DM/Ib traff\agn6-13 TO: FROM: DATE: SUBJECT: CITY OF TEMECULA AGENDA REPORT Traffic Commission Engineering Department June 13, 1991 Proposed Bus Stops in Temecula - New Bus Route 23 Riverside Transit Agency R ECOMMEN DAT I ON: BACKCROUND: That the Traffic and Transportation Commission: Approve the Riverside Transit Agency (RTA) Route 23 in Temecula and the proposed stop locations as modified by staff and, Request the RTA to continue working with Staff to acquire the necessary permits and install the necessary improvements. The Riverside Transit Agency, (RTA) has developed a new transit route in Temecula which will provide service to the following community locations. · Temecula Park~n Ride · Koll Business Center · Walt Abraham County Administrative Center · Winchester Highlands Bus. Pk. · Heritage Mobile Home Park · ACS · Target · Palomar Village Center · Palm Plaza · Tower Plaza · Temecula Plaza · Old Town · Temecula Valley High School · Margarita Middle School · Temecula Elementary School · Vail Elementary School As the attached letter from Riverside Transit Agency indicates, the NEW Route 23 is scheduled to begin service in Temecula on June 17th, 1991. The RTA is asking the City for comments about the proposed service, and in particular about the bus stop locations. Attachments to this report also show the proposed routing of Line #23 and a list of bus stop locations. Line 23 is tentatively scheduled to operate Monday through Friday from about 6:30 A.M. to 6:30 P.M. General fare will be 60 cents each way, with fares for students 50 cents and for seniors/disabled 30 cents. An introductory one-way fare of 25 cents each way to all riders will be in effect through July 12th. Riverside Transit Agency intends to begin service using a mini-bus type vehicle. As passenger demand increases larger vehicles could be used. Route 23 service will connect to existing Route 28 service which will take passengers to Murrieta, Lake Elsinore, and Corona. Staff has reviewed each of the proposed bus stops and prepared an evaluation Matrix {attached; with comments and recommendations for the Commission's consideration. The RTA will be responsible for painting red curb and installing bus stop signs at each stop. A few locations with no curb will need to be posted with "no stopping anytime" signs. It is the City's desire for the RTA to provide appropriate concrete pads (where existing sidewalks do not exist) for passengers as soon as practical after service begins. In addition, bus benches to be installed by RTA are encouraged (where appropriate sidewalk or concrete landing is in place). Other amenitles at stop locations such as trash receptacles, shelters or kiosks ( including lighting if service after dark were to occur), or others may be desirable as this route matures. In view of the public interest that will be served by initiating this transit service to a number of important employment, shopping, and school points a special level of cooperation would be necessary between RTA and the City. All RTA work in the public right-of-way will be done under permit with the City. The City will expect RTA to expedite all red curb and bus sign installations to be followed as soon as possible with concrete landing areas, bus benches or other amenities which good service to the passenger would require.
