PUBLIC COMMENTS
A total of 15 minutes is provided so members of the public can address the
commission on items that are not listed on the Agenda. speakers are limited to two
(2) minutes each. If you desire to speak to the Council about an item not listed on
the Ageride, a pink "Request to Speak" form should be filled out and filed with the
Commission Secretary.
When you are called to speak, please come forward and state your name and address.
For all other agenda items a "Request to Speak" form must be filed with the
Recording Secretary before the Commission gets to that item. there is a five (5),
minute time limit for individual speakers.

Emergency Vehicle Pre-Emption System
BACKGROUND:
In response to requests by the Fire Department and the Traffic Commission, the
Engineering Department has researched the installation of an emergency vehicle pre-
emption system on traffic signals throughout the City.
An emergency vehicle pre-emption system allows a faster and safer response to
emergencies by allowing the responding units to warn the traffic signal of their
approach. The traffic signal responds to this warning by providing a green
indication in the appropriate direction. This reduces or eliminates the need for
emergency vehicles to enter an intersection on a red indication and allows traffic to
clear the road for the responding units.
The County of Riverside has adopted the Opticom System, manufactured by 3M
Corporation, as the county-wide pre-emption system. AII traffic slgnalsconstructed
by the County Transportation Department will be equipped with the Optloom System.
All new emergency vehicles purchased by the County Fire Department will also be
equipped for this system.
Of the lu, traffic signals which exist in the City at this time, 6 are partially equipped
with Opticom. These locations are:
Front Street and Via Montezuma
Front Street and Del Rio Road
Margarita Road and Rancho California Road
Margarita Road and Moraga Road
Margarita Road and Rancho Vista Road
Mira Loma Drive and Rancho Vista Road

These locations can provide pre-emption only for the through movements at the
intersection, the left turn phases can not provide a green indication for emergency
vehicles. in addition to the 6 locations with partially functioning Opticore System,
all traffic signals within the City being designed or constructed will include complete
Opticore.
The Fire Department has indicated that it is desirable to upgrade these 6 locations
to fully functioning pre-emption operation in addition to installing the full system on
the remaining 8 traffic signals.
The Police Department has indicated that installation of pre-emption equipment on
its vehicles is not necessary as the Police Department vehicles are more maneuverable
than Fire Department Vehicles.
Installation of the Opticom System allows vehicles from other agencies which are
equipped to respond more quickly as they can also activate the pre-emption system
in the City. An example of this is a vehicle from the Murrieta Fire Protection District
can operate the pre-emption system in the City of Temecula when called through the
shared emergency response system. If a system other than Opticom were installed
in the City, this would not occur.
Currently, there are no emergency response vehicle in the City which are equipped
with traffic signal pre-emption equipment. Following are estimated costs for
installing the necessary equipment on the emergency vehicles:

Ynez Road at Target Center - Northerly Driveway
BACKGROUND:
In response to several requests, the Engineering Department has
conducted a traffic investigation for Ynez Road at the Target
Center northerly driveway.
It was determined that delineators were needed at the northbound
transitions, north of the driveway. These delineators were
installed on January 4, 1991.
It was also observed that many vehicles traveling southbound on
Ynez Road attempt to turn left into the northerly driveway. These
left turning vehicles are often delayed for excessive periods of
time which causes all southbound traffic to be impeded. This
causes southbound traffic to back up for a length of one quarter
mile at times. There have been several accidents informally
reported to the Engineering Department, however, accident
statistics for 1990 have not yet been received from the Statewide
Integrated Traffic Records System (SWITRS).
The primary driveway on Ynez Road for Target Center is located
approximately 500 feet to the south of the northerly driveway. A
left turn lane is provided at the primary driveway and a traffic
signal is proposed for that location.
In order to alleviate congestion on this vital arterial, it is
proposed that left turns be prohibited in to and out of this
driveway. This proposal is a temporary measure which could be
rescinded when the roadway widening required for installation of a
left turn lane is installed. A sketch of the proposed improvements
is attached.
The primary driveway on Ynez Road for the Target Center is located
approximately 500 feet to the south of the northerly driveway. A
left turn lane is provided at the primary driveway and a traffic
signal is proposed for that location.
This proposal is a temporary measure which could be rescinded when

SUBJECT: Vehicle and Traffic Ordinance
RECOMMENDATION:
That the Traffic and Transportation Commission recommend to City Council that the
revised ordinance be adopted.
BACKGROUND:
The draft ordinance has been reviewed and accepted by the City Attorney, Police
Department, and Engineering Department. While this is not an all encompassing
ordinance package, it is intended to be a starting point for a complete and comprehensive
ordinance. There will no doubt be other issues that arise that may result in the need for
a new ordinance. If and when this situation occurs, additional ordinance may be added
to the current ordinance package.
The ordinance is currently being updated with requested changes and is not available for
review at this time. It is anticipated that a copy of,the ordinance will be made available
to you prior to the next meeting.
