allowed five warm-up pitches.
In~eld Practice: Allowed while the pitcher is taking warm-up pitches in the first inning
only. One field practice is not allowed before a game or between innings of a game.
Time Limit: A new inning shall not begin after one hour and ten minutes from game
time. Games are seven innings or one hour and ten minutes.

Minimum Players: A team shall not start nor continue a game with only seven players.
A team may play with eight or more players.

Game Run Rule: A game shall be called due to run rule when all of the following apply:
1) a team is losing by fifteen (15) or more runs; 2) the losing team has batted at least
four times; and, 3) the number of at bats by the losing team is equal to or exceeds the
number of at bats by the winning team. NOTE: Any team starting a game with less
than ten players shall have a twelve (12) run rules.
Absolutely No Alcoholic Beverages: No alcoholic beverages are permitted in any park
before, during, and after games. Forfeiture of game may result if this occurs, along with
expulsion from the league. Players violating this rule will be suspended immediately.
LIglLLD~.: All players shall provide identification with a picture. Identification must
be shown upon request by the umpire. Any player unable to produce I.D. will not be
allowed to participate in that game. Requests to have identification checked must be
made to the umpire before the end of the first inning or when a substitute enters the
game.
SuSpension: Any player, coach or manager, who has been suspended from a ball game
shall not be permitted to coach or manage from coach's box or the dugout or bleachers,
not shall he/she participate or coach in the next scheduled game. Any game in which a
suspended player participates shall be forfeited by his/her team. Any player or coach
ejected for inflicting unnecessary bodily harm to any player, official, or spectator, shall
be suspended for no less than four (4) games and cannot play until the Review Board
makes a final decision. The presiding umpire shall provide a written report to the
Review Board, stating the cause of the ejection.
Protesmd Game: The team manager shall notify the umpire and scorekeeper before the
next pitch, when a game is being protested. the umpire shall advise the other team that
the game is being played under protest. The protesting team shall submit a written
statement of why the game is protested along with a check for $30.00 to the TCSD not
later than twenty-four (24) hours after the conclusion of the protested game. Protest
forms must be ~led out completely. PROTEST SHALL NOT BE RECEIVED OR
CONSIDERI~J~ IF THEY ARE BASED SOLELY ON A DECISION INVOLVING THE
ACCURACY OF JUDGMENT ON THE PART OF THE UMPIRE OR IF SUCH
DECISION HAS NO BEARING ON THE OUTCOME OF SAID GAME.
The Playing of a Successfully Protested Game: In the advent of a game being made up
because of a successful protest. TCSD will schedule, as quickly as possible, a make-up
game. Both teams are responsible for all fees involved in this make-up game.
Protest Board: The TCSD shall appoint responsible people to act as members of a
Protest Review Board. Protests shall not be decided by managers from the league in
which the protest has arisen. All decisions on protested games shall be final.
Roster: A sixteen person roster shall be provided with the registration fee. Only players
listed on the roster may play in league games. Note: Teams that drop out of the league
once it has started will not be reimbursed.

Roster Changes: Each team may add up to four (4) players to their original roster, only
after the original roster has diminished to ten (10) players or less. The add/drop
procedure may be used only once during the season. Once a player is officially dropped
by a team, he/she cannot play for any other team for the remainder of the season. No
roster changes may be made during the final four (4) weeks of the regular season. To
make a roster change, the manager shall submit, in person or by mall (not over the
phone), to the TCSD, a written statement on the prescribed form identifying the person
to be added and the person to be dropped. The TCSD shall approve all roster changes
and determine the effective date of league eligibility for each new player. Add/Drop
forms should be submitted three (3) working days before the next scheduled game. Use
of a new player without specific approval or prior to the effective date of eligibility shall
result in a forfeit due to an ineligible player.
Aw~ds: Both first and second place teams will each receive sixteen (16) awards.
Manager's Responsibilities: Each team shall have one permanent roster manager and an
assistant manager. Duties of the manager shall include, but not be limited to, the
following:
Report and keep current the phone number and address of both the manager and
assistant manager.
B. Report each game that is won to the TCSD within forty-eight (48) hours.
Call the TCSD and verify make-up games whenever your game has been canceled
or postponed. Failure to appear for a make-up game shall be declared a forfeit
and will not be rescheduled.
Insure that each t~m member has read and does understand the rules and
regulations.
Provide additional payment for umpires and scorekeepers for all games not
covered by league fee, i.e., playoffs, league ties, etc.
F. Each team member signs and prints his/her name on the team roster.
G. Filling out accident form if an accident happens involving your player.

