A regular meeting of the City of Temecula Community Services Commission was called to
order on Monday, February 13, 1995, 7:00 P.M., at Temecula City Hall Main Conference
Room, 43174 Susiness Park Drive, Temecula, California. Chairman Henry Miller presiding.
Commissioner Soltysiak led the flag salute.

Recreation Superintendent Herman Parker reported the following:
The outline for the guidelines of the Senior Citizen Advisory Committee have been
completed and staff will move forward with advertising for members to serve on the
committee.
All winter/spring contract classes have been well received.
Sign-ups for adult softball were completed. There are a total of 52 - 56 teams.
March I - 3, 1995, adult volleyball sign-ups will be held.

Adult basketball sign-ups will be held st the end of March.
The following Teen Fast '95 activities are being planned:

Maintenance Superintendent Bruce Hartlay reported the following:
Staff has completed renovations at Paloma Del Sol, north and south fields and
Rancho Vista fields.
Staff will be completing the slope landscaping at the Senior Center.
The restroom facility at Kent Hintargardt Memorial Park is near completion.
The Ynez Road landscaping just completed the maintenance period and will be
coming under City contract.
Loma Linda Park Phase II is completed and open to the public.
The following parks are currently under construction:

Recreation Superintendent Herman Parker presented the staff report,
Chairman Miller expressed concern about the language in Condition No. 9 requiring
security for swim team events.
Director Nelson suggested amending the language to state, "the security shall
include the locking of the security gates, except for when occupied by the Triton
Swim Team.
It was moved by Commissioner Comerchero, seconded by Commissioner Nimeshein
to approve that the Community Services Commission approve the Agreement
between the City of Temecula and the Triton Swim Team, for use of the Community
Recreation Center Swimming Pool.

Santa Gertruclls Creek Trail - Rnal Aoreement with Riverside County Rood Control
Director Nelson presented the staff report.
Chairman Miller stated he feels the trail should offer handicapped accessibility to the
blind.
Commissioner Comerchero said he feels the agreement should go forward and if it is
feasible to offer handicap accessibility to the blind, it could be implemented at some
other time.
Commissioner Nimashein said he feels the Commission should address ADA
requirements as they relate to the City as a whole.
It was moved by Commissioner Nimeshein, seconded by Commissioner Comerchero
to approve the agreement between the City of Temecula and Riverside County
Flood Control to utilize the Santa Gertrudis Channel Improvements for Recreational
Trail purposes.

The department will be dedicating seven new City parks in the next twelve (12)
months.
COMMUNITY SERVICES COMMISSION MINUTES FEBRUARY 13.1995
The League of California Cities Community Services Conference will be held in April,
1995. The Commission will be provided information regarding the conference.-
The Facilities Design of Excellent Award for the Temecula Community Recreation
Center will be presented at the CPRS conference March 4, 1995. Mayor Jeff Stone
and Community Services President Ron Roberts will be present at the conference to
accept the award.

Maintenance Superintendent Bruce ttar~ey reported the following:
- Rancho California Sports Park winter renovations have been completed.

Six bull pens have been installed and eight dugouts have been cemented as part of a
cooperative agreement with the two Little League Divisions.
The CRC pool is operating. The swim te~rn is using the pool four nights a week.
Staff has been trained to perform px~ventative maintenance on the pool.
The deportment has added a weekend park aide to clean the restrooms and perform
routine maintenance at the CRC.
The City's first tree trirnminZ contract is near completion. Staff is monitoring the
work performed by the landscape maintenance construction contractors.
Recreation Superintendent Herman Park~r reported the following:
Temecula is sponsoring an Inland Valley Municit~l Athletic Youth Basketball
tournament.
Co-ed Volleyball begins March 18, 1995.
Adult Baseball sign-ups will be held April 4, 1995.
A .~troi~ sca-eening was held at the Old Town Senior Center on February 16, 1995,
with appwximately 65 participants.
A regional AARP meeting was held at the Old Town Senior Center on March 2,
1995, with approximately 72 participants. Additional meetings will be held on the 4th
Friday of each month.
St. Patrick's Day Festivities will be held at the Old Town Senior Center from 10:30 -
I:B0 on March 17, 1995.
The City hosted a 'Gang Awareness' workshop on February 27, 1995 at the CRC.
Approximately 15 patents were in atmdance.
The 2/21/95 and 2123195 van excursions to the Date Festival were sold out.
The ~115195 van excunion to Universal Studios is sold out.
A Spring Fair at Paloma Del Sol Park is scheduled for April 1, 1995.

Community Services Director Shawn Nelson asked for two representatives from the
Commission to serve on the project committee for the Margarita Park site.
Commissioner Comerchero and Chairman lV~ller both expressed interest in serving on
the committee.

