HELD MONDAY, JUNE 9, 1997
A regular meeting of the City of Temecula Community Services Commission was held on
Monday, June 9, 1997, 7:00 P.M, at the Temecula City Hall, 43200 Business Park Drive,
Temecula, California. The meeting was called to order by Chairman Jack Henz. Commissioner
Edwards led the flag salute.

DIVISION REPORTS
Maintenance Superintendent Bruce Hartley reported the following:
Staff has spent most of the month moving into the new Maintenance Yard
Facility.
The division has been working with a consultant to improve the water quality at
the Temecula Duck Pond. Currently the water clarity is greatly improved.
Additionally, the City has contracted to install some border lights in the trees
around the Temecula Duck Pond. You will see these lights installed sometime
in the next 30 to 60 days.

The department is currently out to bid on the Landscape Maintenance contracts.
The City Council will award these contracts at the June 24, 1997 City Council
meeting.

2 Re-Namin9 the Old Town Temecula Senior Center
Community Services Deputy Director Herman Parker presented the staff report.
Donald Berg, 41511 Riesling Court, Temecula, representing the Seniors Golden Years,
expressed his support for renaming the Old Town Temecula Senior Center the Mary
Phillips Senior Center. Mr. Berg said he would like to see Stanley Phillips recognized as
well. Mr. Ber9 sU9gested the Phillips Senior Center as an alternative recommendation.
Clifford Holliday, 41459 Zinfandel Avenue, Temecula, expressed his support of the
recommendation to rename the Old Town Temecula Senior Center. He concurred that
it is appropriate to recognize Stanley Phillips also.
Joseph Shekoski, 31999 Vineyard Avenue, Temeucla, stated his support of the
renaming of the Old Town Temecula Senior Center, the Mary Phillips Senior Center.
Commissioner Comerchero asked what percentage of the Senior Golden Years members
supported the name change.
Herman Parker said the petition of 170 signatures represents approximately 50% of the
members.
Commissioner Comerchero said he is concerned with naming the facility the Phillips
Senior Center because the name Phillips is very common.

Director Nelson said the Commission can approve staff's recommendation for the name
change or they can choose any name they would desire and take that forward to the
City Council. Director Nelson suggested Stanley Phillips could be honored with a bronze
plaque somewhere in the entry of the Senior Center.
Don Burg indicated a bronze plaque recognizing Mr. Stanley Phillips would be
appropriate.
Commissioner Edwards said he supports staff's recommendation to rename the Old
Town Temecula Senior Center the Mary Phillips Senior Center,
It was moved by Commissioner Comerchero, seconded by Commissioner Edwards to
approve staff recommendation, adding the recognition of Stanley Phillips at the Old
Town Senior Center with a bronze plaque.

Commissioner Miller asked if the Community Services Department will be involved with
si9nage throughout the City, or will they just be responsible for the entry monument
signs.
Director Nelson said the City Council feels the City of Temecula should have a
significant entry monument that will be unique to Temecula.
It was moved by Commissioner Comerchero, seconded by Commissioner Nimeshein to
approve the Capital Improvement Program Projects for 1997-1998.

4. Aouatic Prooram
Recreation Superintendent Julie Pelletier introduced Aquatic Director Amy Cramer to
present the staff report and provide an overview of the Aquatics program.
Commissioner Comerchero asked for staff to provide a report on the overall non-resident
user fee and analyze the impacts of the non-resident use of our facilities. Commissioner
Comrechero said he feels the City needs to be proactive and stay ahead of the process
to lessen any negatives impacts as a result of the failed measures in neighboring cities,

5. Americans with Disabilities Act Park Imorovement Proiect
Development Services Administrator Phyllis Ruse provided the staff report and an
overview of the proposed ADA park improvements as follows:
The parks and their proposed improvements are:

This project is currently in second plan check and staff anticipates bidding the project within
45 days. The successful completion of this project will bring all of the City of Temecula's parks
up to ADA standards.
Chairman Henz asked if the City provides any special events for the handicapped.
Deputy Director Herman Parker said the City has not received much of a demand for hand-
icapped events, however as the need arises staff is prepared to address any requests for
handicapped programs. Herman said this past year the City did have a request for a separate
area set aside at the Annual Easter Egg Hunt for the handicapped which was utilized by more
than one individual, however these individuals were mentally handicapped. Herman Parker said
the City is also printing two copies of the recreation brochure in braille.

