After issuance of a permit authorizing rough grading work, a permit authorizing
finish grading work shall be obtained regardless of finish grading quantities of
excavation or fill. <0457>
Construction activities including but not limited to clearing, grading or excavation
of land, which disturbs 5 acres or more, or on sites which are part of a larger
common plan of development which disturbs 5 acres or more are required to comply with
the National Pollutant Discharge Elimination System (NPDES) and shall before grading
permit to submit the following:
A. A copy of the Notice of Intent (NOI) filed with the State Water Resources Control
—i Board (SWRCB) including discharger's identification number.
B. The name, address and phone number (including 24-hour emergency phone number) of
the person responsible for implementing, inspecting and reporting of the site Storm
Water Pollutant Prevention Plan (SWPPP). Any change of such person, address or phone
number shall be filed within 24 hours with the Department of Building and Safety and
shall include the grading log number.

2. Since the inlet is offsite of Tract 23067-3 and 4, please submit a drainage easement plat and legal
description for review. The easement should be at least 15' minimum from the centerline of the -pipe, and
also include the turnaround. The bearings and distances around the easement as shown on the plat must be
also be shown on the Storm Drain Plan. (2"n REQUEST) Once the easement is approved by this office,
it will be forwarded to the District's Right of Way Section for processing.
3. The downstream HGL control for Line "D" does not agree with the mainline WSPG run. Please review
and revise as necessary.
4. The District has specifically requested the Angle A for the Manhole No. 4 structure (Station 33+46.41)
should be set at 30° instead of 65°, due to the high velocities and decrease in pipe size downstream. The
decrease in A should decrease the junction loss. (2n° REQUEST)
5. Inspection and maintenance of the storm drain system to be constructed with this tract must be performed by
either the County Transportation Department or the Flood Control District: The Engineer (owner) must
request in writing that one of these agencies accept the proposed stone drain system. -The request shall note
the project number, location, briefly describe the system (sizes and lengths) and include an exhibit that shows
the proposed alignment. The request to the District shall be addressed to David P. Zappe, General Manager -
Chief Engineer, Atm: Michael Rawson, Chief of the Planning Department.
If the District is willing to maintain the proposed drainage system three items must be accomplished prior to
recordation of the Final Map:
a. - The developer shall submit to the District the'preliminary title reports, plats and legal descriptions for
all right -of way, to be conveyed to the District and secure that right of way'to the satisfaction of the
District. -
b. An agreement with the District must be executed which establishes the terms and conditions of
inspection, operation and maintenance..
C. Plans for the facility must be signed by "the District's.General Manager -Chief Engineer. The plans
cannot be signed prior to execution of the agreement. An application. to draw up an agreement

The Hydrology Map submitted includes the ultimate and proposed development of an area south of the
boundary of Tract 23067-3 and 4. This area is included in Tentative Tinct Maps 29554 and 30347.
However, the street and lot configuration on the tentative maps is not consistent with the submitted
Hydrology Map. It is assumed the Tentative Maps contain the latest and correct configuration. Therefore,
please revise the Hydrology Map so it is in agreement with the tentative maps. Since the hydrology will be
revised, the hydrology calculations have not been reviewed in detail

also include the turnaround. The bearings and distances around the easement as shown on the plat must be
also be shown on the Storm Drain Plan.
4. The Transition Structure No. 3 at Station 33+62.66 should be eliminated. The change of pipe size from 54"
(upstream) to 48" (downstream) should occur in the Manhole No. 4 structure at Station 33+46.61.
5. The Angle A for the Manhole No. 4 structure mentioned above should be set at 45° instead of 65° due to
the high velocities and decrease in pipe size downstream. The decrease in A should decrease the junction
loss.
6. Please run 2 sets of WSPG calculations, one for the "interim" condition and one for the "ultimate
(developed) condition. Revise thehydrology calculations per Comment No. I above prior to doing the
"ultimate" hydraulic calculations. Note the interim Q100 at the inlet shown on the previous storm drain
plans for Tract Nos. 23067-3, 4, 5 (Drawing No. 7-300) is 72.1 cfs. If this interim Qioo is revised, please
submit the hydrology.
7. The Discussion Section submittal No. 5 has the statement: "The existing storm drain system cannot
intercept the total 100 -year storm flow produced. Therefore, about 45.0 cfs of the total 100 -year flow
(285.0 cfs) is being allowed to flow on Butterfield Stage Road, hence tum the comer northerly along
Nighthawk Pass, and get intercepted by the existing system on Nighthawk Pass." It does not appear an
analysis is included in the report supporting the 45 cfs bypass. Please submit this analysis. Secondly, if the
45 cfs, proceeds northerly on Nighthawk Pass, confirm the street capacities and intercepting catch basins are
adequte. Thirdly, rather than abandon and remove a portion of existing Line "A", consider intercepting
the 45 cfs on Butterfield Stage Road into the existing Line "A". The existing Line "A" apparently has a
capacity greater than 45 cfs/ Please respond to the 3 issues/concems indicated above.
8. Please rename storm drains & laterals as indicated on the plans so that there is more overall consistency of
the storm drain names in the area.

