A regular meeting of Temecula Traffic and Transportation Commission was called to order at
Vail Elementary School, 29915 Mira Loma Drive, Temecula, California at 7:06 PM, Chairman
Knox Johnson presiding.

3 Riverside Transit Authority * Status of Line 23
Doug MacPherson recommended, that since the representative from RTA had not yet
arrived at the meeting place, this matter be heard at a later point in the agenda.
4 Bikeways
Gary King, representing the City's Community Services Department presented the staff
report and stated that the staff would not be opposed to the deletion of the
Meadowview area from the proposed route, based on negative comments the
department has received from residents in that area.
Kim Murray, 30660 La Sombra, representing the Meadowview Homeowners
Association, spoke in opposition to placing bike trails in Meadowview.
Cheryl Langley, 40451 Calle Fiesta, addressed the safety factors caused by the narrow
roads in the Meadowview area.
John Hoagland, 404812 Calle Fiesta, speaking as a private citizen, spoke in opposition
to the proposed bike routes in Meadowview based on the fact that no environmental
studies have been conducted on this proposal.
Margaret Bonzango, 41498 Avenida Barca, spoke in opposition to the proposed routes
because of the dangers to pedestrians posed by unmarked trails and the lack of
sidewalks in the area.
Barbara Ryan, 40340 Paseo Sereno, representing the Meadowview equestrians, spoke
in opposition to placing bike trails in Meadowview.
Commissioners Johnson, Godnick and Roberrs reported they would need to abstain on
this matter, due to conflict of interest created by the fact that all of their residences
are in Meadowview.
City Clerk June Greek explained that in cases like this, when a majority of the
Commission is required to abstain, the "rule of necessity" must be applied. She stated
that she would prepare lots for the three commissioners to draw. The commissioner
drawing the lot containing the word "Yes" would be allowed to cast the third vote on
the matter, however would not be allowed to participate in the discussion. The
drawing was then conducted and Chairman Johnson drew the voting lot.
Commissioner Sander expressed his concern with eliminating the Margarita Road
extension from the plan on a permanent basis. He requested staff reevaluate that
portion of the trail system when Margarita Road is completed to Winchester.

It was moved by Commissioner Guerriero, seconded by Commissioner Sander to
eliminate the proposed bike routes through Meadowview. The motion carried as
follows:

The full commission then participated in consideration of the remainder of the trail
system as proposed.
Commissioner Guerriero asked if staff has investigated available funding under
Assembly Bill 2101. Gary King stated that the City has applied for this funding.
Commissioner Roberts suggested that the homeowners associations of Los Ranchitos,
Lake Village and the Villages be notified of the next meeting to consider this bike trail
system.
It was moved by Commissioner Roberrs, seconded by Commissioner Guerriero to refer
this matter to the Parks and Recreation Commission for further study, to specifically
address the number of bicyclists who will be served, the environmental processing and
the adequacy of the infrastructure. The motion carried by the following vote:

Commissioner Sander explained his no vote was to reflect his belief that speedy
implementation of the bikeways is in the best interest of the community and he is
concerned that this vote sends the message the overall trail system is not acceptable.
He also requested that staff explore ways the City can widen the residential streets
that are of insufficient width to allow for bikepaths.
Riverside Transit Authority - Status of Line 23
Doug MacPherson introduced Barbara Bray, representing the RTA Transit Planning
Department.

