OF THE CITY OF TEMECULA
COMMUNITY SERVICES COMMISSION
MONDAY, AUGUST 9, 1993
A regular meeting of the City of Temecula Community Services Commission was called to
order on Monday, August 9, 1993, 7:00 P.M. at the Temecula City Hall Main Conference
Room, 43174 Business Park Drive, Temecula, California. Chairman Claudia Walker called the
meeting to order and led the flag salute.
PRESENT: 5 COMMISSIONERS: Harker, Hillin, Miller, Nimeshein, Walker
ABSENT: 0 COMMISSIONERS: None
Also present were Director of Community Services Shawn Nelson, Parks and Recreation
Superintendent Herman Parker, Maintenance Superintendent Bruce Hartlay and Recording
Secretary Gail Zigler.
PUBLIC COMMENT

DIVISION REPORTS
Parks and Recreation Superintendent Herman Parker reported the following:
Mr. Parker presented an outline of the aquatics program as follows:
The program is offered at Temecula Elementary School.
Tiny Tots, Beginner, Advanced Beginner and Intermediate Lessons
offered, along with public swim, family night and exercise classes.
The program has serviced approximately 600 kids.
Superintendent Parker presented an outline of the summer day camp program
as follows:
The program is offered from 6:00 AM to 6:00 PM daily. There are five
two-week sessions, 55 kids enrolled per session.
Daily activities include: snacks, crafts and activities, and one field trip
per two-week session.
Magic Mountain discount tickets are currently being offered through the TCSD
for $16.
Several teen excursions have been completed this summer.

An adult excursion to the Gene Autry Western Museum is sold out.
An adult excursion for a 3 day trip to Laughlin, Nevada is sold out.
The Department is currently purchasing supplies and equipment for the
September opening of the Senior Center.
Superintendent Parker introduced representatives of the Teen Council who are
proposing to publish a Teen Newspaper with the Commission's support.
Danielle Nanigian, 41840 Humber Drive, and Ryan Jones, 45592 Corte Montric, Temecula,
presented the Teen Council's proposal to publish a Temecula Teen Newspaper. Ms. Nanigian
outlined the purpose of the newspaper as follows:
Educate:
Inform:
Entertain:
Articles portraying teens who have excelled; profiles of City officials;
current events regarding political issues
Highlight City events and Teen Council activities
Reader questionnaires; Open Forum; Writing Contests; Poetry Corner;
Comics
Ms. Nanigian stated that the Teen Council is bringing forward this proposal to the Commission
with a request for the Commission's support of the concept and financial assistance to start
the program.
Commissioner Harker suggested that the Teen Council approach the local newspapers and ask
if they would sponsor the Teen Council's newspaper. Commissioner Harker stated that the
newspapers already have the necessary software to prepare a paper which could then be
included in the local distribution of the newspaper.
Ryan Jones stated that the Teen Council will also be seeking business sponsors.
Community Services Director Shawn Nelson recommended that the Commission allow staff
to work with the Teen Council and prepare a program cost analysis. Director Nelson stated
that he feels this is an excellent proposal and the City has several computers and programs
that could be utilized to assist the teens in this project.
Maintenance Superintendent Bruce Hartley reported the following:
Park site up-date:
Loma Linda Park dedication complete and the park is currently under
post construction maintenance.
Kent Hindergardt Park will be under City maintenance as of September
1, 1993.
John McGee Park will be under City maintenance soon.
The Community Recreation Center landscaping has started. Next week

will be the first construction meeting for landscaping.
Staff has been working predominately on the Rancho California Sports Park to
prepare the park for soccer season.
Staff is completing the in-house landscaping of the Senior Center. Completion
of improvements is anticipated prior to the dedication ceremony.
Staff is currently working with several boy scouts on their eagle scout projects.
The scouts will be assisting the department with the following projects:
Re-roof and re-paint the North and South dug-outs at the Rancho
California Sports Park.
Repaint the snack bar.
Assist with the in-house landscaping project at the Temecula Senior
Center.
Repaint the trail fence along Margarita and Rancho Vista Roads.
Director Nelson recommended that staff coordinate a Community Services Commission park-
site tour. The overall consensus of the Commission was to tentatively schedule a tour for
Thursday, September 16, 1993.

