The meeting was called to order by Chairman Knox Johnson. Commissioner Sander led the flag salute. COMMISSIONER GUEARIERO moved to receive and file the Handbook as presented. AYES: 5 COMMISSIONERS: Godnick, Guerriero, Roberrs, Sander, Johnson, CHAIRMAN JOHNSON introduced Max Giliss, who was present to give an update on the progress of the Mello-Roos/Ynez Corridor. Mr. Giliss discussed funding issues and proposed dates for construction to start and be completed. 4. CALLE PINA COLADA 4.1 Receive and file staff report. CHAIRMAN JOHNSON opened the discussion for public comment at 7:15 P.M. JAYME CHRISTIAN, 30762 Calle Pina Colada, Temecula, presented a petition to the Commission by the homeowners requesting that Calle Pina Colada be closed to through traffic. Ms. Christian advised the Commission of the speeding cars on their street and the safety hazard. LAURA UPTOWN, 30869 Calle Pina Colada, Temecula, also spoke in favor of closing Calle Pina Colada to through traffic. COMMISSIONER GODNICK abstained from comments and decision due to a possible conflict of interest. COMMISSIONER ROBERTS recommended that the street should be posted for 30 mph. accompanied by the efforts of the presence of a traffic officer. AVENIDA DE LAREINA 5.1 Receive and file staff report. CHAIRMAN JOHNSON opened the discussion for public comment at 7:30 P.M. DAVID CIARATTONI, 41646 Avertida De La Reina, Temecula, presented a petition to the Commission from residents, proposing many solutions to the problem of traffic and speeding on their streets. Mr. Ciabattoni advised the Commission that their street is used as a short cut, for high school students and parents dropping off students, from Rancho California Road to the high school. The following individuals also spoke in favor of the recommendations made in the petition: KATHY BAMILTON, 41681 Avenida De La Reina, Temecula. BETTY KIMBRO, 31231 Corte Alhambra, Temecula. LAVERNE STAFFORD, 41652 Avenida De La Reina, Temecula. TTMIN2/27/91 -3- March 4, 1991 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES FEBRUARY 27, 1991 JOE HEIN, 30414 Corte Alvera, Temecula, discussed the students coming onto his street during school hours to smoke marijuana and requested that law enforcement patrol this area. JOE SEQUEN, 41640 Avertida De La Reina, Temecula, spoke in favor of the recommendations on the petition. MARY GIORDANO, 40369 Avenida De La Reina, Temecula, spoke in favor of the recommendations on the petition. COMMISSIONER GODNICK moved to place a Stop Sign at Corte Alhambra and Avenida De La Reina, and attempt the closing of the parking lot at the high school while staff continues to investigate. COMMISSIONER ROBERT8 suggested the need for street striping and posting of speed limits. COMMISSIONER GUERRIERO recommended that a meeting be arranged between the High School Student Body such as a public forum, and concurred with the recommendations for Stop Signs, with the recommendation that a Stop Sign be placed at Calle Bahia Vista, striping and posting of speed limits. Commissioner Guerriero concurred with recommendation (1) by staff; however, he suggested that some improvements needed to be completed. CHAIRMAN JOBNSON declared a recess at 8:00 P.M. The meeting reconvened at 8:10 P.M. MARK GREENWOOD ran the videotape presented by the residents of Avenida De La Reina reflecting the traffic concerns they have presented to the Commission. COMMISSIONER GUERRIERO recommended that staff investigate what the School District's future plans are for the dirt parking lot and look into the placement of a traffic control officer during the afternoon hours to direct only right and left hand turns from that parking area. CHAIRMAN JOHNSON suggested that staff investigate the closing of the street during school hours. COMMISSIONER GODNICK moved to place Stop Signs at Corte Alhambra and Avenida De La Reina, speed limit signs be posted for 25 mph. and center striping be done if possible, seconded by COMMISSIONER ROBERTS. COMMISSIONER GODNICK commented on the difficulty of controlling that type of traffic movement and suggested it would be better to close that parking area. COMMISSIONER GUERRIERO withdrew his first motion and moved to have staff continue to investigate this situation with the School District for alternative measures to improve traffic conditions, seconded by COMMISSIONER ROBERTS. VEHICLE AND TRAFFIC ORDINANCE 6.1 Received Revised Draft Ordinance CHAIRMAN JOHNSON opened the