COMMISSION BUSINESS ADproval of the Minutes Commissioner Miller noted a error on Page 1, under Presentations, which reads "5 Year Service Pin presented to Shawn Nelson'. This should read, "5 Year Service Pin presented to Commissioner Henry Miller". It was moved by Commissioner Miller, seconded by Commissioner Henz to approve the minutes of the February 9, 1998 Community Services Commission meeting. The motion carried as follows: AYES: 4 COMMISSIONERS: Henz, Meyler, Miller, Edwards NOES: 0 COMMISSIONERS: None ABSENT: I COMMISSIONERS: Nimeshein R:~vIINUTES~030998.CSD Joint Meetino with the Community Services Commission and City Council Director Nelson presented the staff report. Commissioner Henz named the following topics for discussion: Northwest Sports Complex Cultural Arts Master Plan Library Teen Activities s Commissioner Miller said he would like to discuss historical preservation aspects of the Cultural Arts Master Plan. Commissioner Meyler said he would like to discuss the Commission's involvement in the library. Commissioner Henz asked what is planned for the Northwest Sports Complex. Director Nelson said staff would update the Commission on the status of this parksite at the April Commission meeting. He said that Council Member Steve Ford has discussed some ideas for this site, however staff does feel that the implementation of this proposal may take some time, Director Nelson said the Commission should discuss their role in Cultural Arts Master Plan. Commissioner Henz asked staff to place the agenda for the joint Commission/City Council meeting on the April agenda for the Commission's review. Director Nelson said the joint meeting would be scheduled after the April 13, 1998, Community Services Commission meeting. Sports Leagues Recreation Coordinator Jeff Lawrence presented the staff report. Jeff provided the Commission with a breakdown of the number of participants in the various youth and adult sports leagues. Commissioner Henz asked if there were adequate sports fields in the City. Jeff said the leagues always express concern over the number of fields available for the sports leagues. Commissioner Henz said with the rapid increase in the City's population, he envisions a shortage in fields to meet the increasing demands of the youth sports programs. Director Nelson said the City is currently starting construction on Margarita Community Park which will provide two additional fully lit ball fields. The future the Campos Verdes Middle School will provide an additional 15 acres of park land. Also, the potential annexation of Redhawk and Vail Ranch will provide an additional middle school, which is another excellent opportunity to add another 15 acres of park land to the City's Parks and Recreation program. Commissioner Meyler suggested the annexation be added to topics for discussion at the joint meeting. R:MMINUTES\030998.CSD 4 Recreation Supervisor Lorri Ann Amavisca advised the Commission there is a Sunday Challenger League, organized for disabled kids ages 5 - 18 years of age. R:~vI1NUTES~030998.CSD 5 ADJOURNMENT Chairman Edwards declared the meeting adjourned at 8:25 P.M. Chairman Tom Edwards Secretary R:XMINUTES~030998.CSD 6 ITEM NO. 2 TO: FROM: DATE: SUBJECT: CITY OF TEMECULA AGENDA REPORT Community Services Commission Shawn D. Nelson, Director of Community Services April 6, 1998 Temecula Town Association Lease - Northwest Sports Complex RECOMMENDATION: That the Community Services Commission: Receive and file this report. BACKGROUND: As you are aware, the City Council approved a three (3) year lease agreement with the TTA for the Northwest Sports Complex. The City will lease the property to the TTA between April 15th and December 3 1 st of each year with the exception of the 3rd and 4th weekends in June. The TTA will be required to get all necessary use permits and pay the appropriate facility fees however, facility fees may be offset by in-kind services provided to the site i.e., weed abatement, irrigation repairs, etc. The TTA also wants to build soccer fields on the site through donated labor and volunteers. They want these improvements to cover the costs of facility use fees. The problem with their proposal is that the City does not have a master plan for this site and technically, the property is not owned by the City but the Redevelopment Agency, Housing Department. Any improvements made to the site need to be in conformance with City standards and an approved master plan. Further, if this site is going to be improved, the City is going to have to purchase the property from the RDA Housing. Currently, there is no money for a master plan for the site because the City Council removed the $75,000 during this past CIP process. Obviously, there is also no money currently in the CIP to acquire or improve the site. If the City allows the TTA to construct improvements on the property without an approved master plan, there is no way to insure that these improvements will be protected in the future if the City decides to develop the property. Further, if the improvements are installed, it would be virtually impossible for the City to subsequently sell the property from a political standpoint. Recently, the City of Moreno Valley went through this exact situation where the City had to remove improvements constructed by volunteers because there was no master plan for the property prior to the installation of those improvements. This created a major political and public relations problem for their City. R:/ZrGLERG/REPORT~TTA ~LEAS.WPD Staffwholeheartedly supports the TTA's efforts in trying to assist the City in developing this site. However, the City must first decide whether it is going to purchase the property from the RDA Housing and then provide the $75,000 necessary to master plan the site. Also, staff met with Riverside County Flood Control on March 9, 1998 to discuss the feasibility of construction recreation improvements in the District's proposed Murrieta Creek detention basin. The District supports the concept of a joint use facility as part of the detention basin, and is very receptive to the idea of including a recreational component as part of the detention basin. The Mumeta Creek detention basin will cover 200 acres, 160 acres of which are located within the Temecula City boundary. The basin site is located directly east of the City's proposed NW Sports Complex site. The basin site is bounded by Mumeta Creek on the west, Cherry Street on the north, Jefferson on the east, and Santa Gertrudis Creek on the south. The District is currently preparing a preliminary design for the Mumeta Creek Flood Control project, but does not have environmental clearance and permits from the U.S. Army Corps of Engineers or Fish and Game. Completion of the preliminary design will take 3 to 4 more months. The District does not intend to finalize the design or pursue permits until they have a decision on Federal funding through the Army Corps of Engineers. The design will be submitted to the Corps as a locally preferred alternative. To date, there is no identified funding source to construct the detention basin or the permanent improvements to Murrieta Creek. The District hopes that the Murrieta Creek Project will be approved for funding by Congress through the Water Resources Development Act in the year 2000. Estimated costs to remove the 3 - 4 million cubic yards of dirt and construct the necessary detention basin improvements alone will cost between $10 and $15 million. Under the best case scenario, if the Mumeta Creek Project is approved for federal funds, a local match of 1/3 of the total project costs must be funded for the ultimate improvements. The District has retained a consultant to determine alternative methods to finance the local match portion of the project. DISCUSSION: In December of 1992, the City of Temecula officially formed the Temecula Teen Council. The primary purpose of the Teen Council was to allow teen representatives from each of the local schools an opportunity to help plan, program and implement teen activities that were to be offered by the City of Temecula. It is the City's belief that if local teens play an active role in determining the types of programs offered to them, program participation will be of interest and that the greatest needs of the teen population will be served. The Teen Council meetings are conducted at the Temecula Community Recreation Center on the first and third Thursday evening of each month from 7:00 p.m.- 8:30 p.m. The meetings are open to the general public and all teens are encouraged to attend. Senior Recreation Leader, Maureen Foster attends each meeting for the primary purpose of encouraging active participation and to provide guidance to the Council. Throughout this past year, the Teen Council has actively planned, programmed and actually implemented special events and programs held at the Temecuta Community Recreation Center. Teen Council President Rosa Behrens, Vice President Mat Everett and Secretary Shena McDermott will provide the Commission with updated information regarding past and future events and programs.
