In accordance with your request, this geotechnical report of grading is provided for the
regrading of slope failures within tracts 8369 and 8369-1 in the city of Temecula. The
grading within the subject slope failures began on December 24, 1993, and was
completed on March 11, 1994. Unless superseded by recommendations presented
herein, the recommendations contained in the referenced report remain pertinent and
applicable.
PURPOSE OF GRADING
The purpose of the grading was to repair 11 slope failures within previously graded
slopes located on the subject site.
ENGINEERING GEOLOGY
The geologic conditions exposed during the process of grading were frequently observed
by a representative from our firm. The geologic conditions encountered generally were
as anticipated as presented in the referenced report (GeoSoils, Inc., 1993). Unless
specifically superseded in this report, the evaluations, recommendations, and
conclusions in the referenced report for the site remain pertinent and applicable.

SOILS ENGINEERING
Preparation of Existing Ground
1. Prior to grading, the major surficial vegetation was stripped and hauled offsite.
2. Previously placed fill materials involved with the slope failures were removed to
.expose competent fill and/or bedrock materials in areas to receive fills.
3. Subsequent to the above removals, the exposed subsoils were scarified to a depth
of about 6 inches, brought to at least optimum moisture content, then compacted
to a minimum relative compaction of 92 percent of the laboratory standard.
Fill Placement
1. Fill consisted of native onsite soils and imported soils that were placed in 6- to 8 -
inch lifts, watered, and mixed to achieve at least optimum moisture conditions, and
compacted using hand tampers.
2. Fills placed on surfaces steeper than 5:1 (horizontal to vertical) were benched into
competent material.
Field Testing
1. Field density tests were performed using the sand cone method ASTM D 1556-90.
2. Field density tests were taken at periodic intervals and random locations to check
the compactive effort provided by the contractor. Based upon the grading
operations observed, the test taken are considered representative of the
compacted fill.
3. Visual classification of the soils in the field was the basis for determining which
maximum density value to use for a given density test.

Maximum Density Testing
The laboratory maximum dry density and optimum moisture content for the major soil
types within this construction phase were determined according to test method ASTM
D-1557-91.
REGULATORY COMPLIANCE
Processing of original/existing ground and placement of compacted fills under the
purview of this report have been completed under the observation of and with selective
testing provided by representatives of GeoSoils, Inc. and are found to be in general
compliance with our referenced report (GeoSoils, Inc., 1993).
Our findings were made in conformance with generally accepted professional
engineering practices, and no further warranty is implied or made. GeoSoils, Inc.
assumes no responsibility or liability for work, testing, or recommendations performed
or provided by others. This report is subject to review by the controlling authorities for
this project.

Dear Sir:
In accordance with your request, we are pleased to submit this estimate of costs for
geotechnical engineering services during slope repairs at the subject site. The purpose
of our work would be to document that the repairs to the existing slope failures at the
previously graded site are performed in accordance -with the recommendations and
geotechnical design criteria outlinedin the referenced report.
Based on conversations with the contractor, and as indicated previously in referenced
document No. 2, the duration of the job span is estimated at 5 to 6 working weeks, and
field technician time and nuclear densometer time is estimated at four hours per—day.
We have furtherassumed four hours (two maximum dehsi y tests —of- laboratory
technician time per week, two hours of staff time per week, and one-half hour of principal
time per week.

1. Compaction testing for the slope repair backfill within the limits of the project in
groups of four tests or more.
2. Laboratory testing incidental to compaction testing.
3. One final -report (6 copies) summarizing the results of the testing and services
provided above.
ESTIMATED FEES
The cost of these services depends mainly on the number of trips to the site that are
required, the number of retests due to initially inadequate compaction and the time span
required to complete the entire project. The duration of the job span is estimated at 5
to 6 working weeks, and field technician time and nuclear densometer time is estimated
at four hours per day, for construction during normal work hours, Monday through
Friday. No overtime has been anticipated. We have further assumed four hours (two
maximum density tests) of laboratory technician time per week, two hours of staff time
per week, and one-half hour of principal time per week.

