Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a "Request to Speak" form must be filed with the Parks and Recreation Secretary before the item is addressed by the Commission. Next regular meeting will be December 14, 1992, 6:00 p.m., City of Temecula, City Hall, 43174 Business Park Drive, Temecula, California, 92590. 110992.agn 110392 3 ITEM NO. 1 MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PARKS AND RECREATION COMMISSION OCTOBER 12, 1992 A regular meeting of the City of Temecula Parks and Recreation Commission was called to order Monday, October 12, 1992, 6:00 P.M., Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. The meeting was called to order by Chairman Evelyn Harker. The Commission led the flag salute. PRESENT: 3 COMMISSIONERS: Hillin, Walker, Harker ABSENT: 1 COMMISSIONERS: Nimeshein Also present were Director of Community Services Shawn Nelson, Recreation Superintendent Herman Parker, Development Services Administrator Gary King, Maintenance Superintendent Bruce Hartley and Minute Clerk Gall Zigler. It was noted that Commissioner Nimeshein was not in attendance due to injuring his back. PUBLIC COMMENTS None DIVISION REPORTS Development Services Administrator Gary King reported the following: The City has broken ground on the Community Recreation Center (CRC) and the construction phase has been turned over to Public Works. * The staff is continuously reviewing developers for conditioning of Quimby Fees. Parks Superintendent Herman Parker reported the following: * Introduced Senior Services Coordinator Irene Rogers. * Recreation Division is currently coordinating their annual Haunted House to be held in Old Town on October 30 and 31. Specific location has not yet been secured. * Halloween Costume Contest is planned at the Teen Center October 29, 1992, from 6:00 - 9:00 P.M. * Senior Class party planned for October 26, 1992, at the Temecula Town Association. FRCMIN I O/12/92 - 1 - 1 O/19/92 PARKS AND RECREATION COMMISSION MINUTES OCTOBER 12, 1992 Recreation Division will be hosting Pepsi/NBA Hotshots, a basketball skills competition, October 21, 22 & 23, 1992 at Margarita Middle School. First and second place winners will advance to the finals at Margarita Middle School and overall winners will advance to Southern California finals in South Gate. Maintenance Superintendent Bruce Hartley reported the following: A bronze memorial plaque in memory of the five victims of the June 2, 1992 traffic accident has been ordered. It will take six to eight weeks to receive the ordered bronze plaque. Medians along Rancho California Road have been hydro-seeded and staff is currently working on obtaining the rose bushes. Two new maintenance workers, Jim Reed and Steve Sterling, have been hired and were in place for the CRC ground breaking ceremony. Staff is currently finalizing the plans for landscaping of the tot lot area at the Sports Park. Chairman Harker asked that staff look for a plant other than the Society Garlic, to accent the rose bushes that will be planted along Rancho California Road. Shawn Nelson stated that staff will plant the rose bushes first and proceed from there. COMMISSION BUSINESS 1. Minutes It was moved by Commissioner Walker, seconded by Commissioner Hillin to approve the minutes of September 14, 1992 as mailed. The motion was carried as follows: AYES: 3 COMMISSIONERS: Hillin, Walker, Harker NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Nimeshein PRCMIN 10/12/92 Winchester Hills and CamDos Verde Specific Plans Gary King provided an overview of the proposed park sites within the Winchester Hills and Campos Verde Specific Plans. Mr. King advised that staff has requested the PARKS AND RECREATION COMMISSION MINUTES OCTOBER 12, 1992 developer install the park sites and dedicate them to the City prior to issuance of first occupancy permit. Mel Southward, 40755 La Colima, Temecula, expressed his desire to see the developer provide a buffer zone between the Campos Verde development and the Meadowview Homes. Shawn Nelson advised that the City is currently looking at passive day use parks as a buffer between some of the existing residential. Commissioner Hillin suggested using an equestrian trail as a buffer zone and Shawn Nelson stated he understands there is a 40' buffer zone from Roripaugh Hills to Meadowview to be designated as a equestrian trail. Mel Southward also stated that he would like to see the homes that will be adjacent to Meadowview turned to face the buffer zone and the Meadowview homes rather than back up to that area. Mr. Benson, 30734 Del Rey Road, Temecula, expressed concern about getting horses across North General Kearney Road to the Meadowview Riding Arena safely, once North General Kearney Road has been improved to a four lane road. Shawn Nelson advised that the Public Works department is currently studying these same concerns. Chairman Harker recommended that possible impacts from noise and light pollution generated from park locations within the developments, be disclosed to potential property owners. 