approved at this time. For final approval of this Tract the following needs to be addressed:
Revise sheet no. 7 to be representative of natural topography of the site. The bluff on
the northerly side adjacent to the flood plain is not representative of site topography
shown on the drawing.
This as -graded grading plan will be forwarded to Flood Control for review relative
to 100 -yr Flood Plain, storm drain and maintenance access road.
b. Soil engineer of record needs to evaluate stability of bluff for any adverse impact on

Dear Mr. Bob Dinsmore:
On February 8, 2002, County of Riverside became aware of a potential unsafe bluff adjacent to 100 yr flood
plain that is shown on sheet 7 of grading plans for tract 23067-5 during an inspection and a correction was
issued. Centex Home is listed as the owner and permittee for grading of the above project. Therefore
this letter is written to make the owner of project aware of the potential unsafe bluff. The owner shall
provide appropriate preventive measures to safeguard life or limb, health, property and public welfare.
Preventive measures shall include at minimum the followings:
Site shall be secured for public safety immediately.
2. The soils consultant of the project shall address the stability of bluff considering geotechnical and
geological characteristics of bluff. The impact of potential failure of bluff on adjacent access road
storm drain and slope supporting structures need to be evaluated as soon as possible by the soils
consultant of record.
3. The civil engineer of the project needs to address and evaluate the potential erosion of toe of bluff
by 100 -yr flow and design mitigation measures to prevent future erosion of bluff as soon as
possible.
Planning Department, Flood Control, and other State and Federal agencies' approvals may be required
depending on proposed mitigation measures in items 2 and 3 above.

The purpose of Ehis letter is to document an as -built condition for lots 87, 88 and 89 for
Tract No. 23067-4. On our as -built grading plan dated 12/99 we indicated actual survey
measured locations for constructed subdrains, therefore that plan is a certification of the
actual location of the sub drains.
On lot 81 on the original rough grading plan we indicated a 24" R.C.P. running along the
west property line. The size was preliminary and was revised based on the final hydrology
study for the site to be an 18" R.C.P„ which was indicated on the approved street plans.
Therefore, the 18-- R.C.P. is correct.

As requested by Riverside County Flood Control District, HR
Engineering has completed Plan Check No. 4 for the subject tracts.
In accordance witli"the-`c,onditi'ons'of.approval for Tentative' --Tract
23067, as adopted by the'Board of Supervisors'on November 8,--1988;
the following Tract Plans and supporting data, prepared by Hunsaker
& Associated, -have been'submitted-to the -District on Oct -ober 13,
1999 (except as noted) for review:
1. Storm Drain Improvement Plans, stamp dated October 12,
1999 consisting of 16 sheets. Revised sets were received
on October 25, 1999 and November 10, 1999.
2. Street Improvement Plans, dated December 1998, consisting
of 16 sheets.
3. Rough Grading Plans, dated July 22, 1999, consisting of
12 sheets, received October 25, 1999.
4. Final Maps dated November 1998, consisting of 6 sheets
for Tract 23067-3, 9 sheets for Tract 23067-4, and .7
sheets for Tract 23067-5. Environmental, Constraint
Sheets for each tract were included.
5. A letter on Direct Shear Test results relative to Cast. In
Place, Pipe-(CIPP) .from PETRA, dated October 5;' 1999._',-
_ `--6. A-- letter on --analysis., of Direct Shear Test' -relative :to
CIPP'from Terrain'Engineering, dated October 8, 1999.
7. Various proposed offsite drainage, street and utility
easements, which includes legal descriptions, plats and
closure calculations. Revised legals and plats were
received on October 25, 1999.

The plans have been reviewed and appear to meet the conditions for
development imposed by the County. The Flood Control District has
no objection to the recordation of the map or issuance of
appropriate. permits. The storm drain and storm drain access
easements must be recorded before the District will accept the
storm drain for maintenance purposes.
Attached please find legal descriptions, plats and closure
calculations as submitted by the Engineer that are for easements
for the County Transportation maintained facilities.
The engineer -developer will need to submit proof of flood control
facility bonds and a certificate of insurance to Clyde Johnson
(909-955-1288) of the District's Inspection Section before a pre -
construction meeting can be scheduled.

