DIVISION REPORTS
Maintenance Superintendent Bruce Hartley reported the following:
Staff has been performing some clean up work as a result from the high winds we
have been experiencing. A few trees have been lost due to the high winds.
Field renovations have been completed at Pala Community Park, Rancho Vista fields
and Paloma Del Sol Park.
Staff has been completing some repairs and improvements to the new roller hockey
arella.
Margarita Road median landscaping has been completed.
Fencing projects have been completed at the Temecula Duck Pond and Riverton Park.
Recreation Superintendent Julie Pelletier reported the following:
The following events took place in the month of December 1996:
4th Annual Santa's Electric Light Parade was held on December 5, 1996.
There was approximately 20,000 spectators at the event.
5th Annual Holiday Lights and Festive Sights was held on December 12th and
13th, with the awards ceremony held on December 15th, 1996. 25 citizens
participated in this year's event.
Breakfast with Santa and Snow Frolic was held on December 14, 1996.
Staff recently completed a Temecula Skate Park brochure. This facility has received
a lot of interest from other communities, and recognition throughout the United
States.
The 1997 Winter/Spring Recreation Brochure was mailed out the week of January 6,
1997. 18,600 residents will receive a copy of the brochure in the mail this week.
Commissioner Nimeshein commended staff on the recreation brochure and the Temecula
Skate Park pamphlet. He suggested staff use the recreation brochure ask an opportunity to
identify the different resources the City works with.
Deputy Director Herman Parker advised staff the City has submitted the 1996 Summer/Fall
Recreation Brochure, the Community Recreation Center brochure, the Skate Park logo and
the Temecula Skate Park for awards to be presented at the CPRS conference in March,
1997.
Chairman Henz asked if participation in the Holiday Lights and Festive Sights has been
dropping.
Superintendent Pelletier said there has been some decline in participation, however staff is
looking at an effective marketing program for the 1997 Holiday Lights and Festive Sights
event.

2. Teen Council
Recreation Superintendent Julie Pelletier introduced Senior Recreation Leader
Maureen Foster. Maureen's primary responsibility is to work closely with the teen
council.
Maureen gave a brief overview of the Teen Council program and introduced Teen
Council.
Secretary Matt Everett outlined some of the Teen Council's planned events:

Teen excursions trips
Summer activities

Pool tournaments
Friday night pizza parties
Dive-in movies
Search for the Stars talent shows

Vice President Ashley Niles discussed the teen council's membership drive and some

Director Nelson provided an overview of the January 7, 1997, Proposition 218 workshop.
He thanked the Commission for their support at the workshop. He advised the Commission
there is an opposition group and an advocacy group for Measure 'C".
COMMISSIONER REPORTS
Commissioner Miller requested discussion of the Louis Wolf Grave site be placed on the
February agenda.
Director Nelson said this issue has been before the Commission and staff once before, and it

is staff's opinion there are some better organizations within the community that would be a
more appropriate avenue to handle this matter.
Chairman Henz asked staff to put this item on the February agenda.
Commissioner Miller advised that Temecuta is coming upon it's bicentennial and he has
some ideas with regards to this event that he would like to discuss.
Director Nelson suggested Commissioner Miller make an appointment with staff to discuss
some of his ideas with staff.

Temporary Location for the Annual "Taste of the Valley"

RECOMMENDATION:
That the Community Services Commission:
Approve the North and South ballfields of the Rancho California Sports Park as the temporary
location for the annual "Taste of the Valley" special event to occur in June of 1997 and 1998.
BACKGROUND: The "Taste of the Valley" is an annual event that has been held in
Temecula for the past six (6) years. The event is sponsored by the CRC Foundation and serves
as the organizations primary annual fundraiser.
In years past, the event has been held on the open turfed area adjacent to the Embassy Suites
Hotel, at the corner of Ynez Road and Rancho California Road. Recently this property was sold
and has new management. The property will no longer be available to host the annual "Taste
of the Valley". As a result, the CRC Foundation is requesting to use the North and South
ballfields at the Rancho California Sports Park for the weekend long "Taste of the Valley" in
June of 1997 and June of 1998. This year's event will be held June 6th - 8th. The North and
South ballfields will serve as a temporary location for the event for two years until a permanent
location is identified.
The North and South ballfields, located at the corner of Margarita Road and Rancho Vista Road
at the Rancho California Sports Park are completely fenced in. This will give the event an
enclosed, separate area to operate, while also creating a contained area for alcoholic beverage
consumption.
Now in its seventh year, the Taste of the Valley has truly become a Temecula tradition. The
event showcases area visual and performing artisans, restaurants, wineries, and micro
breweries. This years event will feature an entertainment stage, dancing, art show, "Kids
Faire", a beer garden, wine tasting and much more. Over the previous six years, this event has
raised nearly $100,000 in net proceeds utilized by the CRC Foundation to fund youth programs
and facilities including the Temecula Skate Park Roller Hockey Rink.
The CRC Foundation will be required to provide the City with appropriate general liability and
liquor liability naming the City as additionally insured. They will also be required to complete
a Special Event permit with the Planning Department to ensure all Police Department, Fire
Department and Alcohol and Beverage Control licensing requirements are addressed.

