Speakers are limited to two (2) minutes each. If you desire to speak to the Commission about an item not listed on the Agenda, a pink "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a "Request to Speak" form must be filed with the Recording Secretary beforq the Commission gets to that item. I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION WEDNESDAY# OCTOBER 23, 1991 A regular meeting of the City of Temecula Traffic and Transportation Commission was called to order Wednesday, October 23, 1991, 7:00 P.M. at Vail Elementary School, 29915 Mira Loma Drive, Temecula. The meeting was called to order by Chairman Knox Johnson. Commissioner Roberts led the flag salute. PRESENT: 5 COMMISSIONERS: Godnick, Guerriero, Roberts, Sander, Johnson ABSENT: 0 COMMISSIONERS: None Also present were Doug Stewart, Deputy City Engineer, Scott Harvey, Transportation Engineer, Max Gilliss, Transportation Consultant to the City of Temecula, Sergeant Jim Domonoe and Gail Zigler, Minute Clerk. PUBLIC COMMENT None COMMISSION BUSINESS 1. MINUTES OF SEPTEMBER 25, 1991 1.1 Approve the minutes of September 25, 1991 as mailed. COMMISSIONER GODNICK moved to approve the minutes of September 25, 1991 as mailed, seconded by COMMISSIONER GUERRIERO. INVESTIGATION/MAINTENANCE REPORT 3.1 SCOTT HARVEy presented the staff report and updates on the following: * Advised that the City has hired Brad Bruin as maintenance supervisor. * Traffic department has developed a priority list of all the concerns from the schools in Temecula which he distributed to the Commission and reviewed. , Reviewed recommended safe routes to school facilities. COMMISSIONER SANDER stated that the school kids were using a water district easement to get back and forth to -2- 10/29/91 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES OCTOBER 23, 1991 school and suggested that this road be paved for safety reasons. COMMISSIONER GUERRIERO reminded that the Commission had previously requested that this road be closed off and requested staff to investigate. SCOTT HARVEY stated that he would investigate and report back to the Commission at the next meeting. COMMISSIONER GODNICK questioned who pays for the improvements and asked why Del Rey Road was designated a school zone. MAX GILLISS advised that the Code provides that schools can tell the City what traffic improvements the school wants and the City is obligated to put them in and pay for them and the school is only obligated to pay 50% of design fee. Max Gilliss also advised that school routes do not have to be directly near a school; however, it may be designated if it is part of the safe route to school. COMMISSIONER SANDER requested that staff provide the Commission with a copy of the list of Codes and related symbols. 4. TRAFFIC CIRCULATION GENERAL PLAN 4.1 Presentation by Bob Davis of Wilbur Smith Associates on the General Plan Circulation element. MAX GILLISS introduced Bob Davis of Wilbur Smith Associates who is responsible for the circulation element of the General Plan for the City of Temecula. BOB DAVIS provided an update on the status of the General Plan. Mr. Davis advised that Phase II was complete and that Phase III is well on it's way. Mr. Davis reviewed the following map exhibits: study area circulation roadways, existing daily traffic volumes, service levels at intersections and circulation problems areas and answered questions by the Commission relating to various traffic issues. DOUG STEWART advised that the City was proceeding ahead of the General Plan element to do a study of the alignment of the western by-pass corridor, looking specifically at how that road works with both Rancho California Road and Highway 79 South. He added that staff was also having discussions with the City of Murrieta on how they can TTMIN10/23/91 -3- 10/29/91 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES OCTOBER 23, 1991 join us in the study of this road. CHAIRMAN ROBERTS declared a recess at 8:30 P.M. The meeting reconvened at 8:40 P.M. CHAIRMAN ROBERTS re-opened the public hearing on Item 4 to allow for public comment. CHUCK COLLINS, 2204 Pomegranate, Fallbrook, representing the Chamber of Commerce, requested that the Commission look at a bigger area in the circulation element and start reserving some corridors for future circulation routes. 