4) 5) PRCMIN 1 O/12/92 Capital Improvement Propram - FY 1993-97 Shawn Nelson reviewed the City's Capital Improvement Program for FY 1993-1997. Commissioner Hillin questioned if the ordinance could be amended to stipulate no dogs allowed. Chairman Harker stated that any group who uses the Sports Park facility should be allowed to say no pets allowed. Chairman Harker asked staff to study what other cities do regarding dogs at large events. ADoointment of Parks and Recreation Commissioners Shawn Nelson presented the staff report as a for receive and file item. COMMUNITY SERVICES DIRECTOR REPORT Shawn Nelson reported the following: * Thanked the Commission for attending the CRC ground breaking ceremony. * Commission Chairman and Vice Chairman elections will be held at the November 9, 1992 meeting. Presentation on the Winchester Hills and Campos Verde equestrian trails will be on the November agenda with the Parks and Recreation Master Plan. * Staff has met with Mr, Gilroy regarding the request to use the Sports Park for the annual Father's Day Car Show. After discussing the City's concerns, the request was approved. PRCMIN1 O/12/92 -4- 10/19/92 PARKS AND RECREATION COMMISSION MINUTES OCTOBER 12, 1992 PARKS AND RECREATION COMMISSION REPORTS Commissioner Walker thanked Bruce Hartley for working on the memorial monument and rose bushes. Chairman Harker advised that there is a parade and Old Town Country Faire planned for July 4th festivities which could be held in conjunction with the grand opening of the Community Recreation Center. Chairman Harker recommended that staff examine the location of the old Macado house on Pujol Street and the vacant lot recently cleared by the City, as a possible new location for the historical church and the museum. Chairman Harker suggested that the property be improved with a park site and parking area with a bridge leading over to Old Town. Chairman Harker expressed her disappointment that the Old Town Specific Plan did not address the fact a park and Boys and Girls Club is being built in Old Town and there is a Community Center already there. Shawn Nelson stated that he would pass along the Chairman's comments. He also added that each Commissioner will receive a copy of the Old Town Specific Plan. ITEM NO. 3 TEMECULA COMMUNITY SERVICES DISTRICT AGENDA REPORT TO: FROM: DATE: SUBJECT: PARKS AND RECREATION COMMISSION SHAWN D. NELSON NOVEMBER 9, 1992 PARKS AND RECREATION MASTER PLAN RECOMMENDATION: That the Parks and Recreation Commission: Approve the Parks and Recreation Master Plan, which will be included in the City's Open Space Element of the General Plan. DISCUSSION: The purpose of the Parks and Recreation Master Plan is to provide a systematic, orderly process for developing the required parks, recreation facilities, and programs to meet the growing needs of the City of Temecula over the next twenty (20) years. This document includes the following sections: Supply Analysis Determining the existing parks, facilities and recreation programs. Demand Analysis Reviewing the recreation programs and activities the community would like offered. Needs Assessment Determining the parks and facilities required to meet the demand of programs and activities the community would like offered. Implementation Plan Policies and strategies to implement the developmentof the parks and recreation facilities. A Master Plan Committee was formed with representatives from the City Council, Parks and Recreation Commission, and community members. Two (2) meetings were held with this committee prior to forwarding this document to the Commission for consideration. Also, the City has already begun the public review process for the General Plan. As a result of these public hearings, several comments have been received from the residents of Meadowview stating that they are against a proposed equestrian trail using an existing Metropolitan Water District (MWD) easement that would transverse the Meadowview Homeowners Association. However, based on the input from the residents who attended the community workshops and the telephone survey, a recommendation was forwarded to use existing easements whenever possible for recreation trails. After further investigation, it has been decided that the easterly MWD easement that transverses the City will provide an efficient north-south connector for recreation trails without affecting the residents of Meadowview. Also, this easterly trail will accomplish the objectives of the public input that we received in providing a north- south connector for recreation trails. In fact, the Rancho California Horsemen Association is in favor of developing the easterly easement for equestrian trails. Box 1416 Temecula, CA 92593 This is Gloria Renneker. My husband Michael and I are residents of Meadow- view and we are opposed to any public use of the Meadowview area by the public. We have paid a premium to live in this area and continue to pay a premium in property taxes each year. We do not think that because Riverside County was derelict in their responsi- bility to require developers to provide adequate parks for their residents, that the residents of Meadowview should have to provide public access to their common area for the City of Temecula. We are also opposed to the General Kearney Road