I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION WEDNESDAY# SEPTEMBER 25, 1991 A regular meeting of the City of Temecula Traffic and Transportation Commission was called to order Wednesday, September 25, 1991, 7:00 P.M. at Vail Elementary School, 29915 Mira Loma Drive, Temecula. The meeting was called to order by Chairman Knox Johnson. Commissioner Roberts led the flag salute. PRESENT: 5 COMMISSIONERS: Godnick, Guerriero, Roberts, Sander, Johnson ABSENT: 0 COMMISSIONERS: None Also present were Scott Harvey, Transportation Engineer, Max Gilliss, Transportation Consultant to the City of Temecula, John Meyer, City Planner, Sergeant Jim Domonoe and Gail Zigler, Minute Clerk. PUBLIC COMMENT MARTY RAUSCHER,31257 Corte Alhambra, Temecula, expressed his opposition to the street closure at Avenida De La Reina. Mr. Rauscher suggested a part-time closure of Avenida De La Reina or a school crossing guard might be more suitable to the all the residents concerned. Mr. Rauscher advised that he had presented a petition to the City Council with approximately 70 signatures opposing the street closure. Mr. Rauscher added that closing the street has created a traffic hazard for the residents that live there due to the fact that they must now exit at Rancho California Road, often turning left in front of heavy traffic. COMMISSION BUSINESS 1. APPROVE MINUTE8 OF AUGUST 28, 1991. SCOTT HARVEy indicated the following amendments to the minutes: Page 3, second paragraph, the word "the" is spelled "thr" and Max Gilliss's name is spelled incorrectly throughout the document. COMMISSIONER GODNICK advised that the spelling of seconded was incorrect on page 3, second paragraph. TTMIN9/25/91 -1- 9/29/91 TRAFFIC AND TRANSPORTATION COMMISSION MINUTE8 SEPTEMBER 25, 1991 COMMISSIONER GODNICK moved to approve the minutes of August 28, 1991 as amended, seconded by COMMISSIONER ROBERTS. AYES: 5 COMMISSIONERS: Godnick, Guerriero, Sander, Johnson NOES: 0 COMMISSIONERS: None Roberts, MAX GILLI88 introduced John Meyer, City Planner. 2. PLANNING DEPARTMENT JOHN MEYER provided the Commission with an update on the General Plan process. He advised that the consultants (The Planning Center) have contracted Wilbur Smith & Associates to do the circulation element of the General Plan. The consultants have concluded their interviews with various members of the City Council and Planning Commission and have held four neighborhood meetings. He added that the consultants will be developing a issue paper with all the information received during the interviews, as well as a monthly update report which will be circulated to the Commission. Mr. Meyer stated that they have initiated monthly management meetings and they will be taking the issues and formulating draft goals. There is a Town Hall meeting scheduled for the end of October. Also have initiated the technical report by the various sub- consultants. Wilbur Smith & Associates has been doing a study of existing conditions and with this information they will be developing a traffic model to be coordinated with neighboring cities. Will be setting up technical committee meetings of five different committees assigned a particular technical speciality to work on. Mr. Meyer stated that they would like to have a representative of the Traffic and Transportation Commission sit on Circulation Committee. Mr. Meyer also stated that monthly update reports will be generated and passed on to the Commission. COMMISSIONER ROBERTS distributed a status report on Assessment District 159 and 161 to the Commission. TTMIN9/25/91 -2- 9/29/91 TRAFFIC AND T~ANSPORTATION COMMISSION MINUTES AUGUST 28, 1991 COMMISSIONER ROBERTS expressed his dismay that the whole concept of the General Plan has completely by-passed the Traffic and Transportation Commission and that the Commissioners have not been contacted for their thoughts and input. JOHN MEYER advised the Commission that the preparation of the General Plan would be an on-going process and presently we are in the beginning phase. He added that the Commission's input was important and they would be contacted as well as being kept advised. COMMISSIONER GODNICK stated that the report reflects that the traffic model has been set up and linked to the County's new southwest district traffic model and questioned why the Commission has not had the opportunity to review the model. JOHN MEYER stated that Wilbur Smith & Associates is currently working on the traffic model, which is an on-going process. MAX GILLISS clarified with Mr. Meyer that although he is stating that the Commission will be kept advised of the progress, the Commission is saying that they want to be involved in the process. COMMISSIONER ROBERTS reiterated that he felt the Traffic and Transportation Commission should be included in the development of the circulation element of the General Plan. CRAIRFa~N JOHNSON requested that a presentation be made at the October meeting on the traffic model development and also the information that staff is getting to complete the circulation element of the General Plan, be made available to the Commission. 