Paint a double yellow centerline stripe on the entire length of Calle Medusa. That the Traffic Commission encourage future land use studies in the Calle Medusa vicinity to give careful consideration toward minimizing traffic impacts in the Calle Medusa corridor until alternative parallel roads can be developed. That the Traffic Commission request the General Plan Study consultant to give special and specific consideration to the Calle Medusa corridor during the Circulation Element Formulation Process. 5. Install 4-way stop control at Calle Medusa and Kahwea RoadRVindsor Road. 2. Paint a double yellow centerline stripe on the entire length of Calle Medusa. 3. BACKGROUND: The Calle Medusa sub-committee has carefully considered the concerns of residents and development possible solutions regarding traffic conditions in this area, The sub-committee has met with representatives of the residents of the area and with staff, reviewed previous studies and reports, and analyzed area traffic circulation in the pursuit of its goal. The concerns reported by residents of Calle Medusa include: Excessive speed of vehicles. Excessive volume of vehicles. Excessive use of Calle Medusa by commercial vehicles, especially construction vehicles. Excessive use of Calle Medusa by school busses. To date the following improvements have been installed on Calle Medusa in an effort to alleviate the reported concerns: Installation of 25 mph speed limit signs along Calle Medusa to emphasize the prima facie 25 mph residence district speed limit. 2. Installation of 3-way stop control at 3 locations: Calle Medusa and Enfield Lane Calle Medusa and Chauncey Way Calle Medusa and Riverton Lane Enactment of a 3 ton weight limit and installation of appropriate signs on Calle Medusa. In addition to the improvements which have been installed, a city-wide Vehicle and Traffic Ordinance is nearing final approval. This ordinance package provides the enabling authority to establish a truck route system, which will assist in controlling truck traffic throughout the City. The Engineering Department was directed to study the feasibility of closing Calle Medusa as a through route. The study revealed that closing Calle Medusa as a through route was feasible however, the resulting public response to this issue was overwhelmingly negative. A petition with 108 names, which requested that Calle Medusa not be closed, was subsequently forwarded to the Engineering Department. The most commonly cited reasons for disagreement with road closure were: Increased travel time for residents. Expectancy of traffic to divert around closure on other residential streets. Increased response time for emergency vehicles. Calle Medusa serves as a collector road for approximately 300 homes. These homes have no ingress/egress other than Calle Medusa. The Institute of Transportation Engineers (ITE) Trip Generation Manual indicates that approximately 10 trips per residence are typically expected. This would lead us to expect approximately 3000 vehicles per day on Calle Medusa. The highest recorded traffic count on Calle Medusa was 3133 vehicles per day, north of La Serena Way. This data indicates that perhaps 5% of the traffic on Calle Medusa is through traffic. Use of a public road by commercial vehicles which require ingress/egress for delivery or construction purposes cannot be restricted, per California Vehicle Code (CVC) Section 35703. This results in the need for residents to be tolerant of vehicles which are legally and properly using the road. There are several tracts of homes under construction at this time, which lie adjacent to Calle Medusa. Therefore it is expected that much of the construction traffic is using Calle Medusa in a lawful manner. Staff has met with the Temecula Valley Unified School District to discuss school bus activity on Calle Medusa. The District representative indicates that about 40-50 school buses operate along Calle Medusa daily. The great majority of these buses are picking up and dropping off high school, middle school, and elementary school students living in the Calle Medusa area. About 250 students are picked up each day from the neighborhood with a similar number brought home to the area. The District has indicated they are aware of the residents concern on Calle Medusa and are making every effort to reduce bus movements while maintaining safety for the students and maximizing the District's limited resources. During the next year or so the District will be considering increasing walking distances for all students, reducing school starting times from three to two, and modifying bus movements to respond to differences in the District boundaries. All of these future activities could reduce bus travel on Calle Medusa. Careful analysis of the available data and consideration of input from residents has led to the identification of possible measures to relieve the concerns of the residents of the Calle Medusa area. The measures are presented in 2 categories; short-term - projects which could be completed within several months, and long-term - projects which may take 1 year or longer to complete. SHORT-TERM Convert Calle Medusa to a meandering roadway. Install These improvements could reduce the speeds on Calle