extension. This increased traffic will endanger children and pets and is totally unnecessary as Margarita Road is being extended and will accommodate the same areas. Storaasli 40600 Carmelita Circle Temecula, California 92591 (714) 676-0074 Temecula City Council 43174 Business Park Drive Temecula, California 92590 Members of the City Council: The recent action of the City of Temecula Planning Commission and City Council concerning the extension of North General Kearny Road and Equestrian Trails in Meadowview are both adamantly opposed by these property owners who have lived in Meadowview for the past five years. The reason we selected Meadowview is due to the unique characteristic of being an isolated community which would not be affected by the growth of tract homes in Temecula. After five years we now find that due to inadequate planning by the County of Riverside and the City of Temecula the very reason we selected Meadowview is being threatened. The extension of North General Kearny Road has a direct impact on our way of life due to the proximity of the proposed road to Carmelita Circle. This extension will contribute to noise, lighting pollution, congestion, traffic safety problems and crime. The proposed 17,000 vehicles per day will severely degrade the ability to peacefully enjoy our neighborhood and property. The proposed use of Municipal Water District easements throughout the Meadowview area for the purpose of Equestrian and Hiking Trails is considered an infringement upon property ownership rights and privacy and use of their property. A comment was made by Councilman Sal Munoz that "the main issue facing City officials would be convincing property owners who have easements on their properties to allow other uses for the easements." Please note that we are actively encouraging other Meadowview homeowners to oppose the use of easements for uses other than prescribed. When existing or future homeowners chose Temecula as a place of residence, they were well aware of the lack of recreational facilities associated with their tract or area of development. Now Meadowview homeowners are being asked to give up portions of the common area which was one of the attractive features to buy in Meadowview. The Meadowview area is one of the most attractive neighborhoods in Temecula because of the privacy, openness, lack of congestion and common facilities for the use of property owners. The two proposals would severely impact the uniqueness and the accessibility to common areas and facilities for Meadowview residents. The common area is held in common to all property owners within the Meadowview Community. Both proposals would devalue property and a way of life which residents paid premium prices to obtain. If we had not desired this type of quality of life, then we would have been willing to pay considerably less and purchase in a tract area. Therefore, we are opposed to the above proposals and are requesting that City Council deny approval for both proposals. KING ~ NOVEMBER 9, 1992 MASTER PLAN FOR RIVERTON LANE PARK SITE RECOMMENDATION: That the Parks and Recreation Commission: Approve master plan for the Riverton Lane Park Site. DISCUSSION: On May 22, 1991 the City of Temecula as a condition for the approval of Tract Map No. 18518 accepted the dedication of approximately 5 acres of land for a proposed park site. On September 22, 1992, the City and the Alhambra Group entered into an agreement to develop a master plan, design development and construction documents, and to provide construction administration services for the development of this park site. A presentation will be made by The Alhambra Group concerning the master plan for the neighborhood park site. If the master plan is approved, staff will forward it for final approval by the Board of Directors and request authorization to prepare design plans and specification and solicit formal bids for the development of the park site. KING y NOVEMBER 9, 1992 NAMING OF THREE (3) CITY PARKS RECOMMENDATION: That the Parks and Recreation Commission: Approve the names for three (3) proposed city parks (see attached location maps). DISCUSSION: On September 8, 1992, the Board of Directors adopted Resolution No. CSD 92-08 for naming parks and recreation facilities. As part of that policy, the Park and Recreation Commission was given the responsibility to consider names for City park sites during a Commission meeting under Commission business. The three (3) parks under consideration include two (2) neighborhood park sites (3 to 5 acres) and one (1) community park site (28.6 acres). Since one of the priorities in naming park sites is g~ven to geographical locations, staff recommends that the following names be considered for the two (2) neighborhood park sites to coincide with their immediate street name location: 1. Riverton Park 2. Loma Linda Park The third name for the community park to be considered, (for historical purposes) is as follows: 3. Rawhide park Pursuant to the naming policy, the Parks and Recreation Commission may approve staff's recommendation or any desired name, and forward the recommended names to the City Council for approval.