3. INVESTIGATION/MAINTENANCE REPORT SCOTT HARVEY reported on the following: · Forty requests, received in approximately one month, for traffic safety investigations. One-third are related to the schools. * In the process of doing the signing and stripping plans for Margarita Middle School. * Requests for traffic controls at four intersections (school zones) are being investigated. TTMINS/28/91 -3- 9/4/91 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES AUGUST 28, 1991 * Investigating six requests for crosswalks and/or school warning signs. SCOTT HARVEY advised the Commission that most of these items had been resolved or are being investigated. TRAFFIC ENGINEER'S REPORT CHUCK COLLINS, 2204 Pomagranite Lane, Fallbrook, representing Ranpac Engineering, provided an update on Assessment District 159 and 161 for the Commission. SCOTT HARVEY advised the Commission of the following: Investigation of the Winchester Road detour through the Winchester Creek tract. Staff's recommendation was that the Margarita Bridge Road construction remove the southwesterly detour. As of this date, the detour has been removed. * Pala Road and Loma Linda culvert has been cleared and staff will be making repairs to that system. * Traffic situation has improved at the high school. OFFICER MARK LEGGETT of the Temecula Police Department advised that he conducted a training session at the high school with the vice principal and all the teachers involved in traffic directing and distributed literature as well as provided demonstrations of proper signals. Crossing guards have expressed a safety concern. Presently discussing with school officials. Staff has suggested using cones or some other device for crosswalk warning. * Eighty-three speed limit signs to be installed, 27 have been installed to date, balance should be completed within two weeks. * Goals are to establish an in-house Traffic Department and also have a Traffic Technician on board. COMMISSIONER ROBERTS questioned who would do the speed limit that have been painted on the street. SCOTT HARVEY advised that a stripping contractor would be re- painting the speed limit markings on the street. COMMISSIONER SANDER requested if the Commission could receive a quarterly update on the areas of most concern regarding traffic accidents. TTMIN8/28/91 -4- 9/4/91 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES AUGUST 28, 1991 SCOTT HARVEY indicated that this was a goal of the Traffic Department. SGT. DOMONOE added that the Police Department receives a quarterly report (Switers} which he will be submitting to the Commission. SGT. DOMONOE briefly reviewed the results of the Berkeley Study and suggested that the Commissioners read the copy provided to them. COMMISSION REPORTS COMMISSIONER SANDER advised staff that the pedestrian walkway on the Winchester Road overpass was overgrown with weeds making it impossible for pedestrians and bicyclists to utilize. COMMISSIONER ROBERTS questioned why the Commission has not seen the design plans for the signal at the Target center on Rancho California Road. SCOTT HARVEY advised that a private consultant was doing the design. COMMISSIONER GUERRIERO advised that no signs have been posted or no painting has been done at the Rancho School on La Serena as previously discussed and people continue to park in front of the school and cross the double yellow lines and requested staff to study this area again. Commissioner Guerriero suggested the following: * Fire Department address the Commission on the circulation portion of Disaster Preparedness for the City. * Notice to the public to come before the Commission and address their concerns. · Publish periodically traffic code violations to the public through the newspaper. COMMISSIONER SANDER requested the status of the Apricot Road overpass. MAX GILLISS advised that the Apricot Road overpass had been denied; however, after reviewing the denial, it was discovered that we had some engineering defects. Have had a meeting with the City Attorney, City Manager, Deputy District Engineer and the Cal Trans Attorney and discussed the liability if something were to be built less than the standard. Currently we have approval from the state for the crossing with qualifications, subject to looking at an underground crossing. ITEM NO. 5 MEMORANDUM TO; FROM: DATE: SUBJECT: Traffic Commission /-~Scott Harvey, Transportation Engineer October 16, 1991 Calle Medusa Revisited Staff was directed by City Council to evaluate possible "bypass" routes for through traffic currently using Calle Medusa. BACKGROUND: Staff has met with Nelson Betancourt, representing the homeowners group for Calle Medusa, several times in regards to the alternatives and the plan of action. Staff conducted a field review of the area roadway system and concluded that a solution to the Calle Medusa issue would include a review of the following alternatives: The extension of interim Margarita Road from Winchester Road to North General Kearney Road. The extension of North General Kearney Road from Nicolas Road to the existing alignment of North General Kearney Road. The construction of a route from Nicolas Road to La Serena Way utilizing the existing alignment of Calle Girasol, Calle Chapos, and Walcott Lane into La Serena. The construction of a bypass route from Nicolas Road to La Serena utilizing the existing alignment of Calle Girasol, Calle Chapos, and ultimate Butterfield Stage Road alignment. METHODOLOGY: In order to establish a method of comparison between the four (4) proposed