Presented the Facilities Design Award which was presented to Mayor Jeff Stone and
Community Services District President Ron Robens at the CPRS conference in San
Jose. Director Nelson advised that the award would be presented to the Mayor at the
March 28, 1995 City Council meeting.
Distributed literature on the annual League of California Cities Community Services
Conference to be held April 5 - 7, 1995. Director Nelson asked the Commissioners
to advise the AdminisWative Secretary as soon as possible if they are planning on
attending the conference.

Chairman Miller advised that he attendad the Board of Trustees meeting for the Museum
Foundation and they accepted the Louis Wolfe Caave Site as a renovatiun project.

Naming of Park and Recreation Facilities

RECOMMENDATION: That the Community Services Commission:
Approve names to be recommended to the Board of Directors for two (2), quarter-acre park
sites, two (2), three-acre neighborhood park sites, and a twenty. (20) acre community park
site.
BACKGROUND: Pursuant to City policy, it is the responsibility of the Community
Services Commission to forward recommendations to the Board of Directors concerning the
naming of each park and recreation facility operated by the City of Temecula. Due to several
facilities that will be completed in the near future, it is recommended to address the official
names of these park sites so proper signage can be approved as part of the development
process and familiarity with the parks can be established within the community.
The quarter-acre park sites are located on the north side of Nicolas Road, just south of the
Santa Gertrudis Creek. One park site is within Van Daele's Tract No. 22627-0and the other
is within Lyon's Communities' Tract No. 22627-1. Staff has received recommendations that
the following names be considered in honor of Temecula's initial Sister City relationships:

One of the three (3) acre park sites is located on the northwest corner of Nicolas Road and
North General Kearny Road. The park is being constructed by Coscan-Davidson pursuant to
the conditions for Tract No. 27827. The following names have been recommended:

Santa Gertrudis Creek Park
The remaining three (3) acre park site is located on the north side of De Portola Road, east of
Butterfield Stage Road. The park is being constructed by Kaufman & Broad pursuant to the

PARKS AND RECREATION FACILITIES
WHEREAS, on April 23, 1991, the Board of Directors (the "Board") adopted a policy
for naming parks and recreation facilities; and

Naming Parks and Recreation Facilities
PURPOSE
To establish a uniform policy and procedure that identifies
criteria for the naming of parks and recreation facilities.
POLICY
The Park and Recreation Commission will be responsible for the
selection of names for parks and recreation facilities. Once a
name is selected, it will be forwarded to the Board of Directors
for ratification. Staff will be responsible for encouraging
citizens and community organizations to suggest possible names that
will then be forwarded to the Commission for consideration.
At a minimum, each park and community building will be designated
a name. Naming of specific areas within a park (garden, swimming
pool, lake, ballfield, etc.) is acceptable but should be kept to a
minimum to avoid confusion. No park shall be given a name which
might be perceived as controversial by the community. All names
selected shall be acceptable and meaningful to a majority of the
neighborhood/community where the park or recreation facility is
located.
Priority in naming sites shall be given to geographical locations,
historic significance or geologic features. No park shalljbe named
for a person, except where an individual has made a significant
financial contribution toward the acquisition and/or development of
the park or facility, or has been an outstanding long-time
community leader who has supported open space and recreational
activities.
All park and recreation facilities will be designated a formal name
within six months of acquisition'or construction. All parks shall
have an entrance sign. Buildings will have an entrance sign and a
plaque inside the facility for name identification.
The name of a park or recreation facility may be changed only after
a hearing is held by the Commission to receive community input and
direction. No name shall be changed unless there is significant
justification and support by the community.

AMERICANS WITH DISABILITIES ACT (ADA)