BACKGROUND: On January 9, 1995, a staff report was presented to the
Community Services Commission regarding the possibility of designating and preserving the
Louis Wolf grave as an historical site. As a result, the Commission appointed Chairman Henry
Miller to work as a liason with the Temecula Museum Foundation to preserve the site.
Commissioner Henry Miller has requested that tonight's agenda include a discussion concerning
the current status of the grave site. Commissioner Miller will also provide a presentation on this
issue.

Status of the Louis Wolf Grave Site

RECOMMENDATION: That the Community Services Commission:
Receive and file this report regarding the status of the Louis Wolfe grave site and designate
a rel~resentative from the Community Services Commission to work in conjunction with the
Temecula Museum Foundation to preserve the existing site.
BACKGROUND: Pursuant to the request of the Community Services Commission,
staff has investigated the possibility of officially designating and preserving the Louis Wolf
grave as an historical site.
The Riverside County Conditions of Approval for Tentative Tract No. 19872 originally required
that the Louis Wolf grave site was to be moved to another location prior to preliminary grading
or recordation of the final map, whichever came first, However, the descendants of the Wolf
family objected to the exhumation and relocation of the remains and the conditions of approval
for the subdivison were amended at the Planning Commission Meeting on February 20, 1985.
Therefore, prior to recordation of the map, the lot containing the grave site was deeded to
Evelyn Pico, the great, great grandaughter of Louis Wolf. In addition, the subdivider was
required to build a six foot high wooden fence around the lot, and the family was to be
responsible for maintenance of the lot. The County of Riverside never proceeded any further
in designating the grave as an historical site.
The grave site of Louis Wolf and three family members has existed at this location for over
100 years, Currently identified as APN 918-381-010, the grave site is surrounded by single
family residences on three sides and is located within a cul-de-sac at the end of Maguey
Court. The lot is somewhat overgrown with weeds and the grave has deteriorated over the
years. It is also evident that the grave has suffered some vandalism. Although the lot takes
access from the street, a six foot high fence shields the grave site from view.
Staff has been in contact with Mr. Norman Pico, the son of Evelyn Pico. Mrs. Pico passed
away serveral years ago, and Mr. Pico states that he is heir to her estate. He is very
interested in preserving the site for historical purposes, provided that the City will agree to
never relocate the grave. In addition, the property taxes have been in arrears since 1991 and
Mr. Pico is concerned that the property would eventually be sold for back taxes.
According to the Tax Collector's Office, the unpaid property taxes amount to approximately
91 ,773. 1 8. The property would not be subject to any tax sale proceeding until July, 1997.
The lot is not located within Assessment District 159. It is unknown at this time if any other
liens encumber the property.
Since the Pico family is adamantly opposed to the relocatjon of the grave site, it is
recommended that a designated representative from the Community Services Commission
work in conjunction with the Temecula Museum Foundation to determine alteF~'ative methods
for the renovation and preservation of the existing grave site.

Renovations to the North and South fields at the Rancho California Sports Park have
been completed.
Staff is preparing for Little League season, Rancho Vista and Paloma Del Sol fields
are currently being renovated. They will be seeded as weather permits.
The tree trimming contract for TCSD slopes is on the January 10, 1995 City
Council agenda for approval.

Chairman Miller explained it was brought to his attention that the grave site has
been damaged by vandalism.

Commissioner Nimeshein said he feels the museum foundation is e good avenue to
handle this issue however, he is concerned that the City does not have standards
for the preservation of these types of sites.
Director Nelson said the U.S. Department of Interior and UCR have acknowledged
this site. He said he agrees there is a need for a program which promotes historical
sites in Temecula.
Chairman Miller said he would like to volunteer to take this issue to the museum
foundation, along with the support of the family.
Mr. Norman Pico, Pico Corner, Pechanga Indian Reservation, grandson of Lois Wolf,
said the family appreciates the assistance the City has given the family. He said he
would work with the City to bring this issue to the museum foundation's attention.
Commissioner Comerchero asked Mr, Pico if he would be willing to deed the
property over to the City.
Mr. Pico said he is in the process of getting authorization from the family members
to the deed the property over to the City.
Commissioner Nimeshein said he feels the City should assist in the historical
preservation of these types of areas.
Director Nelson said he agrees the City could get involved however, he would like
to see the museum foundation take the lead.
Commissioner Comerchero said he would like staff to follow-up on this issue with
the museum foundation.
It was moved by Commissioner Nimeshein, seconded by Commissioner Comerchero
to appoint Chairman Henry Miller as a liaison to bring this issue forward to the
museum foundation.