AUGUST 9, 1993
Leigh Engdahl, 42005 Kaffirboom, Temecula, representing the CRC Foundation,
proposed to the Community Services Commission that the name for the CRC be called
"The Thomas H. Langley Community Recreation Center". Ms. Engdahl explained to
the Commission that based on the efforts of Mr. Langley, President of the CRC
Building Foundation, who has personally led the campaign to raise money, $250,000
has been raised to date. Ms. Engdahl said that Mr. Langley has contributed many
hours and sponsored several events in order to raise money for the CRC Building
Foundation.
John Hunneman, 27645 Jefferson Avenue, 104A, Temecula, General Manager of
KRTM Radio, expressed support of the proposal to name the CRC the Thomas H.
Langley Community Recreation Center.
Tim Daniels, 27475 Ynez Road, Temecula, concurred with the recommendation to
name the CRC The Thomas H. Langley Community Recreation Center.
It was moved by Commissioner Harker, seconded by Commissioner Nimeshein to
approve recommendation No. 1 of the CRC Foundation, Thomas H. Langley
Community Recreation Center.
Commissioner Miller said that he feels naming a hall or the gymnasium after Mr.
Langley might be more appropriate. Commissioner Miller said that although Mr.
Langley has worked hard on the building foundation, the contributions to the
Community Recreation Center were made by the residents and businesses of Temecula.
Commissioner Nimeshein said that he also is concerned with naming parks and
facilities after specific individuals, however, he feels that recognition should be given
to Mr. Langley for his support and inspiration and his dedication for seeing the dream
of a Community Recreation Center fulfilled.
Commissioner Hillin stated that he feels the Commission must use some caution in the
naming of parks and facilities.

Status of Rancho California Seorts Park Maintenance
Maintenance Superintendent Bruce Hartlay presented the staff report. Superintendent
Hartley provided a slide presentation of the Rancho California Sports Park prior to and

after the Father's Day Car Show, the July 4th festivities and the Art Festival.
Superintendent Hartley stated that the Father's Day Car Show and the July 4th
festivities had very little negative impact on the Sports Park, however, lack of water
between the July 4th festivities and the Art Festival caused damage to the fields.
Alcoholic Beveraae Sales at the Northwest Sports Comolex
Director Nelson presented the staff report.
Commissioner Harker stepped down due to a potential conflict of interest.
It was moved by Commissioner Miller, seconded by Commissioner Hillin to approve the
sale of alcoholic beverages by the Temecula Town Association and Temecula
Motorsports at the Northwest Sports Complex.
The motion carried as follows:

Director Nelson advised the Commission that sales will be allowed at this location as
long as there are no incidents or negative impacts.
Chairman Walker expressed concern that the approval of this request might create a
pattern of individual groups requesting permission to sell alcohol at various events
because they have been permitted to do so in the past.
Director Nelson advised that all future requests to the Commission for permission to
sell alcohol at any of the park-sites will come forward with a recommendation for
denial.

Riverton Park bid contract will go to the City Council on August 10, 1993.
RFQ's will be issued for the Sports Park improvement project (restroom, parking
lot and skateboard park).
A cost quote will be requested for landscape improvements at Sam Hicks
Memorial Park.
An architect will be hired to design the restroom facility at Kent Hindergardt
Memorial Park.
The Commission and staff tentatively agreed to schedule a Community Services
Commission park tour on Thursday, September 16, 1993, at 9:00 A.M.
COMMUNITY SERVICES DIRECTOR'S REPORT
Director Nelson advised the Commission that staff is working on the master program for Little
League and the City has been approached to consider a Pony League program at the same
time. Director Nelson asked for the Commission comments regarding the issue.
Commissioner Hillin stated that he feels the Temecula Sports Council is not effectively
established to handle an issue like this and suggested that a special task force be formed to
handle this issue.
The overall consensus of the Commission was to direct staff to bring this issue back before
the Commission with information on how other cities are handling this issue.
COMMUNITY SERVICES COMMISSIONER REPORTS
Commissioner Miller distributed literature regarding Americans With Disabilities Act.
Commissioner Harker expressed concern that the Planning Department is not requesting proof
of liquor liability insurance from applicants requesting permits to sell alcohol. Commissioner
Harker asked Director Nelson to bring this matter to the attention of the Planning Director.
Commissioner Harker advised that all future events sponsored by the Temecula Town
Association will be posted "No Smoking" in the bleachers and signs will be posted saying "No
Dogs Allowed".