Ms. Bray thanked the Commission for their indulgence and presented the status report.
She reported the route is now serving the City five days a week (Monday through
Friday) with 12 trips per day. She advised that the second phase will be initiated on
or about August 5, 1991 and will include the Senior Center and the Creeks
Apartments. She noted that the route currently serves the Heritage Mobile Home Park
and advised that the management of that park has specifically requested that the bus
only make a turn-around at the entrance,
She also advised the Commission that the Corona route is being rescheduled to allow
for arrival in Corona at approximately 7:30 AM.
5 Calle PiCa Colada
Doug MacPherson presented the staff report, He outlined the traffic volumes, as
measured by staff, during a 24 hour period of time on Calle Pir~a Colada.
Commissioner Roberts questioned the roadway width of Avenida Barca. Staff
responded the width of Avenida Barca is 30 feet and the width of Calle PiCa Colada
is 44 feet.
Jean Femia, 30831 Avenida Buena Suerte, spoke in favor of the staff recommendation
to deny the request for closure of Calle PiCa Colada. She stated that because of the
lack of school bus service next year, many more school age children will be walking
to school and the additional traffic placed on the Meadowview streets would create
a serious safety hazard.
Cheryl Langley, 40451 Calle Fiesta, stated that the PTSA's are concerned that the
closure of Calle PiCa Colada will force more traffic onto Avenida Barca and for that
reason they oppose this closure. She recommended a stop sign be installed both ways
on Salt River Court at Calle Pina Colada and recommended adoption of a 25 mph speed
limit on Calle Pir~a Colada.
Barbara Ryan, 40340 Paseo Sereno, also requested installation of a stop sign at Salt
River Court.
· Margaret Benzango, 41498 Avenida Barca, objected to the closure of Calle Pif~a Colada
because of the impact that action would have on Avenida Barca.
Laura Upton, 30869 Calle PiCa Colada stated the traffic survey conducted on July 9,
1991 was not accurate because school was not in session at that time.
Peter Huh, 30879 Calle PiCa Colada spoke in favor of the closure of the street.
Sam Cuchovich, 30767 Calle PiCa Colada, representing the Meadowview Community
Association stated they feel the street should be closed for safety reasons. He spoke
in favor of providing additional traffic enforcement of the new speed limits.

Jayme Christian, 30762 Calle PiCa Colada, spoke in favor of the street closure for all
the reasons that are being given to justify the recommended closure of Avenida De La
Riena.
Mike Chilver, 41343 Salt River Court, stated that because the street runs east and
west the morning and afternoon peak traffic is adversely affected by the sun being
directly in the driver's eyes. He also objected to the traffic survey being conducted on
July 9.
Commissioner Guerriero suggested that the school board be contacted regarding a fee-
based busing program for elementary and middle school students in this area. He also
concurred with the objections that the traffic survey was conducted at the wrong time
and on the wrong date.
Lieutenant Sniff, in response to a question from Commissioner Roberts said that as
soon as the new speed limit signs are in place on Calle Pir~a Colada the Police
Department will be vigorously enforcing the new speed limit.
City Engineer Tim Serlet suggested the Commission continue this matter to the
October meeting to allow staff to conduct additional traffic counts to address the
school generated traffic and impacts on the pedestrian traffic.
It was moved by Commissioner Roberrs, seconded by Commissioner Guerriero to
continue this matter to the October meeting and to address the traffic counts on
Avenida Barca and Calle PiCa Colada, and further, to notify the Meadowview
Homeowners Association of that meeting. The motion carried by the following vote:

Chairman Johnson declared a recess at 8:45 PM, the meeting was reconvened at 8:56
PM with all members present.
6 Avenida De La Reina
Mark Greenwood presented the staff report recommending the temporary closure of
Avenida De La Reina between Calle Aragon and Corte Arroyo Vista for a six month

period of time, during which additional study will be conducted to determine the traffic
impacts and suitability of implementing a permanent closure.
Commissioner Godnick questioned if there are any residences fronting the street at the
recommended closure location. Mr. Greenwood responded that there are no houses
facing the street at that location.
Commissioner Roberrs asked if the residents have been polled regarding this possible
closure. Staff stated that they have not conducted a poll but a petition has been
submitted by the residents containing 75 signatures in favor of the closure.
Kathy Hamilton, 41681 Avenida De La Reina, stated the residents of this street do
favor the closure and urged the Commission to vote favorably on this recommendation.
Joe Seguin, 41640 Avenida De La Reina, thanked the staff and Commission for the
time. they have devoted to this problem. He spoke in favor of the closure.
It was moved by Commissioner Roberts, seconded by Commissioner Guerriero to
approve staff recommendation and that the residents affected by the closure are to be
notified.
After a brief discussion, Commission Roberts and Commissioner Guerriero amended
the motion and second to require notification of the Ridgeview Homeowners
Association prior to the City Council meeting to consider this recommendation.
The motion as amended was unanimously carried.

Parkina and Lightina Conditions on La Serena Way in Front of RBncho Elementary
School
It was moved by Commissioner Guerriero, seconded by Commissioner Roberts to
approve staff recommendations as follows:
7.1
That the Traffic and Transportation Commission recommend to the City Council
approval of a "No Stopping Zone" on the north side of La Serena Way between
Via Halcon and Meadows Parkway.
The motion was unanimously carried.
TRAFFIC ENGINEER'S REPORT
Tim Serlet reported that the traffic signal at Motor Car Parkway and Ynez has been a
matter of concern and that a letter from Advanced Cardiovascular Systems has been
received advising that the signal is scheduled to be completed by the end of August.

