For all other agenda items, a "Request to Speak" form must be filed with the Recording

OF THE CITY OF TEMECULA
TRAFFIC AND TRANSPORTATION COMMISSION
WEDNESDAY, AUGUST 28, 1991
A regular meeting of the City of Temecula Traffic and
Transportation Commission was called to order Wednesday, August 28,
1991, 7:00 P.M. at Vail Elementary School, 29915 Mira Loma Drive,
Temecula. The meeting was called to order by Chairman Knox
Johnson. Commissioner Guerriero led the flag salute.

Also present were Scott Harvey, Transportation Engineer, Max
Giliss, Transportation Consultant to the City of Temecula, Sergeant
Jim Domonoe and Gail Zigler, Minute Clerk.
PUBLIC COMMENT
GLEN BOHANNAN, 27080 Rainbow Creek Drive, Temecula, addressed the
Commission with traffic problems in the Winchester Creek tract as
a result of the Winchester Road detour. Mr. Bohannan requested
that stop signs or speed limit signs be temporarily placed to
control the detour traffic.

GAIL ZIGLER, 31137 Alehzon Circle, Temecula, requested that the
Commission look into the flooding problems on Pala Road as well
as the weeds along Pala Road, in front of the sod farm area, which
is a potential safety hazard.

1991 as mailed, seconded by COMMISSIONER GUERRIERO.

2. WABASH LANE - STATE ROUTE 79 (South)
AUGUST 28, 1991
CHAIRMAN JOHNSON opened the public hearing at 7:30 P.M.
DEBRA ZUMWALT, 101 W. Broadway, #1330, San Diego, attorney
representing the California Sunset Homeowners Association,
requested the support of the Commission for installation of
a traffic safety on Highway 79 South at Wabash Lane. Ms.
Zumwalt provided the Commission with a map of the development
and expressed the concern for safely exiting the California
Sunset development at Highway 79 South and Wabash Lane once
Highway 79 South becomes a six lane highway.
CASEY CARNOHAN, 30353 Pechanga Drive, Temecula, homeowner
representing the California Sunset Homeowners Association,
presented the Commission with the HOA's request for traffic
control on Highway 79 South at Wabash Lane as follows:
* smart signal
* left turn lane onto Wabash Lane from Highway 79
South and a right turn lane from Wabash Lane
onto Highway 79
* decleration lane into the development
* pedistrian activated controls
* sidewalks to extend from Wabash Lane to Bedford
Court and Wabash Lane to Pala Road (without the
loss of the California Sunset landscape planter)

Mr. Carnohan stated that a recent response by Cal Trans to
the concerns expressed by California Sunset residents was
that synchronization of the traffic signals will allow
homeowners to exit the development; however, the homeowners
are concerned that traffic will be backed up on Highway 79
making it impossible to exit. Mr. Carnohan added that the
California Sunset HOA would like a traffic study performed
and that this and all the improvements requested, be done
~t no cost to the residents of the development.
COMMISSIONER GUERRIERO questioned if Mr. Carnohan had
received a response to his letter addressed to Cal Trans.
CASEY CARNOHAN stated that, yes, he had received a response
from Cal Trans advising that the intersection did not warrant
their time due to no threat of occupational difficiencies.
MAX GILISS reviewed the staff report. In responding to the
requests by the California Sunset HOA, Mr. Giliss stated that
traffic cannot be stopped or re-directed on a state highway to

accommodate a minor street. Mr. Giliss advised that the
improvements to Highway 79 South, through AD 159, did not
include any traffic control devices at Wabash Lane. He added
that the state does not feel the traffic on Wabash Lane
warrants an interruption of the traffic flow on Highway 79
South and the stat~ does not intend to study this problem until
after the complet_ n of AD159 in 1993, if they were to study
the problem. Mr. Giliss also stated that AD159 will not
provide any relief for Wabash Lane and if a traffic signal was
warranted, the residents of California Sunset would pay for
that signal. The City and any other public agency feels that
the present situation at Wabash Lane warrants no further
studies or expenditures at this time; however, the Traffic
Department offers to do a traffic study at the cost of the
California Sunset homeowners.
Mr. Giliss stated that the Traffic Department's review of the
situation at this time indicates that a right turn may be
warranted as well as an acceleration lane exiting right out of
the development. Traffic engineering warrants do not support
left hand turn storage lanes in or out of Wabash. He added
that the plans for Highway 79 South existed prior to the
development, and the present situation made even more difficult
with the planned improvements of AD159. Therefore, staff
recommends that residents exit onto Pala Road. Staff offered
to discuss with representatives of the CSHO Association some
amelioration of the problem that may be possible.
CHAIRMAN JOHNSON stated that although thr Commission
sympathizes with the homeowners, the Commission could offer
no resolve at this time and suggested that they may want to
take this issue to the city council.
COMMISSIONER GODNICK moved to deny the request for a traffic
study, seconed by COMMISSIONER ROBERTS.

