DM/Ib traff\agn5-22 MINUTE8 OF A REGULAR MEETING OF THE CITY TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION WEDNESDAY, APRIL 24, 1991 A regular meeting of the City of Temecula Traffic and Transportation Commission was called to order Wednesday, April 24, 1991, 7:00 P.M. at the Temecula Unified School District, 31350 Rancho Vista Road, Temecula. The meeting was called to order by Chairman Knox Johnson. Commissioner Guerriero led the flag salute. PRESENT: 5 COMMISSIONERS: Godnick, Guerriero, Roberts, Sander, Johnson ABSENT: 0 COMMISSIONERS: None Also present were Staff Representative Doug MacPherson, Sergeant Jim Domenee, and Minute Clerk Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. MINUTES OF FEBRUARY 27, 1991 1.1 Approve the minutes of February 27, 1991. COMMISSIONER GUERRIERO moved to approve the minutes of February 27, 1991 as presented, seconded by COMMISSIONER ROBERTS. COMMISSIONER GODNICK moved to approve the minutes of March 27, 1991 as presented, seconded by COMMISSIONER GUERRIERO. CITY-WIDE ENGINEERING AND TRAFFIC SURVEY 3.1 Recommendation that the Traffic and Transportation Commission approve the Traffic and Engineering Survey Report and recommend approval to the City Council. DOUG MACPHERSON answered numerous questions by the Commission about the survey. The Commissioners all agreed that they were not satisfied with the survey results for the areas of roadway from Diaz to Margarita on Rancho California Road and Winchester to Rancho California Road on Ynez, specifically in the areas of the Tower Plaza Shopping Center and the Towne Center on both Rancho California and Ynez Roads. COMMISSIONER GUERRIERO moved to approve the Engineering and Traffic Survey and recommend approval to the City Council. COMMISSIONER SANDER requested an amendment to the motion to include that any future amendments would be as needed. The motion failed due to lack of a second. COMMISSIONER ROBERTS moved to approve the Engineering and Traffic Survey after additional surveys are completed on Ynez Road and Rancho California Road, and the results of those surveys be incorporated into the Engineering and Traffic Survey accordingly and recommend approval to the City Council, seconded by COMMISSIONER GUERRIERO. AVENIDA DE LA REINA Request the City Council to (a) direct staff to prepare a traffic engineering study addressing traffic conditions on Avenida De La Reina between Rancho California Road and Rancho Vista and (b) authorize the funds to conduct the study. TTMIN4/24/91 -2- APRIL 29, 1991 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES APRIL 24, 1991 DOUG MACPHERSON presented the staff report. CHAIRMAN JOHNSON opened the public hearing. JOE SEGUIN, 41640 Avenida De La Reina, Temecula, asked the Commission about the time frame for the surveys and the implementation of any recommendations. COMMISSIONER GODNICK stated that the recommendations made to staff by the Commission was the installation of a 4-way stop at the intersection of Corte Alhambra/Corte Arroyo Vista with Avenida De La Reina. He stated that he would not support the recommendation by staff. COMMISSIONERS ROBERT8 and GUERRIERO agreed that the original request by the Commission was for the installation of the 4-way stop and should be implemented. COMMISSIONERS GODNICK and ROBERTS both stated they felt the survey cost was too high. CHAIRMAN JOHNSON moved to approve the request for the traffic engineering study, subject to the installation of a 4-way stop sign at the intersection of Corte Alhmabra/ Corte Arroyo Vista with Avertida De La Reina, thoroughly addressing the changes taking place at the high school as well as with the new Post Office facility on Rancho California Road, seconded by COMMISSIONER GUERRIERO. AYES: 3 COMMISSIONERS: Guerriero, Sander, Johnson NOES: 2 COMMISSIONERS: Godnick, Roberts CHAIRMAN JOHNSON declared a recess at 8:30 P.M. The meeting reconvened at 8:40 P.M. 5. CALLE PINA COLADA Request the City Council to (a) direct staff to prepare a traffic engineering study addressing traffic conditions on Calle Pina Colada between Del Rey Road and La Serena Way and (b) authorize the funds to conduct the study. DOUG HACPHERSON presented the staff report. COMMISSIONER ROBERTS stated that he did not feel that the expenditure for the survey was justifiable, and suggested that staff proceed with posting the 30 m.p.h. COMMISSIONER GUERRIERO moved to direct staff to install 30 m.p.h. speed limit signs and deny the request for City Council to direct staff to prepare a traffic engineering study on Calle Pina