Commissioner Nimeshein commended Director Nelson on guiding the Council to their decision
on the no smoking policy.
Chairman Walker questioned the status of a horse trail throughout Temecula.
Director Nelson advised that $1,000,000 has been set aside in the Capital Improvement Plan
to develop a city-wide multi-use trail system.

SCHEDULE FOR INDOOR FACILITY PUBLIC USE.

RECOMMENDATION: That the Community Services Commission:
1)
Adopt Ordinance No. 93-__ amending Ordinance No. 91-37 pertaining to
adopting park and recreational facility operational policies and regulations.
2)
Adopt Resolution No. CSD 93-_ approving a revised fee schedule for the use
of indoor recreational facilities.
DISCUSSION: Within a matter of months the Community Services
Department will have completed construction and will begin operating two new indoor
city facilities: the Old Town Temecula Senior Center and the Community Recreation
Center. When these facilities open they will undoubtedly generate requests for rentals
and to reserve uses by the general public. In fact, several requests for reservations
have already been received for use of the Community Recreation Center.
The attached ordinance, amending Ordinance No. 91-37 establishes policies and
regulations for indoor reserved use of the city's new facilities by the general public.
The attached resolution adopts a fee schedule, by user group, for reserved use of
indoor and group picnic facilities. These policies and fees shall govern all indoor city
facilities and group picnic areas.
Copies of Ordinance No. 91-37, the proposed ordinance amending No. 91-37 and the
proposed resolution are attached for your review.

AN ORDINANCE OF TIlE CITY COUNCIL OF TIlE CITY OF
TE1VIECULA AMENDING ORDINANCE NO. 91-37 PERTAINING
TO ADOPTING PARK AND RECREATIONAL FACILITY
OPERATIONAL POLICIES AND REGULATIONS
WIt~REAS, The City Council of the City of Temecula has authority over the public
parks and recreational facilities within the jurisdiction boundaries of the City of Temecula; and
WHEREAS, The Beard of Directors may adopt regulations binding upon all persons
governing the use of City parks and recreational facffities and property, and may deem a
violation of any such regulation and misdemeanor, and
THE CITY COUNCIL OF THE CITY OF TEMECULA DOES tlF~REBY ORDAIN
AS FOLLOW:
Section 1. Section 21 of Ordinance No. 91-37 is revised to read as follows:
'Alcoholic Beverages:
No persen shall consume any alcoholic beverage within any park, unless formally
approved by the Community Services Commission.
B. (1) Notwithstanding the above, the sale or consumption of alcoholic beverages
at any indoor City public facility is permitted only with approval of the Director of Community
Services. A temporary license from the California Department of Alcoholic Beverage Control,
$1,000,000.00 (one million) liquor liability insurance and liabffity insurance identifying the City
of Temecula as additionally insured is also required.
(2) No person under the age of 21 is permitted to consume alcoholic
beverages.
(3) Security may be required for events in which alcohol is served, depending
upon the type of event at the discretion of the Director of Community Services.
Section 2. Effective Date This Ordinance shall be in full force and effect thirty
(30) days after its passage. The city Clerk shall certify to the adoption of this Ordinance and
cause copies of this Ordinance to be posted in three designated posting places.

APPROVING A REVISED FEE SCHEDULE FOR THE USE
OF INDOOR RECREATION FACILITIES
The City Council of the City of Temecula does resolve, determine and order as follows:
WHEREAS, the City of Temecula desires to provide public access to indoor city
recreation facilities; and,
WHEREAS, to help defray costs associated with providing required staffing, utility
costs, maintenance, and other services, it is necessary to establish fees to reimburse operational
expenses;
WltEREAS, pursuant to Resolution No. CSD 91-12, the District adopted a Fee
Schedule;
NOW, TItEREI~2)RE, BE IT RESOLVED, that the Board of Directors of the
Temecula Community Services District orders as follows:
Section 1: The fee schedule for indoor facility use, established pursuant to Resolution
No. CSD 91-12 is revised to read as attached hereto as Exhibit "A".