discussion for public comment at 8:35 P.M. GEORGIAN BEBE, 31025 Lorreta Avenue, Winchester, spoke in opposition to proposed traffic ordinance 12.08.226 relating to commercial vehicles. She requested the Commission look at issuing parking permits for one-half acre or one-acre or more parcels. Ms. Bebe stated that many residents purchased these lots so that they could park their trucks on their property. AYES: 5 COMMISSIONERS: Godnick, Guerriero, Roberts, Sander, Johnson NOES: 0 COMMISSIONERS: None 7. CALLE MEDUSA 7.1 Receive and file Sub-Committee Report. CHAIRMAN JOHNSON opened the discussion for public comment at 8:45 P.M. GARY TAYLOR, 40811 Calle Medusa, Temecula, addressed the Commission with the traffic conditions on Calle Medusa. He advised the Commission that a state assemblyman had visited them to discuss their problems. Mr. Taylor addressed the need for Stop Signs, posting of Speed Limits, etc. EVONNE TAYLOR, 40811 Calle Medusa, Temecula, concurred with the problems addressed by Mr. Taylor. JOE ASHCRAFT, 40397 Calle Medusa, Temecula, presented the Commission with a signed petition from the residents of Calls Medusa opposing the rumored commercial bus route on Calls Medusa. BRIANSAMPSON, 40655 Calle Medusa, Temecula, addressed the traffic volumes on Calle Medusa and a concern that the volume will increase. Mr. Sampson added that any solution proposed by the Commission, be a solution that remedies the problems and is not just a temporary solution. Mr. Sampson stated that he felt Stop Signs and Speed bumps were an important solution for now, while staff continued to investigate a solution. LINDA BRUNGARDT, 40397 Calle Medusa, Temecula, addressed Calle Medusa shown as an arterial route on all the maps; however, by all other definitions, Calls Medusa is a residential street. Ms. Brungardt requested that the City assist them in having Calle Medusa changed on the maps to an residential street. CHAIRMAN JOHNSON requested that a motion be made to continue the meeting beyond the 9:00 P.M. adjournment. TTMIN2/27/91 -6- March 4, 1991 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES FEBRUARY 27, 1991 COMMISSIONER GODNICK moved to extend the meeting beyond 9:00 P.M. COMMISSIONER ROBERTS seconded. CHAIRMAN JOHNSON requested that staff address the comments regarding the arterial route. MARK GREENWOOD advised the Commission that Calle Medusa was designated a residential collector street. COMMISSIONER GODNICK moved to hold a public hearing on March 27, 1991, time and place to be posted, with recommendations by staff, seconded by COMMISSIONER GUERRIERO. AYES: 5 COMMISSIONERS: Godnick, Guerriero, Roberts, Sander, Johnson NOES: 0 COMMISSIONERS: None 8. TRANSIT BUS SERVICE 8.1 Presentation by Tom Mindiola of the Temecula Valley Transportation Company. TOM MINDIOLA provided a brief presentation on his proposed transportation company in the City of Temecula and answered questions by the Commission, He stated that the company would consist of seventeen (17) passenger/wheel chair vans which will run on propane. CHAIRMAN JOHNSON requested that staff distribute a copy of Mr. Mindiola's proposal to all the Commissioners. The Commission as a whole expressed strong support for Mr. Mindiola's proposal. CITY 9.1 TTMIN2/27/91' OF TMMECULA COORDINATING COMMITTEE Information MARK GREENWOOD provided a brief report. CHAIRMAN JOHNSON requested that staff include a copy of the Coordinating Committee agenda in future Traffic and Transportation Commission agenda packages. -7- March 4, 1991 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES FEBRUARY 27, 1991 10. TRAFFIC ENGINEERS REPORT 10.1 MARK GREENWOOD addressed the following: - Opticom System Towne Center driveway closed to left hand turns. He indicated that the are some enforcement problems which they are trying to control. CHAIRMAN JOHNSON commented that the signs are hard to see. - Engineering Department is pursuing the investigation of traffic situations near the schools. Ynez and Winchester traffic signal project is being undertaken by the County and the contract has been awarded. Distribution of letter sent to Chairman Johnson requesting that a traffic be installed at one of the entrance/exits off Rancho California Road into the Towne Center. The City Engineering Department has been requested to install a signal at this location. 