5. CALLE MEDUSA Submit two alternative routes (Margarita and Butterfield) to the City Council. MAX GILLISS presented the staff report. Mr. Gilliss stated that the conclusion was that alternative #2 and #3 were not feasible and asked that the Commission endorse alternatives #1 and #4 and include a third item which is to get the Nicolas Road/Winchester Road intersection upgraded to its ultimate graded width and alignment with signals as early as possible. Mr. Gilliss advised that the individuals financing AD 161 have decided they are going to delay a Series C Bond which will delay the funds for the improvements to that intersection. DOUG STEWART gave a brief description of the signal mitigation fee program. Mr. Stewart advised that the City has negotiated a reimbursement agreement with Bedford Properties for the Margarita intersection, to try and expedite the signal and have it in place next spring, using City funds. The City currently has a design contract with a local firm, to design the extension of Margarita Road south from Winchester Road, to where it ties into North General Kearney and also the re-alignment of the intersection at North General Kearney. Regarding funding, Mr. Stewart stated that it appears that the City may be able to add this particular segment of Margarita into Community Facilities District 88-12 as an additional sub-area in the Series 1 bond sales. In regards to Butterfield Stage Road, as a result of Marlborough's Map and discussions with the wineries, the City has an approved grading and alignment study for the recordation of Final Map 23113, which extends from the portion of Butterfield Stage Road, North of Rancho California Road to North of La Serena and to Calle Chapos. TTMIN10/23/91 -4- 10/29/91 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES OCTOBER 23° 1991 Mr. Stewart's suggestion to the Commission was that they approve the alignment as a by-pass to Calls Medusa. NELSON BETANCOURT, 40835 Calle Medusa, Temecula, representing the Homeowner's requested the Commission's support of Item No. 4. COMMISSIONER GUERRIERO stated that in February the Calle Medusa sub-committee, after concluding their discussions with several Calle Medusa homeowners, offered as a long term recommendation, the development of the Butterfield Stage Road corridor and construction of Margarita Road between Solano Way and Winchester Road. COMMISSIONER GODNICK stated that before he would make a recommendation, the Commission should allow the residents who live on Calle Chapos and Calle Girasol an opportunity to express their opinion. NELSON BETANCOURT assured the Commission that all the residents knew about the meeting. COMMISSIONER GODNICK moved that the Commission recommend Item No. 1 and No. 4, along with the ultimate intersection improvements of Winchester Road/Nicolas Road, on the condition that staff make contact with the homeowners affected on Calle Chapos and Calle Girasol, seconded by COMMISSIONER GUERRIERO. NOVEMBER AND DECEMBER TRAFFIC COMMISSION MEETING DATES COMMISSIONER JOHNSON moved to cancel the regular meeting of November 27, 1991 and adjourn to a meeting on November 21, 1991, seconded by COMMISSIONER GUERRIERO. AYES: 5 COMMISSIONERS: Godnick, Guerriero Roberrs, Sander, Johnson NOES: 0 COMMISSIONERS: None TTMIN10/23/91 -S- 10/29/91 TRAFFIC AND TRANSPORTATION COMMISSION MINUTE8 OCTOBER 23, TRAFFIC ENGINEER'8 REPORT SCOTT HARVEY provided an update on the following: , 1991 Chief Brodowski will address the Commission on disaster preparedness and requested topics for discussions. COMMISSIONER GUERAIERO requested information on HAZMAT transportation. Provided a copy of the design for the Target Center signal. Staff is sending out an RFQ for consultants to provide the City with up-to-date timing charts for all the signals throughout the City and also to provide a list of any possible or future traffic signals throughout the City. DOUG STEWART advised that the plans were completed for the signal at Rancho California Road bridge and ready for Cal Trans signature. COMMISSIONER JOHNSON requested an update on the Target Center signal. DOUG STEWART stated that there is presently a verbal agreement of 50%/50% reimbursement from both property owners; however, nothing has taken place. CHAIRMAN ROBERTS requested staff to look into extending the island in front of Marie Calendars at the Towne Center so as to prevent left in and out access at that intersection. DOUG STEWART stated that they would bring that information back to the Commission in November.
