PUBLIC COMMENTS
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are
limited to three (3) minutes each. If you desire to speak to the Commissioners
about an item not listed on the Agenda, a green "Request to Speal~" form
should be filled out and filed with the Commission Secretary.
When you are called to speak, please come forward and state your name and
address.,
For all other agenda items, a "Request to Speal~" form must be filed with the
Parks and Recreation Secretary before the item is addressed by the Commis-
sion. There is a three (3) minute time limit for individual speakers.

All matters listed under Consent Calendar are considered to be routine and all
will be enacted by one roll calf vote. There will be no discussion of these items
unless members of the Commission request specific items be removed from the

A regular meeting of the Temecula Parks and Recreation Commission was called to order by Chairperson
Kirby at Vail Elementary School, 29915 Mira Loma Drive, Temecula. California, 92590, at 7:00 p.m.
Chairman Kirby led in the flag salute.

DIVISION REPORTS
GARY KING updated the Commissk~n on the Development Services Diviskm:
* To date, approximately $175,368.00 has been ctfilected tier Quinlhy Fees thrnugh
conditioning residential projects Illat have less than a three acre park reclnirement.
Quimby Fees may be lower than anticipated as a testfit of the recession.
* Notice of Completion is schednled for November 12, 1991 t't~r City Council approval for
Phase I and 1I of the Sports Park Ball Fiekl Lighting Project.
* Appeals forms are being received and responded to regarding the cnrrent TCSD
assessiBents.
* The Development Services Division has been overseeing tile Maintenance function in the
absence ill' a Maintenance Superintendent.

ROSE GARDEN PROPOSAL
2.1 Recommendation to continue Rose Garden Proposal off calendar.
SHAWN NELSON provided a staff report. Mr. Nelson stated a letter was received frllm
Johnson + Johnson to remove this item off calendar at this particular tinge.
COMMISSIONER WILLIAMS moved to continue this item off calendar, seclmded by
COMMISSIONER tlILLIN.

Mr. Nelson requested that Item No. 4 he moved ahead of Item No. 3 due to a previous commitment by
Commissioner Williams.
3. SPORTS PARK RESTROOM/SNACK BAR PROJECT
3.1
Presentation by Rollb Preisendanz. Development Assistant. concerning tile Sports Park
Restroom/Snack Bill' Project.
Mr. Preisendanz updated the Commission on the schedule of completion of the Restroon~/Snack
Bar project. He also described the aesthetics of the exterior of line building and a clescriptitln of
the inside of the concesskm area.
COMMISSIONER NIMESHEIN expressed concerns regarding safety of children at Sp,rts Park
during the construction process.
Mr. Preisendanz explained that the Contractor is responsible to provide temporary security
fencing which will be installed the following clay.
4. PARKS AND RECREATION MASTER PLAN
4.1
Presentation made hy Steve Rose of Purkiss-Rose concerning tile Parks and Recreation
Master Plan Process.
Mr. Nelson introdnced Mr. R~lse who made a presentatitm concerning tile purpose of the Parks
and Recreation Master Plan and the process inwllved xvith the deveh~pmenl of the Master

Mr. Nelson announced that a Commnnity Workshop is scheduled fnr October 28, 199l. at 7:00
p.m., to receive public input as it rehltes to the Master Plan.
Mr. Nelson explaineel that all data cllml3iied fi'lnn tile w{n'kshll]3 and phone snrvcy xvill he
compiled to develop a first draft o1' the Parks & Recreation Master Plan. After review hy the
Parks & Recreation Committee, the draft will be i'tn'warded to the Commissi{n~ for approval.
Mr. Nelson stated that this process will take approxinmtely fimr n~onths.
Discussion followed regarding tile persons/organizations invited and role of Commission at the
workshop, the results expected, and the Commissioners input on priorities fin' the City regarding
Parks and Retreatkin planning.

The City Council approved change orders it) the Sam Hicks Monument Park project and the
Sports Park Resttoting/Snack Bar prQiect.
The Sports Park Batting Cage Proposal was conrimmed at the request or the applicant D a later
date. Any new inRn'mation must first be reviewed hy the Parks and Recreation Cnmmission.

At the Sports Council meeting on Thursday, October 10, 1991, the coordination of Youth S~lccer
and Pop Warher schedules, and tile consideration of olincession arrangements as it relates to the
upcoming Little League program were discussed.
COMMISSIONER WILLIAMS commented that she is amazed that tile Parks and I>,ecreation
Commission has been given the job elf nanring tbe parks. and has reclnnmended two names for two parks,
and both have been changed.
COMMISSIONER NIMESHEIN asked if the Block Grants that the City receives could only be aleplied
to Sam Hicks Momnncnt Park. MR. NELSON states "yes" I~ccause Community Development Bluck
Grants are allocated based on low to m~derate inc~nne areas. and in line City of Tc'mecuht. lilt. only
target area includes Sam Hicks Monument Park.

ADVERTISING SIGNS AT SPORTS PARK
DISCUSSION: Discuss the use of advertising signs at Sports Park at the
request of Little League. Last year, Little League placed advertising signs on the
outfield fences of two of the lower Rancho Vista fields in Sports Park.

CITY'S FIVE YEAR CAPITAL IMPROVEMENT PROGRAM
DISCUSSION: The City Council approved a five year Capital Improvement
Program on October 29, 1991. Projects included street and road improvements,
public facilities, parks and recreation facilities and redevelopment improvements. The
parks and recreation projects were approved based on the recommendations from the
Parks and Recreation Commission.
Based on the Capital Improvement Program, the following projects will be pursued
during this fiscal year:
1. Community Recreation Center Project
~4,650,000.00
2. Park Site on Pala Road - Phase I
800,000.00
3. Interim Bike Route Improvements
30,000.00
4. T.V.H.S. Tennis Court Lights
225,000.00

DISCUSSION: The results from the telephone survey concerning the Parks
and Recreation Master Plan were submitted to staff on Wednesday, November 20,
1991. Approximately 400 residents we re surveyed concerning the types of recreation
programs and activities they participate in on a daily or weekly basis.
