Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state vour name and address. For all other agenda items, a "Request to Speak" form must be filed with the Community Services Secretary before the item is addressed by the Commission. There is a three (3) minute time limit for individual speakers. NOTICE TO THE PUBLIC All matters listed under Consent Calendar are considered to be routine and all will be enacted by one roll call vote. Parenting Classes Begin in September RECOMMENDATION: 3.1 Receive and file this report regarding proposed Parenting Classes for Fall 1994, COMMUNITY SERVICES DIRECTOR'S REPORT COMMUNITY SERVICES COMMISSION REPORTS ADJOURNMENT Next regular meeting will be September 12, 1994, 7:00 p.m., City of Temecula, City Hall, 43174 Business Park Drive, Temecula, California, 92590. 071194.cOn 070594 -2- ITEM NO. 1 MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION MONDAY, JUNE 13, 1994 A regular meeting of the City of Temecula Community Services Commission was called to order on Monday, June 13, 1994, at 7:00 P.M. in the Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. The meeting was called to order by Chairman Jeffrey Nimeshein. City Clerk June Greek led the flag salute. PRESENT: 5 COMMISSIONERS: Comerchero, Miller, Soltysiak, Walker, Nimeshein ABSENT: 0 COMMISSIONERS: None Also present were Community Services Director Shawn Nelson, Recreation Superintendent Herman Parker, Maintenance Superintendent Bruce Hartley and Recording Secretary Gail Ziglet. PRESENTATIONS The Community Services Commission recognized the efforts of the following individuals and organizations. Chairman Nimeshein presented a Certificate of Appreciation to: Temecula Valley Little League Temecula Valley National Little League Temecula Valley Youth Baseball Danielle Nanigian, Temecula Teen Council Jerzy Kanigowski, City of Temecula Employee Chairman Nimeshein declared a recess at 7:20 P.M. The meeting reconvened at 7:23 P.M. City Clerk June S. Greek administered the oath of office to incoming Community Services Commissioner Rick Soltysiak. Commissioner Soltysiak introduced himself and his family. PUBLIC COMMENT Janette Hawley, 29170 Stonewood//18, Temecula, presented the Commission with a petition containing 50 signatures requesting transportation to the local community colleges. Ms. Hawley said over 50% of her apartment complex is enrolled at the local community colleges and many of the residents are low income families that have no transportation. Community Services Director Shawn Nelson advised Ms. Hawley the Public/Traffic Safety Commission would be the appropriate forum for this issue. Director Nelson advised her of CSCMIN06/13/94 1 06/28/94 COMMUNITY SERVICES COMMISSION JUNE 13, 1994 the date of the next Public/Traffic Safety Commission meeting. Ed Mowles, 27595 Dandelion Court, Temecula, representing the Roripaugh Hills Homeowners Association, asked the Commission to direct staff to do a feasibility study on connecting the equestrian trails owned by the Roripaugh Hills Homeowners Association to the trail system in the proposed Campos Verde development. Mr. Mowles said the CSA is responsible for the maintenance of the trails, however, because the CSA has failed to maintain the trails the Homeowners Association has tried to maintain them. Mr. Mowles said the Roripaugh Hills Homeowners Association would like to give the trails to the City and have the City take over the maintenance of them. Director Nelson asked Mr. Mowles to get him a copy of the Conditions of Approval stating that the CSA is responsible for accepting the maintenance of the trails. He asked the Commission to give staff an opportunity to meet with Mr. Mowles and review the existing Conditions of Approval. Director Nelson suggested the Commission place discussion of this item on the July agenda. DIVISION REPORTS None COMMISSION BUSINESS 1. ADDr0val of Minutes It was moved by Commissioner Walker, seconded by Commissioner Miller to approve the minutes of the May 9, 1994 Community Services Commission. The motion carried as follows: AYES: 5 COMMISSIONERS: Comerchero, Miller, Soltysiak, Walker, Nimeshein NOES: 0 COMMISSIONERS: None 2. State of the Community Services Deoartment Reoort Community Services Director Shawn Nelson presented the staff report. Director Nelson provided a slide presentation of the Capital Improvement Projects which have been completed and dedicated in the last twelve months. Recreation Superintendent Herman Parker provided a re-cap of the senior program, teen program, aquatics program and special events sponsored by the Recreation Department. CSCMIN06/13~94 2 06/28/94 COMMUNITY SERVICES COMMISSION JUNE13#1994 Maintenance Superintendent Bruce Hartley provided a re-cap of various Boy Scout and Eagle Scout projects being done throughout the City parks and recreation facilities. Director Nelson concluded the report with a overview of on-going and future projects. Chairman Nimeshein declared a recess at 8:30 P.M. The meeting was reconvened at 8:37 P.M. 3. TCSD Rates and Charges for FY 1994-95 Community Services Director Shawn Nelson reviewed the proposed schedule of TCSD rates and charges for FY 1994-95. 