Allen Architect + Associates, submitted the original iteration of Planning Application PA16-0270, a Development Plan application within the Downtown Core District (DTC) of the Old Town Specific Plan (OTSP). This original version of the project allowed for the creation of a five story, 155,630 square foot hotel along the south side of 31d Street between Old Town Front Street and Mercedes Street. A 219 space, 50-foot-high parking garage will be located on the north side of 31d street directly across from the main entrance to the hotel. The project is located within the Downtown Core district of the OTSP and, as proposed, did not meet the standards of this district. However, the Old Town Specific Plan contains a hotel overlay area located to the south of the project site. The applicant has since submitted for a Specific Plan Amendment and Subsequent Environmental Impact Report to apply the overlay standards in this area. The overlay is designed to encourage the development of a hotel with conference facilities, restaurant and other guest services. These are some of the amenities that were proposed as part of the project. Furthermore, the overlay allows hotels to be constructed at a greater building height than other buildings (up to eight stories) in the underlying Downtown Core district. On May 17, 2017 the applicant submitted plans with significant changes to the architecture and site plan. These changes were reviewed by staff and presented to the Planning Commission Subcommittee on June 21, 2017. The plans contained within this report are the result of this review and feedback from the Planning Commission subcommittee. The project will also be reviewed by the City Council subcommittees as part of the entitlement process. ANALYSIS Site Plan The project is designed to provide active street frontages along Old Town Front Street and 31d Street. This is accomplished by incorporating restaurant and retail on the first floor with multiple pedestrian access points along the street. Below is a list of recent site plan revisions that were not previously reviewed by the Board: • Project was five stories and is now proposed as six stories; • Western retail/restaurant space within the parking garage has been removed. Eastern retail/restaurant space has been increased to 2,846 square feet; • Parking spaces have been reduced from 219 to 213; • Larger patio space on the corner of Old Town Front Street and 31d Street. Architecture The hotel is designed to resemble a structure that was constructed over time. This hotel incorporates the Mission Revival and American Mercantile architectural styles allowed by the Specific Plan. The project also incorporates colors from the Sherwin Williams Preservation Palette (or similar). Below is a list of recent architectural revisions to the hotel that were not previously reviewed by the Board: • West Elevation: o Revision to window locations along ground floor; o Reduction in the number of windows for floors two through four; • North Elevation: o Reduction of rooftop dormers; o Increased window sizing along ground floor in the Mission Revival portion of the structure; o Addition of a wall fountain adjacent to the pedestrian paseo in the Mission revival portion of the structure; o Elimination of window elements along the elevator towers in the Mission Revival and American Mercantile portions of the structure; o Revision to porte cochere and pool building; o Reduction in the in the number of windows for floors two through four; o Expansion of first floor patio at intersection of Old Town Front and Third Street. Reduction of windows in this area; o Addition in the American Mercantile portion of the structure of architectural reliefs in the parapets and a faux chimney; • East Elevation: o Reduction of rooftop dormers; o Reduction in the number of windows for floors one through four; o Architectural revision to the dome structure and lower floors (previously rounded); • South Elevation: o Reduction of windows along ground floor; o Revised architecture for suite; o Reduction in the number of windows for floors two through four; o Reduction in windows for two story middle portion of the structure; o Removal of chimney element and addition of a parapet wall along Mission Revival portion of the structure. Below is a list of recent architectural revisions to the hotel that were not previously reviewed by the Board: • South Elevation: o Addition of a tower element on the west side to allow for an elevator; o Addition of a tile mosaic mural; o Elimination of windows at the structure center; o Elimination of windows along the ground floor (caused by removal of west commercial space); • North Elevation: o Parking spaces for seven vehicles o Revised architectural detailing above vehicle entrance; o Additional tower element • Side Elevations Minor Exception The Old Town Specific Plan contains a height limit of 50 feet within the Downtown Core District. The revised parking garage proposes a height of 57.5 feet. The applicant has submitted a Minor Exception application to allow for this additional height. Staff is in support of the application. RECOMMENDATION Staff has determined that the proposed project will be in conformance with the OTSP if approval is obtained through City Council to relocate a portion of the Hotel Overlay to the project site. Staff is requesting that the Old Town Local Review Board review, provide comments, and recommend that the project be approved.
