BACKGROUND SUMMARY
On February 7, 2017, Jennifer Steen submitted Planning Application PA17-0257, a Modification
to a Development Plan to remodel an existing Target retail store that includes an approximately
1,090 square foot addition to the building, converting the approximately 10,418 square foot garden
center to interior retail space, exterior facade modifications including paint, material, and design
element changes and adding a second entrance to the building located at 29676 Rancho California
Road
Staff has worked with the applicant to ensure that all concerns have been addressed, and the
applicant concurs with the recommended Conditions of Approval.
ANALYSIS
Site Plan
The project is located in the Community Commercial zoning district, within an existing
commercial shopping center at 29676 Rancho California Road. The project has four main
components:
- Converting the approximate 10,418 square foot existing garden center to interior
retail space
- An approximate 1,090 square foot building addition on the northeast corner of the
building that will be used for interior retail space
- Addition of a second building entrance. The additional entrance will help alleviate
bottlenecks and congestion on site with parking and traffic flow by giving customers
an alternate entrance to the building.
- Exterior facade improvements to refresh and update the architecture of the older
existing building with a specific emphasis on the existing entrance and the newly
proposed second entrance.
The project does not include any new landscaping, access to the project site, or additional
parking. Per City of Temecula Development Code Table 17.24.040, the center is required to
provide 1,567 parking spaces based on the square footage of the existing buildings within the
commercial center. There are 2,608 parking spaces existing within the commercial center.
Architecture
Target is undergoing a remodel of their stores nationwide. As a part of this remodel, Target has
opted to pursue the dark wood paneling and the white bullseye on a number of stores. The
proposed modification will add visual interest and articulation to the building facade using
materials, colors, textures, and wall plane changes to make the appearance more current and
feel less dated. This architecture will also complement the existing commercial center that
recently had a Modification Application approved by the Planning Commission to incorporate
tans and browns as part of the facade remodel.
LEGAL NOTICING REQUIREMENTS
Notice of the public hearing was published in the U -T San Diego on October 5, 2017 and mailed
to the property owners within a 600 -foot radius.
ENVIRONMENTAL DETERMINATION
In accordance with the California Environmental Quality Act, the proposed project has been
deemed to be categorically exempt from further environmental review (Section 15301, Class 1,
Existing Facilities).
The project meets all General Plan and Zoning policies and regulations. The project is
proposing an addition to an existing structure that is less than 2,500 square feet of new floor
area and is located in an area where all public services and facilities are available.
FINDINGS
Development Plan (Code Section 17.05.010.F)
The proposed use is in conformance with the General Plan for Temecula and with all applicable
requirements of State law and other Ordinances of the City.
The proposed project is the expansion of an existing retail store as well as exterior
modifications. The General Plan allows for retail uses at the project site. Therefore, the project
is consistent with the General Plan for Temecula. The project, as conditioned, is also consistent
with other applicable requirements of State law and local Ordinances, including the California
Environmental Quality Act (CEQA), the Citywide Design Guidelines, and Fire and Building
codes.
The overall development of the land is designed for the protection of the public health, safety,
and general welfare.
The overall design of the project, including the site, building, and parking is consistent with, and
intended to protect the health and safety of those working and living in an around the site as the
project is consistent with the General Plan, City Wide Design Guidelines, and Development
Code. The project has been reviewed for, and as conditioned, has been found to be consistent
with all applicable policies, guidelines, standards and regulations intended to ensure that the
development will be constructed and function in a manner consistent with the public health,
safety, and welfare.