11. COMMISSION REPORTS 11.1 · CHAIRM3~N JOBNSON requested that staff survey streets and establish a priority list for streets that need immediate improvements. · COMMISSIONER SANDER requested that staff advise him of when and where Assessment District 161 meets. COMMISSIONER ROBERTS requested that when the signal is placed at the Towns Center, staff look at the other exits with the possibility of posting "No Left Turns". MARK GREENWOOD advised that there was a development in that area that had been conditioned to close some of the medians. COMMISSIONER GODNICK discussed the joint meeting between the Planning commission and Traffic and Transportation Commission and addressed the installation of the 4-way Stop Sign. He advised Mark Greenwood that when he voted on the TTMIN2/27/91 -8- March 4, 1991 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES FEBRUARY 27, 1991 recommendation by staff, he thought that ACS was going to be busing all of it's employees and therefore needed this 4-way Stop Sign; however, he indicated that ACS is not busing all it's employees, that most of them are parking on the premises, and he would not have voted in favor of the recommendation had he known this. MARK GREENWOOD advised the Commission that staff was investigating this situation. COMMISSIONER ROBERTS recommended that a sub-committee be formed with all representative from all the City Commissions. AJOURNMENT CHAIRMAN JOHNSON adjourned the meeting at 9:45 P.M. The next regular meeting of the Traffic and Transportation Commission for the City of Temecula will be a noticed public hearing on the Calle Medusa sub-committee recommendation to the Traffic and Transportation Commission with notice to occur at least 10 days prior to the meeting of Wednesday, March 27, 1991, 7:00 P.M. PRESENT: 5 COMMISSIONERS: Godnick, Guerriero, Roberts, Sander, Johnson ABSENT: 0 COMMISSIONERS: None Also present were Assistant City Attorney John Cavanaugh, Staff Representatives Mark Greenwood and Doug MacPherson, Sergeant Jim Domenoe, and Minute Clerk Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. Calle Medusa Sub-Committee Final Report. RECOMMENDATIONS: 1. Install 4-way stop control at Calle Medusa and Kahwea Road/ Windsor Road. 2. Paint a double yellow centerline strip on the entire length of Calle Medusa. That the Traffic Commission encourage future land use studies in the Calle Medusa vicinity to give careful consideration toward minimizing traffic impacts in the Calle Medusa corridor until alternative parallel roads can be developed. That the Traffic Commission request the General Plan study consultant to give special and specific consideration to the Calle Medusa corridor during the Circulation Element Formulation Process. 5. Install full width pavement on Nicolas Road, Calle Girasol and Riverton Lane. TTMIN3/27/91 -1- APRIL 2, 1991 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES MARCH 27, 1991 MARK GREENWOOD provided a staff report on the joint recommendations made by the Calle Medusa sub-committee and the Engineering Department. CHAIRMAN JOHNSON opened the public hearing at 7:25 P.M. LINDA ASECRAPT, 40397 Calle Medusa, Temecula, representing the Calle Medusa Homeowner's Association, presented the Commission with a report of written response to the recommendations for Calle Medusa. Ms. Ashcraft added that the Hidden Hills area residents would like a committee formed of some of the homeowners to work with the General Plan consultant and the Engineering Department to look at a permanent solution to the Calle Medusa problems. CHERIE REGENER, 40787 Calle Medusa, Temecula, advised the Commission that the placement of Stop Signs on Calle Medusa has caused traffic to divert from the school, thru a Metropolitan Water District Easement and then onto her property. She added that the children use this easement to walk back and forth to school and this diverting traffic poses a safety hazard. GARY TAYLOR, 40811 Calle Medusa, Temecula, requested that the Commission encourage the developer to complete all the final improvements that they were conditioned for. YVOHNE TAYLOR, 40811 Calle Medusa, Temecula, also spoke in favor of requesting the developer to complete the improvements for an arterial roadway. DAVID LAWTON, 40180 Calle Medusa, Temecula, recommended the placement of speed bumps or dips to slow down the traffic. SHARI CRALL, 31301 Ashmill Court, Temecula, spoke in favor of making Calle Medusa a meandering roadway with landscaped medians. KAREN RECKENDORF, 31106 Riverton Lane, Temecula, suggested paving Nicolas Road through to Rancho