The following are comments for,' the Engineer's" review. 'and/or
revisions as necessary:
1. For Line N-1, a map was received but ono hydrology was
received. -

2. For Lines C & D in Tract 23067-6, the hydrology
calculations used single family (1/4 acre lots) as the
type of development. The Tentative Map indicates these
large lots will be developed as commercial/multi-
family/school. Please adjust the hydrology and hydraulic
calculations accordingly. Please submit Final Map,
Street Improvement Plans and Environmental Constraint
sheet for Tract 23067-6.
3. As a reply to Item l.f. in the Plan Check No. 1 letter
(3/22/99), it was indicated Q10 was calculated as Q100 x
.598. From the Rainfall Intensity Chart for Murrieta -
Temecula, Q10/Q100 averages to about .678. Please modify
Q10's or justify the previous calculation.
4. For Catch Basin 17A, a W=28' catch basin is shown on the
plans and on the Catch Basin summary Table. The
calculation sheet (Hydraulic Elements - I) indicates
W=211. The W=28' is apparently correct.
5. An area of .6 acres at the northwest corner of Nighthawk
Pass and Choate Street apparently has not been included
in any of the hydrology.
6. There is a discrepancy on the street names between
Longfellow Avenue and Abbey Road. The same street has
the two names on different plans. Please correct.
7. Easements outside tract or in "open space" lots for storm
drain pipes and inlet/outlet structures need to be shown
on plans. If blanket easements will be in place in some
of these areas, please supply us with documentation. See
Item 6 of the District's condition letter dated August 1,
1988.
8. Inspection and.maintenance of the storm drain system to
be constructed with this tract must be performed by
either the County Transportation Department or the Flood
Control District. The engineer (owner) must request in
writing that one of these agencies accept the proposed
storm drain system. The request shall note the tract
number, location, and briefly describe the system (sizes
and lengths). Requests to the District shall be addressed
to David P. Zappe, General Manager -Chief Engineer, Attn:
Dusty Williams, Chief of Planning Division.
If the proposed drainage system is to be owned and
maintained by the District, three items must be
accomplished prior to recordation of the Final Map and
beginning construction of the facility:
a. All right of way must be secured to the
satisfaction of the District.

b. An agreement with the District must be executed
that establishes the terms and conditions of
inspection, operation and maintenance.
C. Plans for the District maintained facility must be
signed by the District General Manager -Chief
Engineer. The plans cannot be signed prior to
execution of the agreement. An application to draw
up an agreement must be sent to the District to the
attention of Dale V. Anderson.
The engineer/developer will need to submit proof of
flood control facility bonds and a certificate of
insurance to the District's Inspection Section
before a pre -construction meeting can be scheduled.
9. Other required miscellaneous items need to be reviewed
and corrected as marked on the attached Storm Drain and
Rough Grading Plans.
Checked Storm Drain and Rough Grading Plans have been returned to
the engineer for corrections. Additional review by the District is
anticipated and will be performed upon resubmittal of plans by the
engineer. The resubmittals should be date stamped by the engineer
and folded (911x1211) with the title block showing.
The County Department of Building and Safety must ensure that the
developer has obtained a National Pollutant Discharge Elimination
System (NPDES) construction permit prior to the issuance of a
grading permit.

All existing low densitv and Dotentiallv collapsible soils, including loose manmade fill, colluvium, alluvium and highly weathered bedrock
shall require removal to underlying dense bedrock, dense native soils or groundwater from all areas to receive compacted fill. The anticipated
depths of removal arc shown on the Geotechnical maps, Plates 1-9 accompanying the 3/10/99 report referenced above. 2) Partial alluvial
removals are anticipated in areas of shallow groundwater adjacent to Temecula Creek, along existing roads, and along the northerly boundary
of TR's 23067-5 and -6. These removals shall be performed under the direction of the project geotechnical consultant. 3) Following cleanouts
to bedrock or approved foundation materials canyon subdrains shall be installed along the axes of major canyons and tributary areas where the
depth of structural fill exceeds 15 feet. 4) Each cut slope shall be geologically mapped during grading so as to confirm favorable geologic
structure and type of bedrock materials. If adverse conditions are encountered, engineering analysis and appropriate remedial measures shall
be conducted. 5) Selective grading of fill slopes shall occur to assure that the fill materials within a horizontal distance of 10 feet from the finish
slope surfaces possess an internal friction angle of at least 30 degrees and a cohesion value of at least 190 psf This shall be confirmed by the
project geotechnical consultant during site grading. 6) Settlement of proposed deep fill areas (50 feet or more overlying bedrock) and fill areas
over 25 feet overlying alluvium left in-place shall be monitored by the use of near -surface and deep -settlement monuments, respectively. The
issuance of building permits or construction of foundations shall not occur prior to completion of the recommended settlement monitoring

should include an evaluation of the surficial stability of the proposed slopes. 3) Fills are proposed to be at least 65 feet thick.
Consideration should be given to greater compaction effort (95%) within the lower portions of the deep fills, so as to mitigate
the potential for lone term settlement. 4) The geotechnical maps in the report indicate test borings on this site drilled by Parc
Soils. The report does not, however, include reference to a Pacific Soils report or the logs of the borings. This issue should
be clarified. 5) The liquefaction potential on this site should be reevaluated with respect to anticipated rise in groundwater
levels after development, liquefaction potential within alluvium in areas adjacent to Temecula Creek, and lateral spreading in
areas adjacent to Temecula Creek. 6) The report indicates that alluvial removals shall be made to either bedrock, dense native
soils that have a relative compaction of 85% or greater, or to groundwater. The report should consider including