As shown above, the overall cost for the engineering services for the subject site, as
described, would be $9,808.00. Our charges for the above scope of services would not
exceed the fees shown in our cost breakdown. We would invoice monthly on a time and
materials basis. Any outstanding invoices and/or charges would be due and payable at
the time our report is presented to you.
If services are requested that are not included in our fee breakdown, they would be
considered an extra cost item. All additional work beyond the scope and parameters of
this proposal would be charged on a time -and -materials basis as shown on our attached
Agreement and Work Order. You would be contacted for authorization of any additional
work prior to commencement of this additional work.
Charges for additional costs, incurred due to subcontractors' failing tests,
unpreparedness or where work was not ready as indicated by the called -in request,

would be charged in addition to the proposed amounts. These charges would be
itemized individually on the monthly invoice in order that the appropriate subcontractor
may be backcharged.
Enclosed are two copies of this proposal and our "Agreement and Work Order." Please
sign, date, and return both original copies of the Agreement to us. An executed copy
will be returned to you. If you have your own contract forms, we would be pleased to
use them, subject to our review and provided that this proposal and its enclosures would
be incorporated as part of your contract form.

SLOPE REPAIR UPDATE
Dear Property Owners,
October 8, 1993
After the ballot was defeated 52 to 43 last June 15th, the Board contacted the City
concerning our status. They indicated the slope failures constitute a public health and
safety risk. The City indicated that if we don't repair the slopes they will cause the.repair to
be made and bill us. They also Indicated that they have the power to lien our propertles If
we failed to pay.
The Board asked what was required In order to obtain a permit. They told us a
report from a geologist would be necessary. We hired Geo Soils, Inc., to furnish us with a
report. We just received it September 10th. It was immediately turned over to the City, with
additional material, and a permit was issued. We used this report in asking four
contractors to bid on the work. We asked our landscape maintenance company to furnish
us with a plan and bid to landscape the areas and re-establish the irrigation system.
We have added together the bid, known costs, and estimated costs. The sum
amounts to almost $150,000. Borrowing this amount through the Small Business
Administration, for thirty years at 4% Interest will require a monthly payment from each
property owner of approximately $5.00, according to the SBA. We are not guaranteed at
this time a 30 year term, but they feel reasonably sure our request would be approved.
We have selected the most economical proposal (pipe and board method), among
the proposals that the geologist recommended.
We have changed the ballot so that it refers only to this particular disaster–not to
any in the future.
The cost will be the minimum, based on the geologist's report
By doing the work we. do not legally accept the responsibility. It is the Board's feel-
ing that the responsibility remains with the developer. We have made a demand on the
developer, who has turned the matter over to their insurance carrier, who has agreed to
consider the claim. We will further investigate and pursue this claim If we see that we have
a legitimate and economical possibility of recovering money. Any money received would
be used to reduce our debt.
None of us had a choice how the problem would be fixed. The City requires the
geologist report and the report tells us the methods of repair, of which we chose the most
economical.

of Directors shall not enter into any contracts which bind it
or the Association for a period in excess of one (1) year,
unless reasonable cancellation provisions are included
therein.

therein. However, the Board of Directors shall have the
authority, without a vote of the membership, to enter into a
contract of any duration for the purpose of borrowing or
otherwise obtaining government disaster relief funds from the
U. S. Small Business Administration, or its designated
representative(s), to repair nine slide areas that occurred in
January/ February, 1993. The purpose of any such funds obtained
by the Board of Directors shall be for investigating,
analyzing and repairing the nine slope failures that lie
within the Association's responsibility to maintain or repair.
The Board of Directors shall be entitled to pass a special
assessment in an amount necessary to repay this specific
disaster loan obtained from the U. S. Small Business
Administration, or its authorized representative(s). The
amount of the special assessment shall be spread over the term
of the loan. The special assessment may be assigned as
collateral for the loan as required by the SBA.
PLEASE NOTE: In order to approve the proposal, a minimum of
76 homeowners must vote "Yes" to approve the amendment to the
Bylaws and to pass the special assessment as outlined above.

The referenced letter sent to associ-tion members to elicit approval
of a huge government loan for geologic repair of slopes on private
property contains mis-leadin- and incorrect informaation,
1. The letter states that the city has determined that the slope

The following First Amendment to the Bylaws of Alta vista
Community Association was adopted by the members of the Association
pursuant to the terms of Article VIII, Amendments.
