Note the interim Q100 at the inlet shown on the previous storm drain plans for Tract Nos. 23067-3, 4, 5 (Drawing No. 7-300) is 72.1 cfs. If this interim Qioo is revised, please submit the hydrology. 7. The Discussion Section submittal No. 5 has the statement: "The existing storm drain system cannot intercept the total 100 -year storm flow produced. Therefore, about 45.0 cfs of the total 100 -year flow (285.0 cfs) is being allowed to flow on Butterfield Stage Road, hence tum the comer northerly along Nighthawk Pass, and get intercepted by the existing system on Nighthawk Pass." It does not appear an analysis is included in the report supporting the 45 cfs bypass. Please submit this analysis. Secondly, if the 45 cfs, proceeds northerly on Nighthawk Pass, confirm the street capacities and intercepting catch basins are adequte. Thirdly, rather than abandon and remove a portion of existing Line "A", consider intercepting the 45 cfs on Butterfield Stage Road into the existing Line "A". The existing Line "A" apparently has a capacity greater than 45 cfs/ Please respond to the 3 issues/concems indicated above. 8. For Lines C & D in Tract 23067-6, the hydrology calculations used single family (1/4 acre lots) as the type of development. The Tentative Map indicates these large lots will be developed as commercial/multi- family/school. Please adjust the hydrology and hydraulic calculations accordingly. Please submit Final Map, Street Improvement Plans and Environmental Constraint sheet for Tract 23067-6. 3. As a reply to Item l.f. in the Plan Check No. 1 letter (3/22/99), it was indicated Q10 was calculated as Q100 x .598. From the Rainfall Intensity Chart for Murrieta - Temecula, Q10/Q100 averages to about .678. Please modify Q10's or justify the previous calculation. 4. For Catch Basin 17A, a W=28' catch basin is shown on the plans and on the Catch Basin summary Table. The calculation sheet (Hydraulic Elements - I) indicates W=211. The W=28' is apparently correct. 5. An area of .6 acres at the northwest corner of Nighthawk Pass and Choate Street apparently has not been included in any of the hydrology. 6. There is a discrepancy on the street names between Longfellow Avenue and Abbey Road. The same street has the two names on different plans. Please correct. 7. Easements outside tract or in "open space" lots for storm drain pipes and inlet/outlet structures need to be shown on plans. If blanket easements will be in place in some of these areas, please supply us with documentation. See Item 6 of the District's condition letter dated August 1, 1988. 8. Inspection and.maintenance of the storm drain system to be constructed with this tract must be performed by either the County Transportation Department or the Flood Control District. The engineer (owner) must request in writing that one of these agencies accept the proposed storm drain system. The request shall note the tract number, location, and briefly describe the system (sizes and lengths). Requests to the District shall be addressed to David P. Zappe, General Manager -Chief Engineer, Attn: Dusty Williams, Chief of Planning Division. If the proposed drainage system is to be owned and maintained by the District, three items must be accomplished prior to recordation of the Final Map and beginning construction of the facility: a. An agreement with the District must be executed that establishes the terms and conditions of inspection, operation and maintenance. C. Plans for the District maintained facility must be signed by the District General Manager -Chief Engineer. The plans cannot be signed prior to execution of the agreement. An application to draw up an agreement must be sent to the District to the attention of Dale V. Anderson. The engineer/developer will need to submit proof of flood control facility bonds and a certificate of insurance to the District's Inspection Section before a pre -construction meeting can be scheduled. 9. Other required miscellaneous items need to be reviewed and corrected as marked on the attached Storm Drain and Rough Grading Plans. Checked Storm Drain and Rough Grading Plans have been returned to the engineer for corrections. Additional review by the District is anticipated and will be performed upon resubmittal of plans by the engineer. The resubmittals should be date stamped by the engineer and folded (911x1211) with the title block showing. The County Department of Building and Safety must ensure that the developer has obtained a National Pollutant Discharge Elimination System (NPDES) construction permit prior to the issuance of a grading permit. Consideration should be given to greater compaction effort (95%) within the lower portions of the deep fills, so as to mitigate the potential for lone term settlement. 4) The geotechnical maps in the report indicate test borings on this site drilled by Parc Soils. The report does not, however, include reference to a Pacific Soils report or the logs of the borings. This issue should be clarified. 5) The liquefaction potential on this site should be reevaluated with respect to anticipated rise in groundwater levels after development, liquefaction potential within alluvium in areas adjacent to Temecula Creek, and lateral spreading in areas adjacent to Temecula Creek. 6) The report indicates that alluvial removals shall be made to either bedrock, dense native soils that have a relative compaction of 85% or greater, or to groundwater.
