Maintain the present level of control at the intersections of Amarita Way at Santiago Road and Montelegro Way at Leena Way; 2. Recommend the City Council adopt a Resolution establishing Multi-Way Stop Controls at the intersections of Amarita Way at Pio Pico Road and Montelegro Way at McCabe Drive; and 3. Direct Staff to install advance Pedestrian Crossing signs at"trail head"locations on Montelegro Way at Leena Way and Amarita Way at Santiago Road. BACKGROUND: Staff received a request from the Paloma Del Sol Homeowners Association, Board of Directors, President,to consider the feasibility of implementing multi-way stop signs at four (4) key intersections located on Amarita Way and Montelegro Way, to provide right-of-way assignment for vehicles and pedestrians. The intersections are Pio Pico Road, Santiago Road, McCabe Drive and Leena Way. At the meeting of March 23, 2017,the Commission directed Staff to initiate a Pedestrian and Traffic Circulation Study on Amarita Way and Montelegro Way to determine if multi-way stop controls are justified and evaluate the need for pedestrian enhancements at the various"trail heads"located along Amarita Way and Montelegro Way. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. Amarita Way and Montelegro Way are forty-eight (48) foot wide residential collector roadways, which provide access for numerous residential enclaves in the Paseo Del Sol subdivision to the arterial roadway network. Amarita Way and Montelegro Way are striped for one travel lane in each direction, a painted median and a striped bike lane on both sides of the roadway. On-street parking is prohibited along Amarita Way and Montelegro Way. The Average Daily Traffic(ADT)on Amarita Way at Pio Pico Road is approximately 2,900. Amarita Way carries approximately 2,000 ADT at Santiago Road. Montelegro Way carries approximately 1,900 ADT at McCabe Drive and 2,700 ADT at Leena Way. The speed limit is posted at 40 MPH on Amarita Way and Montelegro Way. Leena Way is a forty-four(44)foot wide residential collector roadway,which provides access to the arterial roadway network for numerous residential units. Leena Way is striped for one travel lane in each direction. On-street parking is prohibited on portions of Leena Way. Leena Way carries approximately 1,600 ADT. The speed limit is posted at 40 MPH on Leena Way. McCabe Drive is a forty-four(44) foot wide residential collector roadway, which provides access to the arterial roadway network for numerous residential units. McCabe Drive is striped for one travel lane in each direction with parking on both sides of the roadway. The vehicular traffic shares the road with bicycles, which is designated by a series of"sharrows" along McCabe Drive. McCabe Drive carries approximately 1,100 ADT. The speed limit is posted at 40 MPH on McCabe Drive. Pio Pico Road is a forty-four(44)foot wide residential collector roadway, which provides access to the arterial roadway network for numerous residential units. Pio Pico Road is striped for one travel lane in each direction with striped bike lanes on both sides of the roadway. On-street parking is prohibited along Pio Pico Road. Pio Pico Road carries approximately 3,000 ADT. The speed limit is posted at 35 MPH on Pio Pico Road. Santiago Road is an eighty-four(84)foot wide residential collector roadway,which provides access for numerous residential enclaves in the Paseo Del Sol subdivision to the arterial roadway network. Santiago Road is striped for two travel lanes in each direction, a raised median and a striped bike lane on both sides of the roadway. On-street parking is prohibited along Santiago Road. Santiago Road carries approximately 1,800 ADT. The speed limit is posted at 35 MPH on Santiago Road. In June 2016, the Commission considered a request for multi-way stop signs at the intersection of Montelegro Way at McCabe Drive. At that time a multi-way stop warrant analysis performed found that existing volumes were lower than the applicable criteria and signs were not justified at the intersection. In March 2017, vehicular volume data was collected at the four intersections for a twenty-four(24) hour period. In addition to the data collection, a review of conditions was performed,which included an evaluation of sight distance, collision history, and completion of a multi-way stop warrant analysis. An evaluation of sight distance revealed the visibility at all four intersections is appropriate for conditions and prevailing speeds and exceeds the minimum unobstructed sight distance of three hundred (300) feet, which is required for the 40 MPH posted speed limit on Amarita Way and Montelegro Way. A review of the collision history for the twelve (12) month period from April 1, 2016 to March 31, 2017, indicates there were no reported collisions at the four intersections. The collision history does not include the recent collision resulting in a fatality at Leena Way since the collision is still under investigation.The favorable collision history at the remaining intersections can be