COMMISSIONERS REPORTS
Commissioner Sander reported that the general plan consultants will by setting up a
meeting with the Traffic Commission during the month of September.
Commissioner Guerriero asked staff to report on when the undeveloped portion of
Meadows Parkway (approximately 100 + yards) will be completed.
ADJOURNMENT
It was moved by Commissioner Godnick, seconded by Commissioner Roberrs, to
adjourn the meeting at 9:45 PM, to a regular meeting to be held on Wednesday,
August 28, 1991 at 7:00 PM at the Vail Elementary School, 29915 Mira Loma Drive,
Temecula, CA. The motion was unanimously carried.

Recommendation:
None. This item has been placed on the agenda to allow the California
Sunset Homeowners' Association the opportunity to speak to the
Commission regarding this issue.
Background:
This is an issue which originated with a letter to the City in October
1990 from the California Sunset Homeowners' Association ( CSHA ) asking
for left/right turn lanes on State Route 79{S) and Wabash Lane and a
traffic signal at this location { Exhibit 1 ).
Since State Route 79 (S) is a State Highway, a letter was sent to
Caltrans in November 1990 asking the appropriate study be performed
in response to this request {Exhibit 2 ).
CalTrans responded to the City in December 1990 indicating their belief
that this request is within the Assessment District 159 boundaries and
a study to determine the needs for the requested improvements would
have been covered in the traffic study for the assessment district
( Exhibit 3).
The City, by phone conversation with CalTrans following the December
letter, indicated that this intersection is not included as an improvment
in AD 159, therefore the appropriate agency to respond to the CSHA
request is CalTrans.
The City, in response to an April 1991 follow-up letter from the CSHA
sent another letter to CalTrans in May 1991 indicating that neither AD
159 nor the AD 159 supplement provide for traffic signals at this
location nor did the AD 159 traffic study specifically address this
location { Exhibit 4) .
The Caltrans response of May 28, 1991 is included as Exhibit 5 and the
CSHA response to Caltrans is included as Exhibit 6.
The CHSA has requested the opportunity to address the Traffic
Commission on this issue.

Recently, I have spoken vith Norm Sneider (383-4220) at Cal Trams
regarding the procedure for includinS a traffic signal and other
traffic control devices at Hvy 79 South and Wabash Lane, He
advised me that Mr. Bruce Keene (383-6237), the current Direct~rj
of Highways at Cal Trams bivision 8, needs to receive a request
for a traffic study from your nf~4~.
Please submit a request for a traffic study at Hwy 79 South and
Wabash Lane to Bruce Keens of Cal Trans as soon as' possible.
As you viii recall from our phone conversation yesterday, the
California Sunset Homeovner's Association Board of Directors is
requesting that several traffic controls be included in the
HiS4~vay 79 South Reconstruction. They are:
A "smart signal" at Hwy 19 South and Wabash Lane. This
alEhal should stop traffic on Hvy 79 only when there is a
vehicle trying to get out on Hwy 79 from Wabash Lane.
- A right hand turn lane at Wabash Lane, at the riSht hand
side of the eastbound right of way,
- A left hand turn lane at Wabash Lane, in the westbound
right o[ way,
I have spoken with Joy Rayez, Director of Public Works for Ranpar
Engineering, and he advises me that although there are signals
planned for La Paz and Hvy 79 and Pala Rd. and 79, a signal at
Wabash Lane and Hvy 79 IS NOT CURRENTLY IN THE RECONSTRUCTION
PLAN.
Wabash Lane is the primary egress for 151 units in California
Sunset housing development. The reconstruction of Highway 79
South must take into consideration out egress-

In addition, turn lanes into our primary egress are essential for
the safety of our residents, and affect the feasibility of
installing security gates in our community, We are considering
security gates because traffic bypasses the intersection at Pale
Rd. and Hwy 79 South through our development, endangering our
residents,
Without turn lanes, security gates would probably not be approved
by the City Planning Commission, which could result in litigation
by us of the City for creating e traffic hazard,
We intend for these improvements to be included in the current
assessment for the Highway 79 South improvement.
If there is anything I can do to expedite this matter, including
contacting the City Hanager, City Council, etc., please do not
hesitate to contact