RECOMMENDATION: That the Community Services Commission receive and file a report
on the current status of ADA compliance within the City park system and the impact on new
projects.
DISCUSSION: The Americans With Disabilities Act (ADA) was passed into law
January 26, 1990. The ADA has several components or titles. Title II, Public
Accommodations, which went into effect July 26, 1992, has direct impact on municipalities.
There are two procedural requirements that all municipalities must meet:
Conduct a self evaluation of services, programs, activities and facilities to
determine where barriers to access and utilization exist and how they can be
removed. This was completed in the City of Temecula I~rior to the January 26,
1993 deadline.
The removal of barriers must be completed by January 26, 1995, unless there
is undue economic burden attached to the process.
In order to comply with the requirements of the Americans With Disabilities Act (ADA), the
City of Temecula, Community Services Department has initiated and completed a survey of
existing facilities to identify any items that will need to be addressed to meet ADA guidelines.
The primary deficiency found throughout the City's parks was inadequate access for
handicapped citizens to recreational opportunities. The parks currently being utilized for
recreation and leisure activities have been surveyed and a list of needed improvements has
been compiled. These improvements will be made as part of the Community Services
Department's Capital Improvement Program. Due to the cost associated with the barrier
removal program, this will be phased over the next few years.
Projects scheduled for fiscal year 1995-96 are: Sam Hicks Memorial Park, Veterans Park,
Calla Aragon Park, Rancho California Sports Park, and John Magee Park.
All new construction within the City's park system has been designed to meet or exceed
current ADA guidelines and provide a ~luality experience for all levels and capabilities of park
user. The consultants utilized for T.C.S.D. projects are knowledgeable in the application of
ADA guidelines.
All recreation activities and programs have been reviewed and assessed as to their
accessibility to handicapped and disabled persons. Consideration is also being given to
hearing impaired and vision impaired individuals when planning recreational opportunities.
Staff is reviewing information from the Braille Institute of Los Angeles and other non-profit
organizations as to how we can provide recreational opportunities accessible to all.
The intent of the ADA guidelines is to insure that all public facilities are either accessible to
disabled persons or are in the process of being retrofitted to remove barriers to those people
whose disability may prevent an equal opportunity or experience from being realized. The
ADA guidelines are not sl~ecific in determining to what lengths a municipality must go to
accommodate disabled people. Those barriers that may be removed without undue economic
burden must be removed. A plan to continue to remove barriers must be followed. No
information was found' to indicate in certain terms the extent of responsibility for total
accessibility. It is generally agreed in the parks and recreation industry that equal access to
similar activities and opportunities is adequate. Those areas that are either very costly or are
a safety concern have not been addressed. It is advisable that those areas which are very
costly be addressed over time to achieve accessibility. Concerns for safety are not addressed
in the literature as a mitigating circumstance relieving municipalities of resl~onsibility for
compliance.
In summary, staff is planning on improving the above mentioned park sites to be in compliance
with ADA. It is anticipated that all of our parks will be handicapped accessible by June 30,
1996. Further, staff will address specific access and programming issues as required tO
expand recreational opportunities for as many as possible.

BACKGROUND: The City of Temecula has joined together with the Union for e River '
Greenbelt Environment, the Nature Conservancy, and the Elsinore-Murrieta-Anza Resource
Conservation District to co-sponsor the Santa Margarita River and Creeks Celebration Day on
April 23, 1995. The event is designed to support and celebrate the protection of our rivers
and creeks while focusing on educating citizens on the natural riches of the Santa Margarita
Watershed.
April has been named "Keep California Beautiful" month and April 22, 1995 is the 25th
anniversary of national "Earth Day". The Celebration is being held in observance of these
events with the aim of encouraging civic participation in preserving and enjoying the unique
beauty of our environment for now and future generations.
Some of the activities that will be offered are Earth Day art activities for the children,
information on watershed ecology, native landscaping, and erosion control, tours of the
channel, birds of prey from Project Wild, free gifts, a Country Western band, clowns, face-
painting and more.
The co-sponsoring organizations would like to take this opportunity to applaud and thank the
many volunteers, local businesses, and other community groups who have donated their time
and talents towards the success of the Santa Margarita River and Creeks Celebration. We
would also like to invite the Community Services Commissioners, their families and all
interested people to a fun and informative day at the Temecula Community Recreation Center
on Sunday, April 23, 1995 between 1:00 p.m. and 4:00 p.m. and help us celebrate our rivers
and creeks.

BACKGROUND: On May 6, 1995, the City of Temecula will be hosting its first annual
"Clean Up Day" in cooperation with the Riverside County Waste Resources' Management
District and our franchised heuler, Temecula Environmental. These events are sponsored
throughout the County as a service to residents and as a deterrent to illegal dumping.
The City will provide three drop off locations; the County parking lot at County Center Drive
near the library, the Temecula Town Association paring lot on Pujol in Old Town, and the
parking lot near the tennis courts at Temecula Valley High School. Clean Up Day will run
concurrently with the semi-annual Household Hazardous Waste Round Up which will be held
at the Temecula Valley High School. The event will be held on Saturday, May 6, 1995
between 8:00 a.m. and 2:00 p.m.
The event will be open to all City of Temecula residents. Residents are encouraged to clean
out their garages, attics and closets and are able to dispose of their waste at no cost to them.
This is a handy way to dispose of those items that have accumulated over time and are too
large for the normal trash recepticles serviced each week. The County landfills support city
Clean Up Days by waiving tipping fees at the landfills for those loads generated by the Clean
Up. The County no longer accepts metal at the landfills, so anyone needing to dispose of
washing machines, dryers, and other metal items may call Temecula Environmental at 1 °800-
755-8112to schedule an individual pick up at no additional cost.