I. Indoor Use
Indoor Reserved Use:
1. All reserved use of public recreational facilities requires review and
approval of a "Facility Request Form" by City staff. Facility Request Forms may be obtained
at Temecula City Hall, located at 43174 Business Park Drive. Requests must be submitted at
least seven (7) working days prior to the intended use.
2. Facility Use Permits shall be issued only to responsible adults, age 21
years or older, who must comply with all rules and regulations. Such person is responsible for
payment of all applicable charges and must be present at the function for which use is
authorized.
3. A refundable cleaning deposit of $100 my be required with the completed
request and applicable fees, depending upon the use of indoor facilities. Upon receipt, the
facility will be reserved for the applicant pending it's availability and review by City staff. The
deposit will be returned if the facility is found to be in a condition similar to it being found
immediately before the activity. The applicant may expect the returned deposit, or an
appropriate portion thereof, within twenty (20) working days after the scheduled event. Should
repairs to the facility be necessary that exceed the funds deposited, the City will hold the
applicant financially responsible for such repairs.
4. No facility shall be scheduled more than six (6) months in advance.
5. Facilities are provided "as is" with limited support items. A preview of
the facility will be encouraged before a request is submitted to ensure facilities meet applicant's
needs.
6. A $5.00 processing fee will be levied by the City if an applicant cancels
reservations within five (5) days of the event.
7. Until the required Facility Request Form, cleaning deposit, rental fees,
required insurance, and other requirements are received by the City, the City shall have the right
to cancel the applicants request. All required fees, deposits and verifications must be paid and
received at least seventy-two (72) hours prior to the use of the facility.

8. The City retains the right to deny any building utilization request that is
inconsistent with the goals and policies of the City Council of the City of Temecula, Community
Services Department.
9. The applicant is responsible for all set-up and clean-up. Necessary clean-
up not performed by user will be conducted by the City and applicable costs will be assessed to
the user's cleaning deposit.
10. All use is restricted to the day of rental. A facility will not be available
for set-up the day before, or clean-up the day after use without additional fees.
11. Llser must comply with instructions of City employee(s) on duty or risk
immediate eviction from public premises. All noise, music amplification, etc. must be kept at
a reasonable sound level as determined by security or the staff person on duty. The City staff
member may cancel a function at any time if persons involved in the function are not conducting
themselves in a lawful manner and/or are causing damage to City property. The authorized
applicant is responsible for the supervision and actions of those in attendance.
12. The City is not responsible for any lost or stolen articles.
13. No City equipment or furnishings shall be removed from the premises.
14. Decorations must be approved prior to installation and must be removed
immediately after event. All decorations must be of a flameproof material. No nails, tacks,
tape or other materials considered harmful or defacing to building is permitted.
15. The City may require security personnel at applicant's expense on
functions deemed necessary or in the best interest of the City.
16. All admission fees charged by the applicant require City approval.
Additional permits or licenses may be required.

STATUS REPORT CONCERNING CAPITAL IMPROVEMENT
PROJECTS
RECOMMENDATION: That the Community Services Commission:
Receive and file status report concerning parks and recreation Capital Improvement
Projects.
DISCUSSION: A presentation will be given by staff to update the
Commission concerning the status of several Capital Improvement Projects which
include the Community Recreation Center, the Old Town Temecula Senior Center,
Kent Hindergardt Memorial Park, Loma Linda Park, and Paloma Del Sol Park.
Information will also be provided concerning upcoming Capital Improvement Projects
which include the Rancho California Sports Park Improvement Project, Sam Hicks
Monument Park, Loma Linda Park - Phase II, and Kent Hindergardt Memorial Park
Restroom/Snack Bar Project,

RANCHO CALIFORNIA SPORTS PARK IMPROVEMENT
PROJECT
RECOMMENDATION: That the Community Services Commission:
Appoint two (2) members from the Community Services Commission to serve on a
Project Committee for the Rancho California Sports Park Improvement Project.
DISCUSSION: Staff has released a Request For Qualifications (RFQ) to
several landscape architectural firms to provide design services for the Rancho
California Sports Park Improvement Project. This project will consist of improving the
northeastern portion of Sports Park with a parking lot, restroom/snack bar facility,
picnic areas, and a skateboarding area.
Members of the Project Committee will consist of two members from the City Council,
two members from the Community Services Commission, members from the Teen
Council, and skateboarders in the community. The purpose of the Project Committee
will be to select a landscape architectural firm to provide design services for the
project and provide input concerning the master plan for the site.