California Road at the cost of the developer. She added that if the Commission recommends to pave Riverton Lane, that Stop Signs be placed at Riverton Lane and Yardley. BRIAN SAMPSON, 40655 Calle Medusa, Temecula, provided the Commission with a map which offered a recommendation for traffic diversion. Mr. Sampson opposed the recommendation for a double yellow centerline strip. He DENNIS TOUHY, 40300 Calls Medusa, Temecula, opposed the recommendation for a double yellow centerline strip. DANA DEWITT, 40458 Calls Medusa, Temecula, felt the real problems were too many cars, and running stop signs. stated that he speeding, passing GAY LEWIS, 40457 Calle Medusa, Temecula, opposed the recommendation for a double yellow centerline strip. Ms. Lewis expressed a concern for the surrounding developments creating more traffic on Calle Medusa. ALLEN MASLOWSKI, 40409 Calle Medusa, Temecula, concurred with the recommendations by the Calle Medusa H.O.A. and suggested that the homeowner's meet with the police department and advise them of the hours of day which warrant traffic enforcement. SUSAN MCANULLA, 30966 Riverton Lane, Temecula, opposed the widening of Riverton Lane and paving of Calle Girasol. Feels that the developer should pay to create a new arterial route. Ms. McAnulla suggested that Stop Signs be placed on Riverton Lane. MINDY MYERS, 40291 Calle Medusa, Temecula, strongly opposed the double yellow centerline strip. Strongly supports an arterial route which the developer should pay for. PAM TENNANT, 39942 Amberly Circle, Temecuia, expressed a concern for the increase in traffic on Calle Girasol if it is paved. KEN LINDSAY, 31082 Riverton Lane, Temecula, recommended Stop Signs for Riverton Lane if paving is approved. PAUL VALENCIA, 40417 Yardley Court, Temecula, stated that the area needed a non-residential thoroughfare. Mr. Valencia recommended the extension of La Serena to Butterfield Stage Road. CHAIRMAN KNOX JOHNSON called a recess at 8:15 P.M. The meeting reconvened at 8:25 P.M. RON HENDERSON, 31832 Poole Court, Temecula, addressed the Commission about traffic concerns on La Serena at the barrier. CHAIRMAN JOHNSONadVised Mr. Henderson that this public hearing TTMIN3/27/91 -3- APRIL 2, 1991 TR.~FFIC ~ TR.~M~SPORTATION CONMISSION MINUTES E~RCH 27, 1991 was for the Calle Medusa recommendations and requested that staff place Mr. Henderson's concerns on the next agenda. CHAIRMAN KNOX JOHNSON closed the public discussion at 8:35 P.M. COMMISSIONER QUERRIERO advised the residents that safety was the foremost concern of the Commission. Commissioner Guerriero concurred that the maps need to be changed so that they do not show Calle Medusa as an arterial roadway. He also recommended that the Water District be contacted and have them close off their easement road to traffic. He added that the recommendations will be presented to the City Council. Commissioner Cuerriero requested the City Attorney's opinion on forcing the developer to complete road improvements. Assistant City Attorney JOHN CAVANAUQH advised that compelling a builder to install roads after the fact is not legally possible. The only way to get the roads improved would be to condition maps coming up now to do the improvements or by creating an assessment district. COMMISSIONER ROBERTS stated that he concurs with the recommendation for a Stop Sign at Windsor Road and Calle Medusa. Commissioner Roberts opposed the recommendation for a double yellow centerline strip as well as the paving of Riverton Lane. He added that he supported the recommendation by the homeowners, that the City Engineers investigate the feasibility of extending Calle Chapos and Walcott Lane to La Serena Way. COMMISSIONER GODNICK concurred with Commissioner Roberts comments. COMMISSIONER SANDER stated that he felt the emphasis should be on finding an alternate arterial route to get residents to and from Nicolas Road and Rancho California Road. He concurred with recommendations 1, 3 and 4 by staff. CHAIRMAN JOHNSON opposed the recommendation for a double yellow centerline strip on Calle Medusa. He also disagreed with the paving of Riverton Lane. Chairman Johnson requested that letters received from James L. Hess and Kathleen Eyserbeck be included in the minutes. BACKGROUND: California Vehicle Code I CVC) Section 22357 and CVC Section 22358 indicate that an Engineering and Traffic Survey must be conducted before a local authority can increase speed limits to greater than 25 