attributed to driver familiarity with roadway conditions and exercising due care when entering and travelling through the intersections. Since the Amarita Way/Montelegro Way loop essentially functions as a residential collector roadway the Multi-Way Stop Sign Installation Policy for Residential Streets' warrant criteria was used to evaluate the need for multi-way stop signs at the four intersections. The warrants allow for the installation of multi-way stop signs when the following conditions are satisfied: 1. Minimum Traffic Volumes a) The total vehicular volume entering the intersection from all approaches is equal to or greater than three-hundred (300) vehicles per hour for any eight (8) hours of an average day; and b) The combined vehicular volume and pedestrian volume from the minor street is equal to or greater than one-hundred (100) per hour for the same eight (8) hours. 2. Collision History a) Three (3) or more reported collisions within a twelve (12) month period of a type susceptible to correction by a multi-way stop installation. Such accidents include right and left-turn collisions as well as right-angle collisions. 4. Roadway Characteristics a) The traffic volume on the uncontrolled street exceeds two thousand (2,000) vehicles per day, b) The intersection has four (4) legs, with the streets extending 600 feet or more away from the intersection on at least three (3) of the legs; c) The vehicular volumes on both streets are nearly equal to a forty/sixty percent (40/60%) split; and d) Both streets are 44 feet wide or narrower. WARRANTS 1, 2, and 3 MUST BE SATISFIED Other criteria that may be considered when evaluating the need for multi-way stop signs include: 4. Visibility a) The intersections sight distance is less than: • 155 feet for 25 MPH • 200 feet for 30 MPH • 250 feet for 35 MPH 5. The need to control left-turn conflicts. 6. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes such as schools, parks and activity centers. 7. The roadways and intersection appear on a Suggested Route to School plan. 8. There are no traffic signal or all-way stop controls located within 600 feet of the intersection. 9. The installation of multi-way stop signs is compatible with overall traffic circulation needs of the residential area. The multi-way stop warrant analysis performed found that existing volumes are lower than the applicable criteria and multi-way stop signs are not justified at the intersections of Amarita Way at Santiago Road, Montelegro Way at Leena Way, and Montelegro Way at McCabe Drive. The Policy does however provide the flexibility to consider multi-way stop signs at locations where a need exists to provide right-of-way control to eliminate conflicts between vehicles and pedestrians. An evaluation of the optional criteria indicates justification for right-of-way control provided by multi-way stop signs at the intersection of Montelegro Way at McCabe Drive to reduce vehicle/pedestrian conflicts associated with the marked school crosswalk at the intersection. The results of the warrant analysis also indicate that multi-way stop signs are justified at the intersection of Amarita Way at Pio Pico Road based on vehicular volumes and optional criteria No's. 5-9. Staff recommends establishing multi-way stop controls at the intersections of Amarita Way at Pio Pico Road and Montelegro Way at McCabe Drive. As previously mentioned, the Paseo Del Sol subdivision has a series of pedestrian trails that circumvent the neighborhood and are heavily used by residents. The trail system provides access to school sites and neighborhood park facilities and has numerous uncontrolled crossings along Amarita Way and Montelegro Way. Staff initiated a comprehensive review of the trail system,which included the collection of pedestrian volumes over a 24 hour period and an evaluation of sight distance at trail head crossings along Amarita Way and Montelegro Way. The pedestrian data indicates that the majority of pedestrians using the trail system travel adjacent to Amarita Way and 3 Montelegro Way with a minimal crossing of the roadway except at the Leena Way and Santiago Road trail heads where the majority of pedestrians cross the roadway. The sight distance evaluation concluded that pedestrians have a clear line of sight at the majority of uncontrolled crossings and visibility is appropriate for conditions. Although there is adequate visibility at the locations evaluated, it is Staff's opinion that the two (2) major trail head locations would benefit from the addition of advance Pedestrian Crossing signs. The addition of the signs will enhance the visibility of the frequently used crossings and alert motorists of the potential entry of pedestrians into the roadway. Staff recommends the installation of Pedestrian Crossing signs on Montelegro Way at Leena Way and Amarita Way at Santiago Road. FISCAL IMPACT: Minor cost associated with installing signs and associated pavement markings. Adequate funds are available in the Traffic Division's operating budget. ATTACHMENT: 1.