4. Caoital Imorovement Proiects for FY 1994-95 Community Services Director Shawn Nelson re-capped the nine (9) projects that are currently being pursued by the Community Services Department and provided a staff report on three (3) new projects that have been added as follows: Temecula Middle School Lighting Project Bike Lanes (add and expand) American Disability Act (ADA) Upgrades (to some of the existing parks) It was moved by Commissioner Miller, seconded by Commissioner Walker to approve the Capital Improvements Projects for FY 1994-95. The motion carried as'follows: AYES: 5 COMMISSIONERS: Comerchero, Miller, Soltysiak, Walker, Nimeshein NOES: 0 COMMISSIONERS: None COMMUNITY SERVICES COMMISSION Director Nelson advised the Commission he would be on vacation the week of June 20 - June 24. Director Nelson asked the Commission to consider cancelling the August meeting due a conflict with vacation schedules. The consensus of the Commission was to consider canceling the August meeting at the July 11, 1994 Commission meeting. CSCMIN06/13/94 9 06/28/94 COMMUNITY SERVICES COMMISSION JUNE 13. 1994 COMMUNITY SERVICES COMMISSION REPORTS Commissioner Miller advised the Commission he was choosen by Paul Calaluca, of the Temecula Valley Unified School District to participate in the Temecula Community Partnership, a parenting program on substance abuse sponsored by Paul Newman. Commissioner Miller distributed a copy of the Community Resource Directory which was prepared by the Temecula Community Partnership. ADJOURNMENT Chairman Nimeshein declared the meeting adjourned at 9:30 P.M. Chairman Jeffrey Nimeshein Secretary ITEM NO. 2 CITY OF TEMECULA AGENDA REPORT FROM: DATE: Community Services Commission Shawn D Nelson Director of Community . , Services July 11, 1994 SUBJECT: Equestrian Trail Within Roripaugh Hills Estates RECOMMENDATION: That the Community Services Commission receive and file report regarding the maintenance of an equestrian trail within Roripaugh Hills Estates. BACKGROUND: At the June 13, 1994 Community Services Commission, Mr. Mowles, President of the Roripaugh Hills Homeowners Association, requested that staff analyze the possibility of maintaining an equestrian trail within the Roripaugh Hills Estates that would provide a connection to a proposed trail within a new residential development entitled Campos Verde. At the June 13 meeting, I recommended that Mr. Mowles meet with staff regarding this issue, and staff would report back to the Commission at the July 11, 1994 meeting. After reviewing this situation with Mr. Mowles, staff has agreed to consider accepting a maintenance easement for trail purposes on this site because this trail can provide a connection between the proposed Campos Verde trail and the city-wide trails system. However, this easement will not be considered by the City until the Campos Verde trail is fully developed. Further, the City still reserves the right not to accept this trail depending upon the financial resources of the City at that particular time. This agreement is acceptable to Mr. Mowles. A vicinity map and a copy of the letter sent to Mr. Mowles from staff are attached for your review. "T , \ ul City of Temecula 43174 Business Park Drive · Temecula, California 92590 (909) 694-1989 · FAX (9091 694-1999 July 6, 1994 Mr. Ed Mowles, President Roripaugh Hill Homeowners Association 27475 Ynez Road, #577 Temecula, CA 92591 Subject: Equestrian Trail Within Roripaugh Hills Estates Dear Mr. Mowles: Pursuant to our meeting today, the Temecula Community Services District CTCSD) has agreed to consider accepting a maintenance easement for trail purposes from the northerly extension of the proposed Campos Verdes Trail, proceeding easterly within the Rofipaugh Hills Estates, to North General Kearny Road. (Please see attached vicinity map.) We further agreed that the TCSD would not consider the acceptance of the trail easement until such time as the Campos Verdes Trail is fully improved and dedicated to the City. In addition, all costs associated with the preparation of the easement documents and legal descriptions shall be borne by the Roripaugh Hills Homeowners Association. The final decision as to whether or not the TCSD will accept the trail easement for maintenance purposes will be predicated upon the fmancial resources of the City at the time of dedication of the Campos Verde Trail, and final approval by the TCSD Board of Directors. Parker, Recreation Superintendent RECOMMENDATION: That the Community Services Commission: Receive and file this report regarding proposed Parenting Classes for Fall 1994. DISCUSSION: Upon request of the Community Services Commission, staff contacted Mr. David Chacon of the Riverside County Mental Health Department regarding offering Parenting Classes through the Community Services Department as a Special Interest Class. After a brief discussion with Mr. Chacon, staff is pleased to announce that the Community Services Department will be offering Parenting Classes beginning the first week of September. Mr. Chacon will be instructing a six (6) week, twelve (12) hour parenting class covering topics such as balanced communication, self-esteem, limit setting, and positive and negative consequences. This class will be offered as a contracted special interest class. Staff will be meeting with Mr. Chacon to discuss the fee for this class this week. City staff and Mr. Chacon are very excited about the addition of Parenting Classes to our fall schedule.