Medusa by reducing width and creating additional curves in the roadway. This measure would require prohibition of all street parking on Calle Medusa. Construction cost is estimated to be greater than $100,000. This alternative is not recommended due to relatively high cost and lack of positive control of vehicular speeds and volumes. centerline striping and parking stall markings. Speeds could be reduced by creating the illusion of a narrower roadway. Some residents may find the parking stalls aesthetically unpleasant. Construction cost is estimated to be less than $10,000. Installation of a double yellow centerline stripe is recommended to provide positive guidance to motorists on Calle Medusa. Installation of painted parking stalls is not recommended due to aesthetic concerns. Median island on all or part of Calle Medusa. A median island was suggested to reduce speeds on Calle Medusa. Installation of a median island would require prohibition of on-street parking. It is anticipated that installation of a median island will not provide adequate speed reduction and may cause an increase in traffic volumes due to the necessity of vehicles to execute U-turns to gain access to residences on Calle Medusa. Construction cost is estimated at $100,000. Drainage may be affected by a median island. Any required drainage structures may increase the costs to complete the project. * Installation of a median island is not recommend due to relatively high cost and lack of positive control of vehicular speeds and volumes. Install 4-way stop control at Kahwea RoadRVinsor Road and Calle Medusa. This would provide stop control at approximately equal distances on Calle Medusa. Construction cost is estimated at approximately ~1,000. * Install of 4-way stop control at Calle Medusa and Kahwea Road/VVindsor Road is recommended to provide stop control at approximately equal distances on Calle Medusa. Concentrated enforcement of traffic regulations. According to residents existing traffic regulations are allegedly frequently violated. Periodic concentrated enforcement could increase compliance with existing regulations. Concentrated effort at a single location could reduce enforcement at other locations. * Concentrated enforcement of traffic regulations is recommended to gain maximum compliance with the existing and proposed regulations. Install full width pavement on Nicolas Road, Calle Girasol, and Riverton Lane. These improvements could allow some of the locally generated traffic to avoid the use of Calle Medusa thereby lessening volumes on Calle Medusa. It is anticipated that these improvements will cause traffic volumes to rise on Riverton Lane and surrounding streets which may result in additional concerns by residents of those streets. It is recommended that full width pavement be installed on Nicholas Road, Calle Girasol, and Riverton Lane to allow some of the locally generated traffic to avoid the use of Calle Medusa. Reduce the number of school busses using Calle Medusa. This could be implemented by requesting that the school district re-evaluate current bus stops and routing. It is nq~; recommended that school busses be re-routed to use Winchester Road. (Until Nicolas Road and Winchester Road is signalized and other improvements on Winchester Road). Prohibit any additional development with access to Calle Medusa. This could help to prevent traffic conditions on Calle Medusa from becoming worse. It is recommended that land use studies be encouraged to identify and minimize future traffic impacts on Calle Medusa. Impose a moratorium on construction in the area bounded by Rancho California Road, I-15, north city limit, and east city limit; until Margarita Road between Solana Way and Winchester Road is completed and/or Butterfield Stage Road between Rancho California Road and Nicolas Road. Construction of Margarita Road on Butterfield Stage Road would allow traffic to remain on the Arterial Street System, rather than diverting to Calle Medusa. It is anticipated that a cooperative effort by the City and development community could facilitate an accelerated project schedule to minimize the duration of the moratorium. This alternative is not recommended due to the negative impact to the economy of the community. LONG-TERM Each of these proposed projects should reduce the tendency of traffic to leave the arterial street system in search of other routes. Construct full improvements at Winchester Road and Nicolas Road. Develop Butterfield Stage Road corridor. Construct Margarita Road between Solana Way and Winchester Road. Upgrade Ynez Road. Multiple lanes. Traffic Signals. This project is currently in progress via Community Facilities District 88-12. Many other alternatives were considered in the course of this review. The final recommendations of the sub-committee and the measures already implemented are the best alternative solution measures for the conditions. It should be noted that implementation of any or all of these alternatives does not guarantee that all of the concerns of the residents of the area will be alleviated. It is recommended that traffic issues on Calle Medusa not be re- evaluated for a period of one year, to allow any improvements which are implemented to take effect.
