A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are
limited to three (3) minutes each. If you desire to speak to the Commissioners
about an item not listed on the Agenda, a green "Request to Speak" form
should be filled out and filed with the Commission Secretary.
When you are called to speal<, please come forward and state your name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Parks and Recreation Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.
NOTICE TO THE PUBLIC
All matters listed under Consent Calendar are considered to be routine and all
will be enacted by one roll call vote. There will be no discussion of these items
unless members of the Commission request specific items be removed from the
Consent Calendar for separate action.

RECOMMENDATION: That the Board of Directors:
Approve the Youth/Teen Multi-Point Action Plan to address the current recreation
needs of youth ages 7 through 18.
DISCUSSION: At the request of the City Council, staff has developed the
attached Youth/Teen Multi-Point Action Plan. The purpose of this plan is to provide
a step by step process through which youth and teen recreational programs and
services may be implemented. This is particularly important during the interim period
prior to the construction of the Community Recreation Center.
This plan includes assessing youth/teen needs; developing an initial teen recreation
program; formulating a Teen Council; establishing an interim Community Recreation
Center; developing a monthly teen newsletter; and continuing with future parks and
recreation facility plans.
The initial teen recreation program will be based on the information derived from the
teen survey. The recreation program will be refined and updated by the Teen Council
and the Parks and Recreation Commission.
A recommendation concerning establishing an interim facility will be reviewed by the
Teen Council and the Parks and Recreation Commission before consideration by the
City Council at the December 17, 1991 meeting.

ASSESSMENT OF DEFICIENCIES
The City of Temecula currently does not provide drop-in youth recreation programs
and services due to a lack of facilities. Youth and teen recreation programs typically
include the following:
A. drop-in free or minimally priced after school recreational activities for
youth and teens.
B. drop-in summer programs for youth and teens.
C. special recreation classes specifically designed for youth and teens.
D. special events specifically designed youth and teens.
E. facilities to accommodate youth and teen recreation activities and events.
F. mechanism established for input from teens to the City.
G. programs provided by the City to address the problems that youth and
teens face on a daily basis.
H. comprehensive youth and teen program developed to attract
participation.
It is recommended that the Boys and Girls Club of Temecula Valley provide drop-in
recreation programs and activities for youth ages 7 to 12 years old. The Boys and
Girls Club will begin an interim program at Margarita Middle School on December 16,
1991. They will meet three times per weeks end will provide pool tables, video
games, and special events for these children.
It is recommended that the City of Temecula provide drop-in recreation programs and
activities to teenagers ages 13 to 18 years old.

Program Content
This program will provide teens with well supervised environment to participate
in various recreational activities during afternoon, evening, and weekend hours.
All activities will be free or minimally priced. Teens will take an active role in
establishing the types of activities they desire.
One full-time Recreation Coordinator and two part-time Recreation Assistants
will implement the following types of activities. These activities will be offered
based on the information supplied from a teen survey recently conducted. The
recreation program will be updated based on input from the Teen Council and
the Parks and Recreation Commission.

TEEN COUNCIL POLICIES AND PROCEDURES
RECOMMENDATION: That the Parks and Recreation Commission:
1. Approve policies and procedures for the Teen Council.
Appoint one (1) Commission member to serve on a committee with
school officials for the selection of Teen Council members.
DISCUSSION: The Board of Directors approved the Youth/Teen Multi-Point
Action Plan on November 26, 1991. The multi-point plan includes the formation and
selection of a Teen Council by December 9, 1991. The first meeting of the Teen
Council will be held on Thursday, December 12, 1991 at 5:00 p.m. at City Hall.
Enclosed is the application form submitted to the school district for the Teen Council
and the policies and procedures concerning operational guidelines for the Teen Council
for your review.

Dear Faculty:
The Community Services Department of the City of Temecula is
now in the process of accepting applications from students
interested in serving on the City of Temecula Teen Council. The
Teen Council is being established to organize and assist in the
implementation of an effective teen recreation and leisure service
program. Students interested in serving on this committee need
to complete the enclosed application form and return to the
Administrative Office no later than Thursday, December 5,
1991.
The applications will be reviewed by the Parks and Recreation
Commission and School Officials. Appointments will be made on
December 9, 1991, and the first Teen Council meeting will be held
Thursday, December 12, 1991 at 5:00 p.m. at City Hall, 43174
Business Park Drive in Temecula. Students enthusiastic in
organizing exciting teen programs and addressing the needs of
teenagers are encouraged to apply.

comprehensive recreation program that will address the needs

Teen Council Operational Guidelines
The Board of Directors (City Council) of the City of Temecula, recognizing the benefit
of the community establishing a committee to provide input in developing a
comprehensive teen recreation program, hereby establishes the Teen Council.
This committee will be charged to serve as a sub-committee working directly with
Community Services Staff. It will review proposed recreation programs and events,
develop innovative recreation programs, and prepare a monthly teen newsletter to
better inform teens on planned activities.
GENERAL PROVISIONS
1. Number of Members. The Teen Council shall consist of eleven (11)
members.
Aaes of Members. All members must be between the ages of 13 to 18 years
of age as of September 1 of each school year. Members must be enrolled in
a public or private school in the City of Temecula and be a resident of the
City.
Members: ADoointment and Removal. Members of the Teen Council shall be
appointed from a selection committee consisting of two (2) members from the
Parks and Recreation Commission and representatives from the school district.
A majority vote of the Parks and Recreation Commission may remove an
appointee for good cause.
Officers. The President, Vice-President, Secretary, Treasurer, and Commission
Liaison shall be selected by a majority of the membership of the Teen Council
for a one (1) year term.
Term. The term of each Teen Council member shall be for one (1) year
beginning October 1 through September 30 of each respective year.

Vacancies. Vacancies on the Teen Council will be filled pursuant to the
procedures stated in section 3 of the General Provisions.
Meetings/Quorums. The meetings of the Teen Council will be scheduled on an
"as needed" basis and at the specific request of the Director of Community
Services. A quorum of five (5) members shall be required for the transaction
of any business. The Commission Liaison shall attend and report the Teen
Council recommendations to the Parks and Recreation Commission at their
regularly scheduled meetings.
Absence from meetinas. Should any member be absent from any three (3)
consecutive meetings of the Teen Council without excuse acceptable to the
Parks and Recreation Commission, that member shall vacate his/her seat on the
Teen Council. The vacancy shall be filled in the same manner as section 3 of
the General Provisions.
Compensation. Unless otherwise required by law, Teen Council members
shall receive no compensation.