alternatives, an assumption was made on the destination of the "pass-through" traffic which is currently using Calle Medusa. It was assumed that the primary destination of the majority of this traffic was the Margarita Road/Rancho California Road intersection, since it is the outlet for the area and the shortest route. This means that the majority of vehicles using Calle Medusa (approximately 30%) would pass through this intersection (eastbound 6%, westbound 18%, and southbound 6%) to reach their final destination. This assumption was made to establish -1 - pwO1 \traffic\agnda\102391 item 5 the distance and travel time between the Winchester Road/Nicolas Road intersection and Margarita Road/Rancho California Road intersection and to identify the approximate reduction of traffic on Calle Medusa with each of the alternatives. The distance between these points is approximately 4.92 miles with an approximate travel time of 18 minutes. ANALYSIS: The analysis of each alternative includes a review of approximate cost of construction, effectiveness of the alternative after implementation, and impacts on adjacent streets after implementation. The following identifies the improvements needed to implement each of the alternatives. ALTERNATIVE 1: MARGARITA ROAD EXTENSION This alternative will provide for the extension of Margarita Road from Winchester Road to North General Kearney Road in the Meadowview area of Temecula. This segment of Margarita Road is included within a Specific Plan development proposed by Bedford Properties and interim improvements could be constructed within one year. The City Engineer is currently negotiating with the property owner for implementation of this alternative. Staff expects that construction of interim street could occur in mid-1992. In order to implement this alternative, a precise roadway alignment will need to be identified and the right-of-way secured from the property owner (Bedford Properties). It will require grading and construction of temporary pavement approximately 34 feet wide. Additionally, North General Kearney Road will require realignment at its intersection with Margarita Road in order to create a 90-degree intersection. This will also require temporary street improvements approximately 34 feet wide. This alternative will reduce the travel distance from 4.92 miles to 4.17 miles and decrease the travel time from 18 minutes to 15 minutes. Also, its assumed that approximately 18 percent (18%} of the "pass-through" traffic will use this route continuing to points west of Rancho California Road; thereby, reducing traffic on Calle Medusa by 18 percent (18%). However, twelve percent (12%) of the "pass-through" traffic will continue to use Calle Medusa to reach points south and east of Rancho California Road. The approximate cost for construction of this alternative is: Grading for improvements Street improvements Striping/Signing Storm Drain Facilities Utilities Surveying (5%) 15% Contingency $247,500. $371,025. $ 10,000. $350,000. $246,425. $ 61,248. $192,930. Also, some of these improvements will be conditioned against final map approval and could be installed with no cost to the City. This alternative will be used as a bypass for Ynez Road reconstruction along with a bypass for Calle Medusa. In addition, the ultimate intersection improvements must be completed at Winchester Road and Nicolas Road for this alternative to be effective. ALTERNATIVE 2: NORTH GENERAL KEARNEY ROAD EXTENSION This alternative will provide for the extension of North General Kearney Road from Nicolas Road to the existing alignment of North General Kearney Road in the Meadowview area of Temeeula. In order to implement this alternative, right-of-way and roadway alignment will need to be identified and secured for the portion between Deer Meadow Road and existing North General Kearney Road. It will require grading and construction of temporary pavement approximately 34 feet wide. The segment east of Deer Meadow Road is in place and was constructed to ultimate width by Sunland Communities. However, portions of this alignment are within an open space area reserved by Meadowview properties, and no right-of-way has been dedicated to the City for this alignment. This alternative will reduce the travel distance from 4.92 miles to 4.73 miles and decrease the travel time from 18 minutes to 16 minutes. Also, it is assumed that approximately 18 percent (18%) of the "pass-through" traffic will use this route continuing to points west of Rancho California Road; thereby reducing traffic on Calle Medusa by 18 percent (18%). However, 12 percent (12%) of the "pass-through" traffic will continue to use Calle Medusa to reach points south and east of Rancho California Road. The approximate cost for construction of this alternative is: Grading for improvements Street Improvements Striping/Signing Storm Drain Facilities Utilities(possible reloc.) Surveying (5%) 15% Contingency $150,000. $357,000. $ 13,000. $150,000. $150,000. $ 41,000. $129,150. TOTAL $990,150. (Right-of-Way costs are unknown at this time) ALTERNATIVE 3: WALCOTT LANE BYPASS This alternative provides for the construction of a bypass route from Nicolas Road to La Serena Way utilizing the existing alignment of Calle Girasol, Calle Chapos, and Walcott Lane. -3- pwO1\traffic\agnda\102391 