COMMUNITY SERVICES DIRECTOR'S REPORT
The City Council will be considering whether the City will entertain the annexation of Redhawk
and Vail Ranch. Staff will keep you apprised of the implications and impacts.
The Annual Commission/Committee Recognition Dinner will be held on Friday, June 27,1997,
6:30 P.M. at the Embassy Suites.
COMMUNITY SERVICES COMMISSIONER REPORTS
Commissioner Edwards advised the he and Commissioner Miller have been invited to attend the
meeting of the Temecula Museum Foundation.
Commissioner Nimeshein commended Julie Pelletier and staff on the latest issue of the City of
Temecula Community Services Guide to Recreation and Leisure Activities,

Receive and file this report regarding non-resident fees and program participation.
BACKGROUND: On November 23, 1993 the City Council adopted Resolution No. 93-97
entitled, A Resolution of the City Council of the City of Temecula approving a Revised Fee Schedule
for use of City Parks. The adoption of this resolution enables the Community Services Department
to collect fees from patrons for use of park facilities and services. The resolution also allows the
Community Services Department to collect an additional fee from non-residents who desire to use
Temecula facilities and park services,
Since the adoption of Resolution No. 93-97, non-residents who register to use City facilities or
services are subject to a $10 per person non-residency fee. This fee is imposed in compliance with
Exhibit "B" of Resolution No. 93-97. In addition, Resolution No. 93-97 has an established Fee
Schedule for indoor and outdoor facility use, which consists of four (4) separate fee rate levels. Non-
resident individuals and organizations pay a substantially higher rate to rent City facilities, than
residents. Resolution No. 93-97 has been extremely helpful in providing a means of collecting fees
from non-residents who impact Temecula facilities and programs,
Historically, youth and adult sport leagues, and swim lessons, are programs that non-resident
registration has had the most impact. Our Winter/Spring Adult Softball League, which is currently
underway, consists of 68% resident participation and 32% non-resident participation. The first two
sessions of swim lessons this summer have registered 95% resident participation and 5% non-
resident participation. These percentages are fairly consistent with previous registration percentages
for these programs.
To date, staff has not observed any drastic influx of non-residents registering for Temecula programs
and services. However, staff is prepared to implement program registration procedures that would
ensure Temecula residents would have an opportunity to participate in local activities, should non-
resident patronage increase.

OF TIlE CITY OF TEMECULA APPROVING
A REVISED FEE SCHEDULE FOR THE USE
OF CITY PARKS
WHEREAS, the City of Temecula desires to provide public access to indoor and
outdoor city recreation facilities and to Special Use Park sites and recreation facilities; and
WHEREAS, to help defray costs associated with providing the required staffing,
utility costs, maintenance, and other services at such facilities, it is necessary to establish
fees to reimburse the City for its operational expenses; and
WHEREAS, the City Council of the City of Temecula may establish by Resolution a
Fee Schedule for the use of City parks;
NOW, THEREFORE, the City Council of the City of Temecula does hereby
resolve, detennine, and order as follows:
Section 1: The revised fee schedule for Indoor Facility Use, attached hereto as
Exhibit .. A" is hereby adopted.
Section 2: The fee schedule for Outdoor Facility Use, attached hereto as Exhibit "B"
is hereby adopted.
Section 3: The fee schedule for Special Use Park sites, attached hereto as Exhibit
"C" is hereby adopted.
Section 4: The City Clerk shall certify the adoption of this Resolution.

