Direct Staff to initiate the Calle Pina Colada Traffic Circulation Study. BACKGROUND: At their meeting of October 27, 2016 the Public/Traffic Safety Commission directed Staff to hold a Neighborhood Traffic Calming Workshop with residents of Calle Pina Colada to identify their concerns and develop traffic calming measures. The Neighborhood Traffic Calming Workshop, which was attended by approximately 30 residents of Calle Pina Colada, Bravos Court, Yuba Circle, and Salt River Court, was held on January 30, 2017. The residents expressed concerns about the following traffic conditions: • Excessive cut-through traffic volumes • Excessive vehicular speeds • Commercial vehicles • School related cut-through traffic ■ Stop sign violations on Del Rey Road at Calle Pina Colada • Right-of-Way assignment at La Serena Way and Calle Pina Colada In addition to the concerns shown above, the residents collectively provided twenty-five (25) specific items of concern for discussion and subsequent response. The list of items is attached as Exhibit "B". Following a lengthy discussion and presentation by Gloria Whittington, representing the residents, Staff acknowledged that the residents did not support the implementation of any form of striping as a traffic calming measure. The consensus of the residents in attendance was to explore the feasibility of implementing one or more of the following alternatives: • Install VCalm Speed Advisory Signs • Deploy the Radar Trailer • Enforce the 25 MPH posted speed limit • Enforce multi-way stop controls at Del Rey Road and Calle Pina Colada • Implement Weight Restrictions • Implement Time Limited Turn Restrictions • Install traffic signal at La Serena Way and Calle Pina Colada • Remove the gates and open Kahwea Road, Sanderling Way, and Starling Street I • Construct an access road between Del Rey Road and La Serena Way utilizing the City owned property located west of Meadows Parkway Close Calle Pina Colada Based on the alternatives presented by the residents, it was Staff's opinion that a circulation study would be required to evaluate the merits of each alternative identified and identify any associated impacts for each alternative. Staff suggested reconvening a follow-up workshop in approximately sixty (60) days to discuss the results of the traffic circulation study. In the interim, Staff will pursue the implementation of the VCalm signs and deployment of the radar trailer to monitor vehicular speeds on Calle Pina Colada. The Temecula Police Department also agreed to provide strict enforcement of the 25 MPH posted speed limit. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process. FISCAL IMPACT: Minor cost associated with preparing conducting a traffic circulation study. Adequate funds are available in the Traffic Division's operating budget. ATTACHMENT: 1. What would be considered `normal [volume and speed] traffic" on a residential street? 2. Are we a 'Collector' road? How was our street originally designed? Do we still fit within those guidelines? [note — traffic studies show an increase of traffic from 2500 cars per day in 2005 to over 3500 cars per day as recent as Sept 2016] 3. We can clearly define the source of the traffic — and how and why can that pass-through traffic be diverted to other streets? 4. Define 'collector road', primary/main and secondary streets by vehicle volume — where does our street fit? S. Why does the City refuse to open Kiaweha Street to reduce the flow of traffic on our street? Does that same premise not apply to Pina Colada? Street closures have pushed more traffic onto our street with little concern from the city. 6. Post signs prohibiting commercial traffic, 7. Install 'dips' in the road at Del Rey to discourage drivers from blowing through the stop signs. 8. Install these same dips in the road on Calle Pina Colada. 9. There are 4 speed limit signs on the street — no one sees them — Replace them with larger, more visible signs and at a lower height. Add one more in each direction. 10. Reduce the speed limit to 20 MPH — if not — why not? 11. Install a flashing speed limit sign in each direction. 12. Install Solar speed signs that show driver speed for each vehicle. 13. Install signs at both ends of the street restricting non-resident and commercial traffic during peak times morning between 0700 and 0900, afternoon 2:30 — 4:00 M — F. Enforce with police presence and ticket offenders. 14. Post sign at Margareta and Ave Barca advising of turn restrictions on Calle Pina Colada — include hours and days of restrictions. 15. Place radar and motor officers more often, making presence known - Ticket offenders for speeding and not stopping at stop signs. 16. What is the history or street closures such as Sanderling, Kahwea, Avenida De Lovena, and any others nearby. Why were they closed? 