mph or decrease speed limits to less than 55 mph. The Engineering and Traffic Survey (attached as a separate document) has been prepared in accordance with CVC Section 627 which describes the key elements of this survey. This city-wide survey was completed as requested by the Traffic Commission and City Council. Implementation of the recommended speed zones will enable the enforcement of speed limits utilizing radar. Due to the City's limited ability to use radar enforcement prior to this study, some of the proposed speed limits may appear somewhat higher than anticipated. Thorough enforcement of these newly established speed limits utilizing radar should prevent the prevailing speeds from increasing and could result in a decrease in posted speed limits based upon completion of future traffic and engineering surveys. MG:ks A:CITYWlDE ITEM CITY OF TEMECULA ACENDA REPORT TO: FROM: DATE: SUBJECT: Traffic Commission Engineering Staff April 2LI, 1991 Avenida De La Reina RECOMMENDATION: Request the City Council to (a) direct staff to prepare a traffic engineering study addressing traffic conditions on Avenlda De La Relna between Rancho California Road and Rancho Vista and { b) authorize the funds to conduct the study. BACKGROUND: Prior to the Commission's February 27, 1991 meeting, the Engineering Department had received several requests regarding traffic conditions on Avenida De La Reina between Rancho California Road and Rancho Vista. At the February 27, 1991 meeting, the Commission received comments from many residents of Avenida De La Reina regarding this situation. A petition was also received at that meeting signed by about 75 residents in the area. Essentially, residents are concerned about speeding, infiltration of thru-traffic, school bus loading safety, and bus fumes from the School District facility. At the February 27, 1991 meeting, the Commission directed staff to implement the following improvements on Avenida De La Reina: Install centerline striping on Avenida De La Reina. Install a 25 mph speed limit. Install a u,-way stop at the intersection of Corte AlhambraJ Corte Arroyo Vista with Avenlda De La Relna. Subsequent to the February meeting, several residents expressed disagreement with the installation of centerline striping. Staff was asked not to follow through with that action. Since Avenida De La Reina is a "residence district" as defined by California Vehicle Code (CVC) Section 515, this street currently has a 25 mph prima facie speed limit. However, to emphasize this limit, 25 mph speed limit signs have been ordered to be installed at appropriate locations on Avenida De La Reina. A:AVBELARE. JNA As indicated in the staff report of February :27, 1991, the intersection of Corte Alhambra/Corte Arroyo Vista does not satisfy warrants for a ~-way stop location. For that reason, staff was not able to support this installation. Since the Commission, subsequent to the meeting on February 27, has received public input which would modify the original direction of the motion (relatlve to centerline striping), staff wishes to get a clarification of the original motion. Since the February 27 meeting, staff has met with Mr. Woody FrankLin, Director of Maintenance, and Mr. Paul Oglesby, Assistant Principal of Temecula Valley High School to discuss some initial actions which the school district may be willing to take to relieve traffic infiltration on Avenida De La Reina. As a first step toward resolving one of the traffic issues, the High School has prepared a memorandum to students and faculty requesting access to school occur on appropriate roadways ( Rancho Vista, Margarita, Meadows Parkway) rather than through residential areas such as Avenida De La Reina. it has recently come to the staff's attention that the School District is currently beginning a reconfiguration of their high school parking area which will result in ( 1 ) paving of the dirt area adjacent to the driveway opposite Avenida De La Reina, (2) closing of an existing driveway just east of Calle Rio Vista, (3) placing a new driveway opposite Calle Rio Vista, (~) eliminating internal access between staff and student parking areas, (5) and other changes. After further chance to review possible alternative solutions to traffic conditions on Avenida De La Reina, particularly in view of the parking and driveway changes occurring at the High School, staff believes that several complex issues need to be resolved which will