item 5 Implementation of this alternative will require grading and construction of temporary pavement (minimum 34 feet wide) on Nicolas Road from Calle Medusa to Calle Girasol, Calle Girasol from Nicolas Road to Calle Chapos, Calle Chapos from Riverton Lane to Walcott Lane, and on Walcott Lane from Calle Chapos to Klaren Lane. The extension of Walcott Lane between Calle Chapos and Klaren Lane will require extensive grading and vertical cuts including temporary drainage facilities at creek crossings. A portion of Walcott Lane between Leigh Lane and La Serena Way will require right-of-way dedication and extensive fill dirt to match existing elevations. This portion of Walcott Lane could be dedicated and constructed by Tract Map 23209. Also, the construction of a cul-de-sac and right-of-way vacation will be required on Leigh Lane. This alternative will increase the travel distance from 4.92 to 5.49 miles however, it will decrease the travel time from 18 minutes to 17 minutes. Also, it is assumed that approximately 8 percent (8%) of the "pass-through" traffic will use this route continuing to points east and south of Rancho California Road; thereby reducing traffic on Calle Medusa by 8 percent (8%). However, 22 percent (22%) of the "pass-through" traffic will continue to use Calle Medusa to reach points south, west, and east of Rancho California Road. The approximate cost for construction of this alternative is: Grading for improvements Street improvements Striping/Signing Storm Drain Facilities Surveying (5%) 15% Contingency $250,000. $620,500. $ 30,000. $100,000. $ 50,025. $157,579. TOTAL $1,208,104. The Right-of-Way costs for the above improvements are unknown, but it appears that necessary right-of-way is in place. Also, some of these improvements have been conditioned against final map approval on several developments and could be installed with no cost to the City. ALTERNATIVE 4: BUTTERFIELD STAGE ROAD BYPASS This alternative provides for the construction of a bypass route from Nicolas Road to Rancho California Road utilizing the existing alignment of Calle Girasol, Calle Chapos, and future Butterfield Stage Road alignment. Implementation of this alternative will require grading and construction of temporary pavement (minimum of 34 feet wide) on Nicolas Road from Calle Medusa to Calle Girasol, Calle Girasol from Nicolas Road to Calle Chapos, and on Calle Chapos from Riverton Lane to future Butterfield Stage Road. The extension of Butterfield Stage Road between Calle Chapos and La Serena Way will require extensive grading and vertical cuts including temporary drainage facilities at creek crossings. This will also require additional right-of-way in the area between La Serena Way and 1500 feet north of La Serene Way. However, dedication could occur with approval of Tract Map 23103. The portion south of La Serene Way to Rancho California Road is slated for construction with approval of Tract Map 23103 Marlborough Homes. -4- pwO1\traffic\agnda\102391 item 5 This alternative will increase the travel distance from 4.92 miles to 5.79 miles however, it will decrease the travel time from 18 minutes to 16 minutes. Also, it is assumed that approximately 14 percent (14%) of the "pass-through" traffic will use this route continuing to points east, west and south of Rancho California Road; thereby, reducing traffic on Calle Medusa by 14 percent (14%). However, 16 percent (16%) of the "pass-through" traffic will continue to use Calle Medusa to primarily reach points west of Rancho California Road. The construction cost estimate of this alternative is being prepared by Consulting Engineers, RBF, and will be completed before City Council meeting of November 12, 1991. The above improvement costs will be primarily for the segment of Butterfield Stage Road between Calle Chapos and La Serena Way. The section south of La Serena Way will be constructed by development. Right-of-Way costs are unknown at this time however, entitlements seem to be in place from Calle Chapos to approximately 2,367 feet south of Calle Chapos. The assessors parcel book identifies a half width right-of-way of 55 feet along this entire section of Butterfield Stage Road. Also, some of the improvements have been conditioned against final map approval and could reduce the cost to the City. In addition, the ultimate intersection improvements must be completed at Winchester Road and Nicolas Road for this alternative to be effective. The implementation of the above-mentioned alternatives (except the Margarita Road extension), would require the setting aside of General Fund monies and inclusion of the project in the City's Capital Improvement Projects list. However, construction of any of the proposed alternatives would not occur for at least two (2) years. Another source of funding that could be considered would be the formation of an assessment district, community facilities district, or Mello-Roos district. This could present a problem with some of the alternatives due to the nature of land ownership (large parcels). RECOMMENDATION: Staff recommends alternatives #1 and #4 in conjunction with the Nicolas Road and Winchester Road intersection improvements be as those promising principal relief to the subject problem. -5- pw01\traffic\agnda\102391 item 5 ITEM NO. 6 DISCUSSION ONLY