Scorekeeper: The home team, listed last on the scheduled of play, shall provide a
volunteer scorekeeper for the game. Both team managers shall meet after the game to
confirm the score. The manager of the winning team shall call in the game score to the
TCSD office the next working day.
PLAYERS CODE OF CONDUCT
No Player Shall: At any time lay a hand upon, push, shove, or strike, or threaten m strike an official.
PENALTY: Officials are required to immediately suspend the player from further play and report such
player to the League Supervisor. Such player shall remain suspended until his/her case has been reviewed
by the League Supervisor.
No Player Shall: Refuse to abide by official's decision.
PENALTY: Officials are required to immediately suspend the player from further play and report such
player to the League Supervisor. Such player shall remain suspended until his case has been considered
by the League Supervisor.l
No Player Shall: Be guilty of objectionable demonstrations by throwing of gloves, bats, balls, or any other
forceful action.
PENALTY: The degree of infraction of this rule of goo:l sportsmanship shall, in the official's judgment,
draw a minimum pellalty of waruhig or a maximum penalty of removal from the game. Officials are
required to immediately suspend from further play, any player who throws a bat in an unsportsmanlike
No Player Shall: Be guilty of heaping personal, verbal abuse upon any official for any real or imaginary
wrong decision or judgment.
PENALTY: Officials are required to immediately suspend the player from further play and report such
player to the League Supervisor. Such player shall remain suspended until his/her case has been considered

manager or captain.
PENALTY: The degree of infraction of this rule of good sportsmanship shall, in the official'sjudgmant,

No Player Shall: Be guilty of using necessarily rough tactics in the play of the game against the body
and person of any opposing player.
PENALTY: Officials are required to immediately suspend the player from further play.

PENALTY: Officials are required to immediately suspend the player from further play and report such

No Player Shall: Smoke while going on or coming off the field of play, or while on the field of play.
PENALTY: Officials are required to warn players guilty of infraction of this rule, and failure of such
player to comply will result in his/her removal from the game.
No Player Shall: Be guilty of discussing publicly with spectators in a derogatory or abusive manner any
play, decision, or his personal opinion of other players, during the game.
PENALTY: Officials are required to wam players guilty of infraction of this rule, and failure of such
players to comply will result in his/her removal from the game.
No Player Shall: Permit anyone to remain in the dugout or on the player's bench during the game who
is not a playing member of the team.
PENALTY: Officials m required to warn members of the team guilty of violation of this rule. Failure
on the part of the team members to enforce this rule will result in team being reported to the League
Supervisor for further action.
No Player Shall: Be guilty of intentionally throwing his bet.
PENALTY: Officials are required to immediately remove player from the game.
NOTE: THE TERM 'PLAYER" SHALL APPLY TO ALL TEAM MANAGERS, COACHES, BAT
BOYS, SCOREKEEPERS AND SPONSORS.

THE NOTIHCATION OF THE INTENT TO PROTEST must be made immediately before
the next pitch.
A. The captain or manager of the protesting team should immediately notify the
umpires and the opponent that the game is being continued under protest.
B. All interested parties shall take notice of the conditions surrounding the making
of a decision that will aid in the correct determination of the issue.
PROTEST THAT SHALL BE RECEIVED AND CONSIDERED ARE:

TCSD MAINTENANCE REPORT
DISCUSSION: Our Maintenance Superintendent, Tad Garrety, is involved
in several maintenance projects to facilitate effective recreation programs. The TCSD
is currently working on the following:
1. Reconfiguring the infields at Sports Park to facilitate youth and adult
recreation programs.
2. Developing a Standard of Care Safety Inspection Program for our
playground areas.
3. Orienting of responsibilities of maintenance personnel.
4. Coordinating with developers on the acceptance of slope areas.
5. Developing an after hour emergency call-out procedure.
6. Procuring necessary equipment and supplies i.e., vehicles, a tractor,
a utility vehicle, hand tools, etc.
7. Constructing a small maintenance yard at Sports Park.
The condition of the parks, slopes, and medians will benefit from the expertise of our
Maintenance Superintendent. Further, the costs associated with this maintenance is
being performed at a cost effective price.

RECOMMENDATION: That the Parks and Recreation Commission:
Approve adjourning to the 2nd Monday of the month for
Parks and Recreation Commission Meetings.
DISCUSSION: Based on the eventual development of a master plan
committee, which will probably meet on a monthly basis, it is recommended that the
Parks and Recreation Commission meet on the Second Monday of each month to
facilitate business. It is my opinion that all business can be conducted at this monthly
meeting. If required, the Commission can call a special meeting to address urgent
needs. Further, staff is available to the Commission to answer any questions or
concernS.
