BACKGROUND: In October 2016 the Public/Traffic Safety Commission directed Staff to hold a Neighborhood Traffic Calming Workshop with residents of Calle Pina Colada to identify their concerns and develop traffic calming measures. A Neighborhood Traffic Calming Workshop was held in January 2017, which was attended by approximately 30 residents of Calle Pina Colada, Bravos Court, Yuba Circle, and Salt River Court. The residents expressed concerns about excessive cut-through traffic volumes, excessive vehicular speeds, commercial vehicles, school related cut-through traffic, stop sign violations on Del Rey Road at Calle Pina Colada, and right-of-way assignment at La Serena Way and Calle Pina Colada. The consensus of the residents at the January workshop was to explore the feasibility of implementing one or more of the following alternatives: ■ Install VCalm Speed Advisory Signs • Deploy the Radar Trailer • Enforce the 25 MPH posted speed limit • Enforce multi-way stop controls at Del Rey Road and Calle Pina Colada • Implement Weight Restrictions • Implement Time Limited Turn Restrictions • Install traffic signal at La Serena Way and Calle Pina Colada • Remove the gates and open Kahwea Road, Sanderling Way, and Starling Street • Construct an access road between Del Rey Road and La Serena Way utilizing the City owned property located west of Meadows Parkway • Close Calle Pina Colada At the meeting of February 23, 2017, the Commission directed Staff to initiate the Calle Pina Colada Traffic Circulation Study to evaluate the merits and impacts of each alternative identified and schedule a follow-up workshop to discuss the results of the traffic circulation study. In March 2017, vehicular volume data was collected on roadways adjacent to Calle Pina Colada, which included Margarita Road, La Serena Way, Solana Way, North General Kearny Road, Avenida Barca, Del Rey Road, and Via Norte. The data collection included performing peak hour turning movement counts at 10 intersections and Average Daily Traffic (ADT) counts on 14 segments. The count data was used to evaluate existing travel patterns on Calle Pina Colada and the surrounding street network and to predict potential impacts associated with the implementation of the resident preferred alternatives. During the review of the preferred alternatives, 5 of the 10 preferred alternatives were deemed to be infeasible for various reasons and were subsequently removed from the list. The 5 alternatives are: • Weight Restrictions on Calle Pina Colada • Traffic Signal at La Serena Way and Calle Pina Colada Open Kahwea Road, Sanderling Way and Starling Street • Construct Access Road between Del Rey Road and La Serena Way • Close Calle Pina Colada As requested, VCalm Speed Advisory signs were installed to address concerns about excessive speeds and Temecula Police Department provided enforcement of the 25 MPH posted speed limit and stop sign violations. The preliminary results indicate that 85'h percentile speeds were reduced by 3 MPH (from 32 MPH to 29 MPH) in the first week following the installation of the VCALM signs and the average speed is shown to be 25 MPH. Also approximately 180 citations were written during a 3 month deployment period. A second Neighborhood Traffic Calming Workshop was held in May 2017, to discuss the results of the circulation study and discuss the remaining feasible traffic calming alternatives. The workshop was attended by approximately 57 residents of Calle Pina Colada, Bravos Court, Yuba Circle, Salt River Court, and the Meadowview Community. Based on the resident's preferred alternatives, Staff presented traffic calming measures, which included a series of raised medians, time limited turn restrictions at the intersections of Calle Pina Colada at Del Rey Road and La Serena Way, and full-time physical turn restrictions at the same intersections. Following a lengthy discussion of the suggested calming measures, the consensus of the residents present was to implement the calming measures in a phased approach beginning with the medians and eventually moving to the time limited restrictions if the medians do not achieve the desired results of reducing vehicular volumes on Calle Pina Colada. It was decided that discussion of any full-time physical turn restrictions would only be considered if the time limited calming features were not successful in achieving desired volume reductions on Calle Pina Colada. Since the potential traffic calming measures will affect residents of the surrounding Meadowview Community, Staff provided a presentation to the Meadowview Homeowners Association on June 5, 2017 to discuss the proposed measures and solicit input from the residents. The residents in attendance endorsed the use of medians to slow traffic on Calle Pina Colada and the phased implementation of time limited turn restrictions. The residents selected a right-turn restriction from Del Rey Road onto Calle Pina Colada as one of their top priorities. 2 On June 7, 2017, Staff provided a presentation to the Ridgeview Homeowners Association, who represents the residents living on Bravos Court, Yuba Circle, Salt River Court and portions of Calle Pina Colada. The residents in attendance supported the use of medians to slow traffic on Calle Pina Colada and phased implementation of time limited turn restrictions. The residents preferred the implementation of time limited turn restrictions only at the Calle Pina Colada and Del Rey Road intersection. Based on the results of the traffic calming workshops and subsequent HOA meetings, Staff evaluated the proposed resident alternatives and concluded that implementation of raised medians will provide some reduction in travel speeds, but may only achieve a minimal reduction of traffic volumes, which is the top priority for residents on Calle Pina Colada. The potential implementation of turn restrictions could result in a reduction of approximately 400 to 800 vehicles per day, which is dependent of the number of restrictions implemented. For example, a right-turn restriction from Del Rey Road onto Calle Pina Colada could potentially reduce the volume by 400 vehicles per day, or 10%. This restriction along with a left-turn restriction from Calle Pina Colada onto Del Rey Road or a right-turn restriction from La Serena Way onto Calle Pina Colada could potentially reduce volume by 800 vehicles per day, or 20%. Staff recommends the following phased implementation of traffic calming measures: Phase 1 Raised Medians along Calle Pina Colada (minimum of 3 medians) Phase 2 Time Limited Turn Restrictions at Del Rey Road and Calle Pina Colada and/or La Serena Way from 7 AM to 9 AM and 4 PM to 6 PM Phase 2 will be implemented if the medians fail to achieve the desired reduction of traffic volumes, which are 400-800 vehicles per day. This may include implementation of one or both of the suggested turn restrictions. Staff also recommends performing an evaluation of traffic volume data following the implementation of each phase of the traffic calming. The results of the evaluation will be presented to the Commission at a future meeting in approximately 6 months. Mr. Steve Libring, Consulting Traffic Engineer, Willdan Engineering, will provide a detailed presentation of the Calle Pina Colada traffic circulation study efforts. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. FISCAL IMPACT: Minor cost associated with the installation of temporary medians and turn restriction signs. Adequate funds are available in the Traffic Division's Operating Budget. Station 92 responded to a vegetation fire and held it to 3 acres.The station also responded to a structure fire at the Sage Canyon apartments.