Colada, seconded by COMMISSIONER ROBERTS. DOUG MACPHZRSON presented the staff report. COMMISSIONERS ROBERTS, 8~ERRIERO and SANDER indicated their interest in being appointed to the sub-committee. After discussion, Commission Sander elected to be alternate. TRAFFIC ENGINEERS REPORT 8.1 DOUG MACPHERSON advised the Commission of the following: Willdan currently designing the signal for the Towne Center at the Target entrance at Rancho California Road. Staff will be conducting a review of traffic conditions (including accidents) along Rancho California Road adjacent to Towne Center. , Calls Medusa recommendations will be going to the City Council on May 28, 1991. · Business cards have been ordered for the Commissioners. Distributed five color copies of the Circulation Plan for Murrieta and portions of Temecula (area circulation plan from the Murrieta Traffic Commission). 9. COMMISSION REPORTS 9.1 The Commission addressed the following: COMMISSIONER ROBERTS advised that Wildomar and Lake Elsinore have expressed an interest in taking part in the coordination of the master circulation element for Murrieta and Temecula. COMMISSIONER ROBERTS requested an update on the status of the progress of the signal approved for the Vons entrance of the Tower Plaza shopping center. CHAIRMAN JOHNSON requested staff to follow-up on the 35 m.p.h. warning sign which was removed from Ynez (south of Solano Way). CHAIRFa%N JOHNSON requested that staff obtain directional signs for the location of the Commission meetings. Chairman Knox Johnson Secretary TTMIN4/24/91 -6- APRIL 29, 1991 ITEM 12 CITY OF TEMECULA AGENDA REPORT TO~ FROM: DATE: SUBJECT: Traffic Commission Doug MacPherson, Transportation Engineering May 22, 1991 Ynez Road and Pauba Road - Southbound Left-Turn Overflows In response to a citizenIs request, a traffic investigation was conducted at the intersection of Ynez Road and Pauba Road on Wednesday, May 8, 1991. The citizen stated that vehicles waiting for the southbound left-turn green arrow in the southbound left-turn pocket are spilling over into the southbound through lane. Vehicles traveling southbound on Ynez Road have limited visibility when approaching Pauba Road because of a crest vertical curve prior to the southbound left-turn pocket. Therefore, there is potential for a traffic collision between the overflow of southbound left-turning vehicles and through southbound vehicles. EXISTING CONDITIONS: Ynez Road and Pauba Road is a "T" intersection which is controlled by a four-phased traffic signal. The geometric configuration of Ynez Road is as follows: one through lane and one right-turn lane northbound, one through lane and one left-turn lane southbound. Pauba Road is an east-west roadway which, on the westbound approach to Ynez Road, has one left-turn lane and one right-turn lane. The length of the southbound left-turn pocket on Ynez Road is approximately 100 feet long which provides storage for five vehicles. FINDINGS: The traffic investigation consisted of field observations of the traffic signal operation and conducting turning movement counts during the evening peak hour. Ninety-one southbound left-turn movements were recorded during the evening peak hour from u,:30 to 5:30 p.m. (See attached count sheet. ) Field observations indicated that on two occurrences, southbound left-turn vehicles did overflow into the southbound through lane. Field observations indicated that the traffic signal timing at this intersection is not operating at its optimum potential. For example, vehicles waiting in the southbound left-turn pocket do not get the green indication until the northbound through movement timing reaches its maximum limit in the signal cycle. Therefore, vehicles which are approaching and queueing in the southbound left-turn pocket are occasionally exceeding the capacity of the southbound left-turn pocket. A:YNEZ-PAUBA CONCLUSIONS: A signal timing adjustment may be the best solution to this problem. The "minimum gap" timing for the north-south advance loop detectors needs to be reduced to enable opposing vehicle calls, such as the southbound left-turn phase to be serviced sooner in the cycle. The Transportation Department of the County of Riverside should be notified to implement these changes. This signal should be monitored periodically for 90 days following the timing adjustment to determine its effectiveness. RECOMMENDATIONS: Forward a copy of this report with a recommendation for the Riverside County Transportation Department to reduce the northbound/southbound gap timing at this location.