1. Indoor Use
Indoor Reserved Use:
1. All reserved use of public recreational facilities requires review and
approval of a "Facility Request Form" by City staff. Facility Request Forms may be obtained
at Temecula City Hall, located at 43174 Business Park Drive. Requests must be submitted at
least seven (7) working days prior to the intended use and all appropriate fees must be paid at
the time of the request.
2. Facility Use Permits shall be issued only to responsible adults, age 21
years or older, who must comply with all rules and regulations. Such person is responsible for
payment of all applicable charges and must be present at the function for which use is
authorized.
3. A refundable cleaning deposit ofSloo may be required with the completed
request and applicable fees, depending upon the use of indoor facilities. Upon receipt, the
facility will be reserved for the applicant pending it's availability and review by City staff. The
deposit will be returned if the facility is found to be in a condition similar to it being found
immediately before the activity. The applicant may expect the returned deposit, or an
appropriate portion thereof, within twenty (20) working days after the scheduled event. Should
repairs to the facility be necessary that exceed the funds deposited, the City will hold the
applicant financially responsible for such repairs.
4. No facility shall be scheduled more than six (6) months in advance.
5. Facilities are provided "as is" with limited support items. A preview of
the facility will be encouraged before a request is submitted to ensure facilities meet applicant's
needs.
6. A $5.00 processing fee will be levied by the City if an applicant cancels
reservations within five (5) days of the event
7. Until the required Facility Request Form, cleaning deposit, rental fees,
required insurance, and other requirements are received by the City, the City shall have the right
to cancel the applicants request. All required insurance verifications must be submitted at least
seventy-two (72) hours prior to the use of the facility.

8. The City retains the right to deny any building utilization request that is
inconsistent with the goals and policies of the City Council of the City of Temecula, Community
Services Department.
9. The applicant is responsible for all set-up and clean-up. Necessary clean- .
up not performed by user will be conducted by the City and applicable costs will be assessed to
the user's cleaning deposit.
10. All use is restricted to the day of rental. A facility will not be available
for set-up the day before, or clean-up the day after use without additional fees.
11. User must comply with instructions of City employee(s) on duty or risk
immediate eviction from public premises. All noise, music amplification, etc. must be kept at
a reasonable sound level as determined by security or the staff person on duty. The City staff
member may cancel a function at any time if persons involved in the function are not conducting
themselves in a lawful manner and/or are causing damage to City property. The authorized
applicant is responsible for the supervision and actions of those in attendance.
12. The City is not responsible for any lost or stolen articles.
13. No City equipment or furnishings shall be removed from the premises.
14. Decorations must be approved prior to insta1Iation and must be removed
immediately after event. All decorations must be of a flameproof material. No nails, tacks,
tape or other materials considered harmful or defacing to building is permitted.
15. The City may require security personnel at applicant's expense on
functions deemed necessary or in the best interest of the City.
16. All admission fees charged by the applicant require City approval.
Additional permits or licenses may be required.

EXHIBIT "C"
Payment for Soecial Use Parks
A. All fees and deposits must be submitted to the City of Temecula prior to the user
group's event. Should the user group fail to submit all required payments and insurance, the
City reserves the right to cancel the reservation or event.
B. Contracts of $2,500.00 or more require a 30% non-refundable deposit due ten (10)
working days from the date the contract is issued. The full balance is due and must be paid
thirty (30) days prior to the event.
Contracts of less than $2,500.00 require a 50% non-refundable deposit due ten (10)
working days from the date the contract is issued. The full balance is due and must be paid
thirty (30) calendar days prior to the event.
C. The terms "set-up" or "tear down" shall include the use of the facility for moving
in and out equipment, and preparation of the facility for performance of an event or activity.
The charge for these periods is 15 % of the daily rental cost of the facility per day. This fee
may be adjusted for Group Two user Groups.
D. The charge for use of the facility shall apply to the periods of occupancy of the
facility between the hours of 6:00 a.m. and 12:00 midnight. No event shall be permitted to
continue after 12:00 midnight unless agreed in writing and approved by the Director of
Community Services.
E. All rental requests require a security deposit of 25 % of the one day facility rental
fee to ensure the facility and equipment are left in good condition. Security deposits are a
guarantee against loss, damage or maintenance required to restore the facility to the condition
it was prior to the event. The user group is responsible for all clean-up, and failure to comply
will result in the forfeiture of the deposit.
F. A $25.00 fee will be charged on any check retumed to the City for any reason.
The individual or organization shall then be required to pay all rental fees and deposits by cash,
cashiers check or money order.
G. All costs deemed necessary and incurred by the City on behalf of a user group
will be billed.

RECOMMENDATION:
That the Community Services Commission:
Cancel the August 11, 1997 Community Services Commission meeting and adjourn to the
regular meeting of September 8, 1997.
DISCUSSION: Due to conflicts with vacation schedules, etc., the Community
Services Commission has canceled the August meeting in the past. If approved, the
Community Services Commission will resume their regularly scheduled monthly meetings on
September 8, 1997.
