Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state vour name and address. For all other agenda items, a "Request to Speak" form must be filed with the Commission Secretary before the item is addressed by the Commission, There is a three (3) minute time limit for individual speakers. ITEM NO. 1 MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION MONDAY, JUNE 12, 1995 A regular meeting of the City of Temecula Community Services Commission was held on Monday, June 12, 1995, at 7:00 P.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Henry Miller called the meeting to order. Commissioner Comerchero led the flag salute. PRESENT: 4 COMMISSIONERS: Comerchero, Nimeshein, Soltysiak, Miller ABSENT: I COMMISSIONERS: Rund Also present were Director of Community Services Shawn Nelson, Deputy Director Herman Parker, Maintenance Superintendent Bruce Hartley and Administrative Secretary Gall Zigler. Commissioner Rund arrived at 7:15 P.M. PRESENTATIONS The Community Services Commission presented a Certificate of Appreciation to the following individual: Don Spagnolo, Principal Engineer, City of Temecula PUBLIC COMMENT None DIVISION REPORTS Recreation Superintendent Herman Parker reported the following: * Recreation brochures were mailed out to the residents of Temecula. * The first session of Summer Day Camp has approximately 20 kids enrolled. * The first session of swim lessons enrolled approximately 163 students. * The Community Services Department has Magic Mountain tickets on sale now for $17.50, from July 29, 1995 through August 13, 1995. * Staff is preparing for July 4th festivities with the following activities scheduled: - A parade which begins at 9:30 A.M. in Old Town Temecula - "Concert On The Green" 12:00 Noon, at the Sports Park, sponsored by KRTM Radio, along with various food, arts and crafts vendors - Fireworks display by Robert Caran Productions at 9:00 P.M. Commissioner Rund asked staff to consider extending the pool hours on Saturdays. COMMUNITY SERVICES COMMISSION JUNE 12, 1995 Director Nelson stated that staff would analyze the issue and report back to the Commission. Maintenance Superintendent Bruce Hartley reported the following: Santa Gertrudis Creek Trail was opened on Friday, June 2, 1995. The Temecula Elementary School Pool is in operation for the summer aquatics program. The Annual Father's Day Car Show is scheduled for Sunday, June 18, 1995. Staff worked diligently to assist the filming at the Community Recreation Center. Pala Community Park is currently undergoing 90 maintenance and should be ready to open at the end of August, 1995. Butterfield Stage Park is currently under construction. The final walk-through for Voorburg Park is scheduled for Friday, June 16, 1995. Nicolas Road park is under construction. COMMISSION BUSINESS Minutes of May 8, 1995 It was moved by Commissioner Comerchero, seconded by Commissioner Soltysiak to approve the minutes of May 8, 1995. This item was a receive and file report, no action was taken. Dennis Chiniaeff, representing Kemper Real Estate Development, was present to answer questions regarding the acquisition. It was moved by Commissioner Nimeshein, seconded by Commissioner Comerchero to approve staff's recommendation as follows: 1.1 Approve the agreement between KRDC, Inc. and the City of Temecula for the acquisition of the Duck Pond property. 1.2 Approve the inclusion of the Duck Pond Rehabilitation Project into the City's Capital Improvement Program for Fiscal Year 1995-96. Parker, Deputy Director~;:~-~ RECOMMENDATION: That the Community Services Commission: Receive and file this report. BACKGROUND: With the distribution of the Summer/Fall addition of the recreation brochure, the Community Services Department began its 1995 Summer season. Although several activities and classes are offered during the summer months, our most popular summer activities continue to be Summer Day Camp and Aquatic Programs, Summer Day Camp is offered to the community in a series of five (5), two (2) week sessions for a total of ten weeks. The sessions begin in mid June and conclude at the end of August. The program provides coordinated, well supervised activities for youngsters between the ages of five and twelve years, from 6:00 a.m. to 6:00 p.m., Monday through Friday for a fee of 9125.00 per session. The fee also includes one field trip per session to a local amusement area such as Knotts Berry Farm and Sea World. Day Camp activities include crafts, water color, swimming, tournaments, sports, relay races, drama and group games just to name a few. Day Camp continues to be a program the community strongly supports averaging 42 participants per session. Our Summer Aquatics Programs continue to be one of the Community Services Departments largest programs, A variety of swim lesson sessions of various levels attract approximately 162 participants per session. Open public swim hours are held daily attracting pool capacity crowds of 247 regularly at the CRC and approximately 20 participants daily at the Temecula Elementary Pool, Aqua Aerobics has 14 seniors registered while Leisure Swim, Lap Swim and Family Night Swim continue to attract respectable numbers of participants. By summers end, we estimate the Aquatics program will have served over 18,500 participants and generated approximately 945,000 in revenue. It is our intent to continue to refine and expand these programs to best serve the citizens of Temecula. ITEM NO. 3 CITY OF TEMECULA AGENDA REPORT TO: FROM: DATE: lCommunity Services Commission Shawn D. Nelson, Director of Community Services July 10, 1995 SUBJECT: Amendment to the City's Capital Improvement Program - FY 1995-96 RECOMMENDATION: That the Community Services Commission: Amend the existing Capital Improvement Program (CIP) recommendation to include a park site located adjacent to the Winchester Creek development. BACKGROUND: For many years, the Community Services Department has been unsuccessful in obtaining property in the northern portion of the City, adjacent to the Winchester Creek development, to develop a neighborhood park site. At the June 13, 1995 public hearing for the TCSD rates and charges, staff was directed to continue exploring options of developing a park site adjacent to Winchester Creek. On June 27, 1995, Staff met with Dennis Chinieaff of Kemper, along with President Ron Roberrs and Mayor Jeff Stone, regarding this situation. We were informed that although Kemper currently owns all the land surrounding Winchester Creek, the property is currently in escrow and a new owner may hold title to the property by the end of July, 1995. Therefore, it was felt that there may some potential opportunities to negotiate with the new property owner for the acquisition of some land for the development of a park site, assuming escrow closes in July, 1995. Therefore, staff recommends that an additional project be added to the CIP document for FY 1995-96 for the design and construction of a park site adjacent to the Winchester Creek development. The total project is estimated at $703,125. Of course, the ability for the City to proceed with this project is contingent upon the City's ability to obtain title to the property.