TRAFFIC ENGINEER'8 REPORT
MAX GILISS provided an update on the following:
, Ynez Corridor Project:

Design Engineering is on schedule
Apricot Road/Overland overpass project is currently being
reassessed by Cal Trans due to clearance requirements and
also some consideration for undergrounding SCE lines as
well as the real estate market down turn.
Funding agreement for the Rancho California Road improvements
should be concluded first of September with another six weeks
for design preparation.
1-15 and Rancho California Road traffic signals were scheduled
to be financed through federal and state funds. Those funds
were removed last year, but are now available again. Expect
to proceed next month.
* City Council adopted recommendation by Commission to close
Avenida De La Reina.
Mr. Giliss, along with Mr. Harvey, has been going to all the
schools to look at the safety of dropping off and picking up
children by parents.
Design engineers for the circulation plans for Murrieta,
French Valley and Temecula will be working together using the
same Traffic computer model.
SCOTT HARVEY discussed the following:
* Review of new circulation plan for the student drop-off zone
at the high school.
COMMISSION REPORTS
COMMISSIONER GUERRIERO thanked staff for taking care of the traffic
concerns in front of the new Post Office on Rancho California Road.
The Commission as a whole expressed a concern for their lack of
participation in the overall general plan preparation.
Mr. Giliss responded by saying that he would ensure that the
Commission was invited to participate.

CHAIRMAN JOHNSON requested a status report on speed zone and
radar signage on the September agenda.
COMMISSIONER GUERRIERO commended the involvement of the two
motorcycle officers in the bicycle safety program.
Commissioner Guerriero also suggested that with the discontinuance
of the driver training program at the high school, the City may
want to look into providing a list of Driver's Training Schools,
possibly from Automobile Club of Southern California, to be
distributed to the high school.
ADJOURNMENT
COMMISSIONER ROBERTS moved to adjourn at 8:40 P.M., seconded by
COMMISSIONER GODNICK.

Transportation Commission to be held Wednesday, September 25, 1991,

General Plan Status Report
Attached, please find Status Report from The Planning Center on the Temecula General Plan
Program June 7th 1991 through September 18, 1991.
CITY OF TEMECULA General Ran Program
On July 2, 1991, The Planning Center received a signed contract authorization to begin work
on the General Plan Program. However our work efforts began in early June after the City
Council selected The Planning Center as the prime consultant and approved the Scope of
Work. To date we have completed Phase I and are finishing Phases II and III of the Work
Program.
PHASE I
Project Kickoff includes completion of the following tasks and work products:
The Project Guidance Package and the Public Participation Program for Citizens and
City Officials which provide the framework for the 15 month General Plan process;
The General Plan Master Meeting and Products Schedule which provide a detailed
listing of the work products and meetings associated with each Phase of the Work
Program;
The Preliminary Vision Statement;
The first Joint Planning Commission/City Council Workshop to review the schedule,
general plan process, and Vision Statement;
A General Plan Information Center in the local library to promote public understanding
and a General Plan Correspondence Log for recording inquiries and comments received
by the public; and
A Master Mailing List for notifying interested citizens and others about upcoming
public meetings.
PHASE II
Data Collection, Research and Analysis includes the following tasks which are
completed or currently under preparation:
Completion of a field reconnaissance of the community, interviews with individual
Planning Commission and City Council Members, and data collection and research for
the Existing Conditions Report/Master Environmental Assessment.
Wilbur Smith & Associates has set-up and linked the City's new traffic model with the
County's new Southwest District Traffic Model.
The consultant team is currently completing the first draft of the Existing Conditions
Report which includes technical analysis on economic/fiscal conditions, baseline traffic
conditions, noise and air quality, and public services and utilities.
It is anticipated that this report will be added to and refined throughout several phases
of the process as new information becomes available.
Completion of the base map for the presentation-size graphics and report-size graphics
for the General Plan and we are in the process of obtaining an aerial photo of the
study area.
Phase III
Issue/Opportunity Area Analysis includes the following tasks which are completed or
currently under preparation:
Completion of four Neighborhood Meetings, which were artended by approximately
75 persons, to obtain input on issues, opportunities, and community vision.
Preparation of a Summary of Issues that provided a comprehensive listing of all
issues/opportunities raised to date, which will be distributed for the Joint Planning
Commission/City CounCil Workshop on October lOth. The Issues Summary is being
refined and used in the preparation of preliminary goals and policies of the General
Plan.
A Goals and Policies Workbook is currently being drafted which is intended to assist
City Officials in formulating goals and policies for the General Plan. Based on the
issues analysis and Existing Conditions Report on Opportunities and Constraints Map
will be prepared for the October 10 joint workshop.,
The first Public Workshop/Town Hall Meeting is scheduled for October 29, 1991.
General Plan Issue Papers will soon be under preparation which will examine in greater
detail those issues that are most critical to the community. The Issue Papers are
Scheduled to be completed in Mid November, 1991.