require a formal traffic study to properly analyze alternatives and develop optimum solutions. There are several temporary traffic diversions (manual diversion of traffic at Rancho Vista/high school driveways; several possibilities for closure/modification at school driveways; a possible median along Rancho Vista (to prevent thru-traffic from using residential streets); closure or partial closure of Avenida De La Reina at Rancho Vista, Rancho California Road or some point in between (likely north of Corte Alhambra); and other traffic issues to be studied. Each of these alternatives needs to be analyzed to determine impacts, feasibility, legal implications, costs, possible diversion of traffic to other streets, etc. The following scope of work is proposed for this Avenida De La Reina study: A:AV[3ELARE. JNA TRAFFIC STUDY AVENIDA DE LA REINA - Scope of Work - TASK I Establish Existing Conditions/Data Collection This task will involve gathering existing pertinent roadway characteristics l i.e., street/right-of-way widths, lane configurations, speed limits, signing and striping, average daily traffic, peak hour traffic, school driveway locations, parking conditions, and other features of area roadways. Traffic counts will be taken on Avertida De La Reina, Calle Rio Vista, Corte Arroyo Vista, Corte Alhambra, and Rancho California. TASK II Identify Traffic Issues/Develop Alternative Solutions This task will involve the identification of the traffic issues which the neighborhood, the Commission, and staff believe need to be resolved to provide safe, livable traffic conditions on Avenida De La Reina and its environs. Potential alternative solutions to each of the identified traffic issues will be developed in this task. TASK Analysis of Alternative Solutions/Development of Optimum Traffic Solutions Each of the possible alternatives for preventing traffic infiltration on Avenida De La Reina and its environs will be analyzed to determine traffic and safety impacts including redistribution of traffic, access limitations for the neighborhood, and other issues. TASK IV Investigate Legal Implications of Alternatives and Develop Cost Comparisons The legal implications of possible street or driveway closures, diverters or other techniques to prevent traffic infiltration will be studied. In addition, comparisons of costs will be developed for alternatives which may have significant cost implications. TASK V Prepare Traffic Report A report summarizing the existing conditions and data collected, analysis techniques, alternatives discussion, conclusions and the recommended improvement program and methodology will be documented in a traffic report. BACKGROUND: Prior to the Commission's February 27, 1991 meetin9, the Engineering Department had received several requests regarding traffic conditions on Calle Pina Colada between Oel Rey Road and La Serena Way. At the February 27,1991 meeting, the Commission received comments from residents of Calle Pina Colada regarding this situation. A petition {essentially requesting that Calle Pina Colada be closed just west of Salt River Court) was also received at that meeting signed by about 41 residents (representing about 20-25 residences in the area). Essentially residents are concerned about speeding and infiltration of through traffic. At the February 27, 1991 meeting, the Commission directed staff to present the approval of a 30 mph. speed zone to the City Council. In order for radar enforcement to be used, an engineering and traffic survey has been formally prepared to support the 30 mph. speed limit. This survey is required by California Vehicle Code (CVC) Sections 22357 and CVC Section 22358. Council action is scheduled on this recommendation on May 14th. In response to the Commission's request to do an investigation of closing Calle Pina Colada, staff believes that a complete traffic study should be conducted to {1 ) quantify the level of through traffic on Calle Pina colada. (2) examine the affects closure may have on local access. {3) quantify the possible level of diversion of traffic to other residential streets and (4) examine other possible alternative solutions. BACKGROUND: In response to requests from citizens and the Traffic Commission, a traffic investigation was conducted at the subject location. That investigation revealed the end of the road barricading (to fully close the road) should be placed just east of Poole Court with additional advance signing.