17. If streets were closed illegally, they need to be opened. Our residents were never notified of those street closures, but were left with the diversion of traffic to deal without support of the city. 18. Place a 6-month trial closure of our street, Open during summer months, close when school is in session. Place KNOX boxes to close. 19. Close street to through traffic by placing permanent barrier at top of hill. 20. NO Speed Bumps 21. NO center lines painted in the center of our street 22. NO bike lanes painted on the street 23. NO line painting of any type — this will NOT reduce the volume- It will impact our property values. 24. Lower speed limit on La Serena to 35 MPH 25. Enforce La Serena speed traffic and Make offenders more aware of the speed zone. Turn it into a speed trap. Recommend the City Council adopt a Resolution establishing Multi-Way Stop Signs at the intersection of Butterfield Stage Road at La Serena Way. BACKGROUND: Staff received a request to consider the feasibility of installing multi-way stop signs at the intersection of Butterfield Stage Road at La Serena Way to provide interim right-of-way control until traffic signal controls can be installed at the intersection. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process. Butterfield Stage Road is designated as a seventy-six(76)foot wide Major Arterial with two(2)travel lanes in each direction, a raised median and bike lanes on both sides of the street. Butterfield Stage Road carries approximately 14,900 ADT at La Serena Way. The speed limit is posted at 55 MPH on Butterfield Stage Road. La Serena Way is designated as sixty-four (64) foot wide Secondary Arterial, with two (2) travel lanes in each direction, a painted median, and bike lanes on both sides of the street. La Serena Way carries approximately 2,700 ADT west of Butterfield Stage Road. The speed limit is posted at 40 MPH on La Serena Way between Butterfield Stage Road and Walcott Lane/Cebu Street. A review of intersection conditions was performed, which included an evaluation of the collision history and a multi-way stop warrant analysis. A review of the accident history for the twelve (12) month period from February 1, 2016 to January 31, 2017, indicates there were five (5) reported collisions at the intersection. The majority of the collisions are attributed to eastbound right-of-way violations; turning left from La Serena Way onto Butterfield Stage Road. The California Manual on Uniform Traffic Control Devices(California MUTCD)indicates that a Multi- Way Stop installation may be useful at locations where the volume of traffic on intersecting roads is approximately equal and/or where a combination of high speed, restricted sight distance and an accident history indicates that assignment of right-of-way is necessary. There are four(4) criteria that the MUTCD has established for the evaluation of Multi-Way Stop signs. These criteria are as follows: A. Where traffic signal controls are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. B. An accident problem, as indicated by five(5)or more reported accidents in a twelve(12) month period that are susceptible to correction by a multi-way stop installation. Such accidents include right and left-turn collisions as well as right-angle collisions. C. Minimum Volumes 1. The vehicular volume entering the intersection from the major street approaches (total both approaches) averages at least 300 vehicles per hour for any eight(8) hours of an average day, and 2. The combined vehicular, pedestrian and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same eight(8) hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but 3. If the 85-percentile approach speed of the major street traffic exceeds 40 miles per hour,the minimum vehicular volume warrants are 70 percent of the above values. D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent of the minimum values, Criterion C.3 is excluded from this condition. Optional criteria that may be considered when evaluating the need for multi-way stops include: A. The need to control left-turn conflicts; B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; C. Locations where a motorist, after stopping, cannot see conflicting traffic and is not able to reasonably safely negotiate the intersection unless conflicting cross traffic is also required to stop; and D. An intersection of two residential neighborhood collector streets of similar design and operating characteristics where multi-way stop controls would improve the traffic operational characteristics of the intersection. The results of the analysis indicate that Criteria A, B, and Option A are satisfied and an interim multi- way stop control is justified at this intersection. Staff recommends the installation of multi-way stop signs at the intersection of Butterfield Stage Road at La Serena Way. This is compared to 74 service order requests for the month of December,2016. The Maintenance Crew has also put in 129.5 hours of overtime which includes standby time,specizil events and response to street emergencies.