Assessment District No. 159, and a study to determine the needs
for these improvements would have been covered in the traffic

As a follow-up to our discussion yesterday the City wishes to request Cal
Trans to perform tile necessary studies to determine the need for Traffic
Signals and turn lanes at Wabash Road and State Route 79 (South). Please
see attached letters from California Sunset Homeowner~s Association
(CSHA) of October 31, 1990 and April 5. 1991.
in response to the orlginal request to the City last October, the City
requested CalTrans conduct a traffic study (letter attached dated 11-26-
90). Your reply to us of December 18, 1990, indicated your belief that
traffic needs at this intersection would have been covered in the traffic
study for AD159 (since this intersection is wlthln AD 159).
Our review indicates that neither AD 159 nor the AD supplemental provide
for traffic slgnals at Wabash Road-SR79. Additionally, the AD 159 traffic
study did not specifically address this location.

Dear Mr. MacPherson:
In response to your May 16, 1991 letter regarding the
homeowner's request for traffic signal and turn lane studies for
the intersection of State Route 79 and Wabash Lane, we have the
following comments:
1. There is an existing left-turn lane into Wabash Lane.
Our traffic records do not indicate an operational
deficiency of such a magnitude to warrant a right-turn
lane (deceleration lane) being built prior to
implementation of the Assessment District 159
improvements.
If, after the AD 159 improvements are in effect, the
intersection is not signalized, and Wabash Lane is not
security-gated, we will conduct a traffic study to see
if signals are warranted. Assurances must be made that
Wabash Lane will not become gated, as public funds
cannot be used to signalize intersections of the State
highway with privately-owned roads.

Dear Mr. Keen:
Thank you for your letter of May 28 to Mr. MacPhearson. It is
apparent from your letter that you believe we are requesting
current improvements. Please note that we are requesting
improvements on Highway 79 South to be included in the planned
reconstruction.
Please review Mr. MacPhearson's letter to you of May 16, 1991,
which states "Our review indicates that neither AD 159 nor the AD
supplemental provide for traffic signals at Habash Road-SR79.
Additionally, the AD 159 traffic study did not specifically
address this location."
Again, California Sunset Homeownerst Association is seeking to
see the following, at no charge to its constituents, included in
the Highway 79 South Reconstruction Plan:
A "smart" signal at Hwy 79 and Habash Lane that triggers
only when vehicles are attempting to cross Hwy 79 to or from
Wabash Lane.
A right hand turn lane onto Wabash Lane from eastbound Hwy
79 South.
A left hand turn lane onto Wabash Lane from westbound Hwy 79
South.
A right hand turn lane onto Pala Road from eastbound Hwy 79
South to deter bypass traffic through our project.
A sidewalk on the south side of Hwy 79 continuous from
Wabash Lane to Bedford Court.
Although Mr. Rayez of Ranpac Engineering indicates that a left
hand turn lane onto Wabash Lane from westbound Hwy 79 is planned,
we have no documentation to confirm that information.

We understand fully Cal Trans' reluctance to add our requested
safety improvements, as we experienced in our successful attempt
to have an all-stop installed on Hwy 79 South and Pala Road last
year. However, Cal Trans~ reluctance will not be tolerated. We
do not intend to be put in the position of having to pay for
devices that should be included in the plan, nor do we expect to
have to suffer the inconvenience and risk to our safety created
by improvements of AB159 after the fact.
Further, there are numerous examples in the State of California
where private, gated communities are also served by a signalized
access on a State Highway. We cannot assure that Wabash Lane

interest of the safety of the residents of California Sunset.
It is not surprising that your current records do not indicate an
"operational deficiencyN regarding Wabash Lane and Hwy 79 So.
since AB 159 did not include a traffic study of the area. The
area has changed drastically in the last three years; your office
is relying on data and principles insensitive to current needs.
Your agency must ensure the safety of all motorists using State
Highways, and we view your recalcitrance to conduct the study as
inexcusable. Continuing to ignore our efforts to reduce a
serious danger supports litigation against the State. The
absence of a minimal effort on your part merely to find facts,
i,e., a traffic study, could infer negligence of the State.
Such an embarrassment of citizens having to seek legal counsel to
motivate the very officials that are supposed to be serving them
could not possible avoid publicity.
I encourage you, therefore, to conduct the study of Wabash Lane
and Hwy 79 South as we have